Gagné moved that pursuant to Section 87.2 of The Education Act, 1995, the Board of Education for the North East School Division No. 200 of Saskatchewan intends to review the viability of Grades Kindergarten to Grade 12 at Gronlid Central School, in Gronlid, Saskatchewan in accordance with the review criteria of Board Policy 114: School Viability Review.

BACKGROUND The deadline for the “2017-18 Relocatable Classroom Program Application” is October 31, 2016.

CURRENT STATUS

Administration would like to apply for two relocatables for the following schools: Tisdale Elementary School, Maude Burke School, Brunswick School and Central Park School. The current and projected utilization rates of the schools:

• Tisdale Elementary School 109% (112% in 2017-18) • Maude Burke School 129% (115% in 2017-18) • Brunswick School 117% (117% in 2017-18) • Central Park School 114% (113% in 2017-18)

The relocatables at Brunswick and Maude Burke schools could allow the pre-kindergarten programs to move back to their neighborhood schools (from the Reynolds School location).

RECOMMENDATION Proposed Motion: That the Board approve the submission of the following new 2017-18 relocatable classroom requests to the Ministry of Education for funding support: Brunswick School (2), Central Park School (2), Maude Burke School (2) and Tisdale Elementary School (2). Draft Letter to SCC’s summarizing the 3 years of SCC engagement undertaken by this board: Dear Members of the NESD School Community Councils, The North East School Division's Board of Education has completed its 3 year plan to visit every NESD School Community Council in their home community. We travelled to every corner of our school division because we value the voices of our students, our teachers and staff, the parents and the community. Listening to these voices has provided valuable information in forging direction and providing oversight in our role as a Board of Education. We value the ability of local schools and communities to capitalize on their own unique strengths and identity to provide excellence in the educational experience of each child. Our visits, the stories that we heard and the ideas that were shared has convinced us that this value is well placed. We heard many different things from different communities, but we also heard some shared themes, understandings and concerns. The following is a brief summary of the general themes of those conversations. For the most part our SCC's enjoy a healthy membership and are operating very well. SCC members are active, informed and contributing to supporting the learning goals of the school. Many have found their roles have been less focused on fundraising and more focused on fostering community/school partnerships and activities that support the school's learning improvement plans, such as Family Literacy events, author and artist visits and nutrition programs. In general, Elementary and K to 12 SCC's are enjoying a higher level of parent/community participation than High School SCC's. It remains a challenge to have a diverse representation of parental and community members on the councils. Communication is a recurring theme - communication between the division office and SCC's, parents and schools and between SCC's. Some SCC's noted excellent school to parent communication strategies, often facilitated through a growing use of social media. We were encouraged to continue to look for more ways to capitalize on technology to improve communication. For example, there is a desire for enhanced opportunities to share ideas, questions and successes with other SCC's in the division. In addition, it was observed that it isn't convenient for all SCC members to attend periodic division wide workshops and meetings. Therefore, an online platform for information sharing is in development. While many parents appreciate Student Achieve as a communication portal into their child's academic achievement, some parents expressed a need for a formal parent-teacher meeting in addition to the current student led conference. SCC's expressed an appreciation for well-maintained school facilities and for exemplary staffing- both in quantity and quality. It is recognized that, comparatively speaking, NESD class sizes are small and this is recognized as an advantage. However, there are some concerns about consistency in class sizes, which can vary quite a bit throughout the division. High praise was given for the work our teachers do and the supports for learning that are in place. For example, major improvements in Grade 3 reading levels were achieved through Leveled Learning Initiatives. On the flip side, some requests were made for improved access to resources and support.

SCC's value an education system that addresses the needs of the whole child. There is a high degree of appreciation for the emphasis North East School Division places on supports and interventions for positive behaviour. SCC's play an important role in helping to identify problems and design solutions that are responsive to each school and community's unique situation. This was demonstrated in the conversations regarding concerns around safety before and after school and on-going issues related to bullying. Concerns were also expressed about gaps in opportunities for enhanced arts education and extra-curricular options - always a challenge in a school division that has a geographically dispersed population. Our conversations with SCC's over the past term have served to add dimension to the reports we have received at the Board table. They reinforced our understanding of the issues at play and, in some instances, provided a spark to further inquiry. We are finding the feedback provided through Thought Exchange is expanding the conversation even further and will be invaluable to the next round of strategic planning to be undertaken by the newly elected Board of Education for 2016 - 2020. We also hope that you, the members of NESD's School Community Councils, will have found this round of meetings to be beneficial. We all play a role in enhancing how we work together as Board members, teachers, students, parents and community members to furthering the hopes, dreams and aspirations of our children and youth here in the northeast. BACKGROUND

The Education Sector Strategic Plan (ESSP) provides the direction for the Ministry of Education, publicly funded school divisions, and First Nation Educational Authorities. The goals of the ESSP have been developed to support Saskatchewan government’s Vision 2020. The Board of Education has a four-year strategic plan to support local conditions and establish priorities for the school division aligned with the ESSP. Legislation requires School Community Councils to develop a Learning Improvement Plan (LIP) each year. The LIP’s are to be submitted to the board of education for approval.

CURRENT STATUS

Principals and School Community Councils were asked to finalize the 2016-2017 School Learning Improvement Plans for board approval on September 30. The director of education and a coordinator reviewed the LIP’s with school administration during school visits. The plans have been posted on the board’s portal for review.

RECOMMENDATION

Proposed Board Motion: That the board approve the 2016-2017 Learning Improvement Plans for the schools of North East School Division.

BACKGROUND The North East School Improvement Project (NESIP) is a bold approach to improving student learning by encouraging teachers, parents, and the community to work collaboratively to introduce innovative projects that address local needs. It is modeled after the Alberta Initiative for School Improvement (AISI) that was originally initiated in 1999 by the Alberta Government. NESIP will provide targeted funding to schools to improve student learning and enhance student engagement and performance. More than one million dollars is being invested in this initiative by the NESD School Division to continuously improve student learning in NESD. The first year of NESIP was 2015-2016 and one million dollars of funds have been allocated for a three-year period.

CURRENT STATUS

A NESIP Project Annual Report shall be submitted to the NESIP Committee. The Principal shall certify that the information provided in this NESIP Project Annual Report is accurate, reliable, valid, and, that all NESIP requirements have been met. The schools with NESIP projects which were under way in 2015-2016 were asked to submit a report. A fillable form was provided for the school principal to use in providing the annual report. The Board of Education wished to review the submissions which were shared at the committee of the whole board meeting on October 18, 2016.

RECOMMENDATION Proposed Motion: That the board receive the 2015-2016 annual reports for the North East School Improvement Projects.

The school division is funding schools to operate which are under the provincial threshold and board policy for consideration of closure or grade discontinuance. School enrolments have continued to decline and expectations for academic, extracurricular and social opportunities are difficult to maintain in schools with low enrollment and staffing. Notice was provided that pursuant to Section 87.2 of The Education Act, 1995, the Board of Education for the North East School Division No. 200 of Saskatchewan intends to review the viability of Grades Kindergarten to 12 at Gronlid Central School and Bjorkdale School.

CURRENT STATUS

Notification of the school reviews has been provided and letters have been sent to school attendance area municipalities and School Community Councils and James Smith Cree Nation requesting representatives for a School Review Committee to be established by November 1st. A copy of the School Review Handbook has been sent to the SCC chairpersons and school principals of the schools under review. According to Section 87.1 of The Education Act: “With respect to any school in the school district, the board of education may close the school or discontinue one or more grades or years taught in the school if, before the effective date of the closure or discontinuance of grades or years, the board of education obtains the consent of the school community council to the closure or the grade discontinuance, as the case may be”. The School Community Council of Gronlid Central School has met and discussed school viability. On October 17, 2016 the School Community Council at Gronlid Central School held its annual meeting and election. The SCC also had a business meeting and passed a motion to provide consent to discontinue Grades 9-12 effective with the start of the 2017-2018 school year.

RECOMMENDATION

Administration has prepared the following motion for consideration: Whereas the Board of Education of the North East School Division identified Gronlid Central School under Policy BP#-114 School Viability Review as meeting the criteria for a school review; And whereas the review of Gronlid Central School was subsequently authorized by the Board and notice was given in accordance with the requirements of The Education Act, 1995; And whereas the School Community Council of Gronlid Central School passed an unanimous motion on October 17, 2016 consenting to the discontinuation of grades 9 to 12 at Gronlid Central School as permitted by Section 87.1 of The Education Act, 1995; And whereas the Board is satisfied that a school viability review to consider school closure is not warranted at this time because the student numbers in grades Kindergarten to 8 make the school viable in compliance with Policy #BP-114; Therefore, it is moved that grades 9 to 12 at Gronlid Central School will be discontinued effective July 1, 2017 and that Gronlid Central School be removed from the school review process.

BACKGROUND

On September 27, 2016, the Board made the following motion: “That pursuant to Section 87.2 of The Education Act, 1995, the Board of Education for the North East School Division No. 200 of Saskatchewan intends to review the viability of Grades Kindergarten to Grade 12 at Bjorkdale School, in Bjorkdale, Saskatchewan in accordance with the review criteria of Board Policy 114: School Viability Review.”

CURRENT STATUS

According to section 87.2(1) (b) of The Education Act, 1995: “on or before November 1 of the year before the year in which the potential closure of the school or discontinuance of grades or years taught in the school is to come into effect, the board of education establishes a school review committee in accordance with section 87.4.” Section 87.4 outlines the composition of the school review committee:

• Four members of the school community council that are appointed by a motion of the council. These members cannot be the principal or teacher members of the school community council.

• Two people appointed by the town/village council or the hamlet board of the town, village or hamlet in which the school under review is located. One person must be an elected member of the town/village council or the hamlet board and one person must be a resident of the town, village or hamlet in which the school is located who is not an elected member of the town/village council or hamlet board.

• Two people appointed by the councils of the municipalities located within the electoral area of the school community council of the school under review. One person must be an elected member of a municipal council and one person must be a resident of a municipality who is not an elected member of municipal council.

• In addition, if any students at the school lives on a First Nation reserve, the First Nation has the right to appoint a representative to the school review committee, if they so choose. If students at the school come from two or more First Nation reserves, then each reserve has the right to appoint a representative to the school review committee. (There are not students at Bjorkdale who live on a First Nation reserve.)

The names of the individuals appointed by the school community council, the town/village/hamlet, the municipality and the First Nation (if applicable) must be submitted to the board of education by October 31 of the year in which the school review is announced. If the school community council does not appoint four of its members to the school review committee, the board of education is required to appoint these members from the school community council. If the town/village council or hamlet board, a municipal council, or a First Nation does not appoint representatives by October 31, those positons on the school review committee remain empty. The board of education is not required to appoint representatives on behalf of the local governments.

The members of the school review committee for the Bjorkdale School have been submitted by the school community council. The Rural Municipality of Barrier Valley, the Rural Municipality of Tisdale and the Rural Municipality of Bjorkdale have indicated that representatives from the Rural Municipality of Bjorkdale will be appointed to the school review committee. The Rural Municipality of Bjorkdale has submitted their elected member; and the Village of Bjorkdale has submitted their name.

BACKGROUND

To provide feedback on leadership behaviors and to support the board’s performance of the director of education a 360-degree feedback process was completed in November of 2015. In the spring of 2016 the director of education shared with the Board his reflections of the report and discussed opportunities to improve his effectiveness. Each year, the director of education shares professional goals with the Board of Education. In May of each year the board conducts a performance review of the director. CURRENT STATUS

The director of education has developed the following goals for the 2016-2017 school year:

Goal #1 I will foster a highly effective Executive Council team and link the school principals and administrative council more closely with superintendents and myself. Goal #2 I will work closely with school principals to address the vision, mission, goals and interests of each school community. Goal #3 I will support renewal of the Board of Education’s four-year strategic plan for the period 2017-2021.

RECOMMENDATION

Proposed Board Motion: That the Board of Education has reviewed the goals of the director of education and found them acceptable.

Orange Shirt Day Proclaimed in Saskatchewan

The Saskatchewan School Boards Association encouraged everyone to wear orange to school on Sept. 30 and to reflect on residential schools, for the first officially recognized “Orange Shirt Day” in the province.

“Orange Shirt Day is an opportunity to gather together in our schools and our communities to recognize residential school survivors and their experiences,” said Regina Rochdale MLA Laura Ross on behalf of Deputy Premier and Education Minister Don Morgan. “Saskatchewan students learn about the history of residential schools in a variety of classes starting in elementary and continuing through high school. Ensuring that our citizens understand this part of our history is essential as we move forward with First Nations and Métis people on a path of reconciliation.”

Orange Shirt Day is part of a larger movement in the country to provide opportunity for First Nations, governments, schools and communities to unite in a spirit of reconciliation and hope for generations of children to come.

The Orange Shirt Day movement is a legacy of the St. Joseph Mission residential school commemoration event held in Williams Lake, B.C., in 2013. It grew out of the account of a young girl having her new orange

President’s Welcome to Fall Members’ Council

CONNIE BAILEY SSBA PRESIDENT (as excerpted from remarks delivered Sept. 22, 2016, at Members’ Council, held in Saskatoon.)

Good evening and welcome to Members’ Council.

I want to begin my remarks this evening by thanking the Board Development Committee of the SSBA for all of its work in organizing the events that bring us together each year.

The Committee has chosen a theme for the 2016-17 year that I believe is apt. The theme is “Today’s Students – Tomorrow’s Saskatchewan.” Our students truly are our province’s future and their success is the goal of all of our efforts in the education sector.

The work of the SSBA, your provincial association, also continues with a goal for continuous improvement. We are focused on our three areas – Advocacy, Services and Board Development.

Our advocacy efforts have evolved to respond to the changes and challenges of this year and we have endeavoured to speak clearly, strongly and passionately about the work of school board trustees and divisions and the importance of investing in education.

We have repeated that message and witnessed its sharing in the media and beyond. People understand the importance of having a strong education system that is funded as an investment in our future. Today’s students are tomorrow’s Saskatchewan, indeed.

Last, but not least, board development continues to be an integral role for our association.

Your association works hard to ensure that professional development, including the Professional Director Certification Program, is beneficial to members.

We thank our trustees for their commitment to growth and improvement as leaders.

The times we face are exciting and challenging as we look toward the future. As we respond, we must be Student First and continue to focus on our overarching goal – that by 2025, Saskatchewan has a globally recognized education system that others wish to emulate.

As we have our sights set toward the future, we are right now, once again – or maybe it is just continuous – in a time of change.

As I was thinking about what needs to be said here tonight, I was reminded of how boards of education came to exist in Saskatchewan and what their true purpose has always been for over 100 years – ensuring all children get an education.

As a local level of government, it is critical for us to bring the local voice to the forefront.

We are responsible to the families and communities we serve and have the privilege and the obligation to advocate for change that is consistent with the input and feedback we get at the local level.

Let us participate actively in the important conversations happening in our sector and beyond and do so with the knowledge and confidence that we are close to our communities and we do speak with a voice entrusted to us by the residents of our great province.

With school board elections this fall, we have the opportunity to engage with our communities. The feedback we hear at the local level about the future of education in our province is invaluable. At the same time, our constituents will know we are listening and working hard to bring forward their views in our decision-making.

The meaningful conversations we have with our own communities are what will enable us to continue speaking with the voice of the public, as trustees have strived to do for more than a century.

I want to take a moment to thank all those who are running as trustees again in this election.

Walk to Breakfast Celebrates 10th Anniversary Mosaic Challenge Winners

Efforts of Saskatchewan schools to improve student nutrition and create healthier environments were celebrated on Sept. 16 with the Mosaic Extreme School Makeover Challenge’s Walk to Breakfast.

“Mosaic is proud to have supported schools and students across Saskatchewan for 10 years through the Mosaic Extreme School Makeover Challenge,” said Sarah Fedorchuk, Senior Director of Public Affairs at The Mosaic Company. “Improving nutrition and supporting healthy lifestyles for children directly supports our food security mission to help the world grow the food it needs, beginning right here at home.”

Since 2006, The Mosaic Company and the SSBA in partnership with Breakfast for Learning (BFL), have hosted the Mosaic Challenge to encourage grassroots initiatives to improve student nutrition. Ten schools across Saskatchewan each

integrating Indigenous content and principles, teaching students how to grow their own food and expanding community kitchen opportunities.

“Our students are our future leaders and investing in their learning through nutrition programs is vital to their success,” said Kelly Berlinic, Director of Programs and Community Development for BFL. “Breakfast for Learning is proud to work with the SSBA and The Mosaic Company to ensure all students have the nourishment they need to succeed at school.”

“School board members firmly believe that all students should have what they need to achieve and succeed, regardless of their personal circumstances,” said Connie Bailey, president of the SSBA. “Our Association is proud to recognize the winners and we thank Mosaic and BFL for their commitment to ensuring students’ health and nutrition needs are met.”

Focus on Safety for Provincial Students’ Day

All students across the province were back in their classrooms in September and the SSBA reminded everyone to keep student safety top-of-mind.

Sept. 6 was officially proclaimed as “Provincial Students’ Day” to help ensure safety is the primary consideration for students, families and communities, and especially for motorists who will be driving in and around school zones.

“Our students are our future,” said Connie Bailey, president of the SSBA. “Having a special day set aside to recognize students contributes to helping alert all drivers that students are back in school and extra care for their safety should be considered.”

The Government of Saskatchewan officially proclaims Provincial Students’ Day every year at the SSBA’s request.

Provincial Students’ Day was first proclaimed in 2010, in response to a resolution passed by the province’s trustees at the SSBA 2009 Annual General Meeting.

On Provincial Students’ Day, President Bailey brought greetings to the launch event for the Community Safety Education Strategy pilot with Safe Saskatchewan and Prairie South School Division.

Our municipal councillors make decisions that control our policing, fire safety, businesses, water quality and local

infrastructure, to name a few. Our school trustees set policies that decide what, when and where our children will

learn, who will teach them and who will keep them safe.

Locally elected school boards have a vital role in serving Saskatchewan’s publicly funded education system. The longest-lasting and most fundamental responsibility of

schools boards has been to bring the voice of the public to publicly funded education in our province.
