INTRODUCTION Report on mine action in BIH for 2016 presents a document that has for its goal to report the Council of Ministers of BIH as well as the public about realized activities and goals for the reporting period, and in the domain of mine action in BIH. Basis for the creation of the Report was Mine Action Operational Plan in BIH for 2016, created by Mine Action Centre Bosnia and Herzegovina and approved by Demining Commission in BIH at the 15th session held 17.05.2016. Operational mine action plan in BIH for 2016 has been adopted by the Council of Ministers on their 70th session held 24.08.2016. Operational mine action plan in BIH for 2016 has been previously adjusted to the Analysis of the implementation of the Mine Action Strategy in BIH 2009-2019, with proposed amendments (revision II), which was previously adopted Demining Commission in BIH on their 12th session held 28.03.2016. Creation and adoption of the Operational mine action plan in BIH is defined by Articles 16 and 17 of the Demining Law in BIH (Official Gazette BIH, No: 5/02).

1. GENERAL ASSESSMENT OF MINE/ERW/CLUSTER MUNITION IMPACT General assessment of mine/ERW/cluster munition impact in BIH has been updated through the procedure of Analysis of the Mine Action Strategy 2009 – 2019 implementation, with proposed amendments. 1.1. Socio-economic impact of mine/ERW/cluster munition Updating of the General assessment encompassed the research of the mine/ERW/cluster munition impact, which is used to determine socio-economic impact they have on inhabited communities, i.e. term for regular listing of the population impacted communities and updating of systematic survey, which is used to identify, register and process information on suspect micro-locations as sources of risk. General assessment of mine/ERW/cluster munition impact in 129 cities/municipalities in BIH has identified 1398 impacted communities under the threat of mines/ERW/cluster munition (31 out of the total with a combined contamination with both mines and cluster munition). Micro locations contaminated with mines/ERW/cluster munitions directly affect the safety of 545 603 inhabitants, which is 15% out of total number of BIH citizens. Out of that number, micro locations contaminated with mines impact the safety of 517 238 inhabitants, while those contaminated with cluster munitions impact the safety of 54 314 inhabitants (number out of which 25 949 inhabitants is impacted by combination of mines and cluster munitions). Criteria for setting the level of community threat level was the proportion of inhabitants according to preliminary results of the BIH census from 2013, size of the suspect areas as per category of priority as well as the size of impacted community. In charts 1 and 2, there are visible numbers of impacted communities, number of people in those communities as per the level of threat and the years of updating of the General Assessment. 1.2. Size of suspect hazardous area/systematic survey Current size of the suspect hazardous area in BIH is 1.091,23 km2 or 2,2% in relation to the total area of BiH1. Through systematic survey operations, 8638 suspect micro locations were defined with, as estimated, 79 000 left mines and ERW. Current size of the hazardous area suspect of cluster munition in BiH is 7,31 km2, out of which 4,3 km2 is combined suspect hazardous area with both mines and ERW. Through systematic survey operations, 207 locations suspect of cluster munitions were defined were, as estimated, there are approximately 1500 pieces of cluster munition/ERW. Table 1 presents the current size of mine suspect hazardous area in BiH per category of priority, as well as the current size of the cluster munition suspect hazardous area. Chart 3 shows structure of suspect hazardous area as per structure – intentional use. 1.3. Mine/ERW/Cluster munitions victims During 2016, five mine accident and two mine incidents were registered in BiH, with 12 victims, out of them 6 mortalities. Eight (8) persons were victims of mine accidents, with 4 fatalities, while 4 deminers were victims of demining accidents, out of which 2 fatalities. Table 2 provides the review of mine incidents and demining accidents in 2016, while the chart 4 provides the review of the number of mine/ERW/cluster munitions victims in post-war period, according to the outcome of accident per each year. Table 2: Review of mine incidents and demining accidents Since 1992, 8379 persons were victims of mine/ERW/cluster munitions in BiH. During the war period (1992-1995), there were 6354 victims, while in the post-war period, the number of victims was 1751, out of which 612 fatalities. For 274 persons it is not known what year they had accident. Out of the total number of victims, there are 232 cluster munition victims, out of them 43 fatalities. Out of the total number of victims in the post war period, there were 184 female victims or 10%, while 249 victims were children, which is 14%. During the conduct of humanitarian demining operations in BIH, 127 deminers were victims, out of which 51 fatalities. 2. REALIZATION OF STRATEGIC AND OPERATIONAL GOALS During 2016, the mission of all the participants in the realization of strategic and operational goals related to elimination, i.e. reduction of risk to the acceptable level, establishment of safe environment for affected population, incentives for sustainable return and socio-economic development in affected communities, i.e. communities impacted with mines/ERW/cluster munitions. The concept of mine action was based on the assumption that the character and the size of the problem require as efficient risk management as possible through continuous estimation of mine/ERW/cluster munition impact, efficient planning and coordination and integration of all the components of mine actions. The accent was given to the problem solving through an integrated approach in highly impacted communities as well as through implementation of groups of projects in medium and low impacted communities with the aim or risk reduction, i.e. creation of conditions for the usage of mine/ERW/cluster munition blocked resources, reconstruction, and sustainable return. In accordance with the Operational Plan for Mine Action for 2016, Mine Action Centre in BiH continuously conducted the activities of systematic and general/technical survey, emergency marking, quality assurance and preparation/revision of Mine Action Plans for municipalities affected by mines/ERW/cluster munitions. Technical survey operations which include targeted and systematic survey and cluster munition clearance, i.e. mine awareness activities, permanent and emergency marking, were all conducted by accredited organizations with technical inspection and coordination from Mine Action Centre BiH, while the activities in the domain of mine/ERW/cluster munition victims assistance were continuously conducted by organizations involved in said mine action, with the coordination of Mine Action Centre BiH. Mine Action Centre BiH, organizations accredited for mine action along with other national and international organizations conducted various activities from the domains of training and technical development, i.e. advocacy and international cooperation, all of them being directly or indirectly involved in mine action in BiH. Mine Action Centre in BiH conducted other activities from the domain of mine action and in accordance with the Demining Law in BiH (Official Gazette, No: 5/02).

3. HUMANITARIAN DEMINING 3.1. General/non-technical survey – projecting In 2016, operations of general/non-technical survey were conducted on the area of 6885 km2 (59% out of the plan – 116,50 km2). Efficiency and productivity of general survey is presented as follows: surveyed area for mine clearance of 1,30 km2 (75 projects), surveyed area for technical survey operations of 10,14 km2 (182 projects), surveyed area for technical survey operations and cluster munition clearance of 0,47 km2 (16 projects), surveyed area for the land release projects of 46,46 km2 (18 mine suspect areas), surveyed area for the activities of permanent marking of 10,48 km2 (136 projects) and resurveyed area of 20,15 km2 (440 projects). In table 3 and chart 5, there is a review of the fulfilment of plan for general/non-technical survey per structure. 3.2. General/non-technical survey – emergency marking In 2016, 4921 mine marking signs for mine/ERW/cluster munition were placed or renewed (82% out of plan – 6.000 signs). Within the operations of systematic and general/technical survey, Mine Action Centre BiH survey teams placed 4547 mine marking signs for mines/ERW/cluster munition (91% out of plan – 5.000 signs). Out of that number, 90 signs concern the marking of the hazardous area suspect of cluster munition. Non-government sector, i.e. “NVO Posavina bez mina” placed 374 mine/ERW/cluster munition mine warning signs (37% out of plan – 1.000 signs). Within the project of Mine Risk Education in the local communities of Boderište, Ulice, Bukovac in the area of Brčko District, “NVO Posavina bez mina” placed 3 billboards – informers on the mine situation. Chart 6 shows the results of emergency marking as per carriers of the activities. Chart 6: Review of emergency marking activities 3.3. Planning of mine action on the level of impacted community With the Annual operational Mine Action Plan BiH for 2016, creation/revision was planned for 13 Mine Action Plans2 for the following mine/ERW/cluster munition impacted communities: Bosanski Petrovac, Derventa, Donji Žabar, Neum, Bratunac, Hadžići, Kreševo, Gračanica, Pelagićevo, Livno, Srebrenica, Vitez and Banovići. During 2016, Action Plans were created for following municipalities: Bosanski Petrovac, Derventa, Bratunac and Hadžići. 3.4. Tenders for technical survey and mine clearance works In 2016, eight (8) tenders for technical survey and mine clearance were realized (contracted realization was for 146 projects with confirmed hazardous area of 4,63 km2). Seven (7) tenders were realized by ITF (Enhancing Human Security), with contracted realization of 75 projects with confirmed hazardous area of 2,55 km2), while 1 tender was realized by the Delegation of European Union (contracted realization for 71 projects with confirmed hazardous area of 2,08 km2). Table 4 displays realized tenders with the list of donors and number of projects with confirmed hazardous area per operation. Technical survey and mine/ERW/cluster munition clearance In 2016, operations of technical survey and mine clearance were conducted at 261 tasks (out of which 6 mine suspect areas) where the tasked area was 14.054.952 m2. Out of that, 202 tasks were completed (6 mine suspect areas) with reduced and cleared area of 11.726.181 m2 (26% out of plan – 45.100.000 m2). 1313 anti-personnel mines, 63 anti-tank mines and 1192 pieces of ERW were found and destroyed during the stated operations. The average number of mines per hectare is 10,3/ha. Chart 7 provides a display of the annual plan conduct for technical survey and and mine clearance per structure. Chart 7: Review of the conduct of technical survey and mine clearance Technical survey operations were reduced area 10.391.001 m2. Mine clearance operations were cleared area of 1.335.180 m2. Technical survey and cluster munition were reduced and clearance 863.066 m2, were 632 pieces of submunition and 26 pieces of ERW. Completed technical survey and mine/ERW/cluster munition clearance eliminated the threat for approximately 16000 immediately affected inhabitants who will be potential users of the reduced and cleared area. Chart 8 displays the intentional use of the reduced and cleared areas through technical survey and mine/ERW/cluster munition clearance. Since the beginning of technical survey and mine clearance operations in BiH in 1996, and concluded with 2016, the area of 191 km2 area in BiH has been reduced and cleared, with found and destroyed 62756 anti-personnel mines, 8444 anti-tank mines and 56129 pieces of ERW. Since technical survey and cluster munition clearance operations began, from 2012 and concluded with 2016, 5,0 km2 of area has been reduced and cleared, with found and destroyed 2195 pieces of submunition and 92 pieces of ERW. 3.6. Permanent marking In 2016, 34 project of permanent marking were realized, with marked suspect hazardous area of 2,97 km2 and 386 individual signs placed (13% out of plan – 3000 signs). 4. MINE RISK EDUCATION ON MINES/ERW/CLUSTER MUNITIONS In 2016, there have been continuous activities on Mine Risk Education on mines/ERW/cluster munitions through informing of the public, education of the affected groups of population and liaising of mine actions with the impacted community/municipality. The focus of mines/ERW/cluster munition MRE was the conduct of activities within impacted communities/municipalities with large suspect area of III category priority, i.e. education towards the most impacted groups of population. With the technical and financial EUFOR support as well as technical supervision from Mine Action Centre BiH, NGO „Stop Mines“ organized 1 training for „Mine Awareness Instructors“, where 24 attendees passed it with success. In this reporting period, there were 14 realized projects of MRE education with 22888 persons educated on mine threat, where 4 projects were dedicated to awareness on cluster munition, where 473 persons were educated on cluster munition. 5. MINE/ERW/CLUSTER MUNITION VICTIMS ASSISTANCE In 2016, Demining Commission in BiH has adopted the Decision on Forming the Coordination Group for mine/ERW/cluster munition victims’ assistance, and the process of formalization of documents commenced accordingly on the level of BiH, through standing ministerial bodies. In this reporting period, a preliminary preliminary coordination meeting of this working group for mine victims’ assistance was held, and in order to improve situation in the area of mine action segment of mine/ERW/cluster mines victims’ assistance. BHMAIS database has been updated with 17 mine victims in relation to location, victims’ identity and assistance provided in the previous period. BHMAIS database provided information on mine victims per official requests for 20 victims, 5 participants in mine victims’ assistance process and 4 international organizations, all in accordance with the Law on the protection of Personal Data in B&H. In 2016, four mine victims’ assistance projects were realized for the victims of mines/ERW/cluster munitions, as shown in table 13. 6. QUALITY ASSISTANCE In 2016, 1233 authorizations and 161 accreditations were issued for mine action in BiH. Quality control inspectors from Mine Action Centre in BiH conducted 3833 technical supervisions/inspections (27% out of plan – 14000 of technical supervisions/inspections), out of which 3640 inspections at 255 technical survey and and mine clearance tasks, 729 at 14 MSA with targeted and systematic survey and mine clearance, 182 inspections and 15 tasks of technical survey and cluster munition clearance activities and 11 inspections at 5 MRE activities. Five Decisions on repetitions of technical survey operations were issued, along with 6 Withdrawals of authorizations, and 1 Resolution on prohibition of further work. Table 14 provides a review of technical supervisions/inspections as per operations. Table 14: Efficiency and productivity of technical supervisions/inspections In order to acquire or renew accreditation, i.e. to conduct a regular annual review, 953 metal detectors were tested in 14 organizations (116% out of plan – 825 metal detectors), where it has been stated the operationality for 903 tested metal detectors. In 13 organizations, 111 EDD teams were tested (111% out of plan – 100 EDD teams), where 91 EDD team has passed the test. Testing of machines tools has been conducted in 11 organizations (120% out of plan – 25 machines) where 28 machine tools fulfilled the testing conditions. In order to acquire or renew accreditation, i.e. procure new equipment, 24 tests were conducted in 15 accredited organizations in order to estimate the operationality of equipment and tools (107% out of plan – 14 organizations). Table 15 shows the performance of the plan for testing resources. Clearance and EOD operations in Bosnia and Herzegovina, as well as Standing Operational Procedures for Humanitarian Demining. 7. TRAINING Owing to the fact that high training standard is the key element in the process of efficient and safe mine action process, accredited organizations conducted additional training of their operational staff engaged in mine action in 2016 and in accordance with the Chapter 1 - Training, Standard for Mine Clearance and EOD operations in Bosnia and Herzegovina. In 2016, 1122 members of operation staff from 14 accredited organizations have successfully completed mine action training within the said 14 courses. The table 16 displays the conducted courses in mine action, as per organization and the type of training/additional training. Table 16: Review of completed trainings/additional trainings 7.1. Specific projects - IPA 2011 „Land Release“ In 2016, Mine Action Centre has completed the realization of the project „IPA 2011 – Land Release“. Within this project, 29 MSA were treated with non-technical survey (SHA - 117 km2) in 23 municipalities/cities in BiH. Operations of technical survey and mine clearance were completed at 6 MSA by accredited organization, with the released of 24,77 km2. BiH will create a separate report on the realization of project, which is a matter to be referred to the relevant institutions and publicly available. 8. ADVOCACY AND INTERNATIONAL COOPERATION Within the organization of the Ministry of Civil Affairs in BiH and in cooperation with Demining Commission in BiH, Mine Action Centre BiH and UNDP, a Board of Donors meeting was held and was attended by all relevant international and national assets involved in mine problem in BiH. The accent of the Board of Donors was the reviewing activities conducted so far and defining further steps in the domain of mine action. On marking April 4 – International Day for Mine Awareness and Assistance in Mine Action, Mine Action Centre in BiH held a press conference stating out the need for raising awareness in population about the long-term mine problem in BiH. During 2016, representatives of Mine Action Centre in BiH actively participated at the 19th International Meeting of Mine Action National Programme Directors and UN advisors, 26th SEEMAC meeting held within the 13th International Symposium on Humanitarian Demining, and Review Conference on the current situation in the sector of defense and security of Bosnia and Herzegovina, organized the Joint Commission for Defense and Security held in the Parliamentary Assembly of Bosnia and Herzegovina. In 2016, activities comment on creation of the Law on amendments and annexes to the Demining Law in BiH. Designated working group consisting of the representatives from Ministry of Civil Affairs in BiH, Demining Commission in BiH, Mine Action Centre BiH, Armed Forces and entity Civil Protections worked on the creation of the said proposal. In 2016, in the organization of GICHD, UNDP and Mine Action Centre BiH, two workshops were held: „Standards and SOP revisions “ and „Revision of Mine Action Strategy in BiH and Prioritization of Mine Action“, which served as the grounds for the processes of adjustment and improvement of laws and bylaws with IMAS, i.e. III Revision of the Strategy in Mine Action in BiH, along with creation of the Exit Mine Action Strategy in BiH. Specific cooperation during 2016 Mine Action Centre realized with the following: EUFOR HQ, Ministry for Foreign Affairs Japan, Ministry of National Defense of Turkey, US State Department-a, Zimbabwe Mine Action Centre, embassies of donor countries in Bosnia and Herzegovina and Slovenia, GICHD-a and James Madison University. Mine Action Centre in BiH in this reporting period has been at the disposal to media representatives from local and international media in order to spread the message about mine/ERW/cluster munition in BiH, as well as needs for the solution of the problem. The web page www.bhmac.org that served for informing of the public about all the relevant mine actions issues has been completely redesigned during 2016.

9. ANALYSIS OF OPERATIONAL CAPACITIES PRODUCTIVITY In 2016, there were 26 accredited mine action organizations in Bosnia and Herzegovina, structurally as follows: 5 government organizations (Armed Forced BH, Federal Civil Protection, Civil Protection Republic of Srpska, Brčko District Civil Protection and Red Cross Society BiH), 9 commercial organizations (8 national and 1 international) and 12 non-government organizations (10 national and 2 international). 1200 persons in accredited organization possess accreditation and certificates for the conduct of mine action activities, i.e. 900 deminers and 300 persons who are authorized for the conduct of managerial and monitoring tasks (team leaders, site leaders, operations officers, quality assurance officers, EDD trainers, dog handlers, operators etc.) Table 17 displays accredited resources for technical survey and mine clearance as per accredited organizations. 10. RISK ELIMINATION In 2016, suspect hazardous area has been reduced for 58,67 km2 (46% out of plan – 127,60 km2). Through non-technical methods (systematic and general/non-technical survey) conducted by Mine Action Centre BiH cancelled 46,95 km2 (55% out of plan - 82,50 km2), while accredited organizations reduced and cleared 11,72 km2 (26% out of plan - 45,10 km2) through technical methods (technical survey and mine clearance. Chart 9 displays a review of suspect hazardous area according to methods, while chart 10 displays the review of suspect area reduction for the period of 2009 – 2016. 11. FINANCING According to available information of Mine Action Centre in BiH, in 2016 financial means spent on mine action in BiH are 33.735.776 BAM, 53% out of plan - 63.649.000 BAM. Out of that number, national resources allocated 18.971.419 BAM, 56%, while international (donor) sources allocated 14.764.357 BAM or 44%. CONCLUSION The degree of completion of the operational activities in 2016 is consequential, where the realization of humanitarian demining operations (technical survey and mine clearance), which directly depend on availability of national, donors and additional resources (completion of the plan of mine action financing for 2016 is 53%). The stated facts directly influenced a certain obstruction of contaminated areas, along with disabling the very reduction of the suspect hazardous area, i.e. preparation of projects for further operations, primarily those of mine clearance. The reason for this aberration of the plan are virtually exhausted abilities for reduction of the suspect hazardous area in accordance with the Standing Operational Procedures for General and Systematic Survey (SOP), i.e. exhaustion of possibility of qualifying a certain area for the further mine clearance. Accordingly, and in order to improve the efficiency and efficacy of the process, Mine Action Centre in BiH in 2016 formed four expert groups and commenced with amendments and annexes to all chapters of the Standard for Mine Clearance and EOD Operations in Bosnia and Herzegovina, as well as Standing Operational Procedures for Humanitarian Demining, and the estimation of the completion of their work is the first quarter of 2017. The level of realization of Mine Action Centre BiH operational activities was also influenced by engagement of the operational staff on the realization of the „IPA 2011 – Land release“ project, as well as the conduct of specific ground activities which were not defined by the Mine Action Operational Plan for 2016, as per requests of legal and civil entities. Activities of technical supervision/inspections were carried out on all mine action tasks during 2016. The reason of lowered realization is also the lack of funding for the operations of technical survey and mine clearance operations, on which technical inspections are carried out. Within their scope of authority, Mine Action Centre in BiH, as for the first quarter of 2017, will conduct a detailed analysis of all factors that influenced aberrations from planned results, and eliminate them in the shortest timeline possible. Council of Ministers in BiH on their 102 session held 23.05.2017 adopted the Mine Action Report for 2016.
