Regulatory issues in port operations A port performs a series of operations wherein each of these operations requires a specific level of control as well as coordination. With a no. of activities going on within the port area it becomes heftily essential for some measures to be undertaken, in order to ensure an amiable work methodology and complian ce to the set norms regarding port practices. There are fringes of operations at the port requiring a regulatory control and compliance. Port operation related activities  The wide arena of operations at the port also impl ies that there can be as many possible adverse affects of these arrays of operations especially on the environment. Henceforth government regulations and international regulations come into picture which act as reign on the flouting of any norms and hence act as protection towards arousal of problems in future. The effects that the port operations have are majorly environment related which can take place through four channels i.e. air, surface water, ground water and soil. Example:- Coal loading/unloa ding operations  automobile transport cargo handling chemical storage and handling painting and paint stripping ship air emmsions liquid discharges ship maintenence & breaking air the coal particles act as particulate pollutants surface water coal particles on the water surface soil soil contamination effect on soil fertility ground water coal particles seeping in through rainwater into the soil and into the ground water

The following are several regulatory issues in reference to the port operations:

1.  Spillage control and prevention countermeasure-

There are regulations regarding the spillage of oil and hazardous

material within the port premises due to the brisk loading unloading activities of crude

which go on within the port. There are also ground oil storage tanks which come under

the regulations of the SPCC there should also be strong SPCC plans implemented within

the port to prevent as well as control any contingencies that may arise. The threshold

for SPCC regulation is low but is of relevance in terms of control of port activities.

2.  Storm water issues-

A storm water pollution prevention plan is required to be adopted by the

port authorities under which issues such as run off problems during heavy rains, a facility to

develop an inventory of materials handled at their location that can potentially be exposedto precipitation etc. there should be monthly inspections and a recorded version of the

inspection reports which an authority can check whenever required.

3.  Resources conservation and recovery-

Facilities that generate solid wastes are required to determine if those

wastes meet the definition of hazardous waste. A common violation is that containers

storing hazardous wastes are not labeled with the accumulation start date clearly

marked on the container. Also, hazardous waste containers cannot be open, stored

outside, and stored on the ground. For facilities generating hazardous wastes, annual

hazardous waste training of relevant employees is required.

4.  Clean water act-

Unauthorized discharges from unpermitted outfalls have been discovered

during port facility inspections. Facility operators should periodically sample, or visually

inspect, their outfalls during rain events. It is very important that facility operators walk

the perimeter of their property during rain events to spot unpermitted outfalls.

The government has to work along with the port in terms of the regulations regarding

port operations in order to safe guard the interest of both the public as well as the port

authority.
