Summary Report

Training Objectives : The training is conducted to strengthen an existing/planned CBR program in developing countries of Asia-Pacific countries by training the above target group to:1) Develop trainers and facilitators in CBR activities.2) Promote an inclusive development approach to CBR.3) Develop CBR and inclusive development strategies according to each situation and the needs.

Participants : 17 participants (1 Blind and 1 Deaf participants) from 9 countries in Asia-Pacific region, including 1 Personal Assistant, 1 Sign Language Interpreter and 1 English-Thai Language Interpreter.

Resource Persons : Both domestic and internation resource persons who have rich experience in disability and CBR field were invited to conduct the training sessions. Internation resource person is Ms. Abia Akram (Handicapped International Pakistan). Domestic resources persons included Ms. Natagamon Roongtim (Bangkok Independent Living Center), Ms. Liz Cross and Ms. Sirin Atsilarat (CBM Central East Asia Regional Office), as well as Ms. Thachakorn Kokong (JICA Secretaty).

Training Topics : DET, Participatory Project Managment, Community-based Rehabilitation, Inclusive Community Development, Independent Living, Self-help Group and Self-help Organization, Training process, Training and Facilitation Skills, Participatory, Knowledge management and Field Visit to Population and Community Development Association (PDA) and Independent Living Center at Salaya Sub-Distrct, Amphur Puttamonthon, Nakornprathom and Bang Krateuk Municipality to understand IL project and its relationship with community stakeholders as well as to gain better understanding of community projected conducted by persons with disabilities.

Summary of Discussion :

Topic : Disability Equality Training (DET): Focusing on Inclusive Society Resource Persons: Ms. Thachakorn Kokong (APCD) and Ms. Natagamon Roongtim (Bangkok Independent Living Center)

• Participants learned the concept of DET and discussed the difference of “impairement” and “disability”, defined social model and medical model of disbility which provided the participants a chance to double check their own attitude, watched a video about a society in which an abled person became a minority and followed by a group discussion. The session was interactive and well-integrated between the concept and the examples of how DET was perceived. Both facilitators invited the participants to question their own assumption and the the context surrounded.

Topic : Inclusive Community DevelopmentResource Person: Ms. Sirin Atsilarat (CBM Central East Asia Regional Office)

• Participants became more aware of the importance of an Inclusive Development, which functions as a goal and a process. The cencept of Disability, Inclusive Development and its key elements were discussed. The Twin Track approach was introduced and addressed disability as a cross-cutting issue in every development sector. This approach aims to increase the general level of awareness and participation of PWDs. Furtheremore, the participants were encouraged to analyze certain application that will further strengthen the implementation of Disability and Inclusive Development, upon returning to their home country.

Topic : Senior Official’s Meeting on South-to-South Coopertation on DisabilityResource Persons: Dr. Zaw Moe Aung (The Leprosy Misssion International TLMI Myanmar) and Ms. Wanda Munoz (Handicap International)

• CBR participants attended Senior Officials’ Meeting on South-to-South Cooperation on Disability at United Nations Conference Center. The goals of the conference were for the participants to understand community-based inclusive development concept and various practices in Asia and the Pacific, to understand interantional and regional instruments (CRPD, BMF, MDGs, etc.), and to develop good partnership and collaboration with government sectors and other stakeholders. The conference also highlighted, for the first time, the new term “Inclusive Business Development” which aims to emphasize a richer intergration of business section into the field of disabiltiy and development. Lastly, Bangkok Statement on South-to-South Cooperation on Disability was adopted.

Topic : Community-based Rehabilitation (CBR)Resource Person: Ms. Abia Akram (Handicap International Pakistan)

• Ms. Abia Akram, who has over ten years of expereince in disability field, shared CBR concept, factors of successful CBR, practice, relationship with international instruments, challenges for implementers, application and its sustainability. Participants engaged in various training activities which included small and big group discussions in order to deepen their understanding and to enhance their application.

Topic : Independent Living (IL) and Self-help Group (SHG)Resource Person: Ms. Natagamon Roongtim (Bangkok Independent Living Center)

• Participants learned the concept of IL and SHG, its structure, role, characteristics, common problems and factors for sustainability. Various examples of IL and SHG both in Thailand, neighbouring counrties and worldwide were shown and, indeed, prompted lively discussion among participants.

Topic : Training Process, Training and Facilitation skillsResource Person: Ms. Abia Akram (Handicap International Pakistan)

• This session equipped the participants with relevant training topics such as conducting need assessment, preparation to conduct participatory training of trainers, training techniques, differences between teaching and facilitation, facilitation learning cycle and adult learning concept. This hands on information served as a springboard for the participants to plan and prepare for their future training, at their own countries.

Topic : Practice on Training and facilitation skillsResource Person: Ms. Abia Akram (Handicap International Pakistan)

• Followed by the training process session above, the participants were broken into groups of four and had a chance to conduct a mock training session. Each participant were asked to rotate on thier roles as trainers, observers and participants. The mock training topics covered 1) Training Facilitation Skill 2) Independent Living 3) Training Session and 4) Community-based Inclusive Development.

Topic : Field Visit to Pupulation and Community Development Association (PDA)Resource Person: Ms. Guia M. Morales (Asian Center for Population and Community Development (ACPD) • The field trip served as a reinforcement which naturally provided hands on experience to the participants in order to contextualize their knowledge from the training and connect those into real world example. PDA resource person offered the participants with various training techniques as well as a differnt facilitation style.

Topic : Field Visit to Independent Living Center at Salaya Sub-District, Amphur Puttamonton, Nakornpathom and Bang Krateuk MunicipalityResource Persons : Mr. Santi Roongnasuan (IL Phuttamonton) and Ms. Natagamon Roongtim (Bangkok Independent Living Center)

• A visit to IL Puttamonton and Bang Krateuk Municipality aimed to deepen the participants’s understanding of IL project and its realtionship with community stakeholders in Thailand. Participants gained a better understanding of community project conducted by PWDs.

Topic : Participatory Project ManagementResource Person: Ms. Liz Cross (CBM Central East Asia Regional Office)

• Ms. Liz Cross, a resource person from CBM, introduced a concept of a participatory project management. A project usually composed of a combination of financial aspect,human resources, planning, scheduling and control of resources. All of them have to be taken into consideration in order to achieve a set goal in a specific time period. Lastly, the role of NGO, direction, facilitation, project life cycle and participatory planning are key factors to contribute to the success of the project. The participants were invited to reflect on the extend that people participate in a project, and the level in which people getting involved on their own programmes.

Topic : Knowledge ManagementResource Persons: Mr. Ryuhei Sano and Ms. Duangnarumol Dokruk (APCD)

• Participants learned the concept of Story-based Knowledge management (SbKM) as well as how to take out the tacit knowledge of one individual to explicit, combination of tacit and explicit knowledge to make benefits of those knowledge to their project activities.

• KM and Social Network session introduced the participants to know the definition of social network, benefits of using social network, utilization and sample for study; Facebook. The participants also agreed to build a Facebook page named “CBR Asia-Pacific TOT 2010”. This page is aimed to be meeting point to share information, activities among participants.

Topic : Formulation of Action PlanResource Persons: APCD Team

• Action plan functioned as one of the key tools for participants to synthesize their learning experience, reflecting on thier own progress and, for APCD, to follow up and to provide specific technical support based on country and/or potentiality of collaboration between participants, coming from the same country. 13 action plans were recorded in the Action Plan format provided by APCD. Then, each participant/team presented their plan to the group, followed by an allocation of question and answer time to encourage full participation among the audience and, at the same time, to offer everyone a chance to critically look at how each particular element from their plan can be applicable to their sites.
