Sub: Proposal for establishment of a new Outpost at Panagarh Industrial Park under Budbud PS
in the district of Burdwan, vide your letter no. 1195/ORG. dated 22/08/2012.
With reference to above, I am directed to inform that the Finance Department has not agreed to the above referred
proposal vide note dated 20/10/2014 in Secretariat File No. PB/4P-30/12 by saying that.
“ This is for setting up of a TOP at Panagarh Industrial Park which is about 8 K.M. from the PS. It is seen from the
Crime Figure that there is no note able increase. Financial Implication on the proposal has been assessed to be Rs. 1,298 Cr.
Towards creation of 37 posts.
Considering the Crime Figure, distance from the PS and financial implication we may not agree.”
In view of the above, I am directed to inform you that the Home Deptt. regrets inability to accede to the proposal.

MINUTES OF THE MEETING OF THE BOARD OF CONTROL FOR EXAMINATION AND PROMOTION HELD ON 2nd July, 2015
A meeting of the Board of Control for Examination and Promotion was held on 2nd July,
2015 at 11.00 hrs. in the office chamber of the Addl. Director General of Police (Administration), West Bengal at Bhabani Bhawan, Kolkata.
Shri P. Nirajnayan, IPS, Addl. Director General of Police (Administration), West Bengal and Chairman of the Board presided over the meeting.

Board of Constables (PPT Batch No-4/2014 and earlier batches) for promotion to the
rank of ASI(Unarmed Branch).
A Broad Sheet of 749-Constables has been prepared on the basis of reports received from
concerned Range DIsG / Range Spl. IsGP / Commissioner of Police, Howrah for taking final decision.

DECISION –The Broad Sheet containing marks obtained by the candidates in the Pre-
Promotional Training Course, Length-cum-Record of Service and other relevant records
were placed before the members of the Board for consideration. Out of total of 749 Constables, 684 Constables were declared ‘Fit’ on the basis of records. A total of 43 Constables were declared ‘Unfit’ while 3 Constables were reported to have expired and 9
Constables were reported to have retired. In case of 10 Constables against Departmental Proceeding/ Criminal Case was pending, the Board decided to adopt ‘Sealed Cover’
procedure.

Ref. this office memo no-142(140)-Per/A//Per/A-193/12 (pt) dtd-29/01/2015, all Head of
the Districts / Units were requested to hold L-C-R-S Range Board of ASIs(UB) (PPT Batch
No-13/2014 and earlier batches) for promotion to the rank of SI(Unarmed Branch).
A Broad Sheet of 260-ASIs(UB) has been prepared on the basis of reports received from
concerned Head of the Districts / Units for taking final decision.
DECISION – The Broad Sheet containing marks obtained by the candidates in the Pre-
Promotional Training Course, Length-cum-Record of Service and other relevant records
were placed before the members of the Board for consideration. Out of total of 260 ASIs
(UB), 204 ASIs (UB) were declared ‘Fit’ on the basis of records. A total of 43 ASIs (UB)
were declared ‘Unfit’ while 01 ASI (UB) was reported to have expired and 04 ASIs (UB)
were reported to have retired. In case of 08 ASIs (UB) against Departmental Proceeding/
Criminal Case was pending, the Board decided to adopt ‘Sealed Cover’ procedure.

A Broad Sheet of 108-ASIs(AB) has been prepared on the basis of reports received from
concerned Head of the Districts / Units for taking final decision.
DECISION – The Broad Sheet containing marks obtained by the candidates in the Pre-
Promotional Training Course, Length-cum-Record of Service and other relevant records
were placed before the members of the Board for consideration. Out of total of 108 ASIs
(AB), 92 ASIs (AB) were declared ‘Fit’ on the basis of records. A total of 01 ASI (UB) was
declared ‘Unfit’ while 01 ASI (AB) was reported to have expired and 12 ASIs (AB) were
reported to have retired. In case of 02 ASIs (AB) against Departmental Proceeding/
Criminal Case was pending, the Board decided to adopt ‘Sealed Cover’ procedure.

Bengal, Barrackpore has sent, under memo no-SVSPA/ PPT/ASI(AB)/10(IX) /2010 – 109 dtd-30/06/2015, the Result of the Final Examination of Pre-Promotional Training Course in respect of 32-ASI(AB) (Batch No-09/2015) for promotion to the rank of Sub-Inspector of
Police (Armed Branch).
The result of the same is placed before the ‘Board of Control for Examination and Promotion’ for perusal and approval for taking next course of action. Out of 32 ASIs 17 ASIs qualified in the examination and 15 ASIs could not qualify.
DECISION –The Board examined and unanimously approved the Result of the Final Examination of Pre-Promotional Training Course of ASI(AB) (Batch No-09/2015) for
promotion to the rank of Sub-Inspector of Police (Armed Branch) for next course of action.

qualified in the examination and 01 SI could not qualify.

various reasons. Thus 251 Constables appeared in the final examination. Out of them 246 Constables qualified and rest 05 Constables could not qualify in the examination.
