PROJECTS

Spaniards Bridge High Productivity Motor Vehicle (HPMV) Strengthening

1. Spaniards Bridge is located on Wharekopae Road, a significant route for freight and

logging operations. A recent inspection determined that the structure has deteriorated

with cracks and peeling appearing on the main concrete beams. The contract will

repair these faults and strengthen the bridge to 62 tonne capability. Tender documents

have been drafted and will be advertised on 17 October.

Oneroa Walk and Cycle Extension

2. The extension sees 600m of concrete path which connects the Oneroa cycle and

walkway with the Olympic Pool and the Alfred Cox cycle and walkway through Awapuni

School. The street lighting has been upgraded and three new courtesy crossings have

been installed. The final stage will see new bollards and 10 new pohutukawa trees

planted along Centennial Marine Drive. Construction of the $281k Oneroa extension is

due to be completed by 28 October. An opening event will take place in November.

3. The extension is being delivered by the major projects team on behalf of Tairāwhiti Roads.

Procurement and Supply of School Patrol Equipment

4. Every year Council commits $50k, to supply and maintain school patrol equipment such

as flags, disc and arm crossing pins etc. So far, the programme supplied school patrol

equipment and fixed deficiencies for Wainui Beach, Central, Te Hapara, Mangapapa,

Cobham and Awapuni schools.

Guardrailing Programme for the Western Network

5. Three sites have been identified and prioritised for guardrail installation on the Western

Network. The rationale is the high trend of crashes with fatal or serious injury

consequences. These sites are: Tiniroto Road at the 41.92-42.15km mark and two sites on

Whatatutu Road located at the 4.8 and 6.2km marks (Otara Dip). Indicative milestones

see completion of design and tender documents by mid-November and construction

starting mid-January 2017.

Anaura Bay Road Resilience Improvements Stage 2

6. The first photo below shows the repair completed so far at the northern end of the site.

There has been no change at this location since the work was completed in May this

year. The second photo shows the toe of the slip at the southern end of the site. Due to

changes in the layout of this slip over the past year (further significant erosion), a new

survey has been completed and the designers are verifying the extent of the works is still

appropriate. This design verification will be completed in mid-October. Construction of

Stage 2 is earmarked for November/December this year – but this will be confirmed once

the design verification is complete.

East Cape Road Resilience Improvements at Route Position 3.960km to 4.060km

7. As part of the resilience improvements programme, East Cape Road, a significant tourist

and potential logging route, sees an improvement at the 3.9km mark (Site 6) as per map

below. The project is currently in design phase and construction is forecasted to

commence late February 2017.

Waiomatatini Road (Kaiinanga Hill) Improvements

8. The repair strategy at Kaiinanga Hill follows from a geotechnical report completed last

financial year. The strategy breaks the work down into the following components:

• Spot spraying and planting of the surrounding earth flow (completed this spring) – first

photo (resilience improvements budget).

• General maintenance of culverts on the hill (Network Outcomes Contract (NOC)

budget).

• Design of additional groynes at the toe of the slip/hill (second photo) (resilience

improvements budget).

• Vertical realignment of three problem areas on the southern side of the hill (resilience

improvements budget + NOC budget + emergency works).

• Regrading and draining of the area of the earthflow not treated by the planting

(scheduled for the end of summer from resilience improvements budget).

• Additional drainage above the earth flow (resilience improvements budget).

• Completion of minor emergency works (additional slip removal funded from

emergency works).

• Application for consent to place slip waste material at the base of the hill as a

buttress (resilience improvements budget).

• Further design work to stabilise the road shoulder above the earth flow (hard fill)

(resilience improvements budget).

9. The proposed work is a mix of routine maintenance, planned resilience and reactive

emergency work. All the elements are being designed to work together (see Appendix

1).

10. The three projects will be funded from the resilience category which has a budget of

$700k (subsidy rate of 62%).

Street Lights LED Upgrade Rollout - Year Two

11. The $301k year two LED rollout is progressing well with 232 LEDs having now been installed

in Elgin, Wainui, Okitu, Makaraka, Manutuke, Makorori, Tolaga Bay, Waipiro, Hicks Bays,

Tiniroto, Waerenga-a-Hika, Waerenga-o-Kuri and Waingake with all areas to be

completed by 17 November 2016. The completion of year two will see all rural and

coastal communities and some areas in the CBD seeing the benefit of improved LED

lighting and electricity savings of $23k on track for year two.

12. Contract TR15/18 is currently being advertised, inviting contractors to submit their bids by

21 October. Construction is expected to commence early December. The contract sees

bridge repairs for the superstructures on critical structural elements such as beams and

decks for all three bridges. Wharekopae Bridge will be strengthened to Class 1 (44

tonnes) to take advantage of establishment costs. Other minor bridge maintenance

work is included such as fixing potholes on the approaches, cleaning of signs, clearing of

debris and installing new guardrails.

13. In collaboration with Council’s Land Information team, an online tool called “Tairāwhiti

Roads Maps” has been created. This allows proactive planning and coordination of

projects and physical works across all Council departments, NZ Transport Agency and

utility providers. The site is for internal use only and not available to the public. Using

Tairāwhiti Roads Maps is designed and tailored to reflect a wealth of transportation and

roading data such as resealing and rehabilitation forward work programmes, restricted

bridges across District, Corridor Access Requests (CAR), road crashes etc.

Contract Document Template Updated to NZS3910:2013

14. After the release of the new Health and Safety at Work Act 2015, it was identified that the

existing Council contract template based on NZS3910:2003 needed to reflect the new

legislation and revised contract based on NZS3910:2013. Two contract templates have

been created to accommodate Council’s procurement policy for physical works

budgeted less than $50k (light version) and above $50k (full version).

15. All Council departments procuring physical work contracts have contributed. The Legal

Counsel has peer reviewed and the Chief Engineer has endorsed them. Both contract

documents are available as a template ready for Contract/Project Managers to use.
