School of Liberal Arts (SLA), Noida International University (NIU)

in collaboration with the

National Human Rights Commission of India(NHRC)

School of Liberal Arts, Noida International University expresses its gratitude to Shri Devesh

Kumar, Chairman NIU and Chancellor, NIU Prof(Dr) Vikram Singh for being the Inspiration

behind the Joint Webinar organised by the School of Liberal Arts, Noida International University

in collaboration with the National Human Rights Commission on Monday 8th June 2020.

Shri Jaideep Govind, IAS Secretary General, NHRC was gracious enough to give his consent

to organise the Joint Webinar.

Prof (Dr) Vikram Singh, Chancellor NIU inaugurated the webinar by giving a perspective on

human rights. He very rightly pointed out that human rights is like oxygen for the society. He

further said that rights of the police personnel must be protected as well. Their health conditions

must be looked into particularly post epidemic stress disorders. He added that police must act in

auto pilot mode & see that aberrations are controlled & reduced to minimal.

Dr. Samana Asaghar, Asst Prof English, SLA gave a brief preview on various dimensions of

the working of the School of Liberal Arts, Noida International University.

Dr. Aparna Srivastava, Head, School of Liberal Arts, Noida International University gave a

presentation on NHRIs & their response to Covid 19. She covered Paris Principles which are the

very foundation of NHRIs, their mandate, role & functions. She then spoke about the response of

the NHRIs in Asia Pacific to Covid 19 including the response to the pandemic by NHRC India.

Ms Manzil Saini IPS, Deputy Inspector General of Police, NHRC, first speaker from NHRC

discussed about the Analysis of the Role of Police in the protection of human rights during

pandemic, particularly in the context of role & functions of Investigation Division & the scenario

the police found itself by the sudden thrust of Covid 19. The role varied from managing rations to

addressing various complaints and taking care of migrant workers to manage the last rites for the

unidentified dead bodies. There were several challenges before the police department itself and

police tried to do its best regarding each of these issues.

Sh C. S. Mawri, Assistant Registrar, Law Division, NHRC made a presentation on Impact of

Covid 19 on the Rule of Law. He explained the various dimensions of the rights and that rule of

law prevailed in most of the cases that came up during the Pandemic. He suggested that how the

people must support the police force & govt and act with responsibility in the period of unlock

which starts on Monday, 8th June itself.

Sh I. R. Kurillose, Deputy Superintendent of Police, NHRC talked about the Special Rights of

the Police during the Lockdown. His session was equally contextual & relevant.

Sh Bimal Jit Uppal, Deputy Superintendent of Police, NHRC made a very apt presentation on

Protection of Child Rights during and after Pandemic. He elaborated on the clauses from the

Indian Constitution & various laws from where the Protection comes from, impact of pandemic on

children & the efforts taken to address the same.

There was a question & answer session post all the presentations. Faculties & students from NIU

& other educational institutes including JNU, DU, University of Allahabad, MKR Degree College,

Ghaziabad, Amity University, Gurgaon asked questions to the NHRC panel on several aspects of

the working of Human Rights in India & the role of NHRC. There were around 80 participants in

the webinar.

Ms Ruchika Sinha, Asst Prof, History, SLA& co – convener of the event moderated the event.

Dr. Aparna Srivastava, Head, SLA presented a vote of thanks to the august gathering in the

end.

Summary: This was the tenth webinar in a series of webinars conducted by the School of

Liberal Arts in the current session.

A joint webinar was organised on 8th June 2020 by School of Liberal Arts, Noida

International University in collaboration with the National Human Rights Commission of

India ( NHRC) on the status of human rights during and after the pandemic.

Chancellor NIU Prof (Dr) Vikram Singh inaugurated the webinar by giving a perspective on

human rights. He pointed out that human rights is like oxygen for the society adding that

rights of the police personnel must be protected as well.

NHRC is the apex body on human rights in India. The speakers from NHRC included Smt

Manzil Saini, DIG Police, Investigation, NHRC, Shri CS Mawri, Assistant Registrar Law

Division, Deputy Superintendent of Police Shri I R Kurillose& Deputy Superintendent of

Police Shri Bimal Jit Uppal.
