Why prioritization is important?
DISCUSSION DOCUMENT – SUBJECT TO CHANGE
1. The Renew Atlanta / TSPLOST programs face
a ~$400M funding gap meaning all projects in
current lists cannot be achieved with
available and projected funding
2. The original project list included no formal
project prioritization to determine which
would be most critical in the event of a
funding shortfall
3. With the available funds, there is a desire to
leverage the available funds in a way that is
most impactful to our existing transportation
network and the citizens of Atlanta
Prioritization methodology
MAYOR KEISHA LANCE BOTTOMS | MICHELE WYNN, INTERIM GENERAL MANAGER
Our preliminary staff recommendation is based on four
guiding prioritization principles
4
Guiding prioritization principles
B Current status
A Transportation impact based
on ATP principles
C Ability to leverage outside
funds
D Community feedback
Can this project improve our highest injury roads?
SAFETY
Can this project impact our most vulnerable residents?
EQUITY
Can this project improve mobility and modal shift?
MOBILITY
ATP Criteria Analysis conducted
▪ Amount of High Injury Network (HIN) addressed by project
▪ Project impact or proximity to Atlanta Regional Commission Equitable Target Areas (ETAs)
▪ Proximity to MARTA rail transit
▪ Alignment with Atlanta City Design growth corridors and nature network

What is the Atlanta Transportation Plan (ATP)?
5DISCUSSION DOCUMENT – SUBJECT TO CHANGE
Prioritization methodology
Atlanta’s Transportation Plan (ATP) is the City’s newly-adopted
comprehensive transportation plan.
Built on the principles of safety, equity, and mobility, the ATP blueprint for
building a transportation network that will reduce dependency on
automobiles, create a more livable city for all Atlantans, and allow the City to
thrive on anticipated growth.
Improved access without
having to rely so heavily
on automobiles
Convenient transportation
options made affordable
and available to all
residents and visitors
Every member of our
communities traveling
without risk of serious
injury or death
Key principles
Safety Equity Mobility
MAYOR KEISHA LANCE BOTTOMS | MICHELE WYNN, INTERIM GENERAL MANAGER
For four key project categories, projects were scored and mapped
to inform prioritization decisions based on ATP principles
6
50% safety score
= Overall ATP prioritization score
DISCUSSION DOCUMENT – SUBJECT TO CHANGE
25% equity score 25% mobility score
+ +
How much of the HIN will be
addressed to make our roads safer?
How much of the project provides
mobility for ETAs to prioritize equity
into investments?
Does the project connect residents to
public transport, overlap with the
growth corridors, or provide access to
nature assets to improve mobility in
Atlanta?
Prioritization methodology
▪ Prioritization applied to four project categories, where most applicable
▪ This approach allows from comparison of projects within the same project category, not across project categories
(e.g., prioritize complete streets to against each other / not against signal projects
MAYOR KEISHA LANCE BOTTOMS | MICHELE WYNN, INTERIM GENERAL MANAGER
SAFETY: What is the High Injury Network?
7DISCUSSION DOCUMENT – SUBJECT TO CHANGE
Prioritization methodology
One outcome of the ATP was identifying Atlanta’s High Injury Network.
The High Injury Network is the
network of roadways within the City
that account for a disproportionate
number of serious accidents and on
which investments in safety can
have the most outsized impacts.
MAYOR KEISHA LANCE BOTTOMS | MICHELE WYNN, INTERIM GENERAL MANAGER
EQUITY: What are equitable target areas?
8DISCUSSION DOCUMENT – SUBJECT TO CHANGE
The Equitable Target Areas (ETA) Index is produced by the Atlanta
Regional Commission.
This index is constructed from census data and maintained by the ARC to
help identify and better understand communities that may be more
vulnerable to environmental justice concerns. These communities contain
high percentages people living in poverty and/or high minority
populations.
Prioritization methodology
MAYOR KEISHA LANCE BOTTOMS | MICHELE WYNN, INTERIM GENERAL MANAGER
MOBILITY: What data was used to determine mobility scores?
9DISCUSSION DOCUMENT – SUBJECT TO CHANGE
Project impact on mobility was assessed with three inputs:
1. Growth Corridors: the degree to which a project addressed the growth
corridors/areas identified within The Atlanta City Design. These are the areas
within the city with the land-use patterns and transportation infrastructure that are
most conducive to increased density of development and decreased automotive
dependency.
2. Proximity to MARTA rail stations: the percentage of the project falls within a ½
mile of a MARTA station.
3. Access to the City’s nature network: the degree to which the project provides
access to the City’s network of multi-use trails.

Preliminary funding
recommendation Funding rationale
Campbellton Rd - Smart Transit Corridor Design-onlyProject is $30M+ and needs to be coordinated with MARTA transit corridor design. Design allocation will allow
City to participate in multi-year design effort.
Dekalb Ave Design-only
Project is $30M+ and final design + right-of-way will take 24-36 months during which funds could be used for
ready projects. Dekalb Ave will be resurfaced, reversible lane will be removed, and the team will identify
opportunities for low cost striping improvements for mobility.
Cascade Rd: Phase I / Phase II Fully-funded / Design-only
Phase I fully funded, Phase II funded through design and will be shovel-ready for future funding opportunities.
Cascade Rd Phase II resurfacing project is fully funded to improve roadway quality and safety ahead of complete
street.
W. Peachtree St Design-onlyProject timeline to construction is beyond 24+ months away. This allocation will support getting to 100%
designed.
Spring St Design-onlyProject timeline to construction is beyond 24+ months away. This allocation will support getting to 100%
designed.
N. Highland Ave DeprioritizedProject costs are highest of medium rated projects at $11M+. A corresponding pedestrian improvement project
on North Highland Ave has been fully funded to improve safety on the corridor.
Forsyth St DeprioritizedDeprioritized as an important project but not as highly rated as others, with lower project readiness, and without
any partnership funding
North Ave Design-only Deprioritized relative to other higher scoring projects. Project will be designed.

Prioritization approach
▪ Projects were prioritized applying safety /
equity / mobility criteria while accounting
for qualitative factors of project cost,
project readiness, and partnership funding
availability
▪ Pavement quality challenges exist on
many of the roadways being evaluated.
However, pavement quality data was not
available for the analysis.

Okay
▪ Project readiness and partnership funding helped drive prioritization decisions
- All projects with very high project readiness and high partnership funding represent partnership projects with
high levels of federal/state funding support (~$5M in partnership funded available for these projects)
- All projects with very low project readiness are deprioritized due to limited scope or overlap with other projects
that would improve roadway quality (e.g., complete streets)

Prioritization approach
Prioritization by category
▪ Due to the high safety, equity, and mobility importance of ADA investments, all projects with a
clearly defined scope or geographies were funded
▪ ADA Ramp & Sidewalk Replacement Program was not funded as it is currently a funding source
that can be used as projects are identified. Given the prioritization efforts, priority is placed on
programs with more defined scopes

Prioritization approach
▪ Bridge prioritization followed a different prioritization approach than the safety / equity / mobility
scoring due to: long-lead time for bridge replacement, high cost, and reliance on partnership
leveraged funding
▪ Bridge sufficiency rating, project readiness, and leveraged partnership funding were used to
prioritize bridge projects
▪ Central Ave is only bridge project not already in construction that is fully funded due to the
expected delivery timeline and partnership match funding

Prioritization approach
▪ Safety / equity / mobility criteria do not translate well to multi-use trails that have limited direct
overlap with existing roadways. Thus, a more qualitative approach was applied.
▪ Projects were prioritized based on project cost, project readiness, and partnership match funding
▪ The recommendation focuses on geographic balance and aims to deliver major multi-use trail
investments in each quadrant of the City.
▪ Path 400, South Fork Conservancy Confluence Bridge, and Eastside Trolley Trail (and the
Connector) have sizeable partnership leveraged funds
