    Welcome and thank you for attending this dedication.

    I want to begin with a brief history lesson that is quite appropriate for thisoccasion.

    The Boeing 727 --- the one before us today --- was originally designed as acompromise among the demands of three different and competing companies--- expressing three unique needs and concerns for one single jet aircraft.

    United Airlines wanted a four-engine plane for flights to high-altitude airports.

    American, interested in efficiency, asked for a twin-engine model.

    And Eastern demanded a plane with three engines for its overwater flights tothe Caribbean.

    The aircraft here today is the result; the product of collaboration, bringing

    together divergent elements into one.

    The 727 would go on to be a popular commercial liner, a staple of the U.S.government and later a wheel horse for the Federal Express Corporation.

    The 727 is certainly a testament to enduring quality and productivity thatspanned many decades.

    It is also a testament -- a living tribute -- to the importance, to the value ofcollaboration.

    Were here today to recognize with gratitude David Sutton and FedEx whosegenerous gift provides a unique opportunity for training for Fox Valley Techinstructors and students.

    But, in a larger sense, were here as the result of something more --- biggerthan even a massive aircraft like a 727.

    The project for which this plane was donated -- the future Public SafetyTraining Center-- was made possible only by a public and private partnership;bringing together different elements into one:

    The people of Outagamie County and its government, which I am today proudto represent,

    The professionals of Fox Valley Technical College, represented here by Dr.May, and

    Fortune 500 powerhouse Fed Ex, personified today by Mr. Sutton.

    The fusion of creative and productive resources has brought us to this day, aplace where any single entity, acting alone, could not have arrived.

    When public and private forces converge, there is no limit to what they canaccomplish.

    When business and government flex their muscles in unison, they can carrytwice the weight and they can help to carry the community forward.

    This 727 can bear a payload greater than its own weight.

    Its a workhorse, but its also a stable and durable machine.

    It is then, a fitting metaphor, a symbol of the benefits wrought by efforts likethose which brought us here today, those that will build the Public SafetyTraining Center.

    Like this aircraft, the results of our teamwork will prove equally durable anddoubly productive.

    In doing so they remind us of an important lesson -- of what can beaccomplished by working together -- not for the benefit of one single entity butfor an entire community.
