Dear Mr. Denton:

By letter dated October 28, 1983, Carolina Power & Light Company (CP&L)transmitted its commitment to the recommendations of Regulatory Guide 1.8"Personnel Selection and Training" for the Shearon Harris Nuclear Power Plant(SHNPP) position equivalent to the radiation protection manager. In thatsubmittal, CP&L stated that the SHNPP Manager — Environmental and RadiationControl would satisfy the recommendations for the radiation protectionmanager. This submittal stated that the resume for the Manager—Environmental and Radiation Control would be provided at a future date. Theresume is the attachment to this letter.

In discussions with NRC reviewer, S. Block, he stated that the NRC was

particularly interested in a radiation protection manager'rs experience withhealth physics activities during refueling. The attached resume makesspecific reference to health physics supervisory experience in outagesituations, during refueling operations and during initial fuel load and

initial criticality at the Vermont Yankee Plant.

The attached resume also details formal training of the individualselected as the Manager — Environmental and Radiation Control. This trainingwill be supplemented by training for SHNPP specific equipment and procedures.

Res onsibilities:

The position included the responsibility for serving on an alternatebasis as onshift health physics supervisor during refueling and majormaintenance outages and during normal operations. During the sub)ecttime interval, the plant underwent an average of one refueling andtwo maintenance outages per year. The onshift health physicssupervisor's responsibilities include the preparation and signoff forradiation work permits; and directing technicians in theimplementation of work permits conduct of radiation surveys andimplementation of health physics procedures,

Directed a staff of four people as a Plant Chemist and directed astaff of thirteen people when acting as Chemistry and Health PhysicsSupervisor.

Assisted the Chemistry and Health Physics Supervisor in thedevelopment, implementation and maintenance of the departmentprograms.

Directed the chemical operation in the plant to optimize theirperformance (Radwaste, condensate filter, demineralizers, charcoalfilters, "etc.).Reviewed all potential release points and ensured they were properlymonitored.

Theseoutages included several shutdowns in the startup program to correctproblems and to perform reconstitution of burnt fuel assemblies.This function, carried out on a twelve hours onshift twelve hoursoffshift basis included direction of all onshift radiation protectionactivities. The initial criticality on the Vermont Yankee plant wasMarch 24, 1972. The onshift health physics supervisor'.sresponsibilities included the preparation and signoff for radiat1onwork permits; and directing technic1ans in the implementation of workpermits, conduct of radiation. surveys and implementation of healthphysics procedures.

Assisted in the continuous monitoring of all radiological activitieswithin the plant and 1ts systems, including .the surroundingenvironment, to ensure maximum safety'at all times
