Modification of Significant New Uses of Certain Chemical Substances [40 CFR Part 721]

Proposes to amend SNURs for multiple chemical substances subject to PMNs to allow certain uses without requiring a SNUN. Also proposes to extend SNUN requirements for certain additional uses. Persons must notify EPA at least 90 days before manufacturing, importing, or processing any of these substances for use in activities designated in the rule as “significant new uses.” Comments due 05/11/2015. U.S. Inventory of Greenhouse Gas Emissions and Sinks 1990-2013

The United States (U.S.) Environmental Protection Agency (EPA) has announced the availability of "The Inventory of U.S. Greenhouse Gas (GHG) Emissions and Sinks: 1990-2013," which summarizes variations in GHG emissions by source type, economic sector, and pollutant. The annual report is submitted to the United Nations in accordance with the Framework Convention on Climate Change. Additional information is available on EPA's website.

National Strategy for Reducing Federal Agencies' Real Estate Footprint

The Office of Management and Budget recently released the "National Strategy for the Efficient Use of Real Property" and the Reduce the Footprint (RTF) policy. The new strategy and policy, which build off the 2013 Freeze the Footprint policy, require federal agencies to reduce their real property footprint over the next several years. Key aspects of the strategy include:

Freezing growth in inventory Measuring performance to identify opportunities for efficiency improvements through data

driven decision-making Reducing inventory by prioritizing actions to consolidate, co-locate, and dispose of properties

In addition to the national strategy, the RTF policy requires:

Setting annual square foot reduction targets for federal domestic buildings Adopting space design standards to optimize federal domestic office space usage

Policy requirements are scheduled to take effect in fiscal year 2016.

Draft Environmental Justice 2020 Action Agenda Framework

On 15 April 2015, EPA announced the availability of the "Draft Environmental Justice 2020 Action Agenda Framework," which outlines EPA's general strategic plan for environmental justice. EPA defines environmental justice as "the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies." Goals of the framework include:

Deepening environmental justice practice within EPA programs to improve the health and environment of overburdened communities

Collaborating with partners to continue environmental improvement within communities Demonstrating progress on outcomes that matter to communities

Comments on the draft framework are due 15 June 2015. Additional information is available on EPA’s website.

Carbon Footprint Tool–Solid Waste Module

The General Services Administration (GSA) has upgraded its Carbon Footprint Tool by adding the Solid Waste Module. The Carbon Footprint Tool is designed to assist with GHG inventories, metric tracking, and identifying areas of improvement while also streamlining agency GHG reporting. Features of the Solid Waste Module include:

Measuring and estimating non-hazardous waste streams Calculating non-hazardous waste diversion rate Measuring and calculating construction and demolition debris Consolidating solid waste data

Safe Drinking Water Act Dashboard

EPA recently released the Safe Drinking Water Act Dashboard, which is connected to EPA's Enforcement and Compliance History Online and presents violations and the compliance status for public water systems. The following data are included in the dashboard:

Water quality annual statistics and 5-year trends Violation and enforcement history

Data sets are available for export.

Lighting Efficiency Fact Sheet

GSA recently published a fact sheet titled, "Saving Energy through Lighting and Daylighting Strategies," which discusses technologies, design, and practices that minimize energy use while optimizing occupant comfort and performance. The fact sheet outlines ideas for setting lighting goals and developing illumination strategies.

New NASA Partnerships

NASA recently established partnerships with five organizations to advance the understanding of composite materials that may be used on future aircraft. NASA selected the National Institute of Aerospace in Hampton, Virginia, to administer the Advanced Composites Consortium, which consists of five public and private entities. The goal of the project is to reduce timelines for aerospace composite product development and certification.

In addition, NASA announced a partnership with EPA, the National Oceanic and Atmospheric Administration, and the U.S. Geological Survey to use satellite imagery and data to provide early detection of algal blooms. Algal blooms are rapid increases in or accumulations of algae in a water system. They have the potential to result in human health risks, fish kills, and taste and odor problems in drinking water. The new multi-agency effort will provide data from NASA's Aqua and Landsat satellites, as well as the European Space Agency's Sentinel-2 satellite, in formats that can be used and analyzed in mobile and web applications.

The next Regulatory Communication Working Group call will be held on Wednesday, 20 May 2015, at 10 a.m. Central Time.
