PERSPECTIVE

C-SAG is a unique concept of NIAS – for knowledge development and impact society using the

technology of Spatial Analytics and GIS, Building deep knowledge roots and broad impact in society. C-

SAG is under the aegis of NIAS Council of Management (NIAS-COM)

Tata Trusts has sponsored C-SAG to develop AGRI-GIS – which is the first of kind activity that C-SAG has

taken up – make an impact to farmers and impact on his quality of life……..using advanced Spatial

Analytics and GIS tools.

OUAT and C-SAG have collaborated in finalising the template of the Agri-GIS Advisory. A joint OUAT-

CSAG-Tata Trusts Workshop was held at OUAT, Bhubaneshwar on May 30, 2018.

What have we done till now:

OUAT, C-SAG and Tata Trusts have jointly designed the concept of plot- or farmer-centric advisories

– based on image analytics, meteorological data analytics, GIS analytics and social and economic

indexing.

Jointly, the template for the Agri-GIS Advisories have been worked out – including plot information,

met forecasts, crop status information, GIS suitability and integrated analysis, social and economic

indexing – all of which are then integrated to estimated income and economics of farmer at plot

level.

The template design and details were identified in the Workshop – where experts from OUAT, State

Agriculture Department, IMD, C-SAG, Tata Trusts, selected 15 farmers from S Odisha, IFFCO, other

NGOS in Odisha have participated and contributed.

The Advisory template is to worked out into a PROCESS where we now have an ability to build,

manage, analyse and generate GIS advisories at individual plot level and real-time basis. The end-to-

end process for this has been “oiled” into action.

The process is on test and trial for Kharif 2018, Rabi 2018 season in 170/532 villages/52k Plots of S

Odisha. The process involves high granular image, GIS, met, social and economic parameters and

field level data into an “aggregated and customized” advisory. All of this happens in a Data Analytics

mode real-time so that at any instant most current and real-time data and advisory is available.

Thus, for first time, one would be able to obtain a plot-by-plot Advise that is “customized for each

farmer”.

Ultimate aim is enhancing productivity and incomes of TT beneficiary (and other) farmers with direct

interface of Agri-GIS to farmers.

INTRODUCTION

Odisha University of Agriculture and Technology (OUAT), in collaboration with Centre for Spatial Analytics and Advanced GIS (C-SAG), Bengaluru and Tata Trusts, Bhubaneshwar, organised a 1-day Consultation Workshop on “GIS BASED FARMER ADVISORIES”. The workshop was organised on May 30, 2018 at OUAT, Bhubaneshwar. Apart from C-SAG, OUAT and Tata Trusts, the State Govt. of Odisha – through the Agriculture Department and Odisha State Remote Sensing Centre (ORSAC) and other departments, India Meteorological Department (IMD), ICAR institutes, NBSSLUP, 15 farmers of South Odisha region and many other agencies participated in the workshop. C-SAG has taken an initiative to develop an Agri-GIS which will provide GIS based Farmer’s Advisories in South Odisha. For this, C-SAG is developing an innovative Spatial Analytics (SA) engine with a focus to develop a Knowledge Asset for Agri-GIS that will address individual Farmer Advisory at plot level. The Agri-GIS is being developed in 631 villages of 3 districts of South Odisha – Rayagada, Kalahandi and Kandhamal (where Tata Trusts has programme for interventions with farmers).

GIS based techniques are important where a variety of dataset can be integrated and spatial patterns developed – by integrating real-time and most current satellite images, meteorological forecasts at micro-level, detailed thematic maps of soils and landuse and socio-economic data that is collected at farmer beneficiary level. The Spatial Analytics capability allows the integration of image analytics, map analytics and data analytics of detailed and “dis-aggregated” datasets at plot level and allows generation of a micro-visualisation of a plot with aim of providing advisories. The dissemination of timely Advisories is also important – where KVKs, extension services, direct-to-farmer sms/data dissemination and a Agri-GIS Portal are various techniques. OUAT is the key agency for agricultural research and extension and has the capability to reach to grass-root level with best of agricultural knowledge. C-SAG is a premier NIAS Centre specialising in Spatial Analytics and GIS and is located in Bengaluru. C-SAG has taken up a project on Agri-GIS in S Odisha, sponsored by Tata Trusts, and is implementing a plot-level and multi-stage advisory for crop seasons. Tata Trusts is the nation’s premier philanthropic organisation and has large social interventions in S Odisha for livelihood and farmer interface. OUAT, C-SAG and Tata Trusts collaborated through this workshop for a wider consultation on GIS based Farmer Advisories that can help many farmers at plot level. The aim of the workshop was to discuss about the scope of such advisories and also discuss on a template than can be standardised for individual plot-level advisories. The GIS based Farmer Advisories are aimed to be utilised for providing plot-level advisories from 2018 Kharif crop season through to 2020 Kharif season.

Over 100 invitees participated in the workshop which also included officials from associated line Departments of Government of Odisha; farmers from Agri-GIS project districts. Many NGOs viz., IFFCO-KISAN, Precision Agriculture for Development etc., participated in the workshop and presented their programs and association with Agriculture. The Workshop was held in Biju Patnaik Hall in OUAT. The workshop was presided over by Hon’ble Vice Chancellor of OUAT Prof. S Pasupalak. Dr. Saurabh Garg, IAS, Principal Secretary, Department of Agriculture & Farmer Empowerment, Govt. of Odisha, Dr. S Ayyappan, Former DG, ICAR, Govt. of India Dr. S C Bhan, DD, Agro Met Services, IMD, Govt. of India, Dr. Mukund Rao, Chief Executive, C-SAG were the esteemed Guests during the inaugural ceremony. INAUGURAL SESSION

Inaugural session began with invocation song and lighting of Lamp by the esteemed Guests on the dais. Dr. S Ayyappan, former DG, ICAR/Co-Chair of Agri-GIS-TAC delivered the welcome address where he stressed on the need for sustainable, eco-friendly agricultural practices by bringing harmonious relationship between different facets living beings and to overcome the challenges of shortage of water, polluted air, overexploited natural resources. Dr. Mukund Rao, Chief Executive, C-SAG, in his Key-note address, outlined the concept of Agri-GIS And how GIS platform can power highly granular plot-level farmer advisories. He also elucidated the concept of “Farmer as an economic unit” and for a GIS based 360-degrees evaluation of a farmer economic unit – considering the social, economic and cultural parameters of a farmer. Dr Rao also gave an outline of the Agri-GIS advisories that C-SAG would be providing in S Odisha and how an “integrated assessment of a farmer” for crop-, horticulture-, animal husbandry-, milch-, bee-keeping-, other social and economic activities would be integrated in GIS to arrive at an assessment of farmer income assessment. He mentioned that the plan is to cover a pre-sowing and 4 monthly advisories from Kharif 2018 through Kharif 2020 in the 631 villages using advanced satellite images, real-time forecasts of weather information, social and economic analytics of farmers and also natural resources land conditions – all spatial integrated to arrive at Advisories. He mentioned that the draft template has been prepared and would form basis of discussion in workshop and as a trial pre-sowing advisory for 12 farmers have been generated by c-SAG. Dr Rao mentioned that OUAT extension and research department is an important element of the Agri-GIS and C-SAG and OUAT would work together in the Agri-GIS. He also assured support to Odisha Agriculture Department with GIS inputs and also look at any specific issues that the Department may want to be addressed. Dr. Saurabh Garg, Principal Secretary, Department of Agriculture and Farmer Empowerment, Govt. of Odisha gave the Chief Guest address. He said that for food security and sustainable agriculture, technological intervention from all angles and perspectives are important, which would result in real empowerment farmers. He said that Government of Odisha would be happy and willing to support OUAT, C-SAG and Tata Trusts effort of ‘GIS based Farmer Advisory”, thus reaching to the first mile of Agriculture production and linking it to last mile – market and socio-economic development. He also mentioned that the template that C-SAG has designed is quite exhaustive but suggested that crop insurance issues also need to be addressed – from farmer and government perspective. Dr. S C Bhan, DDG-IMD, Govt. of India gave the Keynote Address on the perspective of weather information collection and forecasting activities of IMD. In his presentation, he brought about the accuracy in terms of prediction of quantum of rainfall and other major weather parameters as well as spatial distribution of rainfall, temperature etc. He also outlined the plan of weather stations intensification and strengthening in Odisha in the near future. Dr Bhan mentioned that IMD is happy to be associated with OUAT and C-SAG because

weather analytics is at core of the Agri-GIS and IMD would support the initiative in best possible manner. Prof. S Pasupalak, Vice Chancellor of OUAT delivered the Presidential Address. In his address, Prof Pasupalak mentioned that OUAT has been in the forefront to bring the technology and advanced practices at the farming level and has associated with many agencies and organisations to address advanced technology issues. He mentioned that OUAT is happy to be associated with C-SAG on GIS based Farmer Advisory and noted that GIS and Remote Sensing are very important advancements that must benefit the farmers at grass-root level. He mentioned that ultimately land holding consolidation – through aggregated farming, using precision Farming and also sustainable collective practices in agriculture are required. Prof Pasupalak mentioned that the proposed GIS based Farmer Advisory is first of its kind as it customised to a farmer and his plot and it is being developed in Odisha. Prof Pasupalak mentioned that the challenge will be in reaching the Advisory in simple format to the farmer – this is where the extension and research services of OUAT – through extension centres and KVKs can be immensely helpful. He suggested that C-SAG must position a Agri-GIS terminal at KVKs and also train the OUAT faculty on GIS based Farm Advisories. He pledged OUAT’s complete support offered to collaborate with Govt. of Odisha and C-SAG in this regard. Mr. Sreeram, Tata Trusts thanked OUAT and Government of Odisha for supporting the efforts of Agri-GIS that is being supported by Tata Trusts through C-SAG. He also outlined the various activities of Tata Trusts – especially in agriculture, health, livelihood, education etc areas. Dr. P K Roul, Dean (Extensions), OUAT outlined the extension and research activities of OUAT and mentioned that OUAT has scope to closely work with C-SAG in the GIS activity and for further Agri-GIS in S Odisha. He also presented Vote of Thanks to all the dignitaries and participants.

RELEASE OF DRAFT TRIAL PRE-SOWING ADVISORY C-SAG had organised a draft advisory template for discussion in the workshop and had generated trial advisories for 12 farmers in S Odisha region based on the template. In the inaugural ceremony, the “Draft Trial Pre-Sowing Advisory for 12 Farmers” was released and distributed for discussion/consultation. The draft Trial Pre-Sowing Advisory for 12 farmers that was released is attached as ANNEXURE-II.

PRESENTATIONS AND PANEL DISCUSSION

Key presentation were made by experts on “Agri-GIS and Farm Advisory – Design, Content, Development & Dissemination”. Mr. Deepak, Project Manager, C-SAG made an overview presentation on the GIS based Farmer Advisories that would emanate from Agri-GIS project of C-SAG and Tata Trusts. Dr. P K Roul, DEE, OUAT made detailed presentation on the different platforms adopted by OUAT towards dissemination of Agri Advisories in the state of Odisha. He also brought out the role of KVKs in disseminating Agri-crop cultivation inputs and spread of Govt programs for benefitting the Agriculture community Dr. Amaresh Khuntia, TO, GKMS, OUAT in his presentation elaborated on the process of content generation, collation and formulation with the involvement of multiple agencies and scientists of OUAT and other Line Departments. Mr. Jitnder Nayak, Tata Trusts spoke on the brief overview of different platforms and models adopted by Tata Trusts so far and highlighted that trust is to be built-up with the farmer on the reliability and correctness of information. Mr. Madhur Jain, Precision Agriculture for Development presented on the information dissemination to farmers using Internet of Things to promote precision Agriculture. The medium of information dissemination is IVR/SMS and have collaborated with Odisha State Government for a pilot in 3 districts for Rice crop. Mr. Sanjeev Sharma, IFFCO KISAN presented about their pan India presence through Kisan Call Centre and ICT based IIMS platform. He also mentioned about their presence in Odisha state in Fisheries and Rice production area. He brought about the various technological platforms used to provide crop based expert technical inputs and disseminate through call centres as well as web based Applications. Mr. Rushya, C-SAG presented on Spatial Analytics through Remote Sensing Techniques on crop health status and on weather data analysis. He brought about the patterns of weather parameters and analysis of different weather data sources. Mr. Gyandip, Tata Trusts presented on Socio-Economic Indexing of beneficiary farmers by collecting right data through ICT technologies. He mentioned about the advantages of indexing in profiling beneficiaries and providing right inputs for farming activities. Mr. Vilas, C-SAG presented on the Socio-economic indexing using various parameters and deciphering them to Plot level to enable farmer to make right decisions in his farming activities. In the Panel discussion session, Hon’ble Vice Chancellor Prof. Pasupalak and Dr. S Ayyappan, Former DG, ICAR/Co-Chair, TAC, Agri-GIS, C-SAG ensured that the farmers who were invited

to the workshop spoke on what are their expectations from such advisories. Farmers put forth for the following information in the Farmer Advisory: 1. Agri-GIS Advisory is important and farmers would want the advisory on time.

2. Most farmers would implement the advisory – provided they are easily implementable

but would need help in understanding the technical aspects. Thus, an interaction for Advisory dissemination to farmers is important.

3. Advisory must be at plot level and in pre-sowing and 4 monthly advisory and a pre-harvest

advisory is adequate and is most appropriate.

4. Advisory template that has been prepared must include: a. Rainfall and temp/humidity forecast – probability, duration, quantity; atleast for

7-10 days ahead. b. Crop suitability and market pricing – which variety to be sown, crop duration,

estimated production, where are markets etc. c. Soil health – amendments needed, conservation methods, disinfection d. Fertiliser – input for soil fertility, fungicide, herbicide (quantity & method of apply) e. Seed – where to get, how to treat, availability f. Market – crop specific market and price, market price awareness g. Crop- khata/plot based crop specific advisory h. Income estimates is very important – expected income i. Animal Husbandry – market based rearing and selling j. Value addition to crop production – treatment, storage, processing information

The Panel members also discussed on clustering model (FPOs) on crop or land type basis so that food variety (pulses, cereals etc.) can be produced based on the over needs of the State and nation; build entrepreneurial nature in farmers so as to adopt technology and bring in efficiency; enable right and regular info to enable farmers to bargain for better price in forward and backward linkages. The following points were emphasised by participants: 1. Advisory must be available on Portal and App for access – this will make it widely

accessible.

2. Odia language advisory is required.

3. Initially in 1st and 2nd year, Tata Trusts intermediaries can administer and interact for village-wise plot-level Advisories dissemination. In addition, OUAT KVKs can also start the dissemination service and interaction. Ultimately the Advisory App and direct messaging to farmers must be the mode for transmission.

4. Important for building farmer’s trust through proper local-language interaction and hand-holding of farmers so that Plot-level Farmer Advisory slowly can become accepted.

Initially, farmers who are progressive and receptive can be champions and over time others would also turn around.

5. Need for strong collaboration between OUAT’s extension and research department and C-SAG’s GIS Advisory solutions – through faculty training, GIS facility enhancement, local platform etc.

6. IMD at regional level needs to densify the weather network and also provide 10-day forecasts at higher granularity.

7. Tata-Trusts farmer-beneficiary engagement platform and livelihood programme are excellent avenues for dissemination and farmer interaction platforms – this must continue.

ACTIONS/CONCLUSIONS Prof. Pasupalak concluded the Workshop and articulated the following resolutions/actions – these were endorsed by the participants of the Workshop:

Plot-level GIS based Farmer Advisories is very important and critical. Such initiatives are unique and the need of hour.

The integrated advisory concept is important – thus advisory must include crops, horticulture, employment and all other activity that a farmer and his family take up.

The concept of holistic farmer assessment based on his land, water access, soil health, social and economic indexing, market access etc. must be implemented and the database on this must be generated.

Farmers have appreciated and endorsed the advisory template and content – especially the weather, crop suitability and 360-degree evaluation of farmer’s status for the advisories. They have stressed that timely access to advisory and also for an interactive session to discuss Advisories are required.

OUAT and C-SAG will work together for deploying Agri-GIS on the extension and research platform of OUAT and also disseminating it through the KVKs.

OUAT will work and coordinate with Odisha Agriculture Department and Tata Trusts, Bhubaneshwar for meeting specific needs of the governance aspects of Farm Advisories.

OUAT has proposed for a Tripartite MOU/Agreement between OUAT-C-SAG-Tata Trusts, Bhubaneshwar in this regard and making success of the S Odisha Agri-GIS initiative.

C-SAG could take up the training and orientation of OUAT faculty in GIS area for Agriculture and also for the extension services of Agri-GIS.

How can there be integration of Agri-GIS with similar initiatives of Odisha Govt. initiatives and making advisory available to the Govt. administration needs to be addressed by OUAT and C-SAG.
