Welcome Summiteers!

We are excited to welcome you to “Reignite Recovery,” the 3rd annual Recovery Community Summit organized by Oregon Recovers!

The last 18 months have been truly difficult. Many of us have struggled individually to maintain our recovery and/or support our clients, friends and family members in recovery. According to the State Medical Examiner, drug overdose fatalities have increased 38% during the pandemic in Oregon and alcohol related fatalities have increased a tragic 71%. According to the Oregon Council for Behavioral Health (OCBH) we’ve lost over 40% of adult residential treatment beds and more than 60% of youth treatment beds across the state despite the fact that we began the pandemic already ranked 47th in access to treatment.

In spite of all that, each of you continues to show up for our community. There is true power in participating in this Summit, and we hope that it will provide opportunities for you to reconnect with—and build bridges to—new friends and colleagues all over the state. By participating in the Recovery Community Summit, you are making the recovery community stronger and, hopefully, strengthening your own recovery in the process.

Our amazing RCS Planning Committee and staff have worked tirelessly to design a dynamic and interactive event that has opportunities for you to connect with other recovery community members and learn from one another. We want you to share ideas and create bonds that will last far into the future. This Summit is not only two days of education, it is a chance to create relationships that will last long after the panels and workshops have finished.

Finally, Oregon Recovers has big plans for 2022 but we’re going to need your guidance! Please be sure to stick around for the closing plenary “Oregon Recovers Townhall” on Sunday afternoon to learn about our ongoing work and provide thoughts on how we, as a community, should move forward. The Recovery Community Summit is a continuation of the diverse, engaging and energetic community that Oregon Recovers has been building over the past four years and we’re excited to take our collective power to the next level!

In 2021, Oregon Recovers lead the effort to reduce harmful alcohol consumption in Oregon and fully fund the Statewide Strategic Plan to end the addiction crisis by rasing alcohol prices. The net result was an investment of $1.4 million in campaign contributions and lobbyists by “Big Alcohol.” This panel will discuss why reducing alcohol consumption—and the power of big alcohol—is key to ending the addiction crisis.

There are many things that families can do to help support a loved one towards, and within, recovery. When families learn perspectives and skills to help increase connection and communication; support the process of recovery and change; and that align with the person they want to be, families can increase the potential for recovery, not only for their loved one, but for themselves as well. This workshop will provide an introduction to CRAFT (Community Reinforcement and Family Training) approaches and connection to ways that both families and providers can learn more.

At the outset of the pandemic, Oregon Recovers launched (ORN) www.OregonRecoveryNetwork.org in response to the need to have a single, online resource for the statewide recovery community. With funding from OHA, we now have the opportunity to create a permanent online resource that provides information, support and community to people in recovery across Oregon. This workshop is designed to solicit ideas on how ORN can expand its content to meet that need.

For four and half years Oregon Recovers has focused on building the political will to address Oregon’s addiction crisis, on developing a comprehensive, stakeholder plan to address the crisis and securing dedicated funding to implement the plan. While tremendous progress has been made on all three fronts, the addiction crisis is getting worse. The OR Steering Committee wants to hear from you about strategy & tactics and the path forward for Oregon Recovers.

KEYNOTE SPEAKERS

Dr. Anthony BiglanKeynote Panelist

Anthony Biglan, Ph.D. is a Senior Scientist at Oregon Research Institute and the Co-Director of the Promise Neighborhood Research Consortium. He has been conducting research on the development and prevention of child and adolescent problem behavior for the past 30 years. Dr. Biglan’s work has included studies of the risk and protective factors associated with tobacco, alcohol, and other drug use; high-risk sexual behavior; and antisocial behavior. He has conducted numerous experimental evaluations of interventions to prevent tobacco use both through school-based programs and community-wide interventions. And, he has evaluated interventions to prevent high-risk sexual behavior, antisocial behavior, and reading failure.

Haven WheelockKeynote Panelist

Haven was the first in her family to earn a college degree and has been working in harm reduction for more than 14 years. She coordinates the syringe exchange program at Outside In, which operates a syringe exchange program that was one of the nation’s first and the first to be publicly funded. During her 10 years with the organization, in addition to a variety of efforts to expand access to harm reduction programs, Haven spearheaded the effort to establish and expand the use of naloxone to prevent opiate overdose deaths. Following the successful effort to advocate for a change in the law regarding naloxone prescription, Haven began training clients in the use of naloxone and distributing naloxone to people she had trained. Her efforts were instrumental to achieving a 40 percent drop in the heroin overdose death rate in Portland over the next year.

Dr. Jernigan is best known for his action-research approach to the issue of alcohol advertising, marketing, and promotion and its influence on young people. His work has led to better advertising regulations and a clearer understanding of the evolving structure of the alcohol industry. His work is policy relevant and scientifically rigorous. Dr. Jernigan has been very active in translating research findings into policy and practice. He testifies regularly at city, state, and national levels around alcohol advertising and youth, alcohol availability, and taxation. He also trains advocates around the world using the best evidence.

Travis NelsonKeynote Moderator

Travis Nelson is the grandson of Louisiana sharecroppers. When he was a small child his family moved from Louisiana to the Pacific Northwest in search of a better life. Travis was a Head Start kid who is thankful for the free public school lunches he received as a child. Prior to earning a Bachelor of Science degree in Nursing from Washington State University, Travis earned his Associates degree in Nursing from a community college in rural Eastern Washington near the Oregon border. He is now a Board Certified Registered Nurse who has specialized in Medical/Surgical Nursing, Critical Care Nursing, Emergency Nursing, Case Management and has even served as a Charge Nurse on a Physical Rehabilitation Unit. Travis has now resided in North Portland for nearly a decade. Travis works full time as a Union Representative where he advocates for his fellow Registered Nurses and fights for social justice.
