Chair Burnett called the meeting to order. Action: Trustee Nixon moved in accordance with 52-4-205 of the Utah Code, that the Trustees go into a closed Executive Session for the sole purpose of discussing the character, professional competence, or physical or mental health of individuals, pending or reasonably imminent litigation, and the possible sale of real property. Trustee Holland seconded the motion. The voting was unanimous in the affirmative. Chair Burnett reopened the Regular Meeting at 10:07 a.m. by thanking those present for their attendance. I. Chair’s Report

A. Information Items

1. Proposed meeting schedule through May 2019 (Appendix A)

The Trustees were given the proposed schedule of meetings through May 2019.

2. Alumni Association Report

Trustee Butterfield noted some events held in the fourth quarter of 2017. The Trustees suggested that a calendar of past and future events be put together.

3. Audit Committee Report

Trustee Nixon, moved that the external audit reports be approved by the Board. Nixon praised the audit team and noted that the state auditors are pleased with their reports.

Action: Trustee Nixon moved the approval of [Resolution 18-01-32] the review and acceptance of the External Audit Reports (Appendix UU). Trustee Holland seconded the motion. The voting was unanimous in the affirmative.

4. USUSA Report Trustee Peters noted an overhaul of election bylaws that incorporate freedom of speech. Changes to the student code have been discussed. He shared a short video created by USUSA “This Does Not Define Us” which will be shared at Higher Education Day at the Capitol and distributed throughout the USHE system.

5. Date of the next Board of Trustees Meeting, March 2, 2018, to be held in Logan The meeting will be held in the afternoon. Founders Day events are planned for that evening.

6. Northwest Commission on Colleges and Universities (NWCCU) site visit, March 26-28, 2018 A date will be set for Trustees to meet the NWCCU representatives.

II. PRESIDENT’S REPORT

A. Information Items 1. Student Resolution of Commendation to David Higashi (Appendix B)

Trustee Peters shared the President’s letter of commendation to David Higashi. David, a business administration major, is enthusiastic about serving and spends long hours on campus. He works for and cares about making a difference at USU.

2. Introduction of Matthew White, Vice President for Advancement President Cockett introduced Matthew White, the new Vice President for Advancement. Vice President White is excited to join the Aggie family and to work with members of the administration.

3. Legislative Update Neil Abercrombie, Vice President for Government Relations, noted that Higher Education day will be Friday January 26, 2018. A strong economy indicates an increase in one-time funds and ongoing new money available for appropriation. There will be lively competition for these funds. Utah State University’s key focus area is the remodel of the Biology and Natural Resources Building. Key legislators this year will be Representative Froerer, Chair, Infrastructure and General Government Appropriations Subcommittee, and Senator Vickers who serves on the Higher Education Appropriations Subcommittee. President Niederhauser and Speaker Hughes are retiring; it is also Senator Hillyard’s and Representative Webb’s last session. Myths vs Facts at a Glance (Appendix C).

IV. ACTION AGENDA

Interim Provost Smith reminded the Trustees that legislation was passed resulting in major revisions to the academic program approval process. Individual Boards of Trustees have more power regarding academic programs. Trustee Alder, Chair of the Academic Approval Committee, stated that with a smaller group it is easier to explore each proposal in detail. Going forward short-form proposals approved by the committee will be included in the consent agenda. Full proposals may still be included on the action agenda. Chair Burnett noted that this frees up time during Board meetings. If a more substantial program is proposed, perhaps a new program, it may be included in the action agenda for discussion. Business and Finance Items David Cowley, Vice President, Business and Finance, presented the last two proposals. 1. Real Property Acquisition – Taylorsville [Resolution 18-01-31] (Appendix TT)

Vice President Cowley explained the benefits of the purchase of the Taylorsville property. USU has been leasing the building since last November and has been putting money into the building to tailor it for our use. The property owner has chosen to sell; the lease agreement gives USU the right of first offer should the property owner decide to sell. Financial evaluation shows the purchase to be a good financial decision for the University. USU will use the facility as long as it continues to service that area of the state. The purchase at the appraised value will be funded through bonds. Given approval, the resolution will go to the Board of Regents for their approval.

2. Review and Acceptance of the External Audit Reports [Resolution 18-01-32]

Vice President Cowley noted that this resolution was approved during Trustee Nixon’s Audit Committee report. Action: Trustee Nixon moved the approval of [Resolution 18-01-32] the review and acceptance of the External Audit Reports (Appendix UU). Trustee Holland seconded the motion. V. STRATEGIC AGENDA

1. Review of Core Theme Objective Results and Northwest Commission on Colleges

and Universities Accreditation Visit The Accreditation Metrics and Methodology Report was prepared for the upcoming Northwest Commission on Colleges and Universities (NWCCU) site visit (Appendix UU). Michael Torrens, Director, Analysis, Assessment & Accreditation, and Chair of the University Assessment Coordinating Council1, explained the report and methodologies to the Trustees. Question: How do you know that students gain the skills and knowledge they need to do well in their careers? There are indicators to determine outcome in the various sub-measures of each core theme. USU has 245 programs, approximately 30% of these have specialized or external accreditation. A rubric is available for all programs. Departments reflect on percentages and determine means to improve their outcomes. All departments/programs have a standard way to measure learning outcomes.

2. Student Mental Health

Vice President for Student Affairs, James Morales, shared information regarding the growing numbers of students with mental health concerns. Anxiety is the number one issue being reported. A spike in anxiety since 2011 coincides with the rise in availability and use of social media. Vice President Morales referred to a two-page handout “Status of Mental Health Needs and Services at USU” regarding statistics, national trends and USUs other efforts and initiatives (Appendix VV). Demand is

high for the free resources available on campus. The Trustees received a copy of the memo from Commissioner Buhler directed to the State Board of Regents regarding Regents’ Mental Health Working Group Recommendations (Appendix WW). The memo outlines requirements for each institution in different areas including implementation and reporting requirements. USU is forming a Mental Health Working Group. President Cockett shared a document that will be sent out to faculty and staff providing a protocol for how to respond to a distressed or disruptive student (Appendix XX). It is important that students, faculty, and staff are aware and know how to support, direct, and report.

The awards for the month of December 2017 amounted to $21,215,451 versus $9,495,014 for December 2016. The comparative graph, “Utah State University Sponsored Program Awards” indicates that through December 2017 cumulative award dollars were higher (44.6%) from last year for the same time period, with awards totaling $145,270,297 for FY2018. Scholarships, fellowships and state appropriations for research are not included in either figure. The value of proposals submitted increased (164.9%) from $12,395,575 in December 2017 to $32,833,797 during December 2017. The total number of current year proposals (697) is less than FY2017 (720).

RECOMMENDATION

The President and Vice President for Research recommend that the Board of Trustees approves the contract and grant status report for December 2017.

The Certificate of Treasurer for October 2017 is submitted to the Board of Trustees for

consideration. It has received the appropriate administrative review and approval.

EXECUTIVE SUMMARY

The State Appropriated Funds budget at 31 October 2017 totaled $393,748,565, up $15,788,178

(4.18%) over the same 2016-2017 period. The year-to-date state appropriated funds expenditures

totaled $113,074,454, up $5,281,384 (4.90%) over the same 2016-2017 period and represented

29% of the total budget. The percent of budget expended, 29%, was 4% less than would be

expected to be spent on a strict time of budget year expired basis.

Total expenditures for all funds totaled $268,740,387, up $10,921,973 (4.24%) over the same

2016-2017 period.

RECOMMENDATION

The President and Vice President for Business and Finance recommend that the Board of Trustees

RE: Delegation/Administrative Reports – 11/24/17 to 12/29/17

Utah State University has been given authority by the Division of Facilities Construction and Management (DFCM) to exercise direct supervision of the design and construction of all alterations, repairs, and improvements to existing facilities on individual projects with budgets of less than $4 million. The supervision of new construction can also be delegated to USU on a project-by-project basis and can exceed the $4 million amount. As part of the delegation authority, administrative reports are prepared by USU and presented to the Utah State Building Board at each of its meetings. The monthly format of USU’s reports is similar to that of the DFCM’s reports presenting professional and construction contracts issued during the reporting period, contingency and project reserves status, and a delegated projects list showing budget and status. On a quarterly basis, additional reports are prepared showing contingency fund cumulative transfers, a summary of the statewide (paving) account, and a construction contract status. The Board of Regents has transferred its authority to review the delegation/ administrative reports to the Board of Trustees.

The reports have received the appropriate administrative review and approval.

RE: Delegation/Administrative Reports – 12/29/17 to 01/26/18

Utah State University has been given authority by the Division of Facilities Construction and Management (DFCM) to exercise direct supervision of the design and construction of all alterations, repairs, and improvements to existing facilities on individual projects with budgets of less than $4 million. The supervision of new construction can also be delegated to USU on a project-by-project basis and can exceed the $4 million amount. As part of the delegation authority, administrative reports are prepared by USU and presented to the Utah State Building Board at each of its meetings. The monthly format of USU’s reports is similar to that of the DFCM’s reports presenting professional and construction contracts issued during the reporting period, contingency and project reserves status, and a delegated projects list showing budget and status. On a quarterly basis, additional reports are prepared showing contingency fund cumulative transfers, a summary of the statewide (paving) account, and a construction contract status. The Board of Regents has transferred its authority to review the delegation/ administrative reports to the Board of Trustees.

The reports have received the appropriate administrative review and approval.

EXECUTIVE SUMMARY

Current Delegated Projects List (Pages 5-7) Of USU’s 80 projects, 8 are pending, 14 are in the design/study phase, 31 are in construction, 23 are substantially complete and 4 are complete. The four projects completed during this period were Access Control FY18, Animal Science Math Remodel, Storm Water Retention Pond and TSC Small Roofs.

The Report of Investments for October 2017 is submitted to the Board of Trustees for consideration. It has

received the appropriate administrative review and approval.

EXECUTIVE SUMMARY

This set of investment reports presents investment activity for October 2017 and comparative year-to-date

totals for FY 2017-2018 and FY 2016-2017.

CASH MANAGEMENT INVESTMENT POOL

The average daily fair value invested during October 2017 was $342,133,631, down $2,153,612 from

September 2017. Total investment income was $519,879, up $1,894,998 over September 2017, reflecting

the decrease in the amount available for investing and an increase in total investment return. The

annualized total investment return was 1.82%, up 6.61% over September 2017.

Year-to-date numbers show that the average daily fair value invested for FY 2017-2018 was

$328,698,450, up $16,452,152 (5.27%) over FY 2016-2017. Total interest income for FY 2017-2018

amounted to $2,553,659, up $810,870 (46.53%) over FY 2016-2017, reflecting an increase in the amount

available for investing and an increase in interest rates.

The total amount invested at 31 October 2017 was $333,662,735, up $7,551,870 (2.32%) over 31 October

2016.

ENDOWMENT POOL

The average daily fair value invested during October 2017 was $175,372,851, up $3,076,260 over

September 2017. Interest and dividend income of $184,207 plus net realized gains of $1,542,538 totaled

$1,726,745 in realized income for the month.

Year-to-date numbers show that the average daily fair value invested for FY 2017-2018 was

$171,921,949, up $23,719,489 (16.00%) over FY 2016-2017. Total realized income for FY 2017-2018

was $2,435,886, up $1,727,159 (243.70%) over FY 2016-2017. This increase resulted from $160,230

more in interest and dividends and $1,566,929 more net realized gains during FY 2017-2018.

The total amount invested at 31 October 2017 was $177,068,097, up $26,784,275 (17.82%) over 31

October 2016.

OTHER INVESTMENTS

The average daily fair value invested during October 2017 was $116,232,149, up $714,576 over

September 2017. Interest and dividend income of $410,947 minus net realized losses of $1,072 totaled

$409,875 in realized income for the month.

Year-to-date numbers show that the average daily fair value invested for FY 2017-2018 was

$113,195,599, up $13,397,004 (13.42%) over FY 2016-2017. Total realized income for FY 2017-2018

was $1,235,803, down $72,571 (5.55%) from FY 2016-2017. This decrease resulted from $318,277 more

in interest and dividend income and $390,848 more in net realized losses during FY 2017-2018.

The total amount invested at 31 October 2017 was $116,834,029, up $17,333,140 (14.42%) over 31

October 2016.

ENDOWMENT TRUSTS

The average daily fair value invested during October 2017 was $5,998,766 up $35,838 over September

2017. Interest and dividend income of $17,549 plus net realized gains of $14,403 totaled $31,952 in

realized income for the month.

Year-to-date numbers show that the average daily fair value invested for FY 2017-2018 was $5,954,803,

up $288,081 (5.08%) over FY 2016-2017. Total realized income for FY 2017-2018 was $25,232, down

$157,064 (86.16%) from FY 2016-2017. This decrease resulted from $168 more interest and dividend

income and $157,232 more net realized losses during FY 2017-2018.

The total amount invested at 31 October 2017 was $5,930,205, up $373,956 (6.73%) over 31 October

2016.

PLANT FUND TRUSTS

The average daily fair value invested during October 2017 was $21,353,025, down $2,968,763 from

September 2017. Interest income totaled $32,884 in realized income for the month.

Year-to-date numbers show that the average daily fair value invested for 2017-2018 was $25,126,728,

down $39,988,522 (61.41%) from FY 2016-2017. Total realized income for 2017-2018 was $144,787,

down $94,585 (39.51%) from FY 2016-2017. This decrease reflects the decreased amount available for

investing and an increase in the rate of return.

SUMMARY OF INVESTMENT TRANSACTIONS

The University's average daily fair value invested for the month of October was $661,090,422.

Purchases totaled $27,991,231 and sales totaled $43,594,116. From this activity the University

realized net gains of $1,555,869 and earnings of $1,323,870.

RECOMMENDATION

The President and Vice President for Business and Finance recommend that the Board of Trustees

USU Board of Trustees Activities Summary

March 2, 2018

Online Bachelor’s Programs Ranked in Top Five Nationally

USU-Online was selected as having the fifth best online bachelor’s and graduate education programs

nationwide by U.S. News & World Report. Over 300 universities were screened with USU easily being

ranked the highest among Utah’s colleges and universities. Ranking criteria were based upon: student

engagement, faculty credentials, peer reputation, student services and technology.

CIDI Labs Continues Growing and Profitability

Finished 2017 with a 100% customer renewal rate, and 72 total institutional customers using USU-created

software applications generating $1.25 million in contract value. Customers include The University of

Minnesota System, Auburn University, and Boston College, as well as business schools at Stanford, USC,

UCLA, BYU and Missouri. CIDI Labs is running profitably with $400,000 cash on-hand to fuel future

growth, and paid USU just over $20,000 in royalties, and over $26,000 in professional service fees.

Partnering with PathwayConnect in Utah

AIS orchestrated the signing of a Memorandum of Understanding wherein USU will collaborate with

Brigham Young University-Idaho to offer students additional higher education options upon completing

the one-year PathwayConnect program. Once completed, students can continue through USU, taking

classes at one of the 33 regional campuses or centers, at USU’s main campus in Logan, or USU-Online.

Partners with Vivint Smart Home, Southern New Hampshire University

USU is partnering with Southern New Hampshire University’s (SNHU) College for America to give

Vivint employees multiple options for a college education. Through a new program called Momentum,

Vivint employees are given options to obtain an associate degree through SNHU, and a bachelor’s or

master’s degree through USU.

AIS Helps Huntsman Create, Launch 100% Online MBA

The Huntsman School of Business is working with AIS to build its MBA program into a 100% online

degree that will launch Fall 2018. AIS is helping build the online courses and functionality, as well as

market it to the public.

Faculty Shown How Virtual Reality Can Improve Students’ Learning Experience

The Classroom Innovation Lab hosted a hands-on seminar showing faculty how the power of virtual

of Landscape Architecture and Environmental Planning, Benjamin George and his VR projects were

featured.

• Fundraising progress as of February 14, 2018 was $16.9 million, a 38% decline compared

to the same period in fiscal year 2016-17. Cash received was down 27% with $21.9 million received this year compared to $30.2 million for the same period last year.

• The number of donors increased 1% with 6,844 donating this year compared to 6,802

donating during the same period last year.

• In November 2017, Utah State University celebrated the 50th anniversary of the Old Main Society. This year we inducted 104 new members into this prestigious group. The 2017 honorees were selected based on the number of years they had given to USU. The awardees were Reed Merrill, Spirit of Old Main award; Lynn and Irma Janes, Old Main Emeriti award; and Jason and Melanie Pond, Old Main Next Generation award.

• Bequests received this fiscal year-to-date totaled $525,538. Additionally, we have documented four new estate commitments totaling over $58,700. IRA Charitable rollovers continue to be an attractive gift option for donors who are 70 ½ years old and older. The total in IRA distributions year-to-date is $723,786 – a 16% increase over the total for fiscal year 2016-17.

• The Planned Giving Advisory Board continues its commitment to assist the Office of Planned Giving by engaging the financial advisor community in Cache Valley and along the Wasatch Front through educational programming. This year the programs will include sessions on changes to the tax law and its impact on clients, planned giving vehicles and techniques, and building their professional practices (financial advisors, attorneys, etc.) through training and collaboration.

• In response to the tax law change that disallows a charitable deduction for contributions associated with season tickets, the word “donation” has been removed for any transaction involving seats. Alternately, a per seat requirement is now being used. Premium seat holders were notified of the change prior to year-end; a notable number chose to make an end-of-year gift before the new law took effect. We are waiting to see the final language from the IRS before making additional modifications. The change may help shift our focus away from transactional contributions and more towards philanthropic giving.

• The Utah State University Advancement team is conducting a national search for two

positions: AVP for Alumni Relations and a Sr. Director of Stewardship and Donor Relations. These two positions will be on the advancement leadership team and will lead our efforts to create gratifying gift and engagement experiences for our alumni and donors.

Alumni Relations

• On Friday, March 2, 2018, USU will celebrate Founders Day. The evening will begin with a reception in the Merrill-Cazier Library Atrium. In commemoration and celebration of the Year of the Arts, the Library has an exhibit celebrating USU’s rich architectural history from the first master plan in 1912 to the present. The dinner and program will feature performances by both faculty and students.

o Michael K. Christiansen will receive the Distinguished Alumnus Award. As a USU

professor emeritus, Mike led the Guitar Studies Program for 39 years. His beloved teaching style garnered him many awards over the years, including, most notably, the 2012 Carnegie Foundation for the Advancement of Teaching Utah Professor of the Year award that salutes the most outstanding undergraduate educators in the country.

o Chuck and Louise Gay will be presented with a Distinguished Service Award. Chuck

and Lou have dedicated themselves to serving others throughout their time in Cache Valley to the benefit of the community, the state of Utah, and internationally. Together, they have created a connection of friendships and professional associations that solidifies their devotion to bettering the future and making the world a more beautiful place to live. Chuck, who retired from USU after 30 years at Utah State University, and, Lou, a gardener, are both well-known and admired. As members of the Old Main Society, Chuck and Lou have supported the College of Agriculture & Applied Sciences, The Quinney College of Natural Resources, University Libraries and the Big Blue Scholarship Fund.

o Michael J. and Suzanne Stones will be presented with a Distinguished

Service Award. Michael and Suzanne have a strong kinship with Utah State University and enjoy providing patronage in many areas at the institution. The couple established the Excellence in Athletics Endowed Scholarship Fund in Athletics, and the Olympic Scholarship in the Health, Physical Education and Recreation Department in the Emma Eccles Jones College of Education and Human Services. As members of the Old Main Society, Michael and Suzanne also enjoy helping the College of Humanities and Social Sciences, Jon M. Huntsman School of Business, and University Libraries.

o The State Appropriated Funds budget at 31 October 2017 totaled $393,748,565, up

$15,788,178 (4.18%) over the same 2016-2017 period. The year-to-date state appropriated

funds expenditures totaled $113,074,454, up $5,281,384 (4.90%) over the same 2016-2017

period and represented 29% of the total budget. The percent of budget expended, 29%, was

4% less than would be expected to be spent on a strict time of budget year expired basis. Total

expenditures for all funds totaled $268,740,387, up $10,921,973 (4.24%) over the same 2016-

2017 period.

o Report of Investments for October 2017 is included in the Trustees Consent Agenda. Included

in the Report of Investments are schedules reporting the investment activity for October 2017

and comparative year-to-date totals for FY2017-2018 and FY2016-2017. The schedules

include the Cash Management Investment Pool, Endowment Pool, Other Investments,

Endowment Trusts, and Plant Fund Trusts. Also included is the Summary of Investment

Transactions. The University's average daily fair value invested for the month of October was

$661,090,422. Purchases totaled $27,991,231 and sales totaled $43,594,116. From this

activity the University realized net gains of $1,555,869 and earnings of $1,323,870. The Cash

Management Investment Pool trailing 12-month rate of return, was 0.71% at 31 October

IT Provides In-house Solution for Student Portal my.usu.edu

Working closely with the office of the Vice President for Student Affairs, IT created an in-house

replacement for the my.usu.edu student portal saving $400,000 worth of external software contract

fees over 5 years. The portal allows students to create their own customized list of links to USU and

non-USU resources, rapidly link to their key student information, receive notice of holds on their

account, get important information about USU resources and happenings, report concerns, get help,

and more. This website is consistently near the top of the list for website page views for Utah State

University, letting us know that students are using this resource to make the connections they need

during their time here. The my.usu.edu portal, though tailored to student needs and interests, is also

available to anyone with a USU A#, including faculty and staff.

Dedicated leadership positions for ServiceNow (electronic business process platform) and the

IT Service Desk (desktop, technical, and call in support for students, faculty, and staff)

Steve Funk has led the IT Service Desk for over 20 years, and in the last 5 years also built a strong

team developing more efficient electronic business processes on the ServiceNow platform. As the

scale of both continue to grow, it is now time to have dedicated leadership in each of the areas. IT

has opened a new Service Desk Manager position and Steve Funk will transition into full-time

ServiceNow team and project management in the new year.

USU Extension

Utah Student Selected Out of Hundreds for National 4-H Award and Scholarship

Cassandra Ivie, a USU Extension 4-H member from West Jordan, recently received the National 4-H Youth in Action Pillar Award for Science, Technology, Engineering and Math (STEM). She is a Utah 4-H State Ambassador and the founder and creator of Incredible Machine, a curriculum and supply kit used to teach engineering to 4-H students in her community. In addition, she works as an afterschool club leader and serves as a county teen council president.

Vernon Parent, USU Extension 4-H associate professor, touted Ivie as an amazing youth leader who has learned how to balance creativity, hard work and leadership.

Ivie said it has been a privilege to lead activities with local students to show them that STEM is fun and is accessible to everyone.

“STEM teaches critical thinking, and I’m excited when I see girls in STEM because both genders in the field help to produce more creativity,” she said.

Ivie will receive a $5,000 scholarship for higher education and will serve as a youth advocate and spokesperson for 4-H STEM programming. She will be officially recognized at the 4-H Legacy Awards held in Washington, D.C., on March 20.

NIH Funds Immunotherapy Research Focused on Transgenic Goats

A research effort in the Department of Animal, Dairy and Veterinary Sciences in collaboration with SAB Capra was recently awarded $225,000 from the National Institutes of Health to expand work to develop transgenic goats that produce human antibodies. The grant specifically focuses on evaluating antibody responses to fight pandemic influenza H7N9.

SAB Capra is an emerging bioscience company, based in Salt Lake City, and a privately held spin-off of SAB Biotherapeutics in Sioux Falls, South Dakota,

founded by CEO Dr. Eddie Sullivan, a USU alumnus. One transgenic goat, Lilly Star, has already been produced at USU in work led by Professor Irina Polejaeva, a pioneer in genetic engineering in goats. The new study includes evaluating human antibodies produced by transgenic goats, as well as evaluating the immune response to flu strain H7N9. The USU research team also includes Associate Professor Zhongde Wang. Using animals’ immune responses to produce immunotherapies is not new, but engineering animals that express human antibodies is an important development that SAB has successfully pursued in cattle at their South Dakota facility, and now in goats at USU.

Dr. Blake Tullis, professor of Civil and Environmental Engineering and associate director of the Utah Water Research Lab, was selected as the 2018 ASCE (American Society of Civil Engineers) Hydraulic Structures Medal winner. Each year the award is given to one of many nominees who has significantly contributed to and advanced the art and science of hydraulic engineering as applied to hydraulic structures. Dr. Tullis has advanced the field through innovative application of hydraulic principles to 17 scaled, physical models that support dam construction and rehabilitation projects in the US and internationally. Nan Jiang, a doctoral candidate in the Department of Chemistry and Biochemistry and the College of Science’s Doctoral Researcher of the Year, is a recipient of a highly competitive Chinese government award for outstanding self-financed students abroad. The award includes a $6,000 prize from the China Scholarship Council, and Jiang is one of 500 recipients selected from a field of more than half a million Chinese undergraduate and graduate students this year. Jiang, who is also a Governor’s Energy Leadership Scholar, is investigating electrocatalysts for water splitting. This emerging technology holds promise for widespread, affordable energy production from clean, sustainable sources such as the sun and wind. The Nora Eccles Harrison Museum of Art recently published Collecting on the Edge. The book features works by 172 artists from the Museum’s American West collection, and accompanying text—written by eighty-one critics, art historians, curators, gallerists, artists, and collectors—provides insight into the works and their creators. Modern and contemporary art created in the American West has been largely excluded from mainstream art history narrative; Collecting on the Edge aims to correct the situation with new perspectives on familiar and unfamiliar artists. Collecting on the Edge will be the first exhibition when the Museum reopens in September 2018. Located on the former Center for Persons with Disabilities property, the new Sorenson Legacy Foundation Center for Clinical Excellence (CCE) will be complete in March 2018. The four-story, 100,000 square foot building is divided into two wings connected by transparent bridges with an open-air courtyard between. One wing primarily contains classrooms and labs for academic and research functions; the other wing contains clinical spaces for a range of assessment, treatment, and counseling services. Integration of academic, research, and clinical service spaces in one building will enable onsite clinical training for students, facilitate interdisciplinary research among faculty and clinicians, and improve comprehensive clinical services for clients across Utah and the region. The clinics (e.g. movement research with a hydrotherapy pool, hearing and balance, speech-language, and behavioral health) are connected to facilitate integrated service delivery, while clinic spaces maintain privacy for client confidentiality. The Center will also house early childhood education classrooms, distance education classrooms, an advanced nursing simulation lab, a teaching kitchen, and a café. The underground parking garage is 10,000 square feet. Although some Emma Eccles Jones College of Education and Human Services faculty will move in over spring break, the grand opening, which will include a ribbon cutting ceremony, tours, and an evening gala, will be held on May 3, 2018.

The University Honors Program is proud to send 11 honors students from six USU colleges to present their research at the National Conference on Undergraduate Research. The 2018 NCUR theme, “Connection to Place,” emphasizes connections between universities and communities and encourages educational experiences that further these vital working relationships. Top undergraduate researchers selected to present at the conference are Tess Armbrust (Biological Engineering), Madison Buntrock (COMD), Landon Graham (English), Anders Hart (Ecology), Katie Miner (Political Science), Rachel Modersitzki (Human Movement), Hannah Penner (International Studies), Morgan Sanford (English), Pono Suganuma (Journalism and International Studies), Matthew Thompson (Biology), and Kyleigh Tyler (Animal, Dairy, and Veterinary Sciences). The Honors Program is pleased to support their groundbreaking research at the 2018 NCUR in Edmond, Oklahoma (April 4-7). Candi Carter Olson, assistant professor of media and society in the Department of Journalism and Communication, was selected as of one of seven 2018 AEJMC Emerging Scholars Grant recipients for her research project, "Act Like a Lady: Women's Press Clubs and the Rise of the Twentieth Century Newswoman." Carter’s awards, publications, and innovative research, including research on how social media communities are used to encourage activism, advance the Association’s mission to promote high standards for journalism and communication and cultivate a wide range of communication research. Gabriel Anderson earned a bachelor’s degree in 2008 and a Master of Fine Arts degree in 2016 from the Department of Art + Design. For his graduate thesis, Anderson designed and hand crafted a contemporary furniture line. After completing his MFA, Anderson and his wife, Brooke, launched Gabriel Dean Design, where he designs one of a kind stone work, detailed wood, and metal inlayed pieces, and Brooke manages marketing and sales. Anderson’s high end furniture is currently sold in showrooms in Atlanta, New York, Los Angeles, and San Francisco. His designs have been featured in Luxe, Interiors, Interior Design, and most recently, Elle Décor. Gabriel and Brook live in New York with their three adopted children, Penelope, Tucker, and Wolfgang. Utah State University students, faculty, and staff now have access to a virtual reality (VR) lab in room 113 of the USU Merrill-Cazier Library. VR equipment (e.g. headsets) presents users with sensory inputs (three-dimensional images, sounds, and other sensations) that simulate a real environment, and controllers allow them to manipulate objects and perform actions in virtual space. VR offers opportunities to experience otherwise inaccessible places and roles and can be designed for specific educational purposes. For example, students can take a virtual tour of Rome, Italy without stepping foot on a plane and will gain a new perspective on anatomy when they see organs, muscles, and skeletal structures in 3D. The VR Lab uses an HTC Vive Virtual Reality System headset and controllers. Space and equipment for the lab are provided by the Library, IT Computer Labs, and Academic & Instructional Services. Mikayla Austin, a public health/industrial hygiene major and Perkins scholarship recipient, is working on a research project that investigates how to increase student interest in undergraduate research. Austin’s mentor for the project, USU Brigham City faculty member, Jessica Habashi, had been seeking ways to encourage other undergraduate students to get involved in research. Austin and Habashi examined studies that cited use of advertising, campus programs, and word-of-mouth to attract students to undergraduate research, but they chose another approach. They decided to expose undergraduates to research by implementing a semester-long research project in a general biology class for majors. With guidance from Habashi, Austin created a survey to evaluate student perceptions of their research experience, sought Institutional Review Board approval for the survey, and learned how analyze collected data.

A new national analysis by schools.com ranks Utah State University the number one 4-year college in the state. Utah’s schools were scored on a 100-point scale using the most recent data available from government sources. The university is known for affordable tuition rates, a wide range of degree options and solid retention and graduation rates. It is also one of the best online colleges in Utah with nearly half its students enrolled in distance education. USU ranks first in the state for the amount of institutional grant aid it awards as a percentage of its tuition and fees. It is also third in the state for graduating

students with the lowest median amount of debt.

USU Students Conduct Research Through Augmented Reality And Interactive Storytelling – Utah Statesman – December 19, 2017

A Utah State University research study has been conducting workshops for children to examine how they learn through making. The kids participating in this research have the opportunity to play games and create through AR, or augmented reality. AR blends the real world with the virtual world and was the same technology used to produce Pokemon Go. The platform this technology is being produced on is called ARIS. ARIS is an open-source app that anyone can download to play and create games on. Along with USU students, Dr. Breanne Litts is directing this study. “AR tells stories that are connected with place and identity,” Litts said. The goal of this study is to further knowledge on how AR can be used in schools and what it is capable of. The kids enrolled in the program come to the workshop after school to work on their games. Each child has built their own game to play on ARIS. … Ayla Stults-Lopez is gaining research through this experience under the supervision of Drs. Breanne Litts and Kristin Searle as part of a National Science Foundation award. “The most surprising thing I have learned is how smart these kids are. I am blown away by how fast they have been able to pick this up,” Stults-Lopez said. Stults-Lopez is a plant science major. Through this process she is hoping to “find out the best way kids learn with

Debunking Myths About Estrangement – New York Times – December 20, 2017

It’s the classic image of the holidays: Parents, siblings and their children gather

around the family table to feast and catch up on one another’s lives. But it

doesn’t always work that way. After years of discontent, some adults choose to stop talking to their parents or returning home for family gatherings, and

parents may disapprove of a child so intensely that he or she is no longer

welcome home. In the past five years, a clearer picture of estrangement has been emerging as more researchers have turned their attention to this kind of

family rupture. Their findings challenge the deeply held notion that family

relationships can’t be dissolved and suggest that estrangement is not all that

uncommon. Broadly speaking, estrangement is defined as one or more relatives intentionally choosing to end contact because of an ongoing negative

relationship. (Relatives who go long stretches without a phone call because of

external circumstances like a military deployment or incarceration don’t fit the bill.) … “To the extent you are actively trying to distance yourself and maintain that distance, that makes you estranged,” said Kristina Scharp, an assistant professor of communication studies at Utah State University in Logan.

Utah State Signs 12 Players On Early Signing Day – Good4Utah.com – December 20, 2017

Utah State head football coach Matt Wells announced

portions of his fifth signing class on Wednesday, as part

of the new NCAA early signing period. The class, which includes 12 total players, is comprised of nine high

school athletes and three junior college transfers. Of

those 11 signees, six will enroll at Utah State for the

spring semester in 2018, while one will serve a two-year LDS Church Mission before beginning his

collegiate career. The state of Utah produced the most

signees during the early period with four, followed by two players from California, and one player each from Hawaii, Nevada, Oklahoma, Oregon, Tennessee and

Washington. "We are really excited about this signing class and the young men who will represent Utah State

University both on and off the football field," said Wells. "The skilled kids in this class have a chance to make an immediate impact, while the future of this program is with the offensive linemen." The greatest emphasis thus far in

Utah State University Comes Under Fire From Student-Rights Watchdog Who Says School’s Policies Threaten Free

Speech – Salt Lake Tribune – December 21, 2017

A national free-speech advocacy group is highlighting the policies of Utah State University in Logan this month, but not in a good way. The

Philadelphia-based Foundation for Individual Rights in Education, or FIRE,

named USU as ‘Speech Code of the Month’ on Thursday, citing a campus

rule that students be civil in their interactions with classmates and faculty. “A lot of speech that is not necessarily considered civil or

respectful is still fully protected by the First Amendment,” said Samantha

Harris, FIRE’s vice president of policy research. Harris said that civility is subjective, meaning a rule like USU’s is open to the interpretation of administrators. And while the policy may be well-meaning, Harris said, it could have a chilling effect on students engaging in otherwise protected forms of speech.

From Ranch Hand To The President's Office ... – Deseret News – December 28, 2017

It has become a common sight on the Utah State campus: a tall,

slender woman jogging from room to room and building to

building in a skirt and high heels, bags and papers in hand. This would not be noteworthy except the woman is Noelle Cockett,

the president of the university. She has a reputation for being

late to meetings, which is why she is frequently seen dashing out of Old Main to the student center or elsewhere to another

meeting. During her inauguration as the school’s 16th president

a year ago, one of the speakers drew loud laughter when he

alluded to her tardiness. “It’s a big joke on campus,” she says, laughing. Cockett tells her assistant that she likes her schedule to be busy and full, and she obliges. What do you

expect from a woman who grew up on a Montana cattle ranch, working from dawn to dusk and never took a vacation

until she went off to college. She not only oversees a university, but also continues to do animal genetics research — her original career — and has a husband and two children. Cockett — open, unpretentious, humorous and loquacious

(“As you can tell I love to talk!” she says) — will talk expansively about the many challenges that she and the

university face, not the least of which is an ongoing Title IX investigation, which presumably will focus on events that predated Cockett’s presidency. But the enthusiasm meter rises considerably when she is asked about her research.

USU Extension Receives Grant To Help Beginning Farmers – Deseret News – January 2, 2018

Utah State University Extension recently received a grant worth

$599,615 from the Beginning Farmer and Rancher Development Program to help increase the number of beginning farmers in the

Mountain West. The grant, provided by the U.S. Department of

Agriculture’s National Institute of Food and Agriculture, will be used to establish three farm incubator sites across Utah that will include

space for demonstration gardens. The grant will also cover

workshops and training designed to increase understanding, knowledge and success for future and current farmers. The project

places a special focus on Native American and refugee beginning farmers as well as high school students involved in

the National FFA Organization and 4-H. A total of 65 new refugee farmers, 16 Native American farmers and 250 agricultural students will be served by the project. USU Extension will partner with New Roots, an agriculture and food

access program that already provides farmer training for refugees and immigrants. USU Extension will use this grant

to further expand New Roots by providing additional land and the resources needed to make this program accessible to additional refugee farmers in the Salt Lake area.

USU Continues Provost Search, Considers Fourth Candidate – Deseret News – January 10, 2018

After a yearlong search for a new provost and executive vice president at Utah State University that turned up three

finalists, the school is currently considering a fourth candidate. USU President Noelle Cockett made that announcement at a Faculty Senate meeting on Monday. She did not mention the name of the candidate or the

institution that person works for, but said the candidate would likely visit campus next month and the campus

community would have a chance to meet him or her and give feedback. “This is another candidate who the search committee has interviewed and vetted,” Cockett told faculty senators. “We’re pleased to also have the chance to showcase our university, get to know this person and see if we see a spot for this person at USU.”

Between The Lines: Tree Rings Hold Clues About A River's Past – Phys.org – January 10, 2018

Hydrologists are looking centuries into the past to better

understand an increasingly uncertain water future. By analyzing centuries-old growth rings from trees in the

Intermountain West, researchers at Utah State University are

extracting data about monthly streamflow trends from periods long before the early 1900s when recorded

observations began. Their findings were published Jan. 6 in

the Journal of Hydrology and, for the first time, show that

monthly streamflow data can be reconstructed from annual tree-ring chronologies—some of which date back to the 1400s. "By linking tree rings and flow during the past 100

years when we have recorded observations, we can use trees as a tool for measuring flow long before there were

gauges on the rivers," said USU's Dr. James Stagge, a hydrologist and civil engineer who led the research. "Our study takes this one step further and uses different tree species and locations to reconstruct monthly flow, rather than annual flow."

USU Trustees Approve New Center Named After Late Stephen Covey – HJ News – January 12, 2018

Utah State University’s Jon M. Huntsman School of Business wants to establish a leadership training center named

after the late Stephen Covey, a national bestselling author who taught at the school. On Friday, the USU Board of

Trustees approved the proposal for the Stephen R. Covey Center for Leadership, backed by a $3 million gift from the FranklinCovey Company. The proposal now goes to the Board of Regents, Utah’s higher education governing board, for

approval. Vijay Kannan, USU Huntsman School associate dean for academic affairs, said in an interview talk of such a

center began years ago, when Covey was the Huntsman presidential professor of leadership. “The long-term view was, at some point, we wanted to be able to have a center in his name, honoring his legacy,” Kannan said.

USU's Center For Persons With Disabilities Helps Website Developers – HJ News – January 22, 2018

Cyndi Rowland, an employee with Utah State University’s Center for

Persons with Disabilities, was at a conference in the mid-1990s when she realized that some people had a harder time viewing the internet

than she did. A blind man talked to her after a presentation and asked

Rowland if he could get to a particular website. “I said, ‘Oh, certainly, you can,’ and I just didn’t really quite understand … the question that

he was asking,” Rowland said. “I just hung onto that for a long time.”

It turns out the man wasn’t asking for a web address, he was wondering if the website he wanted to get to would be

accessible to someone like him. “Once I figured out what he was asking, wow! What a pickle he was in,” Rowland said. Today, Rowland is the executive director of WebAIM, which provides web accessibility services, be it training

from professional to schools, governments and businesses; evaluations to make sure websites are accessible; or

consulting and technical assistance. They provide all of those services with the goal of making sure websites can be viewed by people with all types of disabilities.

What Your Face Says About Your Heartbeat – Phys.org – January 29, 2018

Researchers at Utah State University don't need an

Apple Watch or stethoscope to measure your heartbeat. They only need a video camera. Professor of

electrical engineering Jake Gunther and his former

student Nate Ruben are the inventors of a USU-patented technology that estimates heart rate using

a video camera and specialized software. "When your

heart circulates blood through your arteries and veins, the light absorbed by your skin changes by measurable

amounts," says Gunther. "You can't see it with the

naked eye, but when our system processes the images from a camera, the changes are obvious." Video cameras record images in values of red, green and blue. The green channel provides information that makes heart rate estimation

possible. "Hemoglobin in the blood has an absorption peak for green light," said Gunther. "So when the heart pushes

blood into arteries near the skin, more green light is absorbed and less is reflected. This means we see fewer green values in the images from the camera." The system processes the color data and computes an average over regions of

USU Offers Free Depression Screening For Students – UPR – January 31, 2018

Utah State University’s health fair is full of students wandering the booths,

collecting the small offerings from various local businesses. Students get their blood pressure tested and spin wheels for prizes ranging from hand sanitizer to

bags of goldfish crackers. In the ballroom of the student center where the event

USU-Eastern Chancellor Retiring After 8 Years – Deseret News – February 1, 2018

The first chancellor of Utah State University-Eastern is retiring, the college

announced Thursday. Chancellor Joe Peterson aided the school during its transition

period when USU merged with the College of Eastern Utah in 2010, USU President

Noelle Cockett said in a news release. “Dr. Peterson worked tirelessly to lead that transition and help us navigate the many complexities of the merger,” Cockett said.

After serving for eight years as chancellor, Peterson will retire at the end of June.

Gary Straquadine, the university's current senior administrator, will then step in as the interim chancellor, the college reported. “I have cherished my associations with

colleagues and friends within the University and within the communities of

Southeast Utah,” Peterson said in a news release. “Serving as chancellor has been the highlight of my career.” According to the statement from the college, USU-

Eastern's Price and Blanding facilities improved greatly during Peterson's tenure, and he oversaw the construction of a large classroom building and the remodel of the Geary Event Center.

Businessman, philanthropist Jon M. Huntsman Sr. dies at age 80 – Deseret News – February 2, 2018

picking potatoes for 6 cents a pack. He is being remembered by friends, colleagues and admirers as a man of great business

acumen and singular generosity. … Among recent gifts were a

joint $50 million donation from the Huntsman Foundation and the Charles Koch Foundation to Utah State University to

establish the Center for Growth and Opportunity and more than $10 million from Huntsman family members and

entities for Hurricane Harvey relief efforts in southeast Texas. That capped decades of donations to help diverse communities recover from natural disasters, including long-term efforts to rebuild Armenia after the earthquake

ravaged it. Huntsman also recently donated $1 million to the University of Nevada Las Vegas' department of history to

Bill Calls On USU Extension To Create Jobs In Rural Utah Counties – Herald Journal – February 10, 2018

A Utah lawmaker has introduced a bill that would create a pilot Utah State University Extension program to help

people in rural communities find remote employment. Rep. Michael Noel, R-Kanab, sponsored HB 327, “Rural Online Initiative,” which was numbered and distributed last week. It now stands before the House Natural Resources,

Agriculture and Environment Committee. According to the latest data from the Utah Department of Workforce

Services, Cache, Rich and the state’s more populous counties enjoy unemployment rates below 3.5 percent. But the

southeast portions of the state see unemployment rates between 4.6 and 7.6 percent. “Utah’s booming every place but rural Utah,” Noel said. Noel said his bill, if signed into law by Gov. Gary Herbert, would put rural counties on pace

to the meet the 25,000 jobs in five years goal proposed by the chief executive’s office last year. HB 327 proposes a

nearly $2 million appropriation for USU Extension to create a pilot program that helps people in rural areas gain employment or find freelance opportunities online so they don’t have to relocate.

Assistive Technology Lab At Utah State University Helps Family Continue To Bike Together – Cache Valley Daily – February 12, 2018

The Assistive Technology Program at USU serves individuals with disabilities of all ages in Utah. They do remarkable

things in providing assisted technology devices and services.

Two volunteers at the assistive technology lab, Mike Stokes and Todd McGregor, collaborated on a specialty request

from the Layton family. The Laytons love to bike together.

They have an 8-year old son, Parker, with Down Syndrome. They were searching for a way to go on their bike rides that allowed Parker to sit in front of the person pedaling for him.

The first page of this report will focus on programs and activities relating to the efforts being provided by the many outstanding and supportive departments within the Division of Student Affairs. Department Reports Office of the Registrar The Registrar’s Office is primarily responsible for maintaining accurate records and ensuring compliance with curricular requirements. Registrar staff are able to track record and registration data and use it effectively to guide student registration practices and advising; help faculty understand implications of curricular decisions; help interpret and implement policy and suggest changes that better meet the intent of the educational philosophy of Utah State University. The Registrar’s Office plays a strategic part of institutional efforts to maintain enrollment. Areas within the Registrar’s Office include:

• Registration • Records and Graduation • Tuition and Payment • Transfer Articulation

As Registrar’s Office personnel, we will treat everyone who contacts our office with respect. We commit to listen attentively to requests and issues, and try to resolve them with empathy and compassion. We believe in one-stop services, whenever possible-otherwise we assist by providing accurate information and direction.

Registration:

• Collaboratively implemented Banner XE Registration module which drastically reduced system failures associated with registration

• Directed registration and tuition payment transactions through online services rather than long lines at the registration office

• Educated and empowered campus partners to assist students in registration by utilizing system overrides to allow students to register themselves

• Initiated a comprehensive review of the Academic Record Adjustment and Refund petition process to ensure student needs are being met

Records and Graduation:

• Launched an online graduation application, eliminating unneeded and excessive administrative processes while improving the overall student experience

• Began moving internal processes (change of grade, change of major, academic record adjustments) to online requests to improve response time to students and campus community

• Finalized an automated electronic transcript processing and delivery service

• Reallocated resources to hire a full-time Degree Works specialist to insure accuracy and effective use of the degree audit tool

USUSA Report to the Board of Trustees 2017-2018

Academic Opportunity Fund December 4 The USUSA Academic Senate passed ASB 2018-02: Academic Opportunity Fund Application Revision on December 4, 2017 to address an ambiguous definition of what types of events the Academic Opportunity Fund can support. With approximately $20,000 remaining in the fund this year, Administrative Assistant Dallin Johnson is planning a marketing campaign to promote the fund to students who may be able to benefit from it. Welcome Back Week January 8 - 12 The Student Events office hosted Welcome Back Week the first week of the semester. Volunteers with the Student Events helped this week to run smoothly. Fee Board January 10, 24, and 31 The Fee Board scheduled two meetings this semester and found it expedient to hold a third to allow for more time to discuss the proposed athletics fee. On January 10, multiple fee areas proposed increases to the Fee Board, and on January 24, the Fee Board voted to pass a $3.11 increase to computer fees and to reclassify the Statesman fee and the computer fee as a student media and technology fee, respectively. On January 31, the Fee Board voted to pass a $1.94 increase to the athletics fee, rather than the proposed $8 increase. Spring Retreat January 12 On January 12, the USUSA officers met for their spring retreat to take their officer picture, review goals from the previous semester, evaluate progress, and set goals for the coming semester. Arts Week January 15 - 19 Senator Sierra Wise hosted the Caine College of the Arts Week from January 15 - 19. The college was able to showcase itself to the university and host distinguished artists including Carrie Mae Weems. Traditions Week January 22 - 27 Traditions Director Kylie Loftus hosted the university’s Traditions Week that culminated in True Aggie Night on Saturday. Unfortunately, there was not enough snow to build snowmen. Higher Ed Day January 26 On January 26, USUSA officers and members of the Government Relations Council traveled to the Utah State Capitol to lobby on behalf of Utah State University and the Utah System of Higher Education. Initiatives this year included a continued emphasis on mental health and funding for projects at the university including renovations to the Biology and Natural Resources building. No-test Days Policy and Registration Purge January 29 John Mortensen has visited the USUSA Academic Senate a couple times this semester to get their input on No-test Days policy and changes to the registration purge, most recently on January 29. The USUSA Academic Senate has given John their blessing on his proposed changes to No-test Days policy (can be found in the Academic Senate’s meeting minutes from January 8) and to the registration purge (can be found in the Academic Senate’s meeting minutes from January 29).

Constitutional Amendment: GPA/Credit Requirements January 30 The USUSA Executive Council passed ECR 2018-02: Constitutional Change to adjust the GPA and credit requirements for the USUSA Officers on January 30, 2018 to equalize the USUSA officer GPA requirement with other Student Involvement and Leadership Center scholarships. Since this calls for an amendment to the USUSA Constitution, it will be brought to a vote before the student body during the 2018 general election. Student Advocate VP Bridget Brown found it important to note the USUSA Executive Council’s reasoning for passing this resolution: since USUSA officers receive academic scholarships, they should be held to the same standard as others receiving scholarships from the Student Involvement and Leadership Center. Are We Great Yet? January 31 The Government Relations Council hosted an event called “Are We Great Yet?” that allowed two people from opposite ends of the political spectrum to discuss the first year of the Trump presidency. Huntsman/Koch Donation February 5 A group of students visited the USUSA Academic Senate’s February 5th meeting to request assistance gathering student input and opinion on the recent Huntsman/Koch donation. Networking Week February 5 - 9 Student Alumni VP Brendon Brady hosted Networking Week February 5 - 9. Most nights were filled with events at the Alumni House that brought distinguished alumni to the university to interact and network with current students. Highlights included a diversity panel and a networking workshop with Hadley Burton. Aggie Ice Cream Day February 8 On February 8, Big Blue, USUSA officers, and members of the Government Relations Council traveled to the Utah State Capitol again to deliver Aggie Ice Cream to legislators. Student Advocate VP Bridget Brown noted, “We encountered six first graders from the Utah School for the Deaf and the Blind and gave them ice cream. That was wonderful- we made six first graders very happy.” Mardi Gras February 10 The Student Events office hosted Mardi Gras on February 10, a USU tradition. Activities Director Meghan Tatom coordinated volunteers, entertainment, and a dance to make for another successful event. Streetlights February 11 The President’s Cabinet listened to student voices and lobbied the City of Logan to install more lighting on a path close to the university. In just a couple short weeks, the city delivered. Love a Donor Week February 12 - 16 Student Alumni Association VP Brendon Brady hosted Love a Donor week February 12 - 16 to thank donors and to help students be more aware how much of an impact donors have on their education. Parfaits with the President February 15 In an effort to foster an doors-open culture on the third floor of the TSC and carry on a tradition begun last semester, the President’s Cabinet hosted Parfaits with the President on February 15. Although not as highly attended as events last semester, PCAB is hopeful the event will continue to promote student involvement and inclusion.

RE: A Proposal from Utah State University for a Second-Tier Tuition Rate Increase

EXECUTIVE SUMMARY

Each institutional President, with the approval of the institutional Board of Trustees, may

recommend a second-tier of tuition rate increase to meet specific institutional needs.

A uniform first-tier tuition rate increase will be approved by the Utah State Board of Regents.

The first-tier increase is based on the final outcomes of the legislative appropriations process.

Utah State University, after consultation with student leaders, is proposing a second-tier tuition

rate increase in the range of 1.5% - 3.0%. The final rate increase will be determined at the end of

the legislative session. The President and the USUSA President will hold a public meeting to

provide an explanation of the reasons for the proposed increase, an explanation of how the

revenue generated by the increase will be used, and an opportunity for public comment from

students. All of the revenues generated from the second-tier tuition rate increase will be retained

at Utah State University.

RECOMMENDATION

Based on the above proposal and approvals as indicated, the President, Provost, and Vice

President for Business & Finance recommend that the Board of Trustees approve the second-tier

tuition rate increase.

RE: A Proposal to Increase Non-Resident Tuition Rates at Utah State University Eastern Price

and Blanding Campuses

EXECUTIVE SUMMARY

In an effort to increase non-resident enrollment, in 2008-09 the College of Eastern Utah (CEU)

sought and received Regents’ permission under policy R510 3.5 to lower non-resident and

international tuition. Efforts were made to recruit more students from neighboring states and

internationally. However, the newly-decreased tuition did not significantly increase non-resident

enrollments. Instead of offsetting the reduction with an increase in enrollment, the change only

lowered tuition revenue and ultimately hampered CEU’s, and later USU Eastern’s, ability to

provide adequate services.

In particular, this reduced level of tuition revenue impacted USU Eastern’s ability to adequately

serve international students at USU Eastern’s Price Campus. Given Federal immigration

requirements (Student Exchange Visitor Information System, SEVIS) and USU’s English

proficiency requirements (English as a Second or Other Language, ESOL), USU Eastern must

provide additional support services to international students. These services are comparatively

expensive and current tuition revenues are insufficient.

USU Eastern’s tuition for non-resident and international students is currently $3,249.60. For

comparison, below is a table of other non-resident current tuition rates. Notice that USU

Eastern’s non-resident tuition is $5,500 lower than the average.

Now, a full decade after the Regents approved the reduction in tuition, USU Eastern seeks

approval to increase full-time non-resident and international tuition from the current $3,249.60 to

$5,040. This increase, while providing significant new tuition revenue, will also keep USU

Eastern’s non-resident and international tuition as the lowest in the Utah System of Higher

Education.

Some institutions, including USU’s main campus, have both a non-resident rate and an

international rate. USU Eastern is not proposing such a structure at this time. The proposed rate

would be the same for all non-resident students, including international students.

RECOMMENDATION

The President, Provost, Vice President for Business and Finance, Vice President for Student

Affairs, and USU Eastern Chancellor recommend that the Board of Trustees approve the increase

in non-resident tuition for USU Eastern Price and Blanding campuses to a new rate of $5,040

effective Summer Semester 2018.

Affairs, and the USU Eastern Chancellor submit this recommendation, and request approval by

the Utah State University Board of Trustees; and

RE: A Proposal to Modify and/or Implement New Student Fees at Utah State University

EXECUTIVE SUMMARY

All general student fees are subject to Board of Regents approval in conjunction with the annual

determination of tuition rates. The University has four different areas that assess these fees. The

President’s recommendation for each area is described below.

Logan Campus

The proposal for the fee-receiving areas on the Logan campus includes two increases totaling

$5.05, which represents a .9% increase.

Regional Campuses

The regional campus system requests no fee increase.

USU Eastern Price

The USU Eastern Price proposal includes one fee increase, four decreases, and the addition of

two new fees, for a total proposed increase of $10.00, which represents a 4% change.

Blanding Campus

The Blanding campus proposal includes two fee increases, one decrease, and the addition of two

new fees, for a total proposed increase of $10.00, which represents a 4% change.

RECOMMENDATION

Based on the above proposals, the President, Provost, Vice President for Business and Finance,

Vice President for Student Affairs, and USU Eastern Chancellor recommends that the Board of

Trustees approve the implementation of student fee changes and any new student fees effective

Summer Semester 2018.
