NAME OF

COMMITTEE

AGENDA DATE OF

MEETING

SUMMARY OF PROCEEDINGS

SC on Public

Services

Briefing by the Passenger Rail

Authority of South Africa (PRASA) on

the status of the commuter and freight

train revitalization programme and the

economic beneficiation of the project

to the citizenry

30 July 2013 The Committee was pleased to receive the briefing but

concerns were raised over the lack of policy that speaks

to development in rural and remote areas. A meeting

should be held in future with all stakeholders to discuss

ways of improving rail networks in remote areas and make

it accessible to the entire population and not just in

selected urban areas.

SC on Social

Services

Briefing by the Department on Health

on the provision of mental services in

South Africa and the Integrated Model

for District Hospitals

30 July 2013 The Committee commended the Department on the work

done in regard to the briefings, but implored the

Department to expand its public outreach programmes

dealing with mental health as well as teenage pregnancy.

SC on Finance Briefing by the Parliament’s Supply

Chain Management Section and

Constitutional and Legal Services

Office on the draft regulations on a

supply chain management system for

Parliament, made under section

65(1)(e) and in compliance with

Chapter 6 of the Financial Management

of Parliament Act

30 July 2013 The Committee resolved that it would schedule another

meeting to deliberate on the draft regulations issued in

terms of the Financial Management of Parliament Act.

SC on Labour

and Public

Enterprises

Update by Department of

Communications and Icasa on what

was being done regarding cost to

communicate

31 July 2013 The Department briefed the Committee on the progress

made in reducing the cost of communication for both

fixed and pre-paid communication services. The

Committee was, however, concerned that South Africa's

communication costs were too high compared to other

countries and that the Department had done very little to

reduce the costs as promised in recent years.
