MOVED by Councillor G. Finstad that Council:

a) Postpone the development of the north portion of the multiway until such time as discussions take place between the City, Alta Gas, Leduc Golf Course and residents with regards to mitigation strategies;

b) Postpone the development of the south portion of the multiway until a connection with the Blackstone neighbourhood is available; and

c) Reaffirm its intention to build a Windrose Multiway as soon as all options are reexamined and discussed thoroughly in a full public consultation process and that the City should retain funds for this project within its capital budget.

Lazowski that Council approves the submission of the Alberta Urban Municipal ities Association (“AUMA”) Mayors' Caucus RFD and resolution both entitled "Commitment to Formal Municipal Consultations on the Future of Provincial Revenue Sharing" for consideration by AUMA members as advocacy direction for the AUMA to pursue.

Proposed Park Naming

Naming Policy: • The City of Leduc has a Naming Policy (61.00:27) that outlines the process and responsibilities for naming of roadways, neighbourhoods, parks, water bodies and municipal facilities.

• A parks naming subcommittee of the PRC board was established in 2016. The Committee reviewed names from reserve list and provides recommendations for the Board's consideration.

At their December 15, 2016 regular board meeting, the PRC recommended that Council approve the recommendations made for each of the Municipal Reserve green spaces presented.

Option 3 — Meandering Option — Estimated budget of $726,800.00 • 2.5M Asphalt Multiway, meandering throughout the entire

length with 1.0m buffer on both sides for maintenance. • Increased impact on the existing natural environment. • Increased cost due to excavation to subgrade and

preparing site for proper drainage.

• Estimates do not include fencing, slats or planting of shrubs.

Wind rose Multiway — Current Work

• Review option to reduce width of the multiway to 2.5M from the City standard of 3.0M. • 2.5M is the minimum recommended width for bicyclist

passing safely.

• Zero plant policy within the right of way. • Option of providing residents an allowance that

directly back onto the proposed multiway.

• Continue discussions with AltaGas at a later date for proposed plantings
