Introduction

CLTS was introduced in Kilifi district in 2007. At the time, latrine coverage in the district was at

33%. Currently with implementation of CLTS, the latrine coverage is slightly above 49%. This

marks a 16% increase over the 3 years. To date, 155 villages out of the total 610 villages in Kilifi

district have been triggered. As at August 2010 18 villages had celebrated the World Toilet Day

after attaining Open Defecation Free status. Jaribuni village was the first ODF village in Kilifi

district whereas Kaembeni sub location was the first ODF sub location with 15 villages being

declared ODF. Madamani sub-location which was the venue of WTD celebration in November

this year had 17 villages which had attained ODF. This gives a total of 35 villages in Kilifi district

which are ODF. Another sub-location (Dzikunze) with 13 villages is nearing ODF.

SUMMARY ON CLTS’S PROGRESS IN KILIFI AND GANZE DISTRICTS as at Aug 2010 (as per the

Madamani Open Defecation Free verification exercise

Year 2010 World Toilet Day celebrations took place in Madamani sub location of Vitengeni

division, Kilifi district. The celebrations were done to acknowledge the 17 villages in Madamani

that had attained ODF. As part of the preparations for the day, the Ministry of Public Health

and Sanitation with support from Plan Kilifi carried out a 5 day verification exercise for the 17

ODF villages. A community meeting comprising of the ministry officials, Plan staff, local area

administrators and community members was organized a day prior to the exercise. The main

objective was to plan and strategize on how the exercise would be carried out.

The verification team was constituted after the community meeting. It comprised of the

Ministry of Public Health and Sanitation officials, Plan staff, Community Health Workers both

from the area and from another ODF sub-location (Kaembeni). The main objective of the

exercise was to ascertain that all homesteads have latrines that are in use. Other items being

checked for were presence of a hand washing facility, an aperture cover and a refuse pit. After

the exercise, Madamani sub location was verified as ODF. Below is a summary of the villages.

The verification team conducted the exercise by way of door to door visits of every household

enlisted by the village elders of the respective villages. Once the exercise for the day was

complete, the team would assemble to tabulate and summarize the day’s reports.

World Toilet Day Celebrations-19th Nov 2010, the actual event.

Vitengeni Division

The world toilet day was celebrated on 19th Nov 2010 all over the world. In Kilifi and Ganze

districts the celebration took place at Matano Manne, in Vitengeni division. It was sunny,

cloudy in the early morning, followed by heavy rains from 11.00am. Despite the rains, the

community persevered and the occasion was well attended. A total of 794 people comprising

of male and female were in attendance from 17 villages.

The occasion begun with a brief from the chairman of Madamani dispensary on the history of

the whole CLTS process leading to attainment of ODF status for the whole sub-location. He

reiterated to the community that diarrhea disease, worm infestation including bilharzia is

prevalent diseases reported in the sub-location. Before CLTS triggering, Latrine coverage was

low and most families used the bush to “shit”/practiced open defecation.

A CLTS workshop was conducted by Plan Kilifi and Ministry of Public Health in April 2010 to

address the problem of poor sanitation. Local leaders (Village Elders, Assist chiefs, CHWs,)

were involved in the training and developed a work plan at the end of the workshop. Several

follow ups were done in the homesteads by the village elders, area assistant chiefs and Public

health officers.

The final result…. Residents have practically declared “…..hatutaki kula mavi tena……’’ (We

don’t want to eat shit again). Latrine coverage in this sub-location is currently at 99.9%, while

access is 100% after attaining ODF.

Several choirs, women and dance groups entertained the public through drama and music with

messages on importance of construction and use of latrines, issues related to cultural barriers

e.g. use of common latrine by in-laws, children and parents (‘’Vithio’’) and emphasis on

importance of hand washing after visiting the latrine.

The above entertainers included Village elders’ choir, Sife moyo group, Shakauka group, and

Dip center women group.

“……..hand washing reduces sanitation related diseases by approximately 40%. If Ganze

district can attain 80% latrine coverage, then most diarrhoeal diseases can be prevented…..”

The DO commended the health officials in the division for the continuous health education on

the control of diarrheal disease. The guest of honour informed the participants that World

Toilet day is commemorated by educating ourselves on health matters and diseases related to

poor sanitation.

”…Disease and hunger are enemies of development. They cripple any progress done towards

development. The government has shifted its strategy on health from ‘top down’ to ‘bottom

up’ approaches and community health workers are actively involved in health care….”

The guest of honour pledged to encourage and ensure that every household has a latrine in the

whole division.

Finally, certificates of ODF recognition were issued to all the 17 villages through village elders with the guests and other speakers congratulating the villages on their achievement and encouraging them to ensure they remain ODF.
