12
The roundtable provided an opportunity to have informal dialogue with a range of industry participants and Queensland Mayors. The Department of State Development, Manufacturing, Infrastructure and Planning engaged with several of the invited participants to encourage growth in Queensland’s biofutures sector.
The roundtable considered questions about how the life sciences can help improve regional economic growth and how Queensland maximises the business outcomes of life sciences.
Key issues raised included:
- the importance of biotechnology and biofutures for re-imagining the future of agriculture
- the role of venture capital and angel investment in growing innovation
- artificial intelligence is fast emerging as a major opportunity for regional Queensland to help develop precision agriculture
- the strong commitment by local government to innovation in regional Queensland and recognition of the partnership with the Advance Queensland initiative.

Ms Sarah Jane Maxted Director, MIT REAP, MIT Sloan School of Management
Prof. Arun Sharma Deputy Vice-Chancellor, Research and Commercialisation
QUT
Prof. Robina Xavier Executive Dean
QUT Business School
Meeting Summary:
The Minister visited the Massachusetts Institute of Technology (MIT) and met with senior executives from The Engine.
The Engine has two key components:
1. A fund – a large scale venture fund has been established involving MIT and a range of family offices to invest in long term, high risk projects.
2. A space – 2600 square metres has been set aside as a space for high potential startup teams to grow their ideas. This space enables these companies to step outside the lab to develop their businesses. The key differentiator of The Engine is that it has specialist equipment and lab space for the businesses to grow and access to the broader MIT network for other support.
A competitive process has been undertaken for the first cohort of 12 teams to be welcomed to The Engine this year. The key criteria are:
- the quality of the team
- the product will be viable in the short term, and have revenue within five years
- the product represents a scientific/engineering breakthrough. Teams have a technology readiness level (TRL) of two to three, with the aim to take this to five to six.
Each team can stay in The Engine for 18–24 months.
The costs of The Engine are covered by a mixture of corporate sponsorship, rent and the support of anchor tenants who want access to the talent that emerges. It is envisaged that The Engine will grow over time.
The growth of The Precinct in Brisbane was discussed, as well as models to effectively incubate and accelerate startups.
20
Meeting with Thermo Fisher Scientific and Patheon Biologics (part of Thermo Fisher)
Date: Monday, 4 June 2018
Attendees:
Mr Michel Lagarde Senior Vice President and President, Pharma Services
Thermo Fisher Scientific
Dr Ryan Parlett Director, Business Management
Patheon Biologics
Dr Evan Shave Associate Director, Associate Director, Global Tech Transfer, Process Engineering and Validation
Patheon Biologics
Meeting Purpose:
The Minister met with a senior executive of Thermo Fisher Scientific for the first time since the company’s $7.2 billion acquisition of Patheon Biologics in 2017, and subsequent internal restructure.
The Minister gained an appreciation of what the acquisition of Patheon Biologics has meant for their Brisbane operation over the last 12 months, and what is planned into the future. Expansion opportunities for the facility will be a focus.
The emergence of large molecules and biologics was highlighted as a potential long-term market opportunity, and where the Brisbane facility could play an important future role. Emerging developments in life sciences in cell and gene therapy will also be important to business opportunities in the future.
Labour flexibility was also recognised as an issue in maintaining competitiveness. The business hires people with post-doctoral skills in relevant areas and, as an international business, does at times need to move these highly skilled resources to areas of need. Current visa arrangements in Australia create some challenges to achieving that necessary flexibility.

A phase II trial will start in August 2018, with a large part of the data to be gathered from Australia, and in particular the Mackay district.
The benefits of conducting a clinical trial in a regional area were discussed, including benefits to the local/regional health system and opportunities for people suffering who would otherwise miss out on potential new treatments.
