Meeting with United States Navy, Pentagon

Date:

Venue:

Friday 12 June 2015

The Pentagon

Attendees

Mr Thomas W Hicks Under Secretary of the United States Navy

The Hon Dennis McGinn Assistant Secretary of the United States Navy for Environment Installations and Energy

Vice Admiral Philip Cullom United States Navy

Mr Joseph M Bryan Deputy Assistant Secretary of the United States Navy (Energy)

Mr Chris Tindal Office of the Deputy Assistant Secretary of the United States Navy (Energy)

Meeting summary

• This meeting provided an opportunity to understand the US Navy’s current and planned activities to trial the use of biofuels and identify global sources of biofuels as part of the Great Green Fleet Initiative.

• The ambition would be to enable the US Navy to refuel with biofuels in Queensland when the Great Green Fleet visits Australia in 2016.

• The US Navy advised:

• The policy drivers behind the switch to biofuels and the long-term commitment to biofuels beyond demonstration, including the national security imperative.

• The scale of fuel demand and costs per annum to inform industry planning in Queensland.

• The key tests to be applied in sourcing fuels, including that it should not come at the expense of global food production, it should be broadly competitive with conventional fuel, and that it should be ‘ready drop in’ with no significant modifications required to the existing infrastructure (e.g. engines).

• The delegation discussed the opportunity for the US Navy to increase its visits to Queensland from mid-2016 and how this could help facilitate the development of a biofuels/bio-industrial sector in Queensland.

• The delegation also set out Queensland’s advantages in terms of feedstocks and potential reliability of supply, R&D and supply chain capability.

• The delegation also discussed what support Queensland can offer the US Navy for their 2016 visit program and the combined exercises to be held at Shoalwater Bay Training Area near Rockhampton in July 2015.

Canegrowers has welcomed the Premier's Pentagon pitch for Queensland to supply sugar biofuels to the US Navy. Theindustry group says it could generate another income stream for the sector as the commodity price stays low. Tim Mulherin,Former Agriculture Minister, first proposed the idea in 2011. Annastacia Palaszczuk, Queensland Premier, says Queenslandcan lead the way when it comes to alternative fuel supplies, such as ethanol. Recently, the industry has battled a lowinternational sugar price and adverse weather conditions, meaning the diversity could help growers. The potential internationaldemand for ethanol would also require farmers to grow different varieties of cane.

"If we can lock down this partnership, we can unlock the opportunities to Queensland this will bring," MsPalaszczuk said. AAP jmk/mm

Premier’s trip may see city’s ship come inPREMIER Annastacia Palaszczuk described her trip to the United States this week as a trade mission to drum up business for Queensland.

Indeed, there are few businesses in the world as big as the US military.

It emerged yesterday that Ms Palaszczuk will meet defence officials in the Pentagon to push for Townsville to supply biofuels to the so-called Great Green Fleet, opening the door for the city to become a major fuelling port.

The Green Fleet is an initiative of the US Navy involving ships running on biofuels instead of conventional fuels.

Ms Palaszczuk will present the case that Townsville is ideally placed to service the fleet. Any commitment by the US Navy to refuel in Townsville would be watched closely by the North Queensland Bio-Energy Corporation, which is well advanced on developing a $520 million sugar mill at Ingham capable of producing up to 200,000 litres of ethanol per day.

The prospect of regular visits from US Navyships would also be a welcome boost to the Townsville economy.

US sailors are known for spending up big during shore leave, but the city has been starved of visits in recent years.

The last major visit was the USS Chosin in late 2013.

C’mon Premier, give it your best pitch.

Man up, that’s an Enders to itMARK Enders should take his disqualification from Labor’s preselection battle for the Federal seat of Herbert “like a man” instead of blaming others for his political implosion.

Mr Enders took to the Townsville ALP blogto attack the Bulletin for its reporting of his claim that he had a better chance of unseating the LNP’s Ewen Jones because he was a man.

“The Bulletin took the hysterical, sensationalist and hypocritical low road in its reportage,” he wrote.

Only problem is that Mr Enders had alreadysent a personal message to the journalist after the article’s publication, thanking him for his “integrity” and “not doing a hatchet job on me”.

It seems Mr Enders is a little confused withhis message. That is probably why he was dumped from preselection.

Trade trips can leave lasting benefits for years to come

[email protected]

STEVEN WARDILL

IT WASN’T that long agostate trade trips were being written off as littlemore than junkets forself-important provincial

politicians.States packed up their

international outposts, deeming them an unnecessary expense when the federal government could fill the void.

Peter Beattie, wisely, resisted temptation to follow suit and save a few million dollars annually.

He kept the state’s trade commissioners in growth

meccas such as China and India and expanded the network into new terrain as he beat the “Smart State” mantra and need to diversify Queensland’s economy.

And today a vast array of Queensland business with global ambitions is better off because of this decision.

Premier Annastacia Palaszczuk jetted out for her first trade-trip this week, bound for Washington, Boston and Philadelphia on a week-long mission to drum up US business for the state. In tow was a delegation from business, academia and the

science community. It would be easy to write off

the Premier’s trip as a taxpayer-funded reward for

Labor’s extraordinary election victory in January and easy to imagine that, between a few business meetings, it’s going to be all about touring Washington’s famous landmarks, munching corn dogs at Fenway Park and posing

for a “Rocky” selfie at Philadelphia’s Museum of Art. But done rightly, trade trips such as Palaszczuk’s can have an afterlife that reverberates

for many years, creatinglinks, sealing contractsand generating wealthand jobs that flow tothe state.

The oldargument is thatbusinesses cando these dealsthemselves.Politicians arejust there forthe pictureopportunityand sweetrelief fromthe day-to-day rigoursof runningthe states. There are

many examples of this over the years, for sure.

But we need to rememberthat Queensland is a far-flung dominion, an outpost with

unknown potential in many corners of the world.

If the state’s leaders are notgoing to spruik this message who will?

International businesses looking to invest in

Queensland need to be assured their potential trading partner has the local administration’s ear.

It’s easy to forget that sovereign risk occurs not just under despot regimes but in functioning democracies where the whims of political leaders can quickly imperil investment.

They need assurances thatproposals are not going to be bogged down in bureaucracy. They also need to know regulations and tax conditions are not going to suddenly change in a way that adds unimagined dangers to the risk they are already taking trading with a partner where the tyranny of distance is already an issue.

Along with Beattie, formerpremier Anna Bligh knew this also. On Bligh’s first trade trip

in 2008, she ventured to the Indian headquarters of global energy behemoth British Gas and was there when a deal was signed with new upstart company, Queensland Gas.

Now the state’s Budget is moving into a phase where it will be heavily reliant on the royalty income from that and other like agreements, particularly given the cash cowof coal has gone missing in the top paddock.

The state’s rising jobless rate has created a sense of

QLD:Qld scientists examine global diseases

The development of an anti-Hendra virus treatment by Queensland researchers has opened the doorfor them to work on other global diseases with US colleagues. Premier Annastacia Palaszczuk today met with researcher Dr Dimiter Dimitrov from the NationalInstitutes of Health during her US trade mission to discuss an ongoing relationship with Queenslandscientists. Dr Dimitrov was a co-developer of the monoclonal antibody for Hendra virus, launched in April, whichhas been approved for human trials in Queensland. The work of Queensland scientists in further progressing the treatment fuelled discussions about otheremerging diseases, including Middle-East Respiratory Syndrome (MERS). The virus has caused seven deaths in South Korea and seen 1800 schools shut and more than 2500people quarantined. AAP RTV

She also toured the factoryof Tesla Motors, a companyfounded by PayPal billionaire

Elon Musk, which has startedselling electric vehicles andbatteries to store solar powerat home. “A lot of peoplewould have thought electricvehicles were years away. Butthe factory is up and runningand it is state-of-the-art.”

Ms Palaszczuk said thatmust involve computer skillsfrom an early age through tocoding classes being madeavailable to students eager tobreak into IT.

Federal Labor Leader BillShorten has also spoken of theneed to teach coding in class-rooms and promised a program

The US navy could help create a thriving biofuels industry in regional Queensland, Premier Annastacia Palaszczuk says.

Ms Palaszczuk visited the Pentagon in Washington DC as part of her first trade mission as premier to the US, where she met the navy's top brass.

A renewable energy policy has set a goal for half the navy's energy needs to be met from alternative sources by 2020.

The premier says that opens up opportunities for regional Queensland.

"We saw the boom of the LNG industry - this has the potential to be our next growth industry," she said on Saturday.

"We know the technology is there, we know we have the people already working in this field, what we now need to do is seek out those industry partners."

Ms Palaszczuk said the talks were in their early stages and the state needed to decide where it would place production plants.

"Initially, it could be in Mackay or Gladstone," she said.

The Great Green Fleet will embark on a Pacific tour in 2016 as part of its planned activities to trial biofuels, with Queensland being a potential destination.

Port of Townsville chief executive Ranee Crosby said while it was early days, it was great that Ms Palaszczuk was championing Queensland and Townsville.

“We’ve got a port that’s ready and capable,” she said.

Ms Crosby said the port would love to host the fleet during next year’s Pacific tour.

“It would just be brilliant for the city,” she said.

“They’ve got priority access to Berth 10 if they’re willing to come.”

Townsville MP Scott Stewart said he would support the project and a visit during the Pacific tour.

“If we can pull this off and develop the biofuels, it will be a great shot in the arm for the economy, not just for Townsville but for North Queensland,” he said.

The plan could also mean opportunities for James Cook University researchers, with a US naval delegation having visited the university in 2012 to inspect bioenergy projects.

The push comes as the State Government commits up to $1 million to identify new agribusiness prospects and their water needs in the Lower Burdekin.

Minister for State Development Dr Anthony Lynham said the Lower Burdekin Catchment Development Project would identify future development options and what needed to happen with water resources to support growth.

The US navy could help create a thriving biofuels industry in regional Queensland, the state’s premier, Annastacia Palaszczuk, says.

Palaszczuk visited the Pentagon in Washington DC as part of her first trade mission as premier, where she met the navy’s top brass.

A renewable energy policy has set a goal for half the navy’s energy needs to be met from alternative sources by 2020.

The premier says that opens up opportunities for regional Queensland.

“We saw the boom of the LNG industry – this [biofuel] has the potential to be our next growth industry,” she said on Saturday. “We know the technology is there, we know we have the people already working in this field, what we now need to do is seek out those industry partners.”

Palaszczuk said the talks were in their early stages and the state needed to decide where it would place production plants.

“Initially, it could be in Mackay or Gladstone,” she said. “But we also know we have Townsville there – a ready port which would be able to utilise the fuels for the US navy.”

MACKAY has been named as a potential location for a biofuel production plant to supply the US Navy.

Premier Annastacia Palaszczuk made the announcement following a meeting with senior US Navy officials at the Pentagon in Washington yesterday, as part of the US Navy's renewable energy policy and its potential for supporting a biofuels industry in Queensland.

"The US Navy has set a goal of meeting half its energy needs from alternative sources by 2020, which opens up opportunities for biofuels suppliers at ports around the world," Ms Palaszczuk said.

"Queensland has the potential to play a big role in meeting those needs.

"There is potential for regional Queensland, especially Mackay and Gladstone."

A spokesperson from the Premier's office said it was Mackay's abundance of sugarcane by-products that made it an attractive option.

"Sugarcane could one day be powering US navy ships," he said.

"It's part of the US Great Green Fleet Initiative, they are looking for suppliers all around the world.

"Gladstone was probably also mentioned because of it's port."

Ms Palaszczuk named biofuels as the next big industry for Queensland.

"A Deloitte Access Economics/QUT study predicts bio-refining in all its forms could contribute $1.8m in gross state product to Queensland over 20 years and support more than 6,600 jobs over the next 20 years," she said.

Mackay might one day produce biofuels for US navy ships.

Annastacia Palaszczuk offers US Navy help for renewable energy targetsAmy Remeikis Published: June 13, 2015 - 10:13AM

Premier Annastacia Palaszczuk's United States trade mission has taken her to the Pentagon.

Ms Palaszczuk, who left for America on Thursday, met US Navy brass at the famed Washington building to discuss how Queensland can help the leader of the free world meet its renewable energy targets.

The world's largest Navy, which includes a fleet of more than 280 battle ships and 10 aircraft carriers, wants to have half its energy needs met by alternative fuel sources by 2020.

Ms Palaszczuk wants Queensland to be a part of helping the US meets that goal.

"If we can lock down this partnership, we can unlock the opportunities to Queensland this will bring," Ms Palaszczuk said in a statement.

"My Government is keen to work with industry and research organisations to maximise Queensland's potential when it comes to biofuels and bio-manufacturing industries."

Both the Opposition and Labor have indicated a willingness to expand the state's biofuel industry, including plans for an ethanol mandate in fuel, which coincidentally is a key commitment needed to secure the Katter Party support in the state's hung parliament.

But with the mining and resources boom subsiding Ms Palaszczuk said it also opens doors to creating a new industry for the state.

The Premier has already flagged research and development of new industries playing a starring role in next month's budget and while no plan has been released, has also made a commitment to exploring renewable energies, including expanding the state's solar industry.

After leaving Washington, Ms Palaszczuk will travel to Philadelphia, Boston and Los Angeles.
