County seeks proposals for Hondo clinic • .facility must go out for competitive bids in order to qualify for tax levy money, state agency says

Hondo Valley Health Clinic, opened last year, will continue to operate while Lincoln County seeks requests for proposals to provide health care services there.

County Commissioners Thursday decided to move ahead on a separate request for proposals for the opera­tion of the health clinic on property owned by the Hondo School District, but open to the entire corrunwtity.

Th be eligible for proceeds from a special property tax levy, the Hondo Health Clinic must seek competitive proposals for health care services, according to the local government division uf the state Department of Finance and Administration.

Currently, the clinic is managed by La Casa de Buena Salud, based in Roswell, under ·a contract with a community health care advisory board appointed by the Hondo School Board.

Engineer John Shaw and real estate agent Bill Hirschfeld Monday asked for a list of items need­ed so that the project by Brewer Oil based in Artesia can be approved next month.

It wasn't an easy task. Joseph Patoskie, director of planning and zon­

ing for the village of Ruidoso, and his staff said they received bits and pieces of data on the appli­cation and had hurried to get it on this month's agenda, but still were scrambling to figure out what else lli required.

Board member Frank Higgins said he'd prefer that the side of the property facing the highway be landscaped with entry from the side road, and that the sign not be too intrusive because the complex will be one of the f1rst things people com­ing into Ruidoso from the north will see.

But member Reynaldo Valcarcel and chairman Glen Barrow said they ~>Oe problems with traffic flow under that scenano. If someone tries to turn in during late aftemoon when cars are coming down from Ski Apache, traffic may back up m the northbound lane of Highway 48, they said.

• Approved a conditional use and amended commercial site development plan for a body and detail shop operation at the former Figueroa's Transmission shop at 114 East U.S. Highway 70. The commis­sion included a condition that partially dismantled vehicles cannot be parked along the front of the building.

Let's put a tent over that circus

The just-ended Legislature will go down ... and down ....

The legislative session ended last Saturday, and it seemed to be crazier than any in recent years. It is a show, just like those on tele­vision. It should have been a leg­islative ''Survivor"' reality -show, with legislators getting kic}ced out for playing politi~s rather than addressing the issues their respective constituents elected them to consider.

The past 60 days were enjoy­able, especially for· Republican Gov. Gary Johnson. So eJ\joyable that he referred to the session as "fun." That's not the correct ref~ erence. Each and _every session should be constructive and pro­gressive. "Progressive" shouldn't be about legalizing marijuana either; it should be about moving the state forward.

So what was· this session about? It was ab'out political stances taken on every issue -education, capital outlay items and health care, to name a few. The stances ensured that not everything that could have been completed in the 60 days was completed. Lobbying was heavy and thick; it seemed heavier and thidter than in the last few years.

That lobbying raised

questions or doubt, when neces­sary, to prevent tbjngs from being completed.

What'!! going to happen now? AU of tha dust kicked ~P in tba last 60 days will settle. A legjsla- · tor or two will grow a conscienCe about an Item that should haVe been completed an,d wasn't, and will call for a special session, for which ultimatelY tha taxpayer pays.

Than the entire state gets to watch tha show all over again - · the greatest show-on earth.

·The state of New -Mexico should sell tickets.: .as a means to fund nec;:essary capital oUtlay items such critically needed ioof repairs for some of historic. Fort Stanton's buildings.

Politics has dominated the issues, locally and throughout tha state. That means the taxpayOT loses in the end because attitudeS and personal agendas took prece-.. dence over the issues at hand. 'lbings need to get done. If they aren't done, voters throughout the state have a funny way of making sure they do come elec­tion time .. Just ask former Rep. Raymond Sanchez, for many years the House speaker.

A question to ponder & to the cockfighting issue, it iB a bloodsport. Without

the weapon attached to the bird's leg, there would be less bloodshed, and that would not satisiY whatever tha "sport" offers to those who favor it.

I confess to once witnessing a contest between a fighting cock and a pEUTOt. This is what happened:

An order staying. ~ 45..day suspension of a Ruidoso Downs horse trainer's license was issued pending the appeal of a New . Mexico Racing Commission ruling.

Claire Greenwood, 52, filed her notice of appeal Feb. 26 in the 12th Judicial District Court in Carrizozo, asking the court to stay the ruling and reverse the order. District Judge Karen Parsons issued the . stay the same day.

In the action, Greenwood's . attorney, Gary Mitohell, -ted that on July 16, 2000; reacting to a complaint and on orders from the Ruidoso Dawns Board · of Stewards, tradt security OOD· ducted a search of Greenwood's bam on private pz;operty next to the race track.

The agents found medica­tions for horse.& what are not narcotic and did not require a prescription by a veterinerian under the laws of New Mexico.

The 'medication is an antibi­otic routinely used by ranchers, farmers and horse owners, according to the lawsiut.

However, under the rules of the New Mexico State Racir)g· Commission, a trainer may not

posaess the medications at a race track in the state. Greenwood was cited for """u­th<>rio:ed medication and hav­ing an unauth<>rized syringe and paraphenoqlia.

Th.o ocmunission suspeoded her licensed for 46 days begin­ning Maroh 1, and tined her $1,600.

Mitchell noted that the stewards at the race trad< orig­inallY cited Greenwood· tor unauthorized medication. syrinse and paraphernalia, and levied the suspension and tine.
