Report on the In-Residence Programme for

Inspired Teachers 2016 23-29 April 2016 at Rashtrapati Bhavan, New Delhi

Rashtrapati Bhavan has been hosting In-Residence Programmes which were envisaged to encourage the creative and innovative potential of people and open up Rashtrapati Bhavan for greater participation and involvement of citizens in its activities. Two schemes were launched by the Hon’ble President on 11 December, 2013 to welcome ‘writers and artists’ and ‘innovation scholars’ to stay in Rashtrapati Bhavan.

The In-Residence programme for Inspired Teachers was instituted by the Honourable President of India at the annual Conference of Vice Chancellors of Central Universities on February 5, 2015. Similar programmes exist for writers, artists, grass root innovators and NIT students.

The In-Residence Programme was later extended to students and teachers of Central Institutions of Higher Learning. The first batch of Inspired Teachers from Central Universities participated in the In-Residence Programme at Rashtrapati Bhavan during 06 -12 June, 2015. So far, around 90 scholars have attended various In-residence Programmes at Rashtrapati Bhavan. The In-Residence programme for the second batch of Inspired Teachers from remaining central universities / institutions was held from 23 – 29 April, 2016 at Rashtrapati Bhavan. Mr. S. Venkata Krishna Kumar, Associate Professor of Architecture was nominated by the Competent Authority of SPA Vijayawada for this programme.

The Inspired Teachers of central institutions of India who attended the programme are namely:

The Inspired Teachers, during their weeklong stay at Rashtrapati Bhavan, were given to interact with the Honourable President of India, various Union Ministers and senior Government officials as well as visited private Universities in the Delhi-NCR. They also participated in various activities of Rashtrapati Bhavan.

Smt. Omita Paul, OSD to the Honourable President of India presented a Report on Rashtrapati Bhavan as below:

RASHTRAPATI BHAVAN SMART TOWNSHIP

1. The Rashtrapati Bhavan is the office-cum-residence of the President of India. Designed by Edwin Landseer Lutyens, this building of over 80 years has 340 rooms. The Rashtrapati Bhavan along with its precincts together comprises the Rashtrapati Bhavan Estate, which is spread over an area of 335 acre having about 1,500 dwelling units with a population of 5,000 persons. The Rashtrapati Bhavan was declared a Grade-I Heritage Building under the Delhi Building Byelaws, 1983 by the New Delhi Municipal Council in October 2009.

2. For us at Rashtrapati Bhavan, a smart township means a ‘humane’, ‘hi-tech’ and ‘heritage’ township which ensures an enhanced quality of life that contributes to the happiness and wellbeing of its residents. Our focus has been on sustainable and inclusive development and to create a replicable model which may act as an example for other aspiring townships. This has led us to the identification and implementation of the following smart solutions:

(A) Improving the infrastructure o Adequate water supply; o Assured electricity supply; o Sanitation, including solid waste management; o Internal mobility which is non-polluting and eco-friendly; o Accommodation for all employees;

Steps taken: Water and Waste management

a) A Sewage Treatment Plant with a daily capacity of 20 lakh litres was inaugurated by the President on June 8, 2015, having been built in a record time of 15 months. It has the capacity to meet two-third of the water requirement for horticulture in the Estate.

b) Sprinkler and drip irrigation system is being installed in a phased manner. A major portion of the campus will be covered by March 2016. This system will save water up to 40 percent as compared to traditional methods.

c) An effective management system for segregation of waste for their disposal and vermi-composting of bio-degradable matter is fully functional.

d) A dashboard based system for water, energy, security and waste management is under implementation as part of the Smart City pilot project.

Housing a) To provide transit and guest accommodation, Peacock Serviced

Apartments comprising eight 1-BHK and another eight 2-BHK apartments were constructed in a record time of 7 months and inaugurated on Jul 25, 2014.

b) The Guest Wing of RB and the guest house at 2 MTC have been restored.

c) A recreation club to hold social functions by the employees, along with guest accommodation, has been set up.

d) 100 residential quarters for class-IV employees were renovated in accordance with the principle of ‘Green Buildings’.

e) 50 new residential quarters have been constructed under a re-development plan. 72 apartments in a Twin Tower Residential Complex at G’ Point behind Dr. RML Hospital is under construction and is scheduled for completion by end of this year.

Internal mobility a) To improve physical fitness and reduce pollution levels, 100 yellow

bicycles have been placed for point-to-point movement at designated entry gates for use by the campus residents.

b) Battery-Operated cars / buggies have been introduced for internal use.

(B) Improving governance o Good governance, especially e-Governance and resident

participation; o Robust IT connectivity and digitalization; o Opening up and sharing the Rashtrapati Bhavan with the citizens of

the country in line with the thinking that the Rashtrapati Bhavan belongs to the nation and the people at large;

Steps taken: a) This living heritage was thrown open to the people of India three

years ago. Since then, more than 20 lakh people have visited the Rashtrapati Bhavan and its Gardens.

b) E-Management of visitor’s system (E-MVS) for on-line booking using the bar code technology was launched on Dec 21, 2012.

c) An Online Payment Gateway was integrated with E-MVS on Sep 1, 2013. The payment gateway was also introduced in the AYUSH Wellness Clinic on Jan 1, 2016.

d) An E-invitation management system to invite guests to events held at RB was launched on Sep 22, 2012.

e) E-Presidential Message System [E-PMS] and E-Presidential Function System [E-PFS] have been launched for management of requests for messages and functions.

f) E-outreach: The President of India’s website (in English and Hindi) has been fully re-designed and social media (Facebook, Youtube and Twitter) is being used to inform the public about the President and the Rashtrapati Bhavan. The official website has received over 300 million hits since its creation on August 3, 2012. Over 12 lakh people have visited the YouTube channel of Rashtrapati Bhavan and 3.2 million people have ‘liked’ the Rashtrapati Bhavan Facebook page. A study ‘World Leaders on Facebook’ by Burson Marsteller has ranked the President of India 12th most liked amongst world leaders on Facebook. The Rashtrapati Bhavan’s Twitter account launched on July 1, 2014 has gained over 1.27 million followers. Rashtrapati Bhavan has recently started live-streaming of events.

g) The E-Way System for effective communication between Rashtrapati Bhavan and Raj Bhavans has been established.

h) A Video Conferencing Studio has been set up in RB for the President to interact through video conferencing facility with Governors and with students and faculty of higher educational and research institutions.

i) E-office system of office administration was started on Jan 1, 2013. j) RFID based Smart Identity Cards project for RB employees,

residents of the President’s Estate and their visitors has been initiated for proper identification and security; Workmen Pass System for contractual employees has also been introduced.

k) Since August, 2015, information about visitors of officers of President’s Secretariat is being sent to RB Security through Online

Visitors’ Request Information System made available through the e-office portal.

l) RB became a Wi-Fi enabled township on May 22, 2015 with 29 hotspots located throughout the Estate.

m) An enormous time-bound effort was launched for opening of bank accounts, issuing of Aadhaar cards, and provision of SBI Smart Change Cards (for cashless shopping in the Estate) for all the residents of the President’s Estate. Rashtrapati Bhavan was declared a Financially Inclusive Township on December 11, 2014.

n) The Assets Management and Tracking Information System (AMTIS) has been set up for a comprehensive digital inventory and cross references using RFID Tags of all art objects, heritage furniture, vintage carpets, original electrical fixtures and fittings, gifts to the President (and former Presidents) and other movable properties of the President’s Estate.

o) The E-Gifts Management System (E-GMS) has been developed for documentation and inventory management of gifts received by the President.

p) The E-Pustakalaya project has been launched for bar coding and cataloguing of books.

q) Digitization of photo library was started on Jul 25, 2013. Out of over 31 lakh photographs, 6.5 lakh negatives have been scanned so far.

(C) Preserving heritage o Restoration, conservation and preservation of heritage structures; o Protection of flora and fauna

a) A Multi Volume Documentation Project comprising 14 books including 11 in collaboration with IGNCA was initiated to record various facets of Rashtrapati Bhavan. 5 books in the RB series, namely ‘Indradhanush Volume 1’, ‘The Winged Wonders of Rashtrapati Bhavan’, ‘Abode Under the Dome’, ‘Right of the Line: The President’s Bodyguard’ and ‘Presidential Retreats’ have been released so far. The remaining 9 books are scheduled to be released by the end of this year.

Restoration, conservation and preservation of heritage a) To restore, conserve and preserve heritage buildings in RB, INTACH

was commissioned in Jan 2013 to prepare a Comprehensive Conservation Management Plan (CCMP) for the Rashtrapati Bhavan. INTACH submitted the CCMP on Jun 26, 2013 which laid down a vision plan up to 2050.

b) Conservation work for the 65 identified heritage buildings has been completed to bring back the original elements of the historic landscape and design.

c) As identified in the CCMP, two Clock Towers and PBG buildings have been restored. Major projects viz. ceremonial hall and new Garages have been completed.

d) State Rooms and facilities have been restored by clearing, cleaning and giving a complete makeover using original carpets, furniture, artifacts and paintings retrieved from stores and art collections of RB.

e) A Rotary at Block No. 1 inside the Roundabout in Schedule ‘B’ area, which was in a dilapidated state, has been restored in record time of five months and converted into the ‘Pranab Mukherjee Public Library’.

f) A Rotary at Block No. 8 in Schedule ‘B’ area, which was ready for demolition, has been restored and converted into the AYUSH Wellness Clinic.

g) The Coach House and Stables, erstwhile resting place for horses of the President’s Bodyguard and dilapidated over time, have been restored and converted into Rashtrapati Bhavan Museum Phase-I.

h) A World-Class Museum (Phase-II) at the site of a heritage building, where the President’s Garage was earlier located, is under development.

i) Heritage signage system has been installed in the Estate.

Protection of flora and fauna a) An expert committee to oversee the development and maintenance

of gardens and grounds was constituted. It has made several recommendations about landscape and horticulture features of the Estate. These have been implemented.

b) As advised by the expert committee, efforts have been made to expose and highlight the architectural features of heritage buildings by training and trimming the foliages and trees.

c) Massive effort has been made to restore the original flora and fauna of Aravali range through replacement planting of identified species.

d) Trees such as Neem, Jamun and Mango, that attract lot of birds, have been planted.

e) Different gardens, nurseries and green areas have been developed. f) A Wetland around the Sewage Treatment Plant has been developed

by planting various species of trees and shrubs to support the habitat for various fauna. Species of birds sighted in RB have increased by 22 percent from the 91 recorded in a 2002-03 survey to 111 spotted in a 2013-14 survey.

g) Dog Shelter for stray dogs in the President’s Estate has been set up near the Garage in Schedule A area.

(D) Promoting wellness o Health and education; o Safety, security and care of residents, particularly women,

children and the elderly; o Promoting Indian culture

Steps taken: Community welfare

a) The 4’S of ‘Sanskar’, a play school for children followed by ‘Sparsh’, a rehabilitation programme for differently-abled children, ‘Samagam’, a support initiative for senior citizens, and Sanskriti, to inculcate the habit of reading and value-based learning in children in the age group 7-14 years, has also been initiated. Mid-day meal/ supplementary food schemes have been successfully introduced through these four initiatives.

b) A full-fledged Shopping Complex to cater to the daily requirements of the residents was inaugurated on Jun 4, 2013.

c) ‘Shakti Haat’ in the shopping complex is an outlet for the Women Self Help Groups (SHGs) to display and sell their wares. Their skills have been upgraded in the areas of vermi composting, sewing and stiching, and making of decorative flowers, envelopes and candles etc.

d) To promote a community feeling, food festivals are being organized at the Shopping Complex during Baisakhi, Gandhi Jayanti and other festivals where all residents participate with enthusiasm.

e) Post Office and Bank branch located in re-developed office spaces were inaugurated on Jul 24, 2014.

Education a) The Rashtrapati Bhavan Library has been restored and refurbished.

Old and rare books dating from 1795 AD have been brought together in the main Library Room, open to public viewing.

b) A project to restore 122 old and rare books has been undertaken with IGNCA. 70 books have been restored so far.

c) A dilapidated Rotary at the Block I Roundabout in Schedule ‘B’ has been restored and developed into the Pranab Mukherjee Public Library for use by residents and their children.

d) Internship programme has been initiated to give opportunity to students to know about the working of RB.

e) Digital Literacy Programme called ‘Shakti’ was launched on Nov 20, 2013 in association with Google to empower women in the field of education, information, internet, communication, finance, etc.

f) Recognition of prior learning (RPL) under the Pradhan Mantri Kaushal Vikas Yojana is being implemented in RB under which more than 1500 contractual and regular employees in 19 skill categories are being trained, assessed and certified. The aim of the project is to ensure that all the semi-skilled and skilled employees in RB are certified of their skills.

g) Dr. Rajendra Prasad Sarvodaya Vidyalaya in the Estate has been converted into a model school through a multitude of initiatives like up-gradation of infrastructure including a renovated library, new furniture, graphics lab, electronic display board, beautification of building through posters, paintings, maps and inspirational quotes, Wi-Fi facility, and establishment of a Knowledge Floor with a

Knowledge Hub and a Financial Centre. The school has also been declared a solar-powered green school on Dec 11, 2015.

Health and Wellness a) The President’s Estate Clinic was inaugurated by the President on

Jul 25, 2015 after extensive renovation. Services of the clinic have been augmented with specialists from various disciplines like child psychology and counseling, and physiotherapy, and modern diagnostic services.

b) The AYUSH Wellness Clinic started on Jul 25, 2015 to provide residents treatment and therapy in alternative medicine or traditional medicine.

c) Yoga Classes are being conducted regularly for residents. d) The Fitness Centre for employees and residents has been up-

graded. e) A Health Awareness Workshop on Neurotherapy for employees and

residents was held on Aug 31, 2013.

Sports and Co-curricular activities a) A ‘Sports Plus Initiative’ was started to train talented children from the

Estate in different games using the sports facilities of RB. Children selected through a competitive process are being trained in Tennis, Squash and Table Tennis by providing them free coaching, playing kits and nutritious meals.

b) A cricket ground with a cricket pitch has been prepared as per BCCI guidelines at the Dr. RP Sarvodaya Vidyalaya.

c) Tournaments in Cricket, Football and Tennis are being organized.

d) The Swimming Pool has been modernized and provided with tensile structure for covering. The facilities for billiards, table tennis and squash have been renovated.

e) The 9-hole golf course has been restored. f) The President’s Polo Cup has been revived. The 3rd edition of this

tournament was held in Dec 2015.

Promoting Indian culture a) 'Indra Dhanush' was started as a cultural series which seeks to

showcase the richness, diversity and magnificence of Indian art and culture. Over 45 renowned artistes have performed so far.

3. While the smart initiatives at Rashtrapati Bhavan will continue with the addition of layers of smartness through incremental development of infrastructure and other facilities, we are now confident that our knowledge and expertise can be effectively utilized for initiating a pilot project for the development of smart villages. A beginning is proposed to be made by selecting one or two villages from the adjoining districts in the NCR. This selection will be made in consultation with the state/ district administration. Our involvement will extend to transferring knowledge, sharing experience and facilitating the establishment of linkages between administrative agencies and relevant organizations for leveraging their expertise.

The In-Residence Programme was a wonderful initiative and attending the same was a great opportunity, memorable experience which improved the belongingness toward Rashtrapati Bhavan.
