Departments held on 25th & 26th May, 2017 at Shimla, Himachal Pradesh.

FOREWORD
The National Medicinal Plants Board (NMPB), Ministry of AYUSH is
implementing Central Sector Scheme for Conservation, Development and
Sustainable Management of Medicinal Plants in association with SMPBs, Centre &
State Forest Departments/ State Govt Research Institutes, Universities etc. The
SMPBs are responsible to propagate the mandate of NMPB at State/ UTs level,
besides monitoring of the projects and facilitation of submission of Utilization
Certificates (UCs) etc for sanctioned projects of NMPB. NMPB is organizing periodic
Review Meeting of SMPB’s. First Review Meeting of State Medicinal Plants Boards
(SMPBs) and State Forest Departments of the current year was organized by NMPB
on 25th& 26th May, 2017 at Shimla, Himachal Pradesh.
State Medicinal Plants Boards (SMPBs) are expected to synergise various
interventions by other State agencies related to Medicinal Plants. In order to
encourage the States to have an independent office of the SMPB, there is provision
of providing an annual recurring grant of up to Rs. 50 lakh per annum to those
SMPBs which have a separate budget head for salaries of the staff while those
SMPBs which do not have such a provision can be provided a grant up to Rs. 40.00
lakhs per annum. The assistance/budget is being provided towards remuneration of
staff (including contractual), to meet the expenditure on recurring and non-recurring
office expenses, purchase of equipment, office maintenance mobility support and
miscellaneous expenditure including TA/POL, printing/publicity,
meeting/conferences, engaging subject matter specialist etc. in the interest of co-
ordination and synergy. NMPB was provided support to States to engage
consultants for specific purposes like preparing database of traders, cultivators,
compilation of yield data, demand and supply of medicinal plants from different
sources like forest departments & cultivators, case studies, publication, participation
in events related to medicinal plants, exposure visits for stake holders etc. NMPB is
constantly evaluating the functioning of SMPBs from time to time.
Forests are still a major source for raw materials of medicinal plants origin.
Therefore, the NMPB has been providing support to implement projects through
State Forest Departments to augment the availability and sustainable utilizations of
these plants through their large scale conservation and resource augmentation
It is presumed that deliberations held during the meeting and subsequent
suggestions/ resolutions shall provide an impetus for further efforts of NMPB to
achieve the objectives as per the assigned functions.

Minutes of the Review Meeting of State Medicinal Plants Boards (SMPBs) and
State Forest Departments held on 25th&26th May, 2017 at Shimla, Himachal
Pradesh.
The National Medicinal Plants Board (NMPB) Ministry of AYUSH organized
the first review meeting of the current year of State Medicinal Plants Boards and
State Forest Departments to review their performance and to resolve their issues
for smooth and better functioning. The meeting was held on 25th& 26th May,
2017at Hotel Holiday Home, Shimla, Himachal Pradesh.
The following Agenda items were considered during the meeting:
a. Presentation by the CEO-of State Medicinal Plants Boards on activities
and achievements
b. The implementation of National Campaign (365 days) on medicinal plants
awareness in the states.
c. Review of pending utilization certificates and action taken by SMPBs
d. Action plan for Nucleus Centre Grant for the year 2017-18
The NMPB is implementing Central Sector Scheme for Conservation,
Development and Sustainable Management of Medicinal Plant and Medicinal Plants
Component of National AYUSH Mission (NAM) for overall development of medicinal
plants sector. The schemes/ activities of NMPB are being implemented in
States/UTs with active support of SMPBs, State Forest Departments and other
Government & Non Government agencies. The SMPBs are particularly responsible
for propagation of mandate of NMPB at State/ UTs level, besides monitoring of
projects and facilitation of submission of Utilization Certificate (UCs) for sanctioned
projects of NMPB. Therefore, review meetings are regularly organized for necessary
discussion and sorting out the issues and thereafter smooth implementation of
programme of NMPB. In this series, the first Review Meeting of State Medicinal
Plants Boards (SMPBs) and State Forest Departments was organized by NMPB on
25th&26th May, 2017 at Shimla, Himachal Pradesh. List of participants of the meeting
is at Annexure-l
State Medicinal Plants Board, Himachal Pradesh formally initiated the review
meeting by welcoming CEO, and officials of NMPB and the representatives of State
Medicinal Plants Boards participating in the meeting.
Dr. R. K. Pruthi in his address expressed his gratitude
and thanked Smt. Shomita Biswas, CEO, NMPB for selecting
Shimla as a venue for national level 2 days review meeting.
Thereafter, he briefed participants with the activities carried out by State Medicinal
Plants Board, Himachal Pradesh and specifically the works carried out under 365
days National Campaign and stated future projections in creating awareness for the
medicinal plants sector among the general masses. In his speech he specified the
plantation of medicinal plants in different agro climatic zones of HP as per prevailing
agro-climatic conditions of the area and based on the diseases prevalent in that
locality (Ayurvedic Health Centre) throughout the State. Also discussed the idea for
improving the nutritional status of children by including the edible parts of MAPs as
per prescription of the AMO in the mid-day meal programme of the Education
Department. He also informed about the plantation of medicinal plants may be trees,
herbs, shrubs, etc. in the vacant areas available in the government and private
offices/ institutions.
Dr. Pruthi, in his speech also touched the issues related to the marketing of
the medicinal plants, its processing and also discussed the steps taken by the SMPB
H.P. in organizing seminar and workshops for interaction between farmers and ASU
industry, looking into the needs of industry in terms of quality raw material and future
crop requirements. They have also conducted training programs for farmers for
developing skills in cultivation of medicinal plants.
He also evinced his interest in to the activities taken up by other States under
the umbrella of NMPB so as to implement similar activities in Himachal Pradesh. He
invited Smt. Shomita Biswas, CEO, NMPB to deliver her opening remarks.

in her opening remarks briefed the
participants with the purpose of the meeting
and also the mandate of NMPB. She
narrated all the activities being carried out
by NMPB along with new initiatives taken
up for speedy development in the area of
medicinal plants. She outline about the
need of 365 Days National Campaign on
Medicinal Plants for creating awareness
among the general masses, signing of MoU
with ISRO for involving space technology in relevance to medicinal plants for Geo-
referencing, she also discussed about the launch of e-Charak and the benefits of e-
Charak along with mobile application developed for easy and direct linkages
between cultivator/ growers and ASU industry. She also suggested that government
pharmacies can intervene in direct sales/purchase of medicinal plants produce from
the clusters.
She also informed the participants about the future initiatives in NMPB i.e.
online submission of projects and T A Schedule, uploading of list of medicinal plants
(50 in no’s) which are high in demand etc.
Smt. Shomita Biswas while concluding her opening remarks mentioned about
the limitations of each state and specifically took up the issues of HP, State. The
issue of cluster formation for cultivation by farmers having small land holding was
discussed. She also stressed on the issues of good agricultural, handling and
packaging practices, good transportation technology, certification, and advances in
value addition and requested participants to look into these issues and to come up
with some suitable solutions states-wise so as to facilitate NMPB to get resolved with
these issues smoothly and quickly. She invited Smt. Nisha Singh, Addl. Chief
Secretary (Ayurveda), Himachal Pradesh to address the participants and share her
experiences.

representatives of other SMPBs to Shimla.
She appreciated the work done by SMPB
Himachal Pradesh and future projections of
SMPB Himachal Pradesh and also placed
some suggestions before the meeting for
consideration of NMPB. She drawn the
attention of CEO, NMPB to look into the
matter of the cluster formation policy of medicinal plants component of National
AYUSH Mission (NAM) for the cultivation of medicinal plants, where she requested
to provide some special preference to small states like Himachal Pradesh by
reducing the minimum limit of two hectares of land for a cluster formation to one
hectare so as to facilitate involvement of larger number of farmers in hilly areas to
take part in cultivation of medicinal plants. She also spoke about the diverse
geography of Himachal Pradesh and requested NMPB to allow the cultivation of
medicinal plants species of low attitude and quoted the example of cultivation of
Amla under the Amla Campaign. She placed her views regarding marketing of
medicinal plants and suggested for tie up with the agriculture market, organization of
interactive meets between farmers of various states and manufacturers for exchange
of needs and demand. She also shared her ideas of adopting NAFED (National
Agricultural Cooperative Marketing Federation) – groundnut in Gujarat and sunflower
in Punjab and PEARL like systems to benefit both farmers and industry.
Subsequently the representatives of SMPBs of states attending the review
meeting made presentations on the activities conducted by their states along with
the issues of pending UC’s.
Andhra Pradesh
Sh. Ravi Sankar Sharma, Dy. Chief Executive Officer, A.P.M.A.P.B presented
the achievements and activities carried out by Andhra Pradesh Medicinal & Aromatic
Plants Board. He shared the data of increase in the number of clusters, involvement
of farmers and the increase in the land covered under cultivation of medicinal plants
from year 2015-16 to 2016-17 in different districts of Andhra Pradesh. Number of
clusters increased from 65 in no’s to 195, farmers from 5382 to 7200 in no’s and land
under medicinal plants cultivation from 7217. 288 to 9099. 55 acres. The number of
crops also increased from two to five. Earlier they cultivated Ashwagandha and
Piplamul and in year 2016-17 they added Red Sanders, Sandal wood & Kalmegh.
He also informed about the online registration of 19940 farmers from 198
cluster groups of A.P for the cultivation of above mentioned five crops.
He placed the Action Plan for year 2017-18 and the issues regarding pending
UCs were also discussed.

Arunachal Pradesh
Sh. T. Gapak, IFS, Member SecretaryArunachal Pradesh State Medicinal Plants
Board briefly appraised with the activities undertaken by the state medicinal plants board.
He showed that 755 number of farmers/ commercial cultivators of medicinal plants, 54
numbers of traders and two collectors of medicinal plants got registered under SMPB. He
presented the achievement of establishing two Herbal gardens in Itanagar at Raj Bhawan
and in the premises of SMPB where 42 and 70 numbers of tropical and sub-tropical plant
species of ethano - medico botanical, orchids etc. are planted and maintained
respectively, MPCDAs in forest division of Tawang district and establishment of
demonstration plot cum nursery for conservation of Medicinal and Aromatic Plants of
higher altitude and also for raising and distribution of Quality Planting Material to the
farmers.

Dr. Satendra, IFS, CCF-cum-CEO Bihar, SHMPB, spoke about the national
seminars organized and the establishment of herbal garden with 130 species of
medicinal plants useful in both in teaching and research work in AYUSH. He
discussed about future plans for medicinal plants awareness programme and the
establishment of herbal gardens for attracting tourism and distribution of IEC
materials among the public, development of software for data management and
creating web portal interlinking other websites concerning Medicinal Plants. He
concludes his presentation by placing Action Plan for 2016-17 under Centrally
Sponsored Scheme of National Mission on Medicinal Plants.
Chandigarh
Sh. Santosh Kumar, IFS, CCF & CEO, State Medicinal Plants Board, UT
Chandigarh, elaborated the achievements attained under 365 Days National
Campaign on Medicinal Plants. Under this campaign they had organised drawing,
painting, essay and slogan writing competitions among the school children’s on
creating awareness for medicinal plants, details of the seminar and workshop
conducted, printing and distribution of calendar carrying pictures of medicinal plants
etc. and yogasansa specific to disease remedy, distribution of medicinal plants
saplings among the masses. He also informed about the radio talk being prepared to
broadcast soon.
Chattisgarh
Sh. A.K. Diwedi, Addl. PCCF-cum-CEO, Chhattisgarh State Medicinal Plants
Board, Raipur, spoke about the active participation of Chhattisgarh State Medicinal
Plants Board by putting up the stalls in State and national level Arogyas and Fairs
organized by different stakeholders.

He also informed about the distribution of medicinal plants in the rural areas
and among the school students, organized quiz competition and a medicinal plants
rally for creating awareness and interest for medicinal plants within the society. He
presented the processing work of the medicinal plants being carried out at CGSMPB,
training programs conducted for sustainable harvesting of medicinal plants, creation
of MPCAs and MPDAs, herbal gardens and also informed about the plantation of
Medicinal plants carried till the end of year 2016.

Dr. Dinesh Kumar, Nodal Officer, SMPB, H.P. Presented the details of the
activities carried out by SMPB, Himachal Pradesh under 365 days National
campaign. SMPB, Himachal Pradesh planted 42000 medicinal plants in about 491
Ayurvedic Health Centres in various districts of H. P, Conducted 15 training
programmes for farmers for developing medicinal plants cultivation skills, competition
and other medicinal plants awareness programmes in schools, distribution of
medicinal plants sapling for encouraging home and school herbal gardens. They
have also organized Buyers and sellers meet on14.09.2016at Kullu where 83
farmers and 57 pharmaceutical firms participated and interacted for easy exchange
of information related with the marketing of medicinal plants.
He also mentioned about the future activities to be taken up by the State
Medicinal Plants Board under 365 days campaign and the Action plan for both
medicinal plant component under NAM and Nucleus Centre Grant for SMPB for the
year 2017-18.

Dr. Wahid ul Hassan, R.O., J&K SMPB, shared about Hi-tech nurseries and
two poly houses established by SMPB, J&K in collaboration with Dept. of Floriculture
Kashmir where 10 high commercial value medicinal plants have been propagated for
distribution to the farmers /Govt organizations. He said that enough quantity of
planting materials is available with Hi-tech nursery for various species:

He also informed that besides plantlets, seeds for the species mentioned are

SMPB, J&K also organized training programmes for farmers and trained around 300
farmers, organized Buyers and sellers meet, conducted medicinal plants awareness
camps, participated in National Arogyas, also organized technical guidance
programme for defence forces for establishment of herbal gardens and accordingly
Herbal Gardens were established in Northern Command Udhampur, Hariachak
Jammu, Victor Force Awantipora Kashmir, and Badamibagh Cantonement Srinagar.
He informed that the approval granted for the proposal for establishment of
school herbal gardens in school premises by the Directorate of school education,
Kashmir and another similar proposals are yet to be approved by the Directorate of
school education, Jammu. He also mentioned about the proposal for establishment
of herbal gardens in famous tourist places of State to promote Herbal tourism.

He spoke about the activities taken up by SMPB, Kerala under vairous
Projects Sanctioned to SMPB, Kerala.
Rehabilitation of two industrially important and endangered species viz.
Santalum and Saraca in the homesteads of Kerala
Project was implemented in selected 5 districts, namely Idukki, Palakkad,
Thrissur, Malappuram and Thiruvananthapuram. Produced 2 lakhs of quality
seedlings of Saraca and Sandal and distributed the same to farmers, school children
and in public. They also reported Saraca 80% and Sandal 50 to 55% (Survival
Percentage.) In Thrissur, KFRI collected 6000 kg seeds of Saraca from local people
at a rate of Rs. 40/kg which helped in the promotion of Saraca trees by local people.

Home Herbal Gardens for Primary Health care, he said that under this project 2300
Home Herbal gardens were so far established with 65- 70% percentage of survival
rate.
Under Garmeenam Ex-situ Conservation & Resource Augmentation of highly
demanded Medicinal Plants including RET species for Health & Wealth in two
Panchayats at Mattathur & Peringammala were selected. The implementation of
plantation has been progressed considerably in Mattathur panchayath were
plantation of Momordica charantia in 40 acres, Plumbago indica in 25 acres,
Trichosanthus cucumerina in 05 acres , Kaemferia galanga in 03 acres and
Holostemma ada-kodien in 01 acres land was carried out, 17000 seedlings of
Medicinal tree species (Azadirachta indica, Santalum album, Cassia fistula, Saraca
asoca, Oroxylum indicum, Aegle marmelos etc.) were planted in Mattathur
Panchayat.
Whereas, in Peringammala Panchayat, the work was initiated for developing nursery
and land preparation for plantation. Participants from other SMPB’s enquired about
the implementation. CEO I/C SMPB, Kerala tried to explain the mechanism of
implementation and sought clarifications. CEO NMPB intervened and clarified to the
satisfaction of the participants.
He concluded his presentation by pointing out a few more activities to be
undertaken under 365 day national campaign on medicinal plants and placed the
action plan for the year 2017-18 for the maintenance of nucleus centre. CEO NMPB
suggested that this project needs to be closely monitored especially in the identified
Panchayats and SMPB Kerala need to submit periodical updates to NMPB
Manipur
Dr. A. Guneshwor Sharma Member Secretary, Manipur State Medicinal Plants
Board (MSMPB) Directorate of AYUSH, Lamphelpat Manipur, presented information

on the initiatives taken by the State Medicinal Plants Board for the activities to be
carried out under 365 Days National Campaign on Medicinal Plants in Manipur
State. He informed about school level painting, speech, poem and essay writing
competitions organized for creating awareness on medicinal plants and interest
among the school students. He also informed that SMPB is organising Workshop/
Seminar/ Conference & Arogya Fair on 21st to 30th November every year as during
this period International Sangai Festival Manipur being celebrated and participated
by many countries.
He summed up his presentation by placing before the annual action plan for
year 2017-18 for both nucleus centre maintenance along with 365 days national
campaign and for Medicinal plants component of Centrally Sponsored Scheme of
(National AYUSH Mission (NAM).
Meghalaya
Sh. A. K. Srivastava, IFS, CEO, Meghalaya SMPB, Shillong, placed the report
of activities carried out by Meghalaya SMPB during the year 2016-17 before the
meeting. He informed about the creation of 2 model nurseries and 2 small nurseries
at West Khasi Hills & West Garo Hills district and at East Khasi Hills & East Garo
Hills respectively where the planting material is produced to be distributed among the
farmers and the local practitioners for cultivation and conservation of medicinal
plants available in the wild. He also informed about the participation of MSMPB in
the national exhibitions along with local farmers and practitioners.

He concluded his presentation by projecting the future plans regarding
creating awareness for medicinal plants among the local people, school/ college
students etc. publishing IEC material, establishing botanical um herbal gardens,
development of conservation areas, efforts to be given for value addition, marketing
and market linkages etc.
Mizoram
Dr. Lalchhanhimi, Consultant, State Medicinal Plants Board, Mizoram
presented information on the activities undertaken and participation by Mizoram
SMPB in various programmes on medicinal plants organized during the year 2016-
17. In order to create awareness for medicinal plants among the local masses.
SMPB, Mizoram developed and distributed material on IEC, also published articles
on medicinal plants in local News Papers, conducted training programs for skill
development in cultivation and related aspects of medicinal plants, also planted
medicinal plants in the society, government and private owned lands.

Raising Planting Material in the Nursery of Nagaland
Odisha
Sh. S. P. Mahapatra, Addl. PCCF, Odisha SMPB, appraised the meeting
about the status of activities of the Medicinal Plants sector in the State. He informed
about raising of 52900 seedlings of various medicinal plants in 5 forest division for
distribution among the urban areas for the encouragement of home herbal gardens.
They have also developed a medicinal plant garden at Berhampur University
campus and another at Narayani temple under Khalikote forest region and also
informed about other such gardens under various stages of development in different
areas. Under Capacity Building and Training programme on medicinal plants two
training programmes on “Identification, Conservation, Sustainable utilization of
medicinal plants, Quality control of Herbal drugs” was conducted for Forest Officials,
plant lovers, NGOs, VSS Members etc. and conducted an exposure visit on
September, 2016 for two groups of 31 Ayurvedic Doctors, ATPs, Forest Officer,
VSS/SHG/NGOs to Kerala Forest Research, Institute, Peechi, Kerala. He also
informed the participants about the Regional State level Herbal Fairs conducted by
State Medicinal Plants Board Odisha.
Rajasthan
Sh. Venkatesh Sharma, CCF-cum-Member Secretary Rajasthan, briefed
the meeting about the various Arogya- cum- exhibitions, seminar- cum workshops
attended and organised by the RSMPB in the year 2016-17. Two days seminar was
organised along with the launch of 365 days National Campaign on medicinal plants
for creating awareness among the masses. He mentioned about other activities
taken up by SMPB’s like publication of brochures for farmers, books on 40 medicinal
plants which can be cultivated in Rajasthan, booklet on 55 medicinal plants species,
training program for farmers, facilitation for medicinal plants mandies etc.
He mentioned about the organic farming and tie-ups with Agricultural Board
and informed of the future plans for the training programmes for the farmers
regarding usage of cow urine and cow dung as bio-pesticides. He shared the SMPBs
experience in identifying the quality planting material from the existing field by putting
the samples under laboratory testing as per the pharmacopeia parameter and
procured the propagules of such verified planting material for further distribution to
the farmers for the cultivation of the quality raw material produce. He spoke about

Smt. A. Sonibala Devi, Chief Executive Officer Telangana State Medicinal
Plants Board, presented the achievements made by SMPB, Telangana in cultivation
of medicinal plants under National Ayush Mission. She stated that an area of
741.0238 acres was covered under cultivation which was more than the target set at
the time of allocation of budget. A total of 8 medicinal plants crop was cultivated
namely: Aloe vera, Ashwagandha, Guggul, Mucuna, Red Sanders, Sandal Wood,
Tulsi and Vasa.
She informed about the setting up of demonstration plots for Acorus calamus in
collaboration with ICFRE, Hyderabad with an objective to introduce, promote and
create awareness for the cultivation of this medicinal plants species in Telangana as
it is high in demand in the market. These demonstration plots will useful to educate
farmers with improved cultivation technology and to help farmers for better utilization
of land to have additional income.

She also presented the expected data of Acorus calamus yield to be obtained
from the demonstration plots under cultivation in three different districts of

The session was chaired by the Dr. G. S.
Goraya, PCCF, Himachal Pradesh. Smt. Shomita
Biswas CEO, NMPB welcome the Chairperson &
the participants. Dr G. S. Goraya, in his speech
focussed various aspects related to the Forest
Department on conservation of native species in
forest areas. He also suggested about the need of
baseline surveys prior to taking up any project in the
forest. Dr. Goraya stressed on the maintenance of the records of the trainees i.e.
name and full addresses, contact numbers and the performance, so as to keep track
record and can be contacted if needed any time.
Thereafter Smt. Padmapriya Balakrishnan Dy. CEO,
NMPB, formally started the review work of the forest
departments and presented the various provisions of the
Guidelines of NMPB
Further, the presentations were made by representatives of the forest
departments of Sikkim, Meghalaya, Gujarat, Nagaland, Himachal Pradesh,
Maharashtra, Punjab, Uttarakhand, Haryana etc. The progress made by the forest
departments in the project mode was assessed and various issues related to
development of medicinal plants including the issue of the pending UCs were taken
up.
Sikkim
Sh. S. K. Thatal, Addl. Dir. of Forest, Sikkim presented their work on
Medicinal Plants Conservation and Development Areas (MPCDAs) and highlighted
the activities and achievements of four on-going projects with their GPS locations.
He also highlighted the achievement of projects pertaining to MPCDAs, Resource
Augmentation & JFMCs. The alpine medicinal plants viz - Podophyllum hexandrum,
Aconitum heterophyllum, Aconitum ferox, Aconitum palmatum, Dactylorhiza
hatagirea, Nardostachyis jatamansi, Picorhiza kurrooa, Rheum austral and Digitalis
purpurea are conserved through implementation of these projects. There is more
scope for development of MPCDAs of red listed medicinal plants in their natural
habitat which should be prioritised for conservation and development. Forest
department should make sustainable harvesting plants from wild sources for
livelihood generation and formulation of medicines with assistance of NMPB
The suggested activities included:
Identification of natural vegetation zones of medicinal plant diversity.
Demarcation of the identified areas and fixing of the boundary pillars for
setting up of Medicinal Plants Conservation Development Areas
(MPDCAs) and fencing at vulnerable points.
Soil and Moisture Conservation activities.
Floristic survey of medicinal plants conservation areas to assess the
population status of wild medicinal plants species and documentation of
the medicinal plant diversity.
Preparation of Herbarium specimens for future study.
Conservation Assessment and Management Prioritization (CAMP)
Workshops using IUCN RET list organized with technical support from
FRLHT, Bengaluru.
i. To ascertain threats status of medicinal plants.
ii. To categorize the threatened species of medicinal plants in Extinct,
Critically Endangered, Endangered, Vulnerable and Rare categories.
Medicinal plants resources (STRENGTH)
The State of Sikkim is treasure trove of medicinal and aromatic plants
resources that occur right from the Sub-Tropical Forest to Cold Alpine
Deserts.
Have a vast repository of local health traditions and local health
practitioners, local healers.
Sikkim harbors and enormous diversity of medicinal plants diversity and
about 1681 species of medicinal plant species have been recently
inventorized (2012-13) by FRLHT, Bengaluru.

Gujarat
Dr. Poonam Mangalorkar (Project Management Consultant) Gujarat State
Forest Department Corporation (GSFDC) presented the achievements of Nine
projects sanctioned by NMPB. Some important species like: Leptadenia reticulata
(Jivanti, Dodi), Gymnema sylvestre, Commiphora wightii, Premna integrifolia,
Gmelina arborea, Stercospermum suvaveolus, Oroxylum indicum, Aegle marmelos
etc. planted in the tribal area of Panchmahal District. She focused about certification
for organic product by organization like APEDA. She emphasized for the
development of modern medicinal plants nursery. NMPB also sanctioned the
projects on nursery of Gugulu.
Following issues were also highlighted with Gugulu Project:
The whole plant (Gugulu) is used in medicinal preparations. Their demand is
raising in Pharma industries. These species are required to be conserved and
developed under Ex-situ Conservation.
Total Plantation to be carried out in the project was 30 hectares in village
Karsana, Panam Irrigation Plantation Project.
50,000 saplings were grown in 10 hectares in year 2014-15 and 1,00,000
saplings were grown in 20 hectares in 2015-16.

Himachal Pradesh
Shri S.K. Gupta made the presentation and highlighted the activities and
achievement conducted in the 5 projects funded by NMPB which were implemented
in Kullu, Kangra, Chamba, Sirmour, Lahaul-Spiti, and Kinnaur Districts to strengthen
medicinal plants through augmentation & conservation. 4 projects in Kullu, Kangra,
Chamba and Sirmour Districts and one project in trans Himalayan region situated in
Lahaul-Spiti and Kinnaur districts has been completed.
47 medicinal plant species assessed as ‘Threatened’ through CAMP
process. Field surveys have been initiated to locate viable populations of ‘threatened’ species. One MPCDA was set up by in situ conservation of Gentiana kurroo in
Chhou Bhogar near Sangrah. Plants of threatened species collected from their
natural habitat and conserved in a germplasm resource center. Site for other
MPDCA for Betula utilis, Abies spectabilis, Fritillaria roylei & Podophyllum
hexandrum selected near Chitkul.

During meeting it has been decided that, pending UCs and related
documents of old projects should be submitted and if any unutilised amount, should
be returned to NMPB. New projects on diffrents aspects on Medicinal plants may be
submitted to NMPB for further consideration
Tamil -Nadu:-
Presentation made by Shri Sudhanshu Gupta, IFS, CCF, Tamil Nadu Forest
Department. In their project, about 70 high altitude medicinal plant species are
conserved in Brookhampton Centre and among that 20 species are propagated in
the nursery for sale in public. About 325 medicinal plant species including herbs,
shrubs, climbers and trees belonging to 45 families are conserved in Aliyar Centre,
Coimbatore and nursery for 70 medicinal plant species are was developed for public
sale.

work during review meeting. During discussion it was decided that some projects
pertaining to MPCDAs with special reference to endemic species, and red listed
medicinal plants of the state, resource augmentation and JFMCs projects to be
submitted to NMPB. In this regard he has assured the projects as there is good
potential on different aspects of Medicinal Plants.
Manipur
Shri M.P. Singh CCF cum Nodal Officer, Forest Department, Manipur
Presented the Achievement of in-situ Resource Augmentation of Medicinal Plants in
Western Forest Division, Tamenglong. He has also submitted the fresh project
proposal for augmentation of wild native medicinal plants in Ukhrul district.

Nagaland
Shri Ved Pal Singh, IFS, has explained ongoing projects of Nagaland. During
discussion the issue related to marketing of medicinal plants in Nagaland was
discussed. CEO, NMPB suggested the department should make linkage with
agencies that involved in the marketing of medicinal plants like Synergy, FEDMAPS,
and DABUR etc. and sustained the traditional System of medicine in Nagaland.
Haryana
Dr. Amarinder Kaur IFS, PCCF cum M.D. Haryana Forest Development
Corporation suggested for adopting the Pearl Model for Herbal Gardens in the
country. She has also explained the forestry projects being implemented in Haryana
with special reference to Herbal Garden and Resource Augmentation. On behalf of
Haryana Forest Department, she assures the submission of new projects on
medicinal plants to NMPB.

Sood, ED HP state forest Development Corporation Himachal Pradesh attended the
review meeting and discussed the issues of medicinal plants of their state. In future
they show their willingness to submit the projects proposal to NMPB.

Recommendation / observation made in the meeting:-
1. To take-up 365 days National Campaign on medicinal plants for generating
awareness for medicinal plants among the local masses through –
a) Organizing Workshops/ Seminars/ Conferences/ Exhibitions/ Arogya
Fairs and Buyer Sellers meet etc. Conducting training programmes for
farmers for disseminations of cultivation techniques. Organizing weekly
haats for marketing of medicinal plants by collectors and cultivators.
b) Systematic use of multimedia and other appropriate communication tools
- Radio talks jingles in local languages, articles on medicinal plants in
local newspapers and magazine, Publication of success stories.
c) Encouraging use of Medicinal Plants in Households – by organizing
gatherings at public places and distributing free of cost seedling/saplings
of medicinal plants along with disseminating information about their uses
in primary health care.
d) Distribution of seeds/saplings of medicinal plants specific to the regions
along with posters, books, pamphlets carrying information on medicinal
plants usage as remedy to common health ailments, among the local
masses and school students and also publishing and distributing
brochures on medicinal plants in local languages with latest agro-
techniques and organic farming to the local farmers.
e) Plantation of medicinal plants with name tags in the school herbal
garden and organizing quiz, drawing, painting, slogan & essay writing
competitions etc. in schools.
2. SMPBs were directed to utilize the grant sanctioned as per the component
wise breakup approved. It was also suggested that any unspent balance
under the given head if required to be spent in any other component/
activities should have prior approval from NMPB so that future complications
in clearing UCs can be avoided.
3. Timely submission of the UCs in GFR 12-C Format expenditure statement
along with other documents required for liquidation of pending UCs so as to
get eligible for the release of nucleus centre grant for current year.
4. SMPBs were appraised to refund the unspent balance if any from the
sanctioned grant if not able to spend on time to NMPB so as to clear the UC
status.
5. Submit Annual Action Plan at the earliest for the release of nucleus centre
grant.
6. The Activities/Progress report of the work carried out from nucleus centre
grant sanctioned and other projects sanctioned to SMPBs may be submitted
to NMPB for further evaluation.
7. Representatives of the Forest Department were asked to submit the pending
UCs and documents of old projects and to refund the unutilized amount if any
to NMPB at the earliest.
8. The Forest Departments were also asked to submit new project proposals on
different aspects on medicinal plants.
9. Forest Department were suggested to submit the project on the conservation
and resource augmentation of the medicinal pant species specific to the
regions.
10. It was also suggested to all the representatives to take up the issues like
value addition, quality certification, good harvest and cultivation, collection,
practices and good transportation facilities for RET species.
11. For the creation of market linkages it was suggested to identify potential
buyer and seller of medicinal plants through the regular buyer seller meets to
be organized in the regions, producer of medicinal plants to be educated to
take part/involved in medicinal plants mandies. Short listing of region specific
quality medicinal plants species for fulfilling commercial demand.
12. It was suggested to the participants to introduce learning centre cum nature
camps for both tourism and for educational excursion.
13. Promote use of e-charak amongst the stakeholder of medicinal plants and
facilitate in converting e-charak in local language and training stakeholder.
