REGULATIONS
on the refereeing of the international
military medical multidiscipline competitions
“Military Medical Relay”
1. General provisions
1. The international military medical multidiscipline competitions
“Military Medical Relay” (hereinafter referred to as – the international
competitions) is a complex of military sports competitions among military personnel
serving under contract in military positions of the medical staff, middle and junior
medical personnel of the military (naval) medical services of the armed forces of the
countries participating in the International Army Games.
The present Regulations are based on the requirements of the “Regulations on
the conduct of the international medical multidiscipline competitions “Military
Medical Relay”. In order to organize objective refereeing during the international competitions,
it establishes its structure and determines the order of relations among referees, their
rights, responsibilities and other issues related to refereeing in the international
competitions.
1.1. The official languages of the international competitions are Russian and
English.
1.2. The refereeing is carried out by the penal of referees in accordance with
the rules and regulations on the international competitions.
1.3. Principals of the refereeing:
impartiality;
publicity;
democracy;
common approaches to evaluating results;
collegiality;
objectivity;
justice;
tolerance;
transparency (openness).
1.4. For an objective assessment of actions (results) of the international
competitions participants, a refereeing system is organized, including a panel of
referees, which is formed before the start of the competition, no later than 3 (three)
- 5 (five) days before the start of the competitions from representatives of the
participating states who possess the higher medical education.
1.4.1. The panel of referees of the international competitions includes referees
by the number of states participating in the international competitions, one from each
state.
1.4.2. In order to ensure the work of the panel of referees of the international
competitions, a secretariat is appointed consisting of the head of the secretariat, two

technical workers, translators into Russian/English, as well as other languages, if
necessary. In addition, to ensure the work of the panel of referees of the international
competitions, senior field arbitrators (competition referees) and field arbitrators are
appointed.
1.4.3. The panel of referees of the international competitions is headed by the
Chief Referee. Other panels of referees are not created. The organizer of
international competitions can not influence the decision of the refereeing panel and
do not participate in its work.
1.4.4. The Chief Referee is appointed by the senior officials of the Ministry
of Defense of the host country.
1.5. Objectives of the panel of referees:
1.5.1. Ensuring the planned course of the competitions in accordance with the
approved program (standings).
1.5.2. Creating objectively equal conditions ensuring the honest conduct of
the struggle by the competitors, as well as the observance of ethical standards and
moral requirements by them.
1.5.3. Fulfillment of the conditions of the international competitions program
and the procedure for determining individual (team) results.
1.5.4. Unconditional observance of the rules of the international competitions
and safety requirements established by the Regulations on the competition.
1.5.5. Ensuring objectivity in determining the winners.
1.5.6. Determination of:
winners of the stages and the international competitions in general, based on
the results obtained and approved by the Chief Referee of the international
competitions after an open vote approved by the majority of votes.
a national team - the winner of the international competitions based on the
rating in the overall medal standings after all competitions.
1.5.7. Consideration of protests (appeals) regarding the order of and
Regulations on the international competitions or the results of their participants.
1.6. The panel of referees has the right to demand that the organizer of the
international competitions create objective and equal conditions during the
competitions for all participating teams. The decision of the panel of referees is
mandatory for the organizer responsible for conduct of the international
competitions.
1.7. After studying, the present Regulations are certified in writing by
representatives of countries participating in the international competitions, thereby
confirming their agreement to unconditional guidance of the same rules for all
participants in the international competitions.
1.7.1. Changes to the present Regulations may be made by a decision of the
panel of referees of the international competitions after an open vote approved by
the majority of votes.
2. Organization of refereeing
2.1.1. The work of the penal of referees begins with the determination of a

quorum (at least 70% of referees) and the approval of the agenda. The work of the panel of referees is carried out in accordance with the Regulations (Appendices No. 1, 2). A member of the panel may make an oral (written) comment or a proposal on a specific item on the agenda. A member of the panel of referees who has proposed to include specific issues on the agenda should be given the opportunity to substantiate his position. Decisions on the inclusion of the received proposals on the agenda of the panel and on the procedure of its work are taken by open voting on each proposal by a simple majority of votes of the members of the panel of referees participating in the voting.
2.1.2. The head of delegation (team leader) may submit proposals for the replacement of a referee from the panel of referees, in case of impossibility to fulfill his duties. A referee is replaced no more than once during the international competitions.
2.1.3. After consideration of applications (Appendix No. 3) for the participation of a team in the competitions, a protocol of admission to the international competitions is drawn up, which is signed by the members of the refereeing panel and approved by the Chief Referee of the international competitions.
2.1.4. The panel of referees has the right to require the heads of delegations (team leaders) to submit the necessary documents for the admission of teams to participate in the international competitions.
2.1.5. The team leader has the right to apply to the panel of referees of the international competitions on controversial issues. In the event of an unsatisfactory decision, the applicant may apply with the appropriate application to the refereeing panel of the International Army Games.
2.1.6. At its meetings, the panel of referees of the international competitions reviews, at the request of the heads of delegations or team leaders, controversial issues regarding the organization and conduct of the competitions, and also keeps track of intermediate results based on which it compiles a rating of national teams in the international competitions.
2.1.7. All results remain preliminary until the check lists of field arbitrators are checked. The results of the competitions are drawn up in the form of a protocol, signed by the referees and approved by the Chief Referee (Appendix No. 4).
2.1.8. If, in the process of resolving issues, disagreements arise, the final decision is made by voting by the panel of referees, the decision of the panel of referees of the international competitions is not subject to discussion and appeal.
2.1.9. When considering controversial issues related to the use of weapons, military and special equipment, expert groups (experts) of manufacturers of this sample may be involved. If necessary, testing is allowed to determine the true value of the indicator.
3. Results evaluation procedure
3.1. Evaluation of shooting results. The results of shooting of each participant in the competition are determined
by the amount of points scored in the scoring series. A hole in a target with dimensional circles is considered to have violated the limiting dimensions about

which it is located, and is counted upwards if at least it touches the outside of the dimensional line. Assessment of the disputed hole is made using a template of transparent material with circles on it. The outer circumference is equal to the caliber of the weapon; the inner circumference is the control (for centering). If there are no measuring devices, the breach of the contour line of the limiting dimensions should be considered as breaking it with a hole or the presence on the outside of the limiting dimensions line of a clearly visible trace from the bullet. The breach of the limiting dimensions line by radial rays diverging from the hole is not taken into account. An oval hole from a bullet that hit the target at the moment of its opening is counted if the length of the bullet hole does not exceed 12 mm when shooting from a rifle and a pistol. The combined hole (a bullet hit a bullet) is determined and certified, without removing the target from the shield, by two referees at least. The presence and value of holes in targets is determined by at least two referees. In the absence of a unanimous opinion, the final decision is made by the Chief Referee. The decision of the panel of referees in assessing the value of the holes is final and not subject to protest.
In competitions, all shots are counted regardless of whether they were made by the shooter’s will or by accident. For a shot outside the firing line, the participant is suspended from participation in this type of competition with a zero result. For shots made after the word of command "STOP" the best results are removed from the participant. For an extra shot (regardless of the presence or absence of an extra hole in the target) the result of the best shot is removed from the participant plus two penalty points are given. The participant, whose target was fired by another participant, is granted the right to reshoot, but only in case if the number of holes in his target was more than permissible. In case of a participant’s refusal to re-shoot, the result of the best shot is removed from the participant plus two penalty points are given.
The result of the participant for the shooting is determined by the results of the exercises in shooting.
The result of shooting is determined by the amount of points scored in the targets of all scoring series.
In case of equality of points, personal places are determined in following manner:
according to the best result in high-speed shooting; by most “10”, then “9”, “8”, etc. in speed shooting; by most “10”, then “9”, “8”, etc. in ordinary shooting.
3.2. Evaluation of the results in the obstacle course competition. When a grenade hits a target, the referee controlling this element raises a red
flag, while it misses - a white flag. If a grenade misses the target, the penalty time of 5 seconds is added to the result of the participant.
When properly disassembling (assembling) a weapon, the referee controlling this element raises a red flag, while disassembling (assembling) is not fully produced a white flag.
Penalty time - for 5 seconds is added when: parts of weapons fall on the ground (track); disassembling (assembling) was carried out in violation of the

established order (algorithm). When performing an incomplete assembly of an AK-74M rifle, the penalty
time of 5 seconds is added for: joining the magazine prior to the dummy shot; joining the magazine to a rifle not locked; carrying out a dummy shot if the barrel is direct at an angle of less than 45
degrees from the horizontal plane; gas tube is not fixed; presence of spare details after assembling a rifle or loss of details of a rifle. If the ditch is not overcome (ditch rounding) the penalty time added is - 10
seconds. If the boxes are improperly transferred (throwing boxes onto the opposite edge
of the ditch, simultaneous transfer of two boxes) the penalty time added is - 5 seconds.
When overcoming the three steps of the destroyed staircase, the penalty time of 5 seconds is added if a participant does not touch the ground with 2 legs.
If a participant, after three given attempts, did not overcome the obstacle, the penalty time is added to his result:
for not overcoming the obstacle of the BTR-80 (crawling under the bottom of armored vehicles (BTR-80) in a bellied manner) - 15 seconds;
for not overcoming the ditch 2.5 m wide by jumping or in depth - 5 seconds; for not overcoming the ditch in depth with transfer to the opposite edge of the
ditch 3 m wide one by one two boxes weighing 20 kg each (for participants of male teams), 10 kg (for participants of female teams) - 10 seconds;
for not overcoming the maze - 10 seconds; for not overcoming the fence with an inclined board - 10 seconds; for not overcoming the destroyed bridge consisting of three segments with
bends, a gap and vertical ladders (in two directions) - 25 seconds; for not overcoming the destroyed staircase with four steps with an inclined
ladder (two directions) - 10 seconds; for not overcoming the wall with a breach (in two directions) - 10 seconds; for not overcoming the trench, the well and the communication trench - 15
seconds. The execution of the remaining elements of the competition is estimated by
the time and correctness of the performance without calculating the penalty time. The result of each participant is determined by the time spent on the execution
of the whole complex of exercises and recorded on a separate stopwatch with an accuracy of 0.1 sec.
3.3. Evaluation of the results in the special training competitions. The total time of passage of the distance, including the penalty time, is taken
into account. The stopwatch is stopped after the imitator is taken out (dragged) across the finish line (a participant crosses the finish line for doctors).
Errors, inaccuracies, violations in the course of the distance, violations of safety requirements are punished with penalty time (Appendices No. 7, 8).

3.4. Evaluation of the results of the competition "The best driver". Results in shooting and in obstacle course drivers are assessed as in
competitions for middle and junior medical staff. The results of driving special equipment are determined by the time of passage
of the route, taking into account the penalty time. Time is recorded with an accuracy of 0.1 sec. Penalty time is added in accordance with Appendix No. 9.
The winner and the medalists in the competition among driver are determined by the highest amount of points scored in all competitions. In case of equality of points, the first (second, third, etc.) place is awarded:
-by the best result in the competition "driving of special equipment"; -the smallest penalty time; -in obstacle course; -in shooting from a pistol, a rifle.
3.5. Evaluation of the results of the “Team Championship” stage. The sum of the time taken by the middle and junior medical personnel on the
“battlefield” (taking into account the penalty time) and the penalty time received by the medical staff during the exercises at the stations of the Training bringing (simulation center) of the Kirov Military Medical Academy.
Penalty time received by medical personnel when performing exercises at stations is charged as follows:
-at the practical station number 1: adequate depth of compressions, adequate position of hands during compressions, full release of hands between compressions, adequate frequency of compressions, adequate volume of ALV, adequate speed of ALV, violation of rules for CPR (indicators 1 to 6 evaluates computer, 7 - referee). The correctness of actions evaluated by a computer is determined above 75%.
Penalty (for each indicator) - 10 sec. Violation of time indicators (more than 8 minutes) - 10 seconds. The maximum penalty time at the practical station is 80 seconds.
-at the practical station number 2: for wrong interpretation and diagnosis (pathology) on the submitted X-ray photograph, the penalty is 15 seconds for each. Violation of time indicators (more than 8 minutes) - 10 seconds. The maximum penalty time at the practical station is 40 seconds.
-at the practical station number 3: violations of the stitching and injection rules. When penalties are imposed (5 sec. for each indicator), the following factors are taken into account: antiseptic disruption, uneven stitches, incorrect positioning of the nodes relative to the wound, presence of backs and pockets, different tension of the stitches, violation of the opening of the ampoule and syringe, injection of drugs, venipuncture. Violation of time indicators (more than 8 minutes) - 10 seconds.
-at the practical station number 4: for each incorrect determination of pathology – penalty is 15 sec.; for misreading of the electrocardiogram – penalty is 20 sec. The maximum penalty time at the practical station is 50 seconds.
The calculation of the penalty time when the distance is being passed by middle and junior medical personnel is carried out according to Appendix №10.
When the distance is being passed by middle and junior medical personnel on the “battlefield” the time is recorded with an accuracy of 0.1 sec.

4. Winners and medalists determination procedure
The winner and medalists of the competition are determined by the decision
of the panel of referees of the international competitions in the following order:
the winner and medalists in the individual championship are determined by
the highest amount of points scored in all competitions of the first stage “Individual
skill”;
if the sum of points is equal for two or more participants, the participant who
showed the best result when performing the standards for special training (then in
obstacle course, in shooting, the smallest penalty time) has the advantage.
According to the results of the second stage the “Team Championship”, the
winners and medalists among the teams are determined by the maximum total (men
plus women) number of points received. In case of the same result, the first (second,
third, etc.) place is determined by the smallest penalty time.
The results of the national team (in the overall standings) are determined by
the sum of points after two stages of the competition. At the same time, the places
for the first stage, the sum of the points scored of the two best results of the team
members from the middle and junior medical staff plus the points scored by the
doctor are taken into account. In the case of the same final result, the first (second,
third, etc.) place is awarded on the best result of the second stage “Team
Championship”.
According to the results of the international military medical multidiscipline
competitions “Military Medical Relay” the winners in the following nominations are
determined:
a participant - the winner of the “Individual Skill” stage among medical
specialists of middle and junior medical staff (separately among male participants
and female participants);
a participant - the winner of the “Individual Skill” stage among officers of the
medical service (military doctors) (separately among male participants and female
participants);
national team - the winner of the “Team Championship” stage;
national team – the winner of the international competitions “Military Medical
Relay” in the overall standings;
“The best driver” – the winner among the drivers.
Also in these nominations the participants and teams that took second and
third places are determined.
5. Scoring procedure
In shooting competitions, the sum of points scored in two exercises is equal
to the sum of points obtained. Rounding up to the integer results of shooting is not
performed.
In other competitions, the algorithm for calculating points is as follows:
1. The results of the competition, expressed in the format “M: S, T”, where M

is minutes, S is seconds, T is tenths of a second, are converted to T format, where T
is tenths of a second, according to the formula:
М*600 + S*10 + T.
2. The inverse of the obtained value is calculated.
3. To obtain values that are convenient for calculations, the results of the
previous stage are multiplied by 1000000.
Example. A participant passed a competition with a score of 3:13.4 seconds.
1. 3*600 + 13*10 + 4 = 1934.
2. 1/1934*1000000 = 517.
Thus the participant will receive 517 points.
The points received during the competition for the speed of execution, in
calculations, are rounded up upwards to the whole.
Points earned in the obstacle course are further divided by two. That is, if the
participant from the example took part in this competition, he would have earned
259 points.
6. Protests, proposals (applications) submitting procedure
6.1. The protest (Appendix No. 5) against the results of international
competitions (decisions) of the panel of referees shall be submitted by the team leader in written form in Russian and English, during the day of the competition until the relevant results are approved.
6.1.1. The protest is written in the name of the Chief Referee of the international competitions and is submitted to the Secretary of the international competitions.
6.1.2. The protest in an arbitrary form indicates the content of the disputed issue, the time and place of the contested results of the competition, actions (decisions) with photo and video materials recording the controversial results of the competitions, actions (decisions) requiring consideration by the panel referees of the international competitions.
6.2. When deciding on a protest, the judicial commission is obliged to hear the explanations of the person who filed the protest and the person against whom the protest was filed. In the absence of interested parties, a decision may be made in absentia.
6.2.1. Decisions on protests are taken by open vote by a majority vote of members of the panel of referees of the international competitions present at the meeting.
6.2.2. If the number of votes is the same, then half of the votes in which the Chief Referee of an international competition voted will prevail.
6.2.3. The decision made by the panel of referees of the international competitions, which does not suit the applicant, may be protested in a similar manner to the panel of referees of the International Army Games.
6.3. As to the questions concerning the organization of the international competitions, an oral or written statement can be made to the representative of the organizer of the international competitions.
6.3.1. The statement is made by the team leader orally directly during the

international competitions, no later than 1 hour after the event that caused dissatisfaction.
6.3.2. If an oral statement cannot be resolved on the spot and requires additional analysis, the team leader should state his request in a reasonable written protest.
6.3.3. Protests affecting the determination of results for the day or stage of the International competitions, the panel of referees considers within 24 hours from the moment of filing a protest and no later than signing the protocol for the day (stage) of the international competitions.
6.4. The decision of the panel of referees is considered adopted, if there is a quorum and at least 70% of the panel members participate in the work, it must be recorded in the form of a protocol and communicated to the applicant.
6.4.1. Referees have the right to voice only a collegial decision of the panel, drawn up by the protocol. After the decision has been taken, the Chief Referee cannot express his point of view on controversial issues.
6.4.2. The decision made is final and binding to all participants of the international competitions.
7. Final results protocols
7.1. On the eve of the closing ceremony of the international competitions, a final meeting of the panel of referees of the international competitions is held jointly with representatives of the teams and members of the organizing committee, which summarizes the competition. Summing up includes: approval of the rating based on the final protocols of international competitions; assessment of the quality of the work of the judging panel, representatives of the teams, support staff and other persons responsible for the preparation and conduct of the international competitions (there are positives and weaknesses); the preparedness and organization of teams, their behavior at international competitions (if necessary) are assessed.
7.2. After the completion of international competitions before the final meeting, the Chief Referee of international competitions, together with the secretary, compiles a report, which reflects the following sections: general data (name of the international competitions, dates, place and conditions for their conduct); information about the participants of the competitions (the name of the participating teams and their quantitative composition, age, etc.); technical results of the competition; protests and decisions on them; discipline of participants (violation of military discipline, schedule of competitions, legislation of the host country); the state of the material base and the quality of medical care; compliance with safety requirements; evaluation of the work of referees of the international competitions, team representatives; general conclusion indicating shortcomings in the organization and conduct of the international competitions and proposals for the implementation of measures aimed at improving conditions of preparation for the next international competitions. Final results reports are prepared and signed, which are immediately announced (published).
8. Officials responsibilities

8.1. Responsibilities of the Chief Referee of the international competitions 8.1.1. The Chief Referee of the international competitions is an official
who is empowered to referee an international competition. He performs his duties in accordance with the present Regulations. 8.1.2. He interacts with the Chief Referee of the International Army Games
and leads the work of the entire panel of referees of the international competition. His behavior must be decisive, courageous, actions must convincing, decisions made must be clear and understandable to participants of the international competitions, coaches and spectators.
The Chief Referee of the international competitions directs the work of the panel of referees, establishes the procedure for conferring refereeing powers, decides on issues related to conduct of the international competitions to ensure the principle of fairness and correctness of their conduct, and also leads the review of protests and results of the international competitions.
Execution of orders of the Chief Referee of the international competitions is mandatory for all members of the panel of referees.
On the eve of the start of the international competitions, the Chief Referee holds a meeting of referees at which he introduces them to the Regulations, distributes duties between them, clarifies a single interpretation of certain paragraphs of the present Regulations.
The Chief Referee is responsible for the organization of the refereeing and the quality of the work of the panel of referees.
8.1.3. He is responsible for:
ensuring compliance with safety requirements during the International competitions;
objective refereeing and determination of the results of each team during the separate stages and international competitions in general;
timely execution of protocols, approval of results and their submission to the secretariat of the International Army Games;
timely consideration of the protests of the teams’ representatives about the violations found and their submission to the general open vote of the panel (of referees).
8.1.4. He is obliged to: on the eve of the competition, hold an organizational meeting to discuss the
latest changes in the rules of the international competitions and the methodological recommendations on separate Regulations;
create objective and equal conditions for all members of teams participating in the competition;
wear a sleeve insignia (bandage), with the emblem of international competitions placed on it (Appendix No. 6);
before the start of international competitions: check the state of the educational facilities (routes of the international
competitions), means of objective control, special equipment and their readiness for the competitions, readiness of field arbitrators;
together with the members of the panel (of referees), with the involvement of

the appropriate specialist, check the actual state of the weapons, military equipment and ammunition, the presence of acts of their technical condition;
conduct a lesson with all participants of the international competitions on the safety requirements;
conduct a practical lesson on familiarization with the route (route) and obstacles of the competitions (stages);
conduct a review of the readiness of the international competitions participants, during which to verify, according to their personal documents, the conformity of participants in competitions to nominal lists submitted by team leaders in applications, their knowledge of the Regulations on the international competitions and equipment;
conduct drawing procedure; develop a calendar of the international competitions; during the international competitions: organize and manage the work of the members of the panel (of referees); be strictly guided by the Regulations on the conduct of the international
competitions and require its strict observance by all members of the panel (of referees) and participants of the international competitions;
create objective and equal conditions for all members of teams participating in the competition;
personally keep the timing of the passage time of the international competitions participants, teams in general;
accept verbally and in writing the protests concerning the revealed violations submitted by the members of the panel (of referees) and team leaders, personally and promptly carry out their consideration and put to an open vote of the panel (of referees);
in due time communicate to the team leaders the decisions taken on each protest (controversial issue);
consider and approve the protocols with the daily results of competitions stages and the international competitions in general;
according to a written statement of team leaders, consider issues of admission of team personnel to the competitions and its replacement (if necessary) in teams with putting it on vote by the panel of referees;
stop a competition stage in cases of violation of safety requirements, as well as in the event of other force majeure circumstances that threaten the life and health of the participants, spectators and guests of the international competitions;
not to allow unauthorized persons to place of work of the panel (of referees) and not to allow team leaders (senior officials) “to put pressure” on the members of the panel (of referees) in order to take any decision;
during a stage, to have contact with supervisory and support personnel; personally report to the Chief Referee of the International Army Games on the
results of a stage and the competition in general with the submission of a written report (protocol) and the attachment of photo (video) materials.
8.1.5. The Chief Referee of the international competitions has a right to: suspend the competition (contest), if conditions have arisen that prevent its
conduct, as well as if there are prerequisites for violating safety requirements;

propose to heads of delegations to remove from refereeing referees who have committed gross errors, biased refereeing or who are not able to fulfill the duties assigned to them;
communicate the results of the competition to representatives of the media and the public;
in consultation with the organizer of the international competitions, involve other employees in solving the tasks assigned to him;
make proposals on the amendment (clarification) of certain provisions of the Regulations for consideration by the panel of referees. The decision is considered adopted if a majority of the referees’ votes are given for it. In case of equality of votes, the final decision is made by the Chief Referee of the international competitions. The changes made are formalized in the form of a protocol by the secretary of the panel of referees, that is signed by the members of the panel of referees, approved by the Chief Referee of the international competitions and communicated to its participants.
8.2. Referee, member of the panel of referees of the international
competitions. A competition referee is appointed from each participating country of an
international competition. A referee appointed is a person with professional training in the field of the international competitions.
He comes under command of to the Chief Referee of the international competitions and is responsible for the objectivity of refereeing and the correctness of the calculation of the results of the International competitions.
The referee from the state party of the international competitions is responsible for the fairness of refereeing and the quality of work in the panel of referees of the Games.
8.2.1. He is obliged to: know the Regulations on the procedure for holding the international military
medical multidiscipline competitions “Military Medical Relay” and the present Regulations;
monitor the accuracy and objectivity of holding the international competitions and the correct performance by referees, field arbitrators and the administration of the international competitions of their duties, as well as calculations of the results of the international competitions by them;
officiate in a qualified and impartial manner, excluding mistakes that may lead to distortion of the results of international competitions, objectively and promptly resolve emerging issues;
participate in meetings of the panel of referees of the international competitions under the leadership of the Chief Referee of the international competitions;
consider the results, protests and collectively (by the whole panel) make decisions on them or put to a universal vote of the panel referees of the international competitions;
sign summaries and protocols with the results of stages (races) of the international competitions.
8.2.2. The referee has a right to:

referee the international competitions in accordance with his qualification, wear a judicial mark (bandage);
announce the need to stop, temporarily interrupt the international competitions;
participate in the discussion of draft decisions of the management of the international competitions;
request and receive from the leaders of the participating teams the necessary information and documents;
participate in the discussion of issues related to the performance of official duties;
require the organizer of the international competitions to assist in the performance of his official duties;
punish participants for breaking the rules. 8.2.3. A referee is prohibited to enter into an argument with participants of
the international competitions and to allow challenging decisions made. Unruly participants of the international competitions, who express their
dissatisfaction with the decisions of the referees with words or gestures, should be immediately punished in accordance with the rules.
8.3. Responsibilities of the secretariat of the international competitions. 8.3.1. Secretariat is a structure designated to carry out clerical work of an
organizational and executive nature, for formalization of protocols, preparing resolutions, etc.
8.3.2. Secretary of the competitions.
He is obliged to: keep records of meetings of the panel of referees; draw up a procedure for the performance of participants of the panel of
referees; draw up orders and decisions of the Chief Referee of the international
competitions; accept applications, register them and transfer them to the Chief Referee of
the international competitions; keep all refereeing documents of international competitions; manage the work of the secretariat; transfer information to media representatives with the permission of the Chief
Referee; prepare reporting documentation about the international competitions. He is responsible for: coordinated work of all officials of the Secretariat of
the panel of referees of the international competitions; maintaining continuous communication with the Secretariat of the
International Army Games; timely preparation of the referees' protocols and their timely submission for
signature to the referees from the states and approval by the Chief Referee of the international competitions.
8.4. Secretarial support comes under command of the secretary of the international competitions and is responsible for communicating all decisions of the Chief Referee of the international competitions in accurate and timely manner.

He is obliged to: execute the received orders and instructions on time; collect and process information in the area of his responsibility; be able to work on the PC, timely provide information according to the
established form. 8.5. Interpreter comes under command of the the secretary of the
international competitions and is responsible for accurate and timely translation of all decisions of the Chief Referee of international competitions.
He is obliged to: know the Regulations on the procedure for holding the international military
medical multidiscipline competitions “Military Medical Relay” and the present Regulations;
speak fluent and technical English (Russian) language (and others as needed); be close to the Chief Referee of the international competitions; promptly and accurately communicate to the heads of the delegation (team
leaders) of foreign states through translators all decisions of the judging committee of international competitions.
8.6. Secretarial support comes under command of the secretary of the international competitions and is responsible for communicating all decisions of the Chief Referee of the international competitions in accurate and timely manner.
He is obliged to: execute the received orders and instructions on time; collect and process information in the area of his responsibility; be able to work on the PC, timely provide information according to the
established form. 8.7. The senior field arbitrator (the referee of the competition) performs the
most responsible functions during the direct refereeing of the actions of participants of the international competitions. His job is to carefully observe the participants of international competitions and evaluate their actions, as well as to prevent violations of the rules of the competition.
He is obliged to: know his rights and obligations established by the Chief Referee of the
international competitions; know the rules of the competitions; know the conditions of execution of standards, the procedure of actions of
participants of the international competitions (techniques), in accordance with the regulations on the international competitions;
during the execution of standards (overcoming obstacles) by participants of the international competitions be in the most convenient and safe place, where it is possible to objectively evaluate their actions;
correctly qualify various violations, accurately and without delay, bring the results to the referees.
The Senior Field Arbitrator (the referee of the competition) should not influence the course of the task (standard), which can facilitate or hamper the actions of participants of the international competitions.
8.8. The field arbitrator comes under command of the senior field arbitrator

and assists him in all matters of direct refereeing of the international competitions participants’ actions.
He is obliged to: know the rules of the competition; know the conditions of execution of
standards, the procedure of actions (techniques) of participants of the international competitions;
during the execution of standards (overcoming obstacles) by participants of the international competitions be in the most convenient and safe place, where it is possible to objectively evaluate their actions;
correctly qualify various violations, accurately and without delay, bring the results to the senior field arbitrator (referee of the competition).
9. Commendations and admonitions
9.1. Commendations. For active and flawless fulfillment of judicial duties, the following types of
commendations for referees are established: awarding with diplomas, certificates, as well as memorable gifts established
by the organizer of the international competitions; granting departmental awards and commendations, including material
rewards in the prescribed manner. 9.2. Admonitions.
For non-compliance with the rules of the international competitions or unsportsmanlike behavior, a referee can punish any participant of the international competitions. The degree of punishment (removal of points, increase in penalty time, etc.) is established by the rules of the competitions.
Unsportsmanlike behavior: disregard for the referee's instructions; disrespect to the referee; contact with a referee; foul language and offensive gestures; obstruction of assessment of a team action; delay of the competitions (stage). A team whose representative interferes with the work of the refereeing
brigade, shows dissatisfaction with refereeing or shows unethical behavior, a remark, warning or disqualification may be announced.
During the competitions a team may receive one note and two warnings. When a team receives a third warning, the team may be eliminated from the competition.
In particularly serious cases of violation of the international competitions rules, the referee may disqualify the violator (team).
Only the Chief Referee has the right to disqualify or eliminate a team from the competitions after an open vote of the panel of referees drawing up a protocol.
9.3. For non-fulfillment or improper fulfillment of refereeing duties or other violations the following types of penalties may be applied to referees:
warning; suspension from refereeing of the competitions;

disqualification establishing its duration. 9.4. Decisions on the application of penalties to referees are taken by the
panel of referees by open majority vote with drawing up a protocol.
