- Ecol. Footprint 2013 Knowledge based promotion/advocacy:
EASD, as the CSO National SAICM focal point, active
participated in the 2013 International Lead Poisoning
Prevention Week of Action, October 20-26, 2013 (Color
pencils with and without lead) : participated in the central
event in Serbia in, the Institute of the Public Health of Serbia,
and in Eco-School OŠ “Drinka Pavlović”,Beograd. EASD
team, in partnership with the APOS , gave a public lecture on
“The sources of lead in the environment”, related to lead in
environment and lead poisoning (by different pencils and paint
products).
Other knowledge based promotion/advocacy actions are noted
within the projects implementation. Education
International Eco-Schools Program:
• Preparation of “Guidelines for implementation of the
international Eco-Schools program in Serbia.”
• Presentation of the Program at the conference
“Sustainable Eco -Schools: from pilot programs to systemic
solutions” on the 4th June 2013 at the Institute for the Study of
Cultural Development, Belgrade.
• Presentation of progress in the implementation of the
Program during the control visit of international FEE mentor
Mr. Riza Epikmen, at the premises of TOS (Tourist
Organization of Serbia), on the 15th June 2013. Visit to
elementary school “Drinka Pavlovic” with FEE mentor
regarding their project day / Eco –School’s day.
• Program coordination activities.
• Meetings with the representatives of Tetra Pak
Production in order to provide support for the implementation
of the Program.
• Presentation of the Program at a meeting of the
National Council for FEE programs on the 6th September 2013
at the Ministry of Education, Science and Technological
Development, when the National Jury for the Eco -Schools
program made the decision on granting the status to the first
Eco-Schools in Serbia.
• The first green flags awarded on the 19th and 25th June
in Belgrade and on the 19th November 2013.
• Participation at the NOM 2013 in Ohrid 18th-19th
October 2013.
• Contract with Tetra Pak Productions for the support of

implementation of the Program in Serbia, for the period
September 2013 – June 2014, was signed.
• Organization of the first annual meeting of the school
coordinators of the Eco-Schools program in Serbia on the 20th
December 2013.
3 schools awarded with Green Flag in 2013. 15 additional
schools apply for the inclusion into program.
Summer schools and tailored courses:
Summer Camp, week in August 2013: Office of the Diaspora
and Serbs in the region of the Serbian Government decision on
co-financing projects that contribute to the preservation and
strengthening of relationships motherland and the Diaspora
(July 2013.) backed the co-financing of the project “For
Serbian children from the Diaspora“. Summer Camp started
on August 16, 2013 and it was very successful.
EASD President talked with the master students from the
Faculty of Security Studies, University of Belgrade.
Conversation is focused on Environmental and Energy
Security, including some actual problems. (December 2013)
Tailored footprints workshops for preschool children in
Sombor, December 2013.
Other education related activities:
On December 20th, 2013, at the premises of Journalists’
Association of Serbia (UNS), EASD is organizing the seminar
„Environmental Education for Further EU Citizens“.
Almost 20 schools participated. This participatory seminar was
extremely successful! Motivated teachers were interesting in
all topics; however recycling and upcycling, as well as
involving children as the environmental reporters, as the tool to
educate youth (future EU citizens), had the most attention.
ENV.net lecturers, as well as presenters from Slovenia and
Macedonia, contributed to the success of the seminar.
In the FEE publication ENVIRONMENTAL EDUCATION
ACTIVITIES HANDBOOK 2013, 3 pages are examples from
Serbia: Serbia, p.18, Serbia, p.28 and Serbia, p.71
Sustainable development and other inter-sectoral issues
International Blue Flag Program:
Beach:
In 2013, Ada Ciganlija-Sava Lake Beach in Belgrade
deserved for the second time this important international
certification.
Activity on Blue Flag Beach in Serbia among the five
continental winners of the 3rd IOC Sport and Environment
Awards. This is recognition for outstanding initiatives in the
field of environment and sustainable sport, in particular
cleaning the bottom of the lake. See also FEE site.

All comments given by the International FEE Mentor
were carefully considered, and following visits by
National operator were done in order to ensure that all
his conditions are improved.
Marinas:
November 22, Workshop in the premises of Tourist
Organisation of Belgrade, successful Round-table on waste
management in marinas, integrated water management and
EU integration was organized. After presentations, it was
fruitful discussion, focused on national laws implementation
gaps, as well as international and EU environmental related
standards. Participants include marine managers, different
CSOs, city public enterprises and researchers.

International Green Key Program:
EASD as the National operator is planning to start
implementation of the program in Serbia in 2014. International
criteria reflect the various fields of tourism facilities (hotels,
hostels, camp sites, conference and holiday centers) and
specialized national criteria reflect each country’s legislation,
infrastructure and culture.
Preparation to launch program is in the final phase (to be
launched in January/February 2014)
Sustainable Development Goals:
EASD Team follow, promote and participate in Rio+20
Process.
Among others:
- On October 24, EASD join the worldwide celebrations
to mark the UN Day – the anniversary of the entry into
force in 1945 of the UN Charter.

- EASD participated at the Regional CEE contribution to
chemicals management and environmental
health related issues (September 2013, Skopje)
- EASD is contributing to efforts to strengthen integrated
implementation of the three dimensions of sustainable
development (including respond to discussions papers
like Discussion Papers on Environmental Sustainability
and the Post-2015 Agenda).
Other activities include activities through Sustainable
Development Solutions Network –SDSN and UN Sustainable
Development Knowledge Platform, participation in the process
“The Serbia We Want” , UNEP Global Major Groups and
Stakeholder Forum, Global Ministerial Environment Forum and
High-Level Gender Forum and Rio+20.
Sustainable Production and Consumption:
Small scale 2013 activities in cooperation with Association of
Consumers.
Official “offer” (jointly with Cleaner Production Center) to
competent Ministry to work on SPC 10YEAR Plan.

Public Participation in Decision Making Process:
EASD participate in relevant law changes/preparation, with
position, like “position statement” issued in November 2013.
EASD / ENV.net Serbia is concerned that some of changes
should be carefully checked related to compliance with relevant
EU directives (On November 5th, 2013, ENV.net Serbia
representative participated in the Meeting where draft changes
on Law of Waste were presented by Ministry of Energy,
Development and Environmental Protection. Meeting was
organized by Serbian Chamber of Commerce. Presentation was
followed by discussion and about 140 persons participated.
The day before, draft changes on Law of Environment were
presented).
Through other processes, like SECO, EASD team also
participated with opinions in the process of decision making.
Environment
Environment to Europe: For the 9th year in row EASD organized Environment to
Europe Conference on June 10, 2013 (EnE13), and this year
focus was on local environment. The main messages from this
participatory ENV.net event are: environmental sector activities
should be knowledge based, and education for environment and
sustainable development should be priority. Capacities and
continuity are very important for inclusion of environment in
other sectoral policies. Conference is institutionally supported by
Ministry of Energy, Development and Environmental Protection
and Ministry of Natural Resources, Mining and Spatial Planning,
as well as National Commission for UNESCO. This Conference

ENV.net: Development of ENV.net in West Balkan and Turkey:
giving citizens a voice to influence the environmental process
reforms for closer EU integration –
EuropeAid/132438/C/ACT/Multi – 2012/306-642 (2012- ).
Project objective - Greater commitment and capacity of the
ENV.net to give citizens a voice and influence public sector
reform processes in the environment sector through analysis,
monitoring and knowledge-based advocacy.
Partners for project implementation are: Puntosud (Italy), EASD
(Serbia), Co-PLAN (Albania), EEB - European Environmental
Bureau (Belgium), ATRC (Kosovo+) and TEMA (Turkey).

- The second ENV.net partnership meeting is organized in

- CSOs responds to questionnaire are analyzed.
- European Economic and Social Committee (EESC) had a
public hearing with civil society organizations on 11.
April, 2013, at the Youth Center in Belgrade.
- The Delegation of the European Union to the Republic of
Serbia had a meeting with the organizations of civil
society in Serbia on 9. April, 2013. On this meeting were
discussed: the progress of Serbia towards the EU
integration, the role of civil society in EU-Serbia
relationships and guidance on the preparation of the
Progress Report of the Republic of Serbia in the field of
European integration for the period September 2012-
September 2013 was provided.
- Participated at the conference “EU – Challenges and
prospects of dealing with environmental issues in Serbia
in 2013″.
- EASD prepared written contribution to 2013 Progress
Report in Environmental Sector - As the activity in the
ENV.net Project, Study ACTUAL STATUS OF EU
ENVIRONMENTAL ACQUIS (Chapter 27) IN
SERBIA is prepared, and this Study served as the basis
for this 2013 Progress Report – EASD contribution .
- Within the context of the CSOs role in supporting
environmental and climate change EU accession, EASD
representative informed participants at a consultative
meeting of EC representatives with the NGO
representatives on 7th March 2013 in EU Delegation
premises in Belgrade, on potentials of ENV.net project.
- Two important documents prepared (December 2012-
February 2013): Actual Status of EU Environmental
Acquis in Serbia and IDENTIFICATION SPECIFIC
THEMATIC AREAS IN SERBIA
- The first ENV.net partnership kick-off meeting is
organised in EEB premises on January 22 and 23, 2013 in
Brussels . Prior to this meeting, the European

Commission organized a joint kick-off meeting in
Brussels, for the project leaders and partners of the 18
selected projects.

Other activities related to EU accession in sector Environment
Within the project “Support to the Department of Planning,
Programming, Monitoring and Reporting on EU Funds and
development assistance to the Office for European Integration of
Serbia, for establishing a partnership to promote the use of
international assistance “in March 2011 SEKO (SECO)
mechanism was established, enabling civil society
participation in planning and monitoring of EU and other
international development assistance. EASD is one of the
SEKO leading organizations for the sector of environment and
energy (selected in a public competition). 48 CSO are the
members of this network, and it is open for new members.
Snapshots of EASD activities in 2013 includes:
- December 16: Workshop for strategic planning of further
work SECO mechanism
- EASD prepared Opinion and contribution to the Draft
Strategy Paper for the Republic of Serbia 2014-2020.
Through SECO mechanism opinion is sent to
Governmental Office for European Integration. Opinion
is based on Serbia 2013 Progress Report and Strategy –
Reading by ENV.net Serbia Team .

Horizontal issues
UN related (UNEP, UNDP, UNESCO, GEF, SAICM, ACUNS, IPEN, etc. ):
Environmental Ambassadors for Sustainable Development
participated at the “Global Major Groups and Stakeholders
Forum (GMGSF-14)”, and “The First Universal Session of
the Governing Council/ Global Ministerial Environment
Forum (GC-27/GMEF),” Nairobi, 16-22 February 2013.
Ministers meeting for the first time under universal membership
of 193 member states- again as a result of the decisions taken
and adopted last year at Rio+20 and the UN General Assembly
later in the year- adopted a welter of other decisions relating to
the way UNEP will operate and work as the global platform for
environmental policy-making and action over the coming years
and decades. Governments called for the transformation of the
existing Governing Council into a UN Environment Assembly
of UNEP and to build stronger links between UNEP’s science-
based Global Environment Outlook process and its ministerial
meetings – further implementing the call by member states at
Rio + 20 to strengthen the science-policy interface. Over 1300
participants from 147 countries, including 80 ministers,
representatives of UN agencies, international organizations,

academia, NGOs, business and industry, and women and youth
organizations attended the first Universal Session of the GC
following the decision of the United Nations General Assembly
to strengthen and upgrade UNEP, as called for in the Rio+20
outcome document.
The day before the Governing Council got underway, the
Network of Women Ministers and Leaders for the
Environment (NWMLE) and UNEP hosted the second High-
Level Gender Forum. Prof Andjelka Mihajlov participates, by
invitation to “Gender Forum” as a member of the “Network of
Environmental Women Ministers and Leaders”, as the former
Minister for Protection of Natural Resources and Environment.
The forum participants called upon ministers and environmental
leaders to have dedicated officials for coordination of related
gender and environment programmes and agreed to send a
consolidated proposal on gender actions to be forwarded for
consideration by UN Secretary General’s High-level Panel of
Eminent Persons on the Post 2015 Development Agenda. The
women ministers also requested nations to support the
ratification of the Minamata convention on Mercury, which
opens for signing in October.
Prior to this, EASD participate at Rio+20 Conference.
On June 5th, Association of Consumers (APOS) and
Environmental Ambassadors for Sustainable Development
(EASD), in Media Center, organized the conference dedicated
to UNEP WED message: “Think. Eat. Save”.
EnE13 Conference (June, 2013, Belgrade) was UNEP WED
event.
EASD approved as the member of UN Sustainable
Development Knowledge Platform.
EASD representative participated on GEF Expanded
Constituency Workshop (ECW) for the constituencies of
Eastern Europe (Sarajevo September 5-6, 2013). GEF Expanded
Constituency Workshop (ECW) for the constituencies of
Eastern Europe comprising the following countries: Albania,
Bosnia and Herzegovina, Bulgaria, Croatia Georgia,
Macedonia, Moldova, Montenegro, Poland, Romania, Serbia
and Ukraine. The GEF Eastern Europe Expanded Constituency
Workshop (ECW) is a component of the GEF Country Support
Programme. The ECW will bring together GEF focal points,
focal points from the main Conventions (Biodiversity,
Desertification, Climate Change and POPs), representatives
from civil society and representatives from GEF agencies. The
purpose of the meeting is to keep these stakeholders abreast
of GEF strategies, policies and procedures and to encourage

coordination.
Environmental Ambassadors for Sustainable Development
accredited to attend the High-level event on the Millennium
Development Goals and Post-2015 Development Agenda, 25
September 2013 at United Nations Headquarters, NY
EASD representative participate at the 5th CEE regional
meeting on SAICM in Skopje, Macedonia FYR, from 23 to
26 September 2013. EASD is National NGO/CSO Focal Point
for SAICM. Overall, the dynamic of the meeting was very
positive with a total of 48 people participating, including 11
Governments, 6 IGOs, 3 regional centres and 9 NGOs.
Throughout a year, EASD promoted values of ACUNS, as the
institutional member.
FEE related: In 2013, in Serbia, two FEE (Foundation of Environmental
Education) programs were active (see reporting above, within
program activities):
- Blue Flag, active in Serbia from 2011
- Eco-Schools, active in Serbia from 2012
At the Constitutional National FEE Committee, held in
Ministry for Education, Science and Development of Serbia, on
September 6, 2013, strategic decisions were approved, like
starting Green Key and Young Reporters for Environment in
2014:
- Young Reporters for the Environment, to be activated in
Serbia in 2014
- Green Key, to be activated in Serbia in 2014.
Official letter was sent to FEE Secretariat, expressing wish to
become full member (subject of approval in 2014).
EU related: In addition to work reported in thematic pillar “Environment”
above, some addition tasks should be reported, like:
- As FPA project grantee, EASD-ENV.net Serbia Team
presented project update and further project strategy to
Mr. Nicola Bertolini (Head of Section, European
Commission, DG Enlargement, Unit D3, Regional
Cooperation and Programmes) and task managers and
political officers of the Delegation of the European
Union to the Republic of Serbia on November 28, 2013.
- The First constituting meeting of the European Union-
Serbia Stabilization and Association Parliamentary
Committee, was held on 15 November 2013, at the
National Assembly House in Belgrade. CSOs
representatives are invited to this important event for
Serbia’s EU accession, and among them Environmental
Ambassadors for Sustainable Development
representative.

- European Parliament Committee on Environment,
Public Health and Food Safety had a meeting with the
civil society sector dealing with environment, public
health and food safety issues, on 28. October, 2013. at
the EU Delegation to Serbia premises.
- The Regional Conference “CSF Framework for
Partnership Agreement Inception Conference” titled
“EC and Partners: growing together – Framework for
Partnership Agreement” held in Belgrade on May 23-
24 at Palace of Serbia, Yugoslavia Hall. Environmental
Ambassadors had 2 representatives present on this
important meeting with other CSOs, as well as EU and
National Authorities representatives.
- Belgrade, April 11, 2013 - The conference address
consumer products and chemicals on the market in the
Western Balkans which could contain hazardous
substances. It is organized in the frame of the project
“Product and Chemical Safety in the Balkans – civil
society cooperation on EU acquis and values for
consumer protection and corporate responsibility“, and
organised by the International network Women in
Europe for a Common Future (WECF), together with
UNDP -Serbia. Presentation includes: the first findings
of post-2015 national consultation in Serbia
(http://www.worldwewant2015.org/serbia2015 ) , Toy
safety in Serbia (the presented findings based on a two
year IPA EuropeAid project, which took place in FYR
of Macedonia, Albania and Serbia), as well as need for
capacity building and knowledge based actions
- The Delegation of the EU to Serbia organized, together
with the DG Environment colleagues, a consultative
meeting with the NGO representatives on 7th March
2013, in EU Delegation premises in Belgrade. The
purpose of the meeting is preparation for the Enhanced
Dialogue on Environment and Climate Change. Among
the invited CSOs participants, two Environmental
Ambassadors for Sustainable Development
representatives were at the meeting.
Civil society related: As the professional/ think-thank organization, EASD is
registered as “association”, and represent “non-state actor”. In
that regards, the portion of the activities was dedicated to
straighten capacities, like:
- Office for Cooperation with Civil Society with the
support of the OSCE Mission to Serbia organized a
two-day study tour for CSOs representatives who are
engaged in the field of protection and conservation of
the environment, especially in terms of raising public
awareness of the need to seal the flood as well as in
activities related to the mapping of risks and developing
plans to protect the environment from these natural

disaster . The aim of these visits was CSOs capacity

Initiatives: 1. to measure progress in ensuring a safe and healthy
work environment through reducing spending for paper,

Administration, management:
Basic administrative and management work is voluntary work
by members
For financial related services Accounting agency is contracted
(Financial Report for 2013 will be separate document, and in
accordance to national legislation).
Projects staff is regulated by projects itself.
On December 31, EASD have: 1 full time employee, 2 half time
employees, 7 employees/volunteers with 10% of working time,
13 volunteers
According to Council Decision (meeting on October 4th, 2013),
EASD opened 2 Clubs:
1. Forum of Members (FoM): - members and former
members and persons worked/working on EASD
projects
2. Forum of Friends (FoF) : - persons participated in
EASD activities, as well as persons connected through
social networks (evidence are the numbers)
These will be developed in 2014.
