• Lack of projects and investments for waste recycling;• Low payment for waste collection services;• Insufficient cooperation between relevant institutions;• Lack of education and awareness for waste separation

• No specific project at national level within recycling
• There are some projects supported by donors which are linked with recycling:– Modernization of local services- Supporting municipalities for waste
management and recycling-GIZ .– Recycling electrical and electronic equipment- Pilot project in three
municipalities supported by Norwegian Government.– Kosovo Private Enterprise Program (KPEP),Supporting local
companies for processing and recycling of metals, financed by USAID.
– Cardboard Collection Project (CCP) — Pilot Project Initiating Viable Recycling Industry- Financed by Mercy Corps.
– Local businesses - waste processing and recycling.

• Finalization of Waste Management Strategy, • Finalization of Waste Management Action Plan, • Approving of Eco found law ,• Decentralization of waste management
competences at local level.

• Project planned at Waste Management Action Plan 2011-2021– Establishment of solid waste recycling centers;– Improvement of technical equipment for waste separation,
