evacuated and one (1) house was partially
damaged.
CDRRMO deployed Bravo Team and City
Engineering Office to conduct debris clearing, and
CSWDO to provide assistance to the affected
families.

A landslide incident occurred at Purok 9, Old
Cabalan, Olongapo City. Six (6) families were
evacuated to Old Cabalan Barangay Hall. One (1)
house was totally damaged and power supply was
cut-off due to a fallen tree.
CDRRMO dispatched a team namely Medic 2 and
Truck 1 to respond to the incident. No reported casualties

Bontoc, Mountain Province 18 July 2018, 7:10 AM
A landslide incident occurred in Barangay Bontoc Ili and Guinaang particularly at Pinap-
ayew, Guina-ang, Bontoc, Mt. Province wherein a van was hit by a boulder and
resulted to the death of one individual and injuring another. Both victims are teachers at
Guina-ang Elementary School.
Bontoc Municipal Police Station and MDRRMC Bontoc responded to the incident

community is continuously monitoring the
situation.

A. Pre-emptive Evacuation
1. A total of 30 families / 119 persons were pre-emptively evacuated in MIMAROPA due to possible flooding.
B. National Disaster Risk Reduction and Management Council
1. NDRRM Operations Center (NDRRMOC)
a. Conducted Pre-Disaster Risk Assessment (PDRA) Extended Core Group Meeting for TD “HENRY” with RDRRMCs concerned thru Skype video conferencing on 16 June 2018.
b. Issued NDRRMC Memorandum No. 79 and 80 dated 16 July 2018 requiring RDRRMCs/OCDROs I, II, III, CALABARZON, MIMAROPA, V, VI, NCR, and CAR to raise their respective alert status to BLUE effective 1:00 PM, 16 July 2018 and concerned Member-Agencies to send Detailed Duty Officers (DDOs) to render duty at the NDRRMOC.
c. Issued NDRRMC Memorandum dated 16 July 2018 requiring NDRRMC Member-Agencies and RDRRMCs/OCDROs to monitor settlements in areas identified as very high/critical landslide zones, in low-lying areas or near riverbanks which have experienced recent and repeated flooding as well as implementation of Forced Evacuation Protocol in areas identified with Very-High Susceptibility Ratings to landslide and flood, and Pre-Emptive Evacuation Protocol High Susceptibility Ratings to landslide and flood.
d. Continuous monitoring and dissemination of weather advisories, 24-hour Public Weather Forecasts, Gale Warning, and other advisories to all RDRRMCs/OCDROs through SMS, facsimile, and official social media websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs).

a. The DSWD Central Office (CO), Field Offices (FOs), and National
Resource Operations Center (NROC) have stockpiles and standby funds amounting to ₱1,619,624,920.32 with breakdown as follows:
Standby Funds A total of ₱624,022,155.45 standby funds in the CO and FOs. Of the said amount, ₱575,219,132.00 is the available Quick Response Fund in the CO.

4. Department of Health (DOH)
a. Raised Code Alert. b. Issued alert memorandum to all regional offices to actively monitor the
Weather disturbance, activation of Code Alert and 24/7 Operations Center, and Prepared medicines and medical supplies for augmentation.
c. Continuous monitoring of the weather disturbance through DOST-PAGASA.
d. A total of ₱60,328,334.24 amount of logistics available at the DOH Central Office.
e. Prepositioned a total of ₱ 22,621,516.92 worth of logistics from DOH Regional Offices.
5. Department of Interior and Local Government (DILG) a. Provided information/advisories to all concerned DILG ROs regarding the
development of the LPA that may develop into TD through emails. b. Provided constant updates on weather alerts/advisories to all Regional
Offices (ROs). c. Instructed all concerned DILG ROs to take proactive measures in the
impending disaster. d. Advised all DILG DRR-CCA Regional Focal Persons on the PAGASA
update re TD “HENRY”.
6. Mines and Geosciences Bureau (MGB) a. Issued MGB's list of Barangays Susceptible to floodings and landslides on
16 July 2018.
C. Regional / Local Disaster Risk Reduction and Management Councils (R/LDRRMCs)
RDRRMCs I, II, III, CALABARZON, MIMAROPA, V, VI, NCR, and CAR continuously disseminates weather advisories to RDRRMC member-agencies, P/C/MDRRMCs, and local media (radio stations) through SMS, and upload the same to social accounts to effectively ensure public safety and achieve zero-casualty; alerted and closely coordinates with all PDRRMCs and RDRRMC member-agencies for possible rescue, relief, and other response operations relative to the weather disturbance; and continuously monitors the situation in their respective AORs.

OCD I a. Disseminated RDRRMC Memorandum No. 77 re Raising of Alert Status
to BLUE ALERT for TD “HENRY”.

b. Continuous and redundant dissemination of weather forecasts, weather bulletins and advisories to all concerned local DRRMCs, RDRRMC member-agencies, tri-media and several fishermen associations thru facsimile and SMS.
c. Requested all PDRRMCs and RDRRMC member – agencies to be on standby for possible rescue, relief and other response operations relative to the present weather disturbance.
d. Raised alert status of RDRRM Operations Center to “RED” effective 6:00 AM, 21 July 2018
DILG I a. Informs Local Government Operations Officer (LGOOs) to be alert and on
standby. b. Monitor updates from PAGASA. c. Forwarded Severe Weather Bulletins and Forecast to all LGOOs. d. Advised Provincial Offices to ensure that Local DRRMCs within their
AORs are carrying out preparedness actions, as suggested in the Operation LISTO Protocols, and especially prepare communities that are those in low-lying and/or landslide prone areas, highways, and riverbanks.
BFP I a. Placed personnel and equipment on standby to extend the necessary
assistance in case of emergencies and other eventualities that may arise. DOH I a. Raised regional and the four (4) Provincial Operation Centers on code
“BLUE” status and on 8-hour duty from 8 AM to 5 PM. b. Placed the three (3) retained hospitals (ITRMC, R1MC, and MMMH&MC)
on the usual 24-hour duty to attend to typhoon-related casualties brought to their facilities.
DPWH I a. Placed maintenance and DRRM teams on standby for any eventualities
especially landslides. b. Continuous monitoring on the status of major roads and bridges. c. Expedite construction of projects along the national highways.
DSWD FO I a. DReAMS Staff together with the Provincial Operations Offices are closely
monitoring for the possible effects of the current weather condition. b. Close coordination with OCD and various P/C/MDRRMCs is being
conducted to monitor any adverse effect brought by the weather disturbance.
c. Has available Quick response fund amounting to ₱5,198,775.00, ready for disaster operations use.
d. Prepositioned a total of 31,773 goods at different strategic areas in Region I, amounting to ₱11,985,328.32.
PIA a. Continuous and redundant dissemination of information using the quad
media.

DRRM Regional /Division Coordinators and DepEd Regional Chiefs/School Heads or DRRM Coordinators.

d. Tracked regional/division/school personnel and learners. e. Coordinated with Municipalities/Cities on class suspension/resumption
and learning continuity to assure quality education. Naval Forces Northern Luzon (NFNL)
a. Placed all Disaster Response Teams and equipment on standby and ready for deployment.
PDRRMC Pangasinan a. Raised alert status to blue alert in accordance with OCD Memo dated
16 July 2018. b. Informed LGUs located in low-lying areas through their respective
DRRMOs to implement their Preparedness Plans and to undertake all precautionary measures, e.g preparation of Rescue and Emergency Response Units; issuance of warning for residents to evacuate to safer grounds; and to undertake pre-emptive evacuation whenever necessary especially in landslide/flood-prone areas.
c. Strict monitoring of Weather Bulletins, San Roque Dam and Agno Flood Forecasting, and other advisories issued by PAGASA.
d. Constant dissemination of advisories through tri-media and social media to ensure public safety.
CDRRMC Alaminos a. Continuous monitoring and preparation of necessary equipment for
response operations. b. Alerted all Alaminos Response Team and WASAR teams for possible
deployment. c. Conducting roving near the bridges, rivers, and low-lying areas. d. On Blue Alert Status.
MDRRMC Sta. Barbara e. Continuous monitoring and preparation of necessary equipment for
response operations. f. Continuous coordination with barangays susceptible to flooding, in its
AOR. g. Alerted all volunteers and WASAR teams.
h. Continuous monitoring of all weather advisories, flow of water in Sinucalan
River and other updates related to the weather disturbance.
URDANETA CITY a. Continuous monitoring of weather advisories on PAGASA website and
monitoring of water level on main waterways (Tagamusing, Mitura, and Macalong River).

b. Placed all WASAR volunteers and Emergency Medical Service (EMS) on standby/ on-call and ready to response 24/7.
c. Placed all equipment and tools to be used by the EMS and WASAR teams in place and ready to use.
CDRRMC Dagupan a. Monitored national agencies website for additional info and alerts; o
Coordination with CDRRM Council, Partner Agencies (PNP, PNP Maritime, BFP, PCG DAG DET AND PN NRCNL), NGO's, DEPED/SDRRMC and BDRRMC ongoing.
b. Requested assistance from PCG to advise fisherman not to venture out into the sea.

CDRRMC San Carlos a. Conducted clearing operations at Brgy. Baldog in coordination with POSO
and Baragay Council. b. Coordinated with PDRRMO, CDRRM Council, Partner Agencies (DILG,
PNP, BFP, CHO,CIO, DEPED and POSO), NGO's, and BDRRMC.
MDRRMC Calasiao a. Continuous monitoring and preparation of all necessary equipment and
evacuation centers. b. Continuous coordination with PNP and BFP, Brgy. Officials and other
disaster related agencies. c. Disseminated info’s and advisories (forwarded by DILG and PAG-ASA
weather forecast) to all barangay officials.
