Section Two - Introduction
Bureau Veritas UK Ltd have carried out an Asbestos Reinspection Survey of 19 West Street, RH12 1PB at the request of The Royal Bank of Scotland Plc.
This Reinspection was carried out by James BELL (Consultant) of Bureau Veritas on 06/07/2018.
The purpose of an Asbestos Reinspection is to inspect previously identified asbestos containing materials (ACMs) within a building and report on their current condition. The aim is to provide The Royal Bank of Scotland with sufficient information for ongoing management of ACMs within their buildings. All asbestos information is held within The Royal Bank of Scotlands MyCompliance database.
All confirmed, referenced or presumed asbestos material have been included within the scope of this reinspection.
The report is based on information from the previous Asbestos Re-Inspection or Management Survey Report. This report must be read in conjuction with ALL reports held on RBS Group MyCompliance for this site.
Bureau Veritas cannot accept responsibility for the accuracy of information provided by third parties including core survey data upon which this reinspection report is based.
It should be noted that this Asbestos Reinspection report is not intended to be used as a Bill of Quantities for the removal of asbestos containing materials (ACMs) identified at the site and should be used as a reference document only when tendering. All quantities detailed within this report are approximations and should be verified by the customer.

The results of the site inspections are recorded on the Data Sheets in Appendix One.
Limitations of Access
During the course of the reinspection, every effort was made to gain access to all known ACM's. Where it has not been possible to gain suitable and sufficient access to ACM’s,these areas have been identified in the table below.Until such time as non accessed ACM’s can be reinspected, they should be regarded as being in a deteriorated state and an appropriate management procedure should beimplemented. Once access is gained their condition should be recorded and, where applicable, remedial action taken before the area is occupied. It is recommended that BureauVeritas complete the reinspection once access is made available.

Section Four - Conclusions & Recommendations
ConclusionsDetails of locations where ACMs have been inspected, along with material assessments and management actions are provided in Appendix One of this report.
The material assessment identifies those materials which will most readily release fibres if disturbed.
In order to comply with Regulation 4(8) of CAR 2012 Priority Assessments have been completed with the Management Survey for The Royal Bank of Scotland sites.During the course of the re-inspection it may not have been possible to access all ACM's. Any such areas are detailed in Section 3 above. In accordance with HSG 264, asbestos ispresumed to be present within these areas and should be treated accordingly until further investigations prove otherwise. Any areas identified as No Access within any Asbestos Surveys for this site have been reviewed during this re-inspection.
RecommendationsSpecific recommendations, along with appropriate timescales, are provided for each identified asbestos material on the reinspection data sheets in Appendix One of this report.However, the following, general advice may be followed:
Asbestos with material assessment scores of 10 or more should be regarded as a high risk with a significant potential to release fibres if disturbed. Scores of between 7 and 9 areregarded as medium risk and between 5 and 6 as low risk. Scores of 4 or less are very low risk. Non-asbestos materials are not scored. The material assessment score representsthe initial assessment of the priority for a control action.
In order to comply with Sections 2 and 3 of the HSAW 1974 (as amended) and Regulation 10 of the CAR 2012 the survey findings should be brought to the attention of thosepersons who are likely to come in contact with asbestos. Appropriate training should be provided to all those with responsibility for the day to day management of asbestos materials,and those who may come in to contact with asbestos as part of their normal day to day employment.In order to comply with Regulation 3 of The Management of Health & Safety at Work Regulations (as amended) 1999 and Regulation 6 of CAR 2012, a suitable and sufficient RiskAssessment must be carried out on ACMs.
A site specific Asbestos Management Plan (AMP) must be implemented to ensure compliance with Regulation 4 of CAR 2012 (Duty to Manage).The plan should address theCustomer’s Statement of Intent in respect to asbestos issues, and include details of the management structure and levels of responsibilities in relation to Regulation 4 of CAR 2012.A 6 monthly review should be implemented to ensure the continued effectiveness of the AMP.It is the The Royal Bank of Scotlands policy to carry out asbestos re-inspections on an annual basis.
If other materials not recorded within the Asbestos Survey Report are identified, for example by maintenance activities, refurbishment or demolition, and these materials aresuspected of containing asbestos, it is strongly recommended that all activities should cease until an assessment of the material can be made.
Where Management Actions require abatement of ACMs, this should be carried out under controlled conditions. It is recommended that such works be subject to a TechnicalSpecification compiled by an independent and impartial competent person.
The Customer should consider that the abatement works be tendered on a competitive basis or competitive quotations sought from suitable licensed Asbestos Removal Contractors,and that an impartial and competent person should evaluate the licensed Asbestos Removal Contractor Method Statement, Programme and other relevant information.
All disturbance and removal of ACMs should be adequately controlled. All analytical monitoring and supervision, during and on completion of the works, should be conducted by anAnalytical Consultancy appointed independently from the licensed Asbestos Removal Contractor who should verify the procedures and control employed by the licensed AsbestosRemoval Contractor. The Analytical Consultancy should not have common ownership, management or an informal understanding with the licensed Asbestos Removal Contractor.
