Empower Insurance Group MGA, Inc. was birthed from an independent agency with a vision of taking the lessons learned from the agency side, to develop a highly effective MGA.

After 32 years as one of the top 1% of independent agencies in the United States, the Al Boenker Insurance Agency launched a separate company called Empower in March of 2004.

Empower began with a single non‐credit score program offering in Texas and spent the first two years taking a cautious approach to the market as we continued to build our infrastructure. In

the first two years Empower completed a major systems development, agency base growth, and found the talent to make the venture successful.

From the beginning, Empower was backed by solid reinsurers like Paris Re, Partner Re and National Grange Re. The company met it’s loss ratio commitments and was given the green light to

push forward with more production and increasingly better terms.

Empower redefined the MGA software industry. While many large companies like Aggressive and Mercury struggled to create and execute dependable on‐line raters and management systems,

Empower employed a full time staff to accomplish this task for our company. The software received stellar reviews from independent agents, reinsurers, and staff and was one of the reasons

Empower won the Professional Insurance Agents Company of the Year Award in both 2008 and 2009.

In 2007, Empower launched multiple programs to meet the various needs in the Texas auto insurance market. This included: Empower Lone Star Select a non‐credit scored six month standard

personal auto policy, Empower Bravo a credit scored multi‐tier 6 month program for solid credit risks, Empower Limited a non‐credit scored six month program with the new Empower

endorsements, and Empower Priority a non‐credit scored monthly program with the new Empower endorsements.

Empower was the first company in Texas to offer the standard personal auto policy in Texas with amended endorsements. CEO Al Boenker released these endorsements with Old American

County Mutual in 2006 and Empower was the first MGA to push these programs in Texas. These new programs met a consumer need for cost savings and were especially helpful as the

economy turned in 2009.

The Texas market has been a battle ground for auto insurance programs over the past nine years, much like Georgia. When Empower began in 2004, we were the only new approved program

able to secure reinsurance.

Empower has been able to consistently grow in these soft market conditions.

unique market opportunities and using our nimble and creative team to seize opportunities as they appear.
