2.0 RECOMMENDATION

That the Development Services Committee recommend to City Council:

That the Durham Catholic District School Board be advised that the City of Oshawa has no interest in purchasing the Father Francis Mahoney Catholic School site (399 Farewell Street), the Canadian Martyrs Catholic School site (383 Chaleur Avenue) or the St. Michael Catholic School (50 Vancouver Court).

5.0 ANALYSIS

5.1 General

9 By letters dated October 2, 2008 the DCDSB formally advised the City that the following three school sites were surplus to its needs:

Father Francis Mahoney Catholic Elementary School (399 Farewell St) Canadian Martyrs Catholic Elementary School (383 Chaleur Ave) St. Michael Catholic Elementary School (50 Vancouver Crt)

> The three sites are being offered for sale at fair market value and the City has until January 3, 2009 to submit the terms of any offer.

9 Notice of the availability of the three sites was circulated to applicable senior staff and discussed at a recent Corporate Leadership Team (CLT) meeting.

> None of the school sites were identified as being required for City purposes.

9 In respect to St. Michael, which is adjacent to the Civic Auditorium Complex, the City Manager and Commissioner, Community Services recently advised that:

The need to expand the Civic Auditorium site by acquiring the school has not been established and cannot be supported at this time; The school is not affordable. While the City is currently negotiating a partnership, there is no formal partnership or funding strategy in place at this time for the revitalization and repurposing of the Civic Auditorium Complex which would support the acquisition of the school site (estimated acquisition cost of $1.4 million);

= Operating costs are not affordable; the annual operating and maintenance costs of the school (estimated at $180,00O/yr) are not affordable and to be usable on a year round basis the school would need to be upgraded to include air conditioning (+$I 20,000);

= Demolition costs are not affordable; in the event the City wanted a vacant site, demolition costs would exceed $350,000 and are not affordable;

= The City needs to focus its limited resources in a meaningful way; at the Civic this means revitalizing and repurposing the existing City site and facilities vs. acquiring more landlbuilding; and -- 168

The St. Michael school site would need an Official Plan Amendment and rezoning to be used for City level parkland.

> The Recommendation advances Goal C (A Caring and Responsive Community) of the City's Community Strategic Plan by taking action and ensuring accountability.
