Dear Friends and Community Members,

W e are pleased to present the Fiscal Year 2013 Milwaukee Public Schools (MPS) Report to the Community to our district’s families, staff, neighbors and community

members . We have worked hard over the past year to increase student achievement and are proud to share with you those and other success stories .

We continue to focus our efforts on three core tenets: student achievement, family and student engagement, and efficient and effective operations . Our focus is providing a high standard of care for all students . There are signs we are having success . MPS students scored better than two years ago in both grades (4th and 8th) and both subjects (math and reading) tested in the rigorous National Assessment of Educational Progress Trial Urban District Assessment . Students also outpaced the U .S . growth rate in math and reading .

Chief among our accomplishments in 2012–13, we kicked our college and career-readiness efforts into high gear . With a $30 million GEAR UP grant, we are providing college prep and planning services to MPS students as young as 10 years old and ramp up those services throughout high school . We opened two College Access Centers in two years, helping 5,000 students find college application assistance and scholarship success . In fact, the Class of 2013 earned $24 million in scholarships, $6 million more than the Class of 2012 .

Other 2012–13 highlights include:

] Laying the groundwork for the implementation of College Board’s SpringBoard programming in seven MPS schools to prepare students in grades 6 to 12 for college success

] Restructuring a $20 .4 million GE grant to better implement the Common Core State Standards at MPS] Enhancing operations and services at three District Parent Resource Centers] Adding two community partners to Learning Journeys, the hands-on initiative that supports the rigorous Common Core

aligned curriculum

Over the past three years, we have made progress in our core mission to prepare all students for success . We continue to focus on key initiatives that will help our students throughout their years in MPS and beyond . These efforts include the implementation of the Common Core State Standards, the Comprehensive Literacy Plan and the Comprehensive Math and Science Plan .

We are implementing and growing successful academic programs . We have laid the groundwork to expand these successful initiatives for the 2013–14 school year:

] Standards-based report cards are being used in more MPS schools to help students, parents and staff better assess progress and identify areas in need of improvement

] Hands-on STEM program Project Lead the Way (PLTW) was implemented in three more schools . MPS has the largest urban PLTW effort in the U .S .

] The world-renowned International Baccalaureate program is being expanded to new schools] The expansion of the MPS Head Start program

All of our efforts are centered on providing opportunities for academic excellence while being fiscally responsible . Thank you for your support in helping us to achieve these goals .

Student Achievement: Preparing for Success

Y ou may feel as if you know Mayra Alaniz, a South Division grad now

attending Georgetown University or Langston Peoples, the Stanford University freshman who earned his high school diploma from Rufus King . They are just two of the students featured in the Milwaukee Public Schools summer marketing campaign, Start at MPS. Stay at MPS. Succeed at MPS.

Their success is an example of the great things MPS graduates are achieving at the top colleges and universities in the country, and right here at home . Our graduates become the police officers, attorneys, teachers, doctors, plumbers and engineers who help make Milwaukee a vital and vibrant place to live .

We’re working hard to make sure more students have the opportunities to find success, whether they’re headed to universities across the country, colleges here at home, apprenticeships in the skilled trades or right into the world of work .

College- and career-readiness programming in MPS begins with students in elementary grades . In 2012-13, we expanded the innovative Learning Journeys program to provide all students in K4-8 with curriculum-based, grade-specific, hands-on learning opportunities at Discovery World, the Milwaukee Public Museum, and Junior Achievement .

Advanced Placement courses and the highly-regarded International Baccalaureate program also offer options that help prepare students for the rigors of college while also providing the potential to earn college credit . The pre-AP prep program, SpringBoard, gets MPS students on the AP path even earlier than before .

MPS’ two TEAM UP College Access Centers help guide students along the path to success, providing information and assistance on college applications, admissions requirements and options for life after high school . In 2012-13, the centers served more than 3,500 MPS community members and students, a significant increase from the 500 served the prior year .

There’s also great opportunity for students to receive career-based training while still in high school . Through Career and Technical Education, students learn about high-demand fields – including healthcare, information technology and manufacturing – through apprenticeships and internships . These opportunities can lead to full-time employment and great careers .

Results that show our efforts are paying off . Once again, several MPS schools earned top honors in national rankings by U.S. News & World Report and the Washington Post. The MPS Class of 2013 earned $24 million in scholarships – up $6 million from the previous year . We are proud of the success of all of our graduates and are committed to growing the next generation of successful and engaged citizens .

Student Achievement: On Track for Success

I n 2011, the future looked bright for Dakota Caldwell . He had just graduated from Washington High School of Information and Technology in the top five percent of his class, had a Direct Supply youth apprenticeship under his belt and was set to begin his freshman year at the University of Advancing Technology in Tempe, Ariz .

But just weeks before he was supposed to leave for Arizona, he realized that the grants and scholarships he had been awarded weren’t going to cover the costs of school and living so far from home . He made the difficult decision not to go . For the first time in years, the driven teen found himself without a plan .

That’s when Direct Supply stepped in to help get him back on course . “Thankfully, they never turned their back on me,” says Dakota .

Dakota’s relationship with Direct Supply began when he job shadowed there as part of the MPS Career and Technical Education (CTE) program . At 16, he was offered a State of Wisconsin Information Technology Youth Apprenticeship . When Dakota later found himself at a crucial crossroad after deciding against college in Arizona, a whole team at Direct Supply – his former boss, team leader and VP of corporate information services – worked to make sure Dakota had a place at the company . The CTE team also played a role in helping Dakota identify local college options .

CTE coordinates opportunities for its students through the Wisconsin Youth Apprenticeship program, which is part of a statewide school-to-work initiative . The results have been spectacular . One hundred percent of MPS’ two-year youth apprentices have been offered employment after high school . The program has also motivated students to finish high school . Of the roughly 100 students who have participated in the Youth Apprenticeship program since 2008, 99 percent of them graduated .

Through his involvement with CTE, Dakota was exposed to science, technology, engineering and math (STEM) programming . “There are so many opportunities being created in STEM fields,” he says . In addition to technical skills, the MPS CTE program provides the skills that will serve their students throughout their careers . “We are training our students to become the future leaders of these industries,” says Eric Radomski, CTE coordinator .

That approach made an impression on Dakota as a high school student . “I want to be a leader and motivator in the community . I believe my skills are best served while leading .”

With the help of Jarod Cronk, director of the James Place Sherman Park College and Career Center at Washington High School, Dakota is now in his second year at Concordia University Wisconsin . On the dean’s list and set to graduate in the spring with an associate’s degree in computer science, Dakota is thankful for the help he got along the way . “There are so many people that want you to succeed in life,” he says . “Don’t give up on yourself .”

After a series of setbacks, Dakota Caldwell is back on track with career and college, thanks to the opportunities he got through the MPS Career and Technical Education program.

Family Engagement: Partnering with Parents

P arents are a child’s first teacher and Milwaukee Public Schools wants to make sure parents can find meaningful ways to continue that important role . Research shows that parent engagement

is a powerful predictor of student success . Both Title I regulations and Milwaukee Public Schools Board policy require parent involvement activities in schools . MPS annually allocates more resources than mandated by the federal government .

MPS works to make sure that parents have a voice and are included in their children’s education in meaningful ways . Through their ongoing involvement, parents work in tandem with district and school leaders to guarantee academic achievement that will lead to success beyond MPS .

“A school’s success is dependent on parent involvement,” says Katie Dynek, Whittier Elementary School Parent–Teacher Organization . “I work full time, so I am not able to be at Whittier during the day to assist in the class room or other activities . I felt being involved in the PTO is a way to show my children that I am proud of their school and believe in what the school does for the families of Whittier .”

MPS offers many opportunities for families to get involved . The MPS Department of Family and Student Services runs three District Parent Resource Centers – at North Division, South Division and Washington high schools – to support parents, guardians and families . Services including helping parents find the right school for their child, plus facilitating parent groups, training and workshops are offered .

Other engagement opportunities include School Governance Councils, the PTA, parent-teacher conferences and family nights held at many schools . MPS also runs an extensive volunteer program, which provides parents with the chance to be in the classroom or help the school in other ways .

Students themselves can also play a valuable role . Representatives on the Superintendent’s Student Advisory Council serve as advisors to the superintendent and act as liaisons between the district and their schools . Additionally, students serve as representatives to the MPS Board of School Directors .

In August, the district implemented a community service requirement for all students beginning with the Class of 2015 . MPS hopes that as students become more engaged in their community, the more they will seek to successfully find their own place there .

Parent involvement is a critical component in a child’s success in school.

Educator Effectiveness

M PS is reshaping its approach to educator effectiveness . “We know that teacher quality translates into higher student achievement,” says

Marybeth Sandvig, Executive Director of the Organizational Development Office . “At Superintendent Thornton’s direction, we are placing emphasis on the variables we can control: leadership and teacher quality .”

Teachers are the single-most critical factor impacting student achievement . Research shows that a teacher can have a much greater the impact on student performance on reading and math tests than any other school-related factor .

MPS welcomed nearly 500 new teachers in FY14, primarily due to a wave of teacher retirements . The district is offering extra support to help these new educators succeed . In addition to the MPS induction process provided for every new teacher, the district added cultural tours to help many of our new educators get acclimated to the city before beginning the 2013-14 school year .

Teachtown MKE, a new initiative supported by the Greater Milwaukee Committee, other local businesses, organizations and MPS, provided new educators with a warm welcome and an introduction to Milwaukee . Teachtown MKE continues to work to build a community dedicated to attracting and retaining local educators and linking teachers to the community .

MPS is also working to improve the district’s teacher evaluation system . For the past two years, MPS has been working with the Milwaukee Teacher’s Education Association to develop a broad-based program that is aligned with student learning and development while incorporating a system for evaluating educators and providing feedback on performance .

MPS is using the widely-known Danielson Framework for Teaching to implement the Educator Effectiveness System . The Framework for Teaching is a research-based set of teaching components clustered into four domains of teaching responsibility: planning and preparation, classroom environment, instruction and professional responsibilities .

This comprehensive evaluation process is managed through Teachscape, an electronic platform used in conjunction with the Danielson model . Teachscape provides educators with observation and evaluation training, professional development and a well-defined process for talent management .

MPS school leaders play a crucial role in the implementation of the Educator Effectiveness System . All MPS principals and assistant principals have completed or will complete rigorous online training to

become certified evaluators . This is a critical step as principals, administrators and teachers move forward together to improve student outcomes .

The Danielson Framework was implemented in some MPS schools in 2012-13.

Effective and Efficient Operations: Supporting Classroom Success

L ast year, the respected, independent Public Policy Forum shared some promising news

about the financial status of Milwaukee Public Schools . Significant changes to MPS’ financial structure – primarily fueled by pre-ACT 10 changes to benefits – were improving the near-term fiscal future of the district . Those changes will result in savings of $378 .1 million from FY11-FY14 . There are still fiscal challenges facing the district, which the report says are primarily due to MPS’ heavy reliance on state funding .

Student achievement is supported by effective and efficient operations and efficient use of resources . Good stewardship allows the district to focus resources on the classroom to support student achievement . An additional $4 million was allocated to schools in 2013 due to these efforts .

The district is using many efforts to improve operations and maximize resources . Implementation of the MPS Long-Range Facilities Master Plan is bringing new life to old buildings . Four buildings have been sold, 11 have been leased to MPS-authorized charter schools and ten have been revitalized and now house successful, in-demand MPS programs . Golda Meir, MacDowell Montessori and I .D .E .A .L . are just a few schools that now have room to grow .

The district is utilizing the Six Sigma process to identify other opportunities for cost savings and efficiencies . The first round of projects involved identifying improvements in areas ranging from contracts to textbooks . These efforts resulted in $6 million in cost avoidance as well as greater efficiencies . Phase two efforts are well underway .

MPS is also aggressively pursuing other opportunities to bring additional resources to the district . Since FY12, $78 .8 million in grants has been awarded to the district, supporting programs including college and career readiness efforts, Common Core State Standards implementation, and Learning Journeys experiences for elementary school students .

The MPS Long-Range Facilities Master Plan allows for the implementation and expansion of many initiatives aimed at improving the standard of care for each student.

After moving to the MPS Juneau campus, MacDowell Montessori was able to add 300 seats to its popular program.

Looking Ahead

I mproving student outcomes remains the primary focus of Milwaukee Public Schools; teachers, administrators and staff are all working towards that common goal .

The district has strategically identified three tenets to push that work forward: student achievement, family and student engagement and effective and efficient operations .

There are signs these efforts are paying off . MPS 4th grade reading and 8th grade math scores had the seventh highest rate of growth of participating urban districts in the National Assessment of Educational Progress in 2013 . There is still work to be done and the district is moving forward with new or expanded programs to further improve student achievement .

To support the MPS mission to prepare our students for success beyond high school, we have kicked our college- and career-readiness initiatives into high gear, along with efforts related to boosting academic achievement and graduation rates, closing achievement gaps and improving attendance rates .

Our key initiatives for 2013-14 include:

] Launching the College Board’s SpringBoard pre-Advanced Placement program in seven MPS schools] Expansion of the rigorous Project Lead the Way hands-on science, technology, engineering and math (STEM)

curriculum into three additional schools for a total of 34 MPS schools] Exploration of additional International Baccalaureate schools following the lead of MPS’ Rufus King International

School – High School Campus and Ronald Reagan College Preparatory High School, which were named the two best high schools in the Milwaukee region in 2013 by the Washington Post

] Expanded use of the Standards-Based Report Card in K-5 and K-8 schools, which helps staff, parents and students clearly identify Common Core learning expectations in each subject, and notes where students are succeeding and where assistance is needed

] Continued implementation of changes at Bay View Middle and High School to develop a high-achieving academic program that incorporates design thinking and restorative justice practices

] Approval of four new charter schools, bringing the total number of non-instrumentality charter schools to 16

These efforts complement ongoing reforms continuing to show promise including MPS’ Comprehensive Literacy Plan and Comprehensive Math/Science Plan, both of which are aligned to the rigorous Common Core State Standards; increasing college- and career-readiness efforts, including programming at MPS’ TeamUp College Access Centers which offer assistance in putting students on track for post-secondary success; the Positive Behavioral Interventions and Supports (PBIS) program to reinforce positive behavior and improve school climate; and providing services and resources for parents at three District Parent Resource Centers located at North Division, South Division and Washington high schools .

MPS Partners

M ilwaukee Public Schools is fortunate to partner with dynamic businesses and organizations that help improve student achievement . These partnerships tie in with the core MPS tenets,

the principal of which is increasing student achievement . These four major partnerships are examples of recent innovative strategies that promote student achievement and give our students access to new opportunities never before available to them .

]A $20 .4 million, five-year grant from the GE Foundation is helping tackle one of the biggest changes in MPS in a generation: implementation of the Common Core State Standards . In 2012, the district identified 10 schools as GE Foundation Demonstration Schools which are becoming models for successful CCSS implementation . The schools are finding success; 90% experienced average or above-average value-added growth in reading and math, outpacing district-wide improvement . Nine schools were added for Fiscal Year 2014 .

]Wisconsin’s largest law firm, Foley & Lardner, continues to support the Wisconsin Conservatory of Lifelong Learning through a unique partnership . Foley works with WCLL administrators to create meaningful opportunities that enhance learning, including incentive programs – such as outings to Bucks and Brewers games – to encourage and recognize student achievement and positive behavior . Cultural and history-themed outings include visits to First Stage Theatre, the Milwaukee Repertory Theater and Old World Wisconsin . Theater programming will be expanded for the 2013-14 school year, when students in every grade level will go to see a play at First Stage or the Milwaukee Rep .

] A generous three-year $2 million grant from Madison-based Great Lakes Higher Education Corporation and Affiliates funding two MPS TEAM UP College Access Centers . The services and counseling offered at these centers are designed to promote high school completion and college readiness, ensure early awareness of college, increase parent awareness and involvement in the college access process, and provide additional educational resources for academic and career planning .

] In April, BMO Harris launched the Financial Fluency for Students Program to bring critical financial literacy education to high school students across MPS . The 10-unit course offers 6-8 hours of programming aimed at teaching, assessing and certifying students in a variety of financial topics including credit scores, insurance, credit cards, student loans, mortgages, taxes, stocks, savings, 401ks and other critical concepts that map to national financial literacy standards . Students who successfully complete the course receive certification in Financial Literacy, a valuable mark of distinction on college applications and resumes .

MPS is able to boost its efforts to increase student achievement through our outstanding community partnerships. More than 2,000 GE volunteers turned out at 15 MPS schools in August to paint, clean, organize and landscape in preparation for the first day of school. The volunteers pictured here painted two U.S. maps on the 53rd Street School playground.

Through our partnership with BMO Harris, MPS students and families are getting valuable financial literacy advice and tools to plan for the future.

Eighty-seven cents of every dollar budgeted in Milwaukee Public Schools’ School Operations Fund goes to educate children in Milwaukee, including supplies and staff, especially the largest group of staff: teachers . Approximately eight cents of every dollar in the fund pays for non-school-based staff and services . The remaining five cents goes to pay for necessary operations expenses such as utilities, insurance, technology licenses and debt repayment .
