Find Us On VOL XLV June 2017 President’s Message Hello Car Guys & Gals, The 2017 year is about half over and the California legislators have passed new legislation that is not only detrimental to the collector car hobby, but to all California vehicle owners. I am sure most have heard of Senate Bill 1 which is legislation to increase the gasoline tax and also increase registration fees on all California vehicles. Assembly member Travis Allen, R-Huntington Beach, filed the initiative to repeal Senate Bill 1 and move it to the November 2018 ballot. SB 1, which was signed by Gov. Jerry Brown aims to address a $59 billion backlog in deferred maintenance on state highways and $78 billion on local streets and roads. The bill would raise $52.4 billion over 10 years through increasing the state’s gas tax and vehicle fees. SB 1 raises gas taxes by 12 cents a gallon -- a 43 percent increase -- and diesel taxes from 16 cents per gallon to 36 cents. Diesel sales taxes would also rise. Drivers will also face a new annual fee to be paid with their vehicle registration, ranging from $25 to $175 depending on the value of their vehicle. The taxes and fees would rise each year with inflation. “There are 38 million people in California, and there’s only 120 in the legislature with one governor," Allen said. Hello Car Guys & Gals,

The 2017 year is about half over and the California legislators

have passed new

I am sure most have heard

Beach, filed the initiative

to repeal Senate Bill 1 and move it to the November 2018

ballot.

SB 1, which was signed by Gov. Jerry Brown aims to address

a $59 billion backlog in deferred maintenance on state

highways and $78 billion on local streets and roads. The bill

would raise $52.4 billion over 10 years through increasing the

state’s gas tax and vehicle fees. SB 1 raises gas taxes by 12

cents a gallon -- a 43 percent increase -- and diesel taxes from

16 cents per gallon to 36 cents. Diesel sales taxes would also

rise.

Drivers will also face a new annual fee to be paid with their

vehicle registration, ranging from $25 to $175 depending on

the value of their vehicle. The taxes and fees would rise each

year with inflation.

“There are 38 million people in California, and there’s only

120 in the legislature with one governor," Allen said. "So

essentially, a very, very small number of people decided for

38 million that they’re going to levy a $52 billion tax on them

over the next 10 years."

This legislation will not only increase the cost of fuel and

registration, but also increase the cost of goods that have to be

delivered by all transportation methods. The tax increases will

take effect November 1 and new vehicle registration fees will

begin Jan. 1, 2018. Fees on zero-emission vehicles will take

effect July 1, 2020, according to the text of the bill.

To raise a projected $52.4 billion over 10 years, changes to

taxes and fees include:

• A 12-cent increase in the gasoline excise tax

• A 20-cent increase in the diesel excise tax

• A 5.75 percent increase in the diesel sales tax

A new vehicle fee, which will annually charge drivers

between $25 and $175, depending on the value of the vehicle.

A $100 annual fee on zero-emission vehicles

Transportation Improvement Fee (TIF): the fee will be based

on the market value of the vehicle with the fee range

described below:

• $25 per year for vehicles with a market value $0- $4,999

Specifies that the tax rates and fees specified in this bill are

adjusted annually based on the Consumer Price Index (CPI).

Car show season is upon us and many local shows are going

strong. A message about the Collector Car Appreciation Day

from SEMA/SAN.

SEMA and its Automotive Restoration Market Organization

(ARMO) and Hot Rod Industry Alliance (HRIA) councils

announced that the next Collector Car Appreciation Day

(CCAD) will be celebrated July 14, 2017. The date marks the

eighth consecutive commemoration in what has become an

annual event to raise awareness of the vital role automotive

restoration and collection plays in American society.

“The U.S. Senate first recognized Collector Car Appreciation

Day in 2010 at our request and helped launch this annual

event,” said SEMA Vice President of Government Affairs

Steve McDonald. “As we prepare for the eighth celebration of

our nation’s automotive heritage, enthusiasts and related

businesses are already planning open houses, car cruises, club

gatherings and educational events to commemorate the day.”

ACCC Supports Senator Gaines &

Assemblyman Allen’s Efforts to Repeal

The Gas Tax!

Senator Gaines participated in the 31st ACCC

Spring Legislative Conference this past April and

spoke of developing a petition to repeal the Gas Tax

and Registration fees from bill SB1.

Assemblyman Travis Allen (R-Huntington Beach)

is doing just that and is seeking an initiative to

repeal gas tax and vehicle fee increases signed into

law by Gov. Jerry Brown that will raise $5.2 billion

annually for road repairs and mass transit. Allen

filed papers with the state attorney general to

prepare a ballot title and summary so he can work to

collect 365,000 signatures from registered voters in

150 days to put the measure on the ballot.

He noted that the bill signed by Gov. Jerry Brown

will raise taxes on a gallon of gas by 12 cents on

Nov. 1, while adding 20 cents per gallon to the tax

on diesel. It also will create new vehicle fees.

“Jerry Brown’s decision to push through the largest

gas tax increase in California’s history without the

approval of voters demonstrated a complete

disregard for ordinary Californians,” Allen said.

“This ballot initiative will correct Brown’s failure

and allow the people of California to decide for

themselves if they want to raise their taxes.” Others,

including the Howard Jarvis Taxpayers Association

have been discussing possible initiatives to repeal

the gas tax. When Allen collects enough signatures,

the initiative would be placed on the November

2018 ballot.

The gas tax and registration fee increases will be

hard on low income Californians and folks on fixed

incomes. In addition, the increase in the fuel taxes

on diesel will cause the prices everything to

increase, groceries, clothes, staple items, will all

cost every Californian more.

It has been reported that there is more than enough

money to fix the roads and infrastructure provided

that the money isn’t diverted as it has in the past

decade. Every Californian that drives a vehicle will

be affected and every Californian needs to sign the

petition!

As you may know Governor Brown signed this

legislation April 28th and the bill will become

effective November 1, 2017.

Brown stated that the new law will cost Californians

leas that $10.00 per month which is preposterous.

We have done the math and the new law will cost

the average Californian $300.00 per year or more

depending on miles driven; fuel economy; and the

dollar value of the vehicle.

In addition, Brown basically bribed legislators with

almost $1 billion in pork for their pet projects which

we feel may be illegal.

All in all if you consider the increases in fuel taxes

and registration fees this new law is not affordable

to lower income folks who are currently pay check

to pay check just to just food on the table and pay

their bills.

The other down-side to this bill will be the

increased costs in everything we buy at the store

due to increase in diesel fuel tax and diesel sales

taxes at the pump.

There’s no doubt that this $52 billion increase will

be harmful to all who drive a car and it didn’t have

to happen. The problem in Sacramento is not the

lack of funds…The problem is that our leadership in

Sacramento have big-time problems managing the

taxes we send them. They feel it is better to spend

billions on a “Train To Nowhere” or $25 billion on

illegal aliens; or last but not least hundreds of

thousands of dollars on attorney fees to defend

illegals from deportation.

We will bring more information regarding the

repeal of SB1 to you as it becomes available. In the

meantime, let your Senator and Assembly member

know how you feel regarding the new tax increase.

Steve Welsh Owner Artistic Collision Center Passes. Steve Welsh, Hot Rod builder and owner of Artistic Collision Center passed away Jan. 15, 2017, peacefully at

his home in Folsom, CA.

Pre-deceased by son, Aaron, daughter Amy, and wife of 42 years, Kris, he is

survived by his son, Bryan & daughter-in-law, Dana; grandchildren Tyler,

Emma and Hailey; sister, Barbara Welsh Spero; several nieces and nephews;

and girlfriend, Cheryl Gwynn. Steve was a great husband, father, brother and

friend. Steve's great passion for hotrods carried him into the auto collision

repair business.

In addition to the first-class collision repair performed by his repair facility,

Steve found time to construct internationally recognized hot rods and custom

cars for himself and a few select customers. Steve was extremely generous

with his time and expertise, assisting numerous friends with classic car

projects. He lived life to the fullest, enjoying good music, food, wine, and an

occasional trip to AT&T park to watch his beloved San Francisco Giants take the field. He will be sorely missed

by his family, friends, and the entire hot rod community.

RPM Act Gets a Fast Start in 2017

Bill to Protect Motorsports Reintroduced in the

U.S. House of Representatives

Washington, D.C. (January 9, 2017) – SEMA

President & CEO Chris Kersting today praised U.S.

Representative Patrick McHenry (R-NC) and his

colleagues for reintroducing H.R. 350, the

Recognizing the Protection of Motorsports Act of

2017 (RPM Act). The bipartisan bill, which was

submitted for reintroduction on the first day of the

new Congress, protects Americans’ right to modify

street cars and motorcycles into dedicated race

vehicles and industry’s right to sell the parts that

enable racers to compete.

The RPM Act is cosponsored by 44 members of the

U.S. House of Representatives. The bill ensures

that transforming motor vehicles into racecars used

exclusively in competition does not violate the

Clean Air Act. For nearly 50 years, the practice

was unquestioned until the EPA published proposed

regulations in 2015 that deemed such conversions

illegal and subject to severe penalties. While the

EPA withdrew the problematic language from the

final rule making last year, the agency still

maintains the practice is unlawful.

“SEMA looks forward to working with Congress to

enact the RPM Act and make permanent the Clean

Air Act’s original intention that race vehicle

conversions are legal,” said SEMA President &

CEO Chris Kersting. “We thank Representative

McHenry and all the cosponsors for reintroducing a

bill that will protect businesses that produce, install

and sell the parts that enable racers to compete."

When the RPM Act was first introduced in 2016,

racing enthusiasts and Americans working in the

motorsports parts industry flooded Congress with

nearly 200,000 letters in support of the bill. More

than one-fourth of the U.S. House of

Representatives joined as bill cosponsors as a

result. However, the shortened election year

schedule did not permit sufficient time for passage

of the bill by the previous Congress.

"Last year I was proud to lead the fight against the

misguided EPA regulation targeting racing, but our

work is not done,” said Rep. Patrick McHenry. “In

the coming months, I look forward to working with

my colleagues in Congress and the new

Administration to ensure the RPM Act becomes

law."

Motorsports competition involves tens of thousands

of participants and vehicle owners each year, both

amateur and professional. Retail sales of racing

products make up a $1.4 billion market annually.

There are an estimated 1,300 racetracks operating

across the U.S., including oval, road, track and off-

road racetracks, the majority of which feature

converted race vehicles that the EPA now considers

to be illegal.

“Upon introduction of the Senate version of the

RPM Act, we will call on racing enthusiasts

throughout the U.S. to contact their members of

Congress to request support for the bill,” Kersting

Steps to Successfully Move a Classic Car With Ease

With so many scam-brokers flooding the internet today,

finding a reliable auto transport company to successfully

move your luxury car to your preferred location can be

challenging. Interestingly, the dramatic increase in

compliant of auto transport scam has led The Federal

Motor Carrier Safety Administration (FMCSA) to

develop a reliable method that reduces auto scam.

to their preferred location, here are 5 steps to

#1 Lookout for a reliable auto transport company: When

shipping your classic car across the country, finding a

reliable vehicle shipping company is one of the most

important steps to take. As a vintage car enthusiast, it is

very important to deeply research on the best auto

transport company that can successfully ship your

classic car without you worrying about the risk of

damages. Below are 4 basic questions that will help you

spot out the best.

· Is this auto transport company fully insured?

· Is this auto transport company fully licensed and

authorized by the Department of Transportation?

· Do they have good online reviews?

· What type of testimonies have people been saying

about them?

Responds from these questions will definitely help you

make a better decision. Don’t stem your trust or

reliability on just what some brokers said about their

service.

#2 Study and understand the company’s classic carrier

options: Does your auto shipping company have the best

carrier options to safely move your classic car? This is

one of the paramount steps you shouldn’t joke with.

Studying and understanding their carrier options is very

vital.

Since there are so many car transporting companies that

cannot arrange for the delivery of expensive cars due to

their consistent provision for bulk transport services

(multiple carriers); it is necessary to verify if your choice

auto shipping company has the best carrier options that

can treat your classic car with uttermost care.

Meanwhile, there is no doubt that the auto transport

quotes for transporting your classic car with an enclosed

#4 Avoid extra luggage that isn’t approved by DOT:

With respect to the regulations laid by the Department of

Transportation (DOT), the Federal Motor Carrier Safety

Administration licensed only the transportation of some

household goods and some personal property. So, if an

auto transporter is found moving a classic car loaded

with “extra stuff” that is not approved by FMCSA, it

will incur a great penalty and the company might lose

their license. With such strict rules, many classic vehicle

transporters always advise their customers to remove all

extra items in the vehicle before transporting them.

#5 Study the weather before your ship: If you want to

successfully move your classic car to your preferred

destination, you mustn’t joke with this step. Do you

know that transporting your luxury car during harsh

weather is very dangerous and could result to some

unforeseen casualties like hurricanes, blizzards,

thunderstorms and so on? So, if you’re shipping your

classic car to a totally different part of the country that

you’ve never lived before or you are new in; it is highly

advisable that you do some research on their local

climate.

Actually, this will not only safely prepare you for an

entire different weather that you’re likely to experience,

ship a car successfully without being affected by the in-

The ACCC Supports bill to seek

independent scientific analysis of

E15 effects U.S. Rep. Jim Sensenbrenner (R-Wis.) introduced

H.R. 777 on Jan. 31. This bill would require the

National Academy of Sciences to provide a

comprehensive assessment of research on the

implications of the use of mid-level ethanol blends -

fuel containing more than 10 percent ethanol by

volume - compared to gasoline blends containing

10 percent or zero percent ethanol.

The study will evaluate the performance, safety, and

environmental impact of mid-level ethanol blended

fuels.

The Association of California Car Clubs (ACCC)

supports H.R. 777, as part of wider effort to reform

the Renewable Fuel Standard. Classic Cars; Hot

Rods. Street Rods; and many Muscles Cars are not

approved by the U.S. Environmental Protection

Agency to use fuel blends containing more than 10

percent ethanol.

"As a former member of the House Science, Space,

and Technology Committee, I have always believed

science-based decision making must guide our

assessment of the RFS and the effects this policy

has had on consumers, our economy, and our

environment," Sensenbrenner said.

"This is especially true in a state like Wisconsin,

where the use of recreational vehicles and marine

engines is a way of life for many of its residents”

Repeal Ethanol In Our Fuel Repeal the requirement that retail dealers, nonretail

dealers or wholesale dealers of gasoline sell only

gasoline blended with specified percentage of

ethanol be introduced in California. Currently, the

state requires that gasoline sold or offered for sale

contain 10 percent ethanol by volume.

• The ACCC recognizes that ethanol increases water

formation which can then create formic acid and

corrode metals, plastics and rubber, especially over

a period of time when the vehicle is not used.

Current high performance specialty parts along with

pre-model year 2001 cars and parts may be most

susceptible to corrosion.

• The ACCC recognizes that the life span of

vehicles and equipment can be dramatically reduced

with the wrong fuel and that owners could be

confronted with break downs. Anti-corrosion

additives are available for each purchase of gasoline

but can become expensive, burdensome and require

consumer education. • The ACCC recognizes that

while the current ethanol mandate does not apply to

fuel used in antique vehicles, there has been an

inability to obtain unblended gasoline for engines

that may be damaged by ethanol.
