Club Coaching opportunities are still available! October dues paid changed the actual numbers of club membership. Currently 59 clubs are eligible (12 members or less) (37.6%) of which 35 clubs don’t have any assigned (59.3%) coaches. This is a Pathways and Legacy members chance to earn both District leadership and club coach credit this year only 2019-2020. Must submit “pending” award applications 06-01-20 thru 06-30-20 to achieve Legacy DTM credit.

Min Lu and I are working on connecting Club Coaches with eligible Clubs. Toastmasters International reports indicates 52 assigned coaches and 15 awarded. Submission Form. 2. If you are hoping to hold your contest at the 700H. Email Louise Houdelette at

[email protected] 3. Encourage your Area Directors to start planning their contests- ideally all of the Area Contests

will be done in January and February to allow Division Directors to support (and possibly judge) each other’s contests.

4. You need a Chief Judge and 6 qualified judges (5 plus a tiebreaker) for Area Contests. 5. You need a Chief Judge and 8 qualified judges (7 plus a tiebreaker) for Division Contests 6. When Area Contests are scheduled please encourage your Area Directors to use the District

39 calendar and Event Submission Form. 7. Area Contests will conflict with each other- it happens every year. Some Area Contests have

had one or zero contestants. Please encourage your Area Directors to combine resources and hold two sets of contests at the same time at the same venue with the same panels of judges and helpers.

8. If your contests happen at the same venue and on the same day as an Area or Division

Training- please hold the contests first to avoid “undue visibility” issues with

trainers/trainees/contestants and judges.

Greetings fellow Toastmasters, It has been 26 weeks since we started our Toastmaster year. The District Vision was “D39 will achieve President’s Distinguished status before May 31, 2020.” The District Mission was “We build new clubs and support all clubs in achieving excellence.” During the first 26 weeks we focused on Success Planning, Training, Club Visits, Member Retention, Membership and Club Growth. All leaders were encouraged to complete Club, Area, Division & District Success Plans. Many of them rose to the occasion. Division and Area Directors - 87% trained. Club Officers - 68% trained and still training. Over 93%, a total of 143 clubs out of 153 clubs were visited.

Parliamentarian’s Report – JANUARY 11, 2020 For those following the postings of our International Board Meetings will note from the December 4th minutes that “the Board reviewed and adopted the Executive Committee’s recommended changes to Policy 5.0: Corporate and Community Activities. The Board also discussed the Toastmasters International and Rotary International alliance and looks forward to a positive relationship that will support Toastmasters International’s mission and strengthen and grow Toastmasters clubs and membership”.

On January 6th an email went out to the District Directors, Program Quality Directors, Club Growth Directors, Region Advisors, Club Presidents, Vice Presidents Membership, and Vice Presidents Education with preliminary details about the program. At the same time, Rotary International also sent an email to their members. Clubs and their members are encouraged to support this alliance and extend a hand of friendship to local Rotarians. Key points include: welcome a Rotarian to visit your TM club; invite a Rotarian to be a guest speaker at your TM club; consider holding joint meeting between your TM/a Rotary club. “Toastmasters International is assisting Rotary to develop a structured, in-depth leadership and communication program for their members, with a phased rollout of 8 courses, pathways based scheduled for 2020. It is currently in the early stages of development; updates will be provided as they are available.”

The District & Club Leader Letters were sent out on January 7th, lots of interesting important information.—check it out to understand the directions Toastmasters is heading.

On January 8th, all Toastmaster members were to receive an email about next year’s International Convention in Paris, France. It contains registration information.

Also on January 8th, the trio – Wes, Kristi & Nancy, should have received information about Prison Clubs and a further update to what’s happening to the International Speech Contest beyond the District level. The new Speech Contest RuleBook is now available which shows changes to this year’s [2019-2020] round of contests + changes that will occur next year [2020-2021] once Pathways is fully implemented. Also there are major changes to the Accredited Speakers Program.

At the same time, the Board Minutes of December 18 and the Executive Committee Minutes of November 15-18 have now been posted. District 39 Procedures [November 2017]

1. The Administrative Manager, Finance Manager, Public Relations Manager, and

Area Directors shall be appointed and served at the will of the District Director, subject to the approval of the District Executive Committee and are confirmed by the District Council.

2. Areas shall be numbered with two digit numbers as follows: The first digit shall represent the numerical equivalent of the Division letter. The second digit shall represent the Area within the Division.

3. “All District Conferences are placed on a five-year calendar, with Spring Conferences chaired by teams consisting of two Divisions. The host Division Directors shall be Conference Co-Chairs, unless otherwise appointed by the District Director. [May 2016]

4. At each District Council meeting, the Credentials Desk shall be closed at the time the Council meeting is called to order and no proxies shall be accepted after that time. Should a quorum not be established, the Presiding Officer may reopen the credentials desk in accordance with Robert’s Rules of Order Newly Revised for the sole purpose of establishing a quorum.

5. The recipient of the Herb A. Yarborough Award for sustained service to District 39, shall be selected annually by the District Director with the recommendations from Past District Governors/Directors. The Award shall be presented by the District 39 Director during the Spring Conference.

6. “District 39 shall continue to support both the Speech Evaluation and Humorous Speech contests through the District Level during the fall of each year as allowed by the policy of Toastmasters International.”[May
