The honorary consul of the Republic of Moldova shall represent the interests of the Republic of Moldova and its citizens in the receiving State and at the order of the Ministry of Foreign Affairs and European Integration of the Republic of Moldova (here in after the Ministry), shall undertake other actions which do not contravene the legislation of the Republic of Moldova and the receiving State. 3. The establishment of the honorary consul offices and the appointment of the honorary consuls of the Republic of Moldova on the territory of other States shall be completed only through an agreement with the receiving State on the basis of the previsions of the present Regulations, the legislation of the Republic of Moldova, and the legislation of the receiving State and the international treaties to which Moldova is a signatory. 4. The honorary consul of the Republic of Moldova shall be granted facilities, privileges and immunities foreseen by the Vienna Convention (1963), on Consular Relations (according to chapter III “Regime Relating to Honorary Consular Officers and Consular Posts Headed by Such Officers”). 5. The establishment, activity and termination of the honorary offices of the Republic of Moldova headed by the honorary consuls shall be monitored, coordinated and evaluated by: a. Within the Ministry: The Ministry Working Group on the honorary consuls of the Republic of Moldova (herein after Working Group); b. In the receiving State of the consular office: the Chief of the Diplomatic or Consular Mission of the Republic of Moldova accredited for the receiving State. If there is no Diplomatic or Consular Mission of the Republic of Moldova in the receiving State of the honorary consular post of the Republic of Moldova, the Minister shall appoint the mission responsible for the coordination and evaluation of the activity of the respective honorary consulate.

REGULATION

Regarding the Honorary Consul of the Republic of Moldova

Section 1 General Provisions

1. The present Regulations are compiled on the basis of the Vienna Convention on Consular Relations

from 24 April 1963, and in line with point 84 of the Government Decision nr. 368 of 28 March 2002, regarding the approval of the Consular Status, which establishes the legal framework related to the appointment, activity and termination of the functions of the honorary consular officers of the Republic of Moldova, as well as the one referring to the establishment, function and termination of the activity of the consular offices, conducted by the honorary consular officers of the Republic of Moldova.

2. The honorary consul of the Republic of Moldova shall represent the interests of the Republic of

Moldova and its citizens in the receiving State and at the order of the Ministry of Foreign Affairs and European Integration of the Republic of Moldova (here in after the Ministry), shall undertake other actions which do not contravene the legislation of the Republic of Moldova and the receiving State.

3. The establishment of the honorary consul offices and the appointment of the honorary consuls of the

Republic of Moldova on the territory of other States shall be completed only through an agreement with the receiving State on the basis of the previsions of the present Regulations, the legislation of the Republic of Moldova, and the legislation of the receiving State and the international treaties to which Moldova is a signatory.

4. The honorary consul of the Republic of Moldova shall be granted facilities, privileges and immunities

foreseen by the Vienna Convention (1963), on Consular Relations (according to chapter III “Regime Relating to Honorary Consular Officers and Consular Posts Headed by Such Officers”).

5. The establishment, activity and termination of the honorary offices of the Republic of Moldova headed

by the honorary consuls shall be monitored, coordinated and evaluated by:

a. Within the Ministry: The Ministry Working Group on the honorary consuls of the Republic of Moldova (herein after Working Group);

b. In the receiving State of the consular office: the Chief of the Diplomatic or Consular Mission of the Republic of Moldova accredited for the receiving State.

If there is no Diplomatic or Consular Mission of the Republic of Moldova in the receiving State of the honorary consular post of the Republic of Moldova, the Minister shall appoint the mission responsible for the coordination and evaluation of the activity of the respective honorary consulate.

6. All expenses related to the establishment, activity of the consulate, the exercise of its official attributions

and representing the interests of the Republic of Moldova on the territory of the receiving State shall be supported by the honorary consul. The honorary consul shall not claim from the authorities of the Republic of Moldova for the reimbursement of the supported expenditures for the exercise of its attributions, salaries, facilities of other incomes whatever this may be.

7. The honorary consul shall not ask for immunities and privileges that are granted to the diplomatic agents

and career consular officers of the Republic of Moldova abroad.

Section 2 Establishment of the Consular Office Headed by the Honorary Consul and the

Appointment of the Honorary Consul

8. The establishment of the consular offices headed by the honorary consuls shall take place with respect to the following criteria:

a. The consular office shall be established in a location where this is no Diplomatic or Consular Mission of the Republic of Moldova, as well as another consular office headed by the honorary consul of the Republic of Moldova;

b. The consular circumscription shall include those regions of the respective State which can be effectively served by the honorary consul and that shall present economic, commercial and investment interests for the Republic of Moldova, and/or where a significant number of citizens of the Republic of Moldova live;

c. The territorial administrative units that are part of the consular circumscription of the consular office shall be adjacent and cannot be simultaneously included into the consular circumscription attributed to another consular office headed by the honorary consul of the Republic of Moldova.

9. The heads of the honorary consular posts of the Republic of Moldova shall be granted the class of the

honorary consul. 10. The candidates to the honorary consul posts can be named among persons that:

a. Are citizens of the Republic of Moldova and/or another State; b. Has permanent residence or is documented with the state permit in the receiving State; c. Has the full exercising capacity; d. Is fit for work from the health point of view; e. Is financially able for the integral financing of the activity of the consular office and namely:

technical material equipment; salaries for staff; provision of transportation and communication services, etc.;

f. Is in possession of an estate (or is able to buy, or lease for the whole period of exercising their function of honorary consul), located in the place where it is foreseen to establish the consular office and which shall allow an appropriate exercise of activity of the honorary consul;

g. Has possibilities for: consequent promotion to the interests of the Republic of Moldova in the receiving State; establishment and enhancement of economic, commercial, scientific, cultural, sports, etc. relations; attracting investments and foreign capital into the economy of the Republic of Moldova;

h. Does not have any criminal records i. Is not under criminal investigation j. Does not simultaneously exercise the function of the honorary consul of the Republic of

Moldova or of the foreign State;

k. Is not a staff member within a foreign consular or diplomatic Mission

11. Upon the request of the candidate for the function of the honorary consul the diplomatic or consular mission of the Republic of Moldova in the receiving State or the designated state shall present the questionnaire of the candidate for the function of the honorary consul of the Republic of Moldova, the criteria regarding the selection and appointment of the honorary consuls, the criteria relating headquarters and consular circumscription, as well as the information relating the functions and obligations of the honorary consul.

12. The person that corresponds to the criteria indicated in point 10 of the present Regulations shall submit

to the Diplomatic or Consular Mission of the Republic of Moldova accredited or designated for the State where the consular office headed by a honorary consul shall be established, the set of documents that comprise the following:

a. The letter addressed to the Ministry of Foreign Affairs and European Integration of the Republic

of Moldova with the request to be named into the function of the honorary consul; b. Curriculum vitae; c. The completed questionnaire of the candidate to the function of the honorary consul of the

Republic of Moldova (provided in Annex 1); d. Notarized copy of the identity document; e. Tow color photos of the candidate (size: 4.5cm x 3.5cm); f. Criminal records issued by the competent authorities from the State of residence, as well as of

the State of which the candidate for the function of the honorary consul is a citizen, issued maximum one month before the moment of submitting the file;

g. Medical certificate regarding the general health status that confirms the conditions established in p. 10, lit. d) of the present Regulations that shall be issued maximum three months prior to submitting the file

h. Letters of recommendation from reputable persons who hold or held high rank State functions in the State of residence;

i. Official bank documents that confirm the conditions provided in point 10, letter e of the present Regulations;

j. Documents regarding the headquarters of the consular office (location, plans, schemes, photographs, technical details, etc.);

k. The concept of activity for the further consular office that shall correspond to the following criteria: to contain a description under all aspects of the relations between the Republic of Moldova and the receiving State; the motivation of the arguments for the need of opening the consular office; the measures that shall be taken in order to enhance the economic/commercial, investment, cultural and social relations, cooperation with the diaspora, protection of the rights and interests of the Moldovan citizens that are currently in the receiving State, etc. (attract investments into the Republic of Moldova, contribute to the enhancement of the circuit of goods and services between the Republic of Moldova and the receiving State, organize exhibitions/economic forums in the receiving State with the participation from the economic agents of the Republic of Moldova, inform the receiving State on the culture of the Republic of Moldova, organize exchanges between pupils an students between both States, etc.); the willingness of the candidate to the function of the honorary consul to invest his/her own capital into the economic sector of the Republic of Moldova; estimation of the political, legal, economical, cultural, etc. nature following the opening of the consular office.

l. Written consent on not claiming remuneration his/her activity, as well as diplomatic or service passports of the Republic of Moldova

13. If there is no Consular or Diplomatic Mission of the Republic of Moldova in the respective State, the set

of documents shall be submitted to the coordinator of the Working Group. Following this, the

coordinator of the Working Group will submit proposals to the leadership of the Ministry in the view of designating the Diplomatic or Consular mission of the Republic of Moldova, which shall be responsible for coordinating and evaluating the activity of the respective honorary consulate.

14. The documents mentioned in point 12 of the present Regulations shall be presented in their original

copy followed by translations into the state language of the Republic of Moldova, certified according to the legislation of the receiving State and the legislation of the Republic of Moldova, as well as with the international treaties to which the Republic of Moldova is a signatory.

15. The diplomatic or consular mission of the Republic of Moldova, and the coordinator of the Working

Group when applicable, shall return to the candidate to the function of the honorary consul, the submitted file to be completed if the file does not comply with the requirements foreseen in point 10 of the present Regulations.

16. Following the examination of the presented file, the Diplomatic or Consular Mission shall prepare and

reasoned opinion regarding the opportunity of establishing the consular office and the appointment of the person as the honorary consul. The opinion shall be transmitted together with the files of the respective candidate to the address of the coordinator of the Working Group. In the event foreseen in point 13, the coordinator of the Working Group shall prepare the mentioned opinion.

17. The Department of Consular Affairs shall coordinate with the members of the Working Group, the

Ministry of Internal Affairs, Information and Security Service, and the Ministry of Economy and Commerce, the proposals regarding the establishment of the consular office headed by the honorary consul officer, the headquarters, the consular circumscription, as well as the person proposed for the function of the honorary consul, for the subsequent submission for approval to the Ministry of Foreign Affairs and European Integration.

18. Prior to the approval by the Ministry of Foreign Affairs and European Integration, the application for the

function of the honorary consul shall be coordinated with the President of the Republic of Moldova.

19. In order to verify the compliance of the eventual consular post headed by the honorary consul, the Diplomatic or Consular Mission accredited in the respective State shall delegate a diplomat who shall examine the technical material equipment of the eventual consular office and will hold meetings with the leaders of the receiving State on this issue. The candidate to the function of the honorary consul shall provide the travel, accommodations, as well as other expenditures. Following the travel, the Mission shall write an informative note on this subject and shall annex it to the file of the candidate.

20. In a State with no Diplomatic of Consular Mission of the Republic of Moldova, in order to adopt a

reasoned decision, the Ministry will delegate a staff member at the proposal of the coordinator of the Working Group. The staff member will study the technical material equipment of the eventual consular office and will hold meetings with the leaders of the receiving State on this issue. The candidate to the function of the honorary consul shall provide the travel, accommodations, as well as other expenditures. Following the travel, the Diplomat shall write a informative note on this subject and shall present it to the Working Group.

21. Following the decision for establishment of a consular office and appointment of an honorary consular

officer, the Ministry shall request from the receiving State, through diplomatic channels, the consent to the establishment of the consular office, consular circumscription and its headquarters, as well as the consent regarding the appointment of the respective person as the honorary consul.

22. Upon receiving the consent from the receiving State the honorary consular officer shall receive from the

Ministry the consular patent signed by the Minister of Foreign Affairs and European Integration of the

Republic of Moldova, which shall certify the appointment of the honorary consul, the class, the headquarters of the consular office headed by the honorary consul and the consular circumscription.

23. The consular patent shall carry the seal of the Ministry and shall be written in the state language of the

Republic of Moldova.

24. The consular patent shall be valid for an unlimited period and may be withdrawn by the decision of the Ministry.

25. Following the signing of the consular patent, it shall be transmitted through diplomatic channels to the

Ministry of Foreign Affairs of the receiving State with the request of issuing the exequatur. Following the issuing of the exequatur, the patent shall be handed by the Heads of the Ministry to the person appointed as the honorary consul.

26. The honorary consul officer shall be able to exercise its functions before the issuance of the exequatur

only with the consent of the receiving State, on the basis of a temporary permit issued by the receiving State, upon the request of the Ministry.

27. In the case of assigning the honorary consul with the consular functions foreseen in article 5 of the

Vienna Convention on Consular Relations from 24 April 1963, a separate protocol regarding the consular duties shall be signed following the decision from the Heads of the Ministry.

28. As appropriate, upon the decision of the Heads of the Ministry, and on the basis of proposals submitted

by the Department of Consular Affairs, the appointed honorary consul shall be empowered ad hoc with the consular functions by written notification.

29. Upon the appointment of the honorary consul, the consul shall receive by act, within one month, the

stamp which includes the State Emblem of the Republic of Moldova, the name of the consular office in the state language of the Republic of Moldova, as well as other consular supplies of the Ministry, made by the Management and Logistics Directorate in coordination with the Secretariat and Diplomatic Archive Directorate, and shall be paid by the honorary consul. The mentioned consular supplies shall be handed by act by the Chief of the Secretariat and Diplomatic Archive Directorate of the Ministry, or the Chief of Chancellery of the Diplomatic or Consular Mission of the Republic of Moldova in the accredited State.

30. In a State with no Diplomatic of Consular Mission of the Republic of Moldova, the consular supplies

shall be handed by act by the Chief of Chancellery of the Diplomatic or Consular Mission of the Republic of Moldova, appointed by the Ministry for purpose of coordinating and assessing the activity of the respective consular office.

31. Following the admission of the honorary consul to the exercising of duties, the Department of State

Diplomatic Protocol of the Ministry, shall inform within one week the Parliament, the President, the Government on the establishment of the consular office and the appointment of an honorary consul.

32. In the event where the authorities of the Republic of Moldova or the receiving State refuse the

establishment of the consular office and the appointment of the person as the honorary consul, the rejected candidate shall not ask for the reimbursement of costs related to the review of the application for the function of the honorary consul of the Republic of Moldova.

Section 3 Functions and Privileges of Honorary Consuls

33. The functions of the honorary consular officer shall be established by the present Regulations, legislation of the Republic of Moldova and the international treaties to which the Republic of Moldova is a signator.

34. The honorary consular officer is independent in the exercising of functions except the consular acts

which require the approval of the Ministry.

35. The honorary consular officer functions consist in:

a. Protecting in the receiving State the interest of the Republic of Moldova, the rights and interests of the citizens of Moldova, Moldovan individuals and bodies corporate, in accordance with the legislation of the Republic of Moldova and within the limits permitted by the legislation of the receiving State and international law;

b. Furthering the promotion of the interests of the Republic if Moldova, especially in the economic, commercial, investment, technical, scientific, cultural and tourism domains in the receiving State and the development of friendly relations between the Republic of Moldova and the receiving State;

c. Informing the citizens of the Republic of Moldova, about the procedures of providing consular services in accordance with legislation in force in the Republic of Moldova, and if necessary, as well as with the consent of the Diplomatic or Consular Mission of the Republic of Moldova, in the receiving or designated State, shall receive files for concrete consular acts which shall be subsequently sent to the respective Mission for completion;

d. Maintaining relations with authorities from the consular circumscription, especially with the authorities who’s activities are tangent too the consular area, and at the indication of the Ministry, the Diplomatic Mission or Consular Office shall act as a communication channel between these and the authorities of the receiving State;

e. Informing the Ministry about important economic, commercial, financial, cultural and technical-scientific events which are organized in the consular circumscription in order to involve into participation economic agents and specialized institutions of the Republic of Moldova;

f. Informing authorities, economic agents, and other specialized institutions of the receiving State about the evolution of the economic, commercial, scientific and cultural life of the Republic of Moldova;

g. Proposing measures for promoting the cultural arts and scientific values of the people of the Republic of Moldova, supporting the organization of Moldovan cultural-artistic events (art exhibitions, film galas, conferences, symposiums, etc.);

h. With the approval of the Ministry, organizing press conferences and supporting the dissemination of information about the Republic of Moldova in the local mass media in order to promote the reality of the country;

i. Protecting the citizens of the Republic of Moldova with permanent residence or temporary stay in the consular circumscription;

j. With the coordination of the diplomatic or consular mission of the Republic of Moldova in the receiving or designated State, providing applicants with information, necessary requests and applications, and informing about the procedure of issuing passports, travel documents, visas and other documents on behalf of the diplomatic and consular mission accredited in the receiving State; providing appropriate assistance for the correct completion of documents; ensuring the transmission of documents to competent consular and diplomatic missions, receiving and releasing of issued documents;

k. Providing protocol and logistic assistance necessary for organizing visits for officials from the Republic of Moldova to the receiving State (organizing meetings with officials or other persons of the receiving State, arranging formalities related to transport, lodging, etc.);

l. Providing concrete consular services exclusively with the approval and at the indication of the Ministry;

m. Establishing official relations with institutions and organizations of the Republic of Moldova with the mediation of the diplomatic mission or consular office of the Republic of Moldova from the receiving State and the Ministry;

n. Providing assistance to Moldovan vessels and aircraft including auto transportation means that require assistance (shipwrecks, accidents, etc.);

o. Providing assistance in cases of arrest, imprisonment, extradition, repatriation, evacuation or death of citizens of the Republic of Moldova on the territory of the consular circumscription;

p. Exercising, at the indication of the Ministry, any other functions that shall not conflict with the legislation of the Republic of Moldova and of the receiving State, as well as the international standards.

36. The honorary consular officer shall present semester and annual reports regarding his/her activity which

shall contain separate sections regarding: a. Concrete acts in the view of protecting the interests of the Republic of Moldova, the rights and

interests of Moldovan citizens, individuals and bodies corporate in the receiving State; b. Concrete acts of activity in the area of furthering economical-commercial relations.

37. The presented report shall be transmitted by the diplomatic or consular mission of the Republic of

Moldova in the receiving or designated State, for examination and analysis of the Working Group, along with the proposals and conclusions of the Diplomatic or Consular Mission.

38. The Ministry, the Diplomatic or Consular Mission of the Republic of Moldova, can request from the

honorary consular officer any other information related to his/her activity.

39. In the event of a temporary absence in the consular circumscription which exceeds a period of thirty days and leads to the ceasing of activity of the honorary consular office in the mentioned period, the honorary consular officer shall inform the coordinator of the Working Group accordingly through the diplomatic mission or the consular office of the Republic of Moldova.

40. The honorary consular officer has the right to commercial and professional activity or any other activity,

which is not incomparable with the function of the honorary consul of the Republic of Moldova.

41. The honorary consul has the right to employ on a personal account, administrative-technical staff of the headed consular office in the view of ensuring its functioning.

42. The honorary consular officer shall be responsible for the activity of the consular office. On the

accomplishment, or repeated improper fulfillment of obligations foreseen by the present Regulations, may serve as one of the reasons for withdrawal of the consular patent.

43. The honorary consular of the Republic of Moldova shall be required to display on the building of the

consular office the National Flag of the Republic of Moldova, and to install on the building of the consular office the State Emblem of the Republic of Moldova, and the name of the consular office in the state language of the Republic of Moldova and of the receiving State.

44. The honorary consul shall organize the secretarial work and the diplomatic archive storage, and shall

ensure its integrity and security.

Section 4 Termination of a Consular Post and of the Functions of the Honorary Consul

45. The consular functions of the honorary consular officer shall come to and end by:

a. Notification by the Ministry to the authorities of the receiving State that the functions of the honorary consul have come to and end and that the consular patent is withdrawn;

b. Notification by the authorities of the receiving State to the Ministry, that the receiving state has ceased to consider her/him as a member of the consular staff;

c. Withdrawal of the exequatur.

46. The notification mentioned in point 45, letter a, or the withdrawal of the consular patent can occur in the following cases:

a. At the decision of the Heads of the Ministry; b. At the request of the honorary consular officer; c. Death of the honorary consul.

47. In the case described by letter a) of point 46, the Ministry is not obliged to communicate the reason of

termination of the functions of the honorary consul. 48. In the case described by letter b) of point 46, the honorary consul shall send a request to the Ministry

through the diplomatic mission of the consular office of the Republic of Moldova accredited in the receiving State, or through the Diplomatic or Consular Mission of the Republic of Moldova nominated for coordinating and evaluating the activity of the respective consular office, by which he shall request the withdrawal of the honorary consular function.

49. The functions of the honorary consul can be temporarily suspended in the case when a criminal

investigation was started against the person on the territory of the Republic of Moldova, the receiving State or a third State, as well as in other cases (at the decision of the Ministry). In this case, the State Diplomatic Protocol Department of the Ministry shall notify through diplomatic channels the authorities of the receiving State about the temporary suspension of the functions of the honorary consul.

50. When applicable, the State Diplomatic Protocol Department shall request the honorary consul to remit

the consular patent to the Ministry through the Diplomatic or Consular Mission of the Republic of Moldova in the receiving State to the sending State, or the Diplomatic or Consular Mission of the Republic of Moldova nominated for coordinating and evaluating the activity of the respective consular office.

51. Upon termination of functions of the honorary consul, the Secretariat and Diplomatic Archive

Directorate of the Ministry shall request that the consular supplies of the honorary consul (stamp, registers, archive, as well as other acts and consular supplies of the Ministry), shall be handed over, by act to the named directorate, or to the Chief of Chancellery of the respective Diplomatic or Consular Mission of the Republic of Moldova.

52. The State Diplomatic Protocol Department of the Ministry shall notify through diplomatic channels the

authorities of the receiving State regarding the termination of the consular office and of the functions of the honorary consul. The State Diplomatic Protocol Department of the Ministry shall inform the Parliament, the President, the Government, regarding the termination of the consular office and the functions of the honorary consul.

Section 5 The Working Group Regarding the Honorary Consuls of the Republic of Moldova

53. The Working Group shall be established with the purpose to monitor the activity of the honorary consuls

in all areas and to establish priorities for the activity of the consular offices headed by the honorary consuls.

54. The Working Group shall be composed of representatives from the Bi-lateral Cooperation Department

(BCD), the Consular Affairs Department (CAD), the International Economic Relations Department (IERD), and the Diplomatic Protocol Department (DPD).

55. The monitoring, coordination and evaluation of the activity of the honorary consuls of the Republic of

Moldova shall be performed according to the functional competences of each department which shall have the following responsibilities:

a. CAD – Group coordinator, responsible for the consular activity and for the submission of

proposals regarding the empowerment of the consul with consular functions, establishment and termination of the consular office;

b. BCD – responsible for political, social and cultural activity; c. IERD – responsible for the commercial-economic and investment activity; d. DPD – responsible for issuance and withdrawal of the consular patent, as well as the notification

regarding the establishment or termination of the consular office.

56. The Heads of the Departments represented in the Working Group shall appoint the responsible person for participating in the activity of the Group.

57. The Working Group shall be convened by the coordinator of the Group when required. The Group will

meet to analyze the activity of honorary consuls, establish the main objectives for the activities of the honorary consuls in the consular, economic, commercial, etc., areas, examine the annual activity reports of the consular offices headed by honorary consuls, examine proposals regarding the enhancement of relations between the Republic of Moldova and the receiving State, submitted by the honorary consular officer in the limits of her/his competence, as well as other subjects related to the activity of the respective consulates and shall submit the Note of Proposals/Informative Note, to the Minister of Foreign Affairs and European Integration of the Republic of Moldova.

58. If required, the Working Group shall propose the organization of Reunions of honorary consuls of the

Republic of Moldova, which shall offer the possibility of evaluating the activity of honorary consuls.

59. Other representatives of the Ministry sub-divisions may participate at the sessions of the Working Group.

60. The Secretariat and Diplomatic Archive Directorate of the Ministry shall provide the registers, stamps

and other consular supplies necessary for the honorary consul.

61. The official stamps and the consular archive, which are used by the honorary consul, shall belong to the Ministry.

62. The authorities of the Republic of Moldova, and the consular officers within the Diplomatic and

Consular Missions of the Republic of Moldova, shall support the activity of the honorary consul in the view of efficient exercise of her/his duties.

THE CRITERIA REGARDING THE SELECTION AND APPOINTMENT OF THE HONORARY CONSULS

Taking into consideration the international practice and regulations in the case of selecting candidates to

the function of the honorary consuls, the Ministry shall be guided by the following principles: The consul is named among citizens of the Republic of Moldova, as well as citizens of another State, who posses the professional qualities necessary for the efficient exercise of the consular functions. The person who pretends to be appointed as an honorary consul shall correspond to the following criteria and posses the following qualities:

a. Are citizens of the Republic of Moldova and/or another State; b. Has permanent residence or is documented with the state permit in the receiving State; c. Has the full exercising capacity; d. Is fit for work from the health point of view; e. Is financially able for the integral financing of the activity of the consular office and namely:

technical material equipment; salaries for staff; provision of transportation and communication services, etc.;

f. Is in possession of an estate (or is able to buy, or lease for the whole period of exercising their function of honorary consul), located in the place where it is foreseen to establish the consular office and which shall allow an appropriate exercise of activity of the honorary consul;

g. Has possibilities for: - Consequent promotion to the interests of the Republic of Moldova in the receiving State; - - - Establishment and enhancement of economic, commercial, scientific, cultural, sports, etc.

Annex 3 Regulations Regarding the Honorary Consul of the Republic of Moldova

CRITERA REGARDING THE HEADQUARTERS AND THE CONSULAR CIRCUMSCRIPTION Taking into consideration the current international requirements regarding the establishment and activity of the honorary consular offices, the following fundamental criteria shall be established regarding the headquarters of the consular office:

- The consular office shall be established in a city with no Diplomatic or Consular Mission of the Republic of Moldova, as well as another Consular Office headed by the honorary consul of the Republic of Moldova;

- The consular circumscription shall include those regions of the respective state which can be realistically served by the honorary consul and which shall present economic, commercial and investment interests for the Republic of Moldova and/or where the density of the citizens of the Republic of Moldova is increased;

- The administrative-territorial units which are part of the consular circumscription of the consular office shall be limitary and shall not be simultaneously included into the consular circumscription assigned to another consular office headed by the Honorary Consul of the Republic of Moldova.
