The2015-2016ProjectedEmploymentOpportunitiesListfortheNorthwestArkansasWorkforceInvestmentAreaindicatesanincreasingdemandforcomputerprogrammingfortheregion.AneconomicdevelopmentstudycompletedbytheUniversityofArkansasatLittleRockin2014documentedthattherewere192computerprogramming/programmerjobopeningsintheNorthwestArkansasEconomicDevelopmentDistrictduring2012.ThetotalnumberofcomputerprogrammingjobsintheNWAEDDregionisprojectedtobe5,832by2018.That’sagrowthof12%between2012–2018.Arkansas’2015-2016Hot45DemandOccupations,publishedbytheArkansasDepartmentofWorkforceServices,includesComputerProgrammersonitslistofdemandoccupationsandindicatesthatComputerSystemsDesignandRelatedServicesisoneofthetoptengrowthindustriesinthestate.

TheO*NETOnLinedatareportprojectsgrowthforprogrammerstobeincreasingmuchfasterthanaveragefor2014through2024.SoftwareApplicationsDeveloper,ComputerSystemsAnalystsandWebDevelopersarespecificjobsthatarecurrentlyinneed.Aprogramofstudyinprogramming/mobileapplicationdevelopmentprovidestrainingneededforemployersinNorthCentralArkansastokeepandgrowopportunitiesinthisregion.WorkingwithlocaladvisorycouncilsASU-MountainHomehasidentifiedaneedforprogrammersinindustriesrangingfromcomputerservices,marketing,healthcare,tomanufacturing.Duringadvisorymeetingswithlocalbusinesses,wehaveidentifiedavarietyof

programminglanguagesemployersneed.Accordingtotheseemployers,findingqualifiedapplicantswiththeseskillsisdifficult,andattimes,impossible.Employerneedsincludebutarenotlimitedto:• Programmingfundamentals,conceptsandlogic• .NET• C++• VisualBasic• Java• PHP• SQL• Ruby• Mobile(Android,Xcode&IOS)• ObjectOrientedProgrammingprinciples• Git• Databasecreationandinteraction•Analytics• GUI• CurrentAPIsandprogrammingenvironments

Thevarietyoflanguagesonthelistindicatesthattheneedexistsinalltypesofprogramming–mobile,frontend,andbackend.Inourresearch,wehaveidentifiedthatourcurrentWebDevelopmentprogramcansupportthenewProgramming/MobileApplicationDevelopmentdegreebecausetheysharesimilarcontentandtechnology.

ArkansasGovernorAsaHutchinsonhasaddressedtheneedforprogrammersbyleadinganefforttorequireeveryhighschoolinthestatetooffercomputercodingclasses.Morethan1300ArkansashighschoolstudentstookcomputercodingclassesduringFall2015.Thegovernorhopestoseethatnumberriseto6000overthenextfouryears.Assecondarystudentsdiscovercareeropportunitiesinthefieldsofcodingandprogramming,demandfortrainingandeducationbeyondhighschoolwillincrease.ASUMHrecognizesthehighdemandintheregioninspeakingwiththepartnersduringtheadvisorymeetings,andseeingthemanyprogrammingjobspostedonvariousonlinesitesincludingindeed.comandmonster.com.Withthejobsprovidingthehighsalaries,thestudentswilldesirethehighlyskilledindustrialoccupationswhichcoversalargerangeof

positions.Wewillprovidetheeducationandtrainingtopreparehim/hertoenterajobwithabasicofknowledgereadilyavailabletobebuiltupon.Thecreationofaprogramofstudyinprogramming/mobileapplicationwilldevelopaskilledworkforceinthegrowingfieldofcomputerprogrammingfortheareaemployersbypreparingstudentstobeabletostepintoapositionwiththenecessarytechnicalandsoftskills.Inaddition,theprogramwillsupporteffortsonthestateleveltoincreasecodingandprogrammingofferingsonthesecondarylevelbyprovidingapathwayforstudentstocontinuetheireducationinthecomputerprogrammingfieldupongraduationfromhighschool.Inconsiderationofcross-collaboration,aprogrammingdegreewouldbeanassettoouralreadyexistingWebDevelopmentprogram.Thecomputerprogrammingcurriculumoffersanumberofstep-outpointsallowingthestudenttocompletewithacertificateofproficiencyafteronesemesterofpostsecondaryinstructionorsimultaneouslywithhis/herhighschoolgraduation;withatechnicalcertificateafteroneyearofinstruction;andwithanAssociateofAppliedScienceinProgramming&MobileApplicationDevelopmentdegreeuponcompletionof60credithours.Ourforwardthinkingplanistoworkwithuniversitiestoassiststudentstocontinueintoafouryeardegree.Weareconsideringcreatingourownfouryeardegreeprogramafterreflectionandestablishingtheassociatedegreeoverthetwenty-fourmonthgrant.Tomeettheschedulingneedsofadiversestudentbody,innovativecoursedeliverythatcombinesongroundwithonlineinstructionisacornerstoneoftheplan.Traditionally,classesareofferedinoneofthreeformats:seated,onlineorhybrid(acombinationofseatedandonline).Usingthelatestcollaborationtechnology,classeswillbeopenforstudentstoattendinperson;or,ifthestudentisunabletoattendclass,he/shecanjointhediscussionvirtually;finally,allclasseswillberecordedsoifthestudentisunabletoattendlive,he/shecanreviewtherecordedclassonline.Thisdeliveryalsoprovidesawayforsomeoneseekingadditionaltrainingforadvancementintheirjoborreturningtotheworkforceafterbeingunemployedtotakeclasses.Allowingstudentstochoosehowtheyparticipateonaclass-by-classbasis,ratherthanrequiringthemtocommittoaspecificdeliveryfortheentiresemester,expandsopportunitiesforresidentsoftheregionstobettertheirfuture.WeatASUMHareworkingtopreparethestudentstobeabletoprovideaservicetothe

regionandtoreceiveahighsalary.Wewanttoencouragethestudenttoattainthelevelofhighereducationtomakeitpossibleforhim/hertobecomeasuccessfulandproductiveprogrammer.Byprovidingexperiencededucationalleaderswhopartnerwiththelocalhighschoolsandregionalcompaniestocommunicaterealworldneedswhileusingthestateofthearttechnologyinaneducationalenvironment,wewillofferoneofthebestProgramming&MobileApplicationDevelopmentdegreesalongwithavarietyofoptionstofitanyschedule.CertificateProgramswillofferprofessionaleducationtohelpstudentsdevelopandapplytechnicalskillsandknowledgetotheindustrytoimprovequality,efficiency,andproductivity.Theseprogramswillbeforprogrammingprofessionalswhowanttostayaheadofthecompetition,andacceleratetheirskillsandexpertise.Consideringthedistanceforsomestudents,theonlineprogramwouldbemoresuited.Itwillallowthestudentstheopportunitytochoosewhatwillfitintheirschedule.Studentswillbeabletocollaborateingroupworkandwatchvideosrelatedtothecourseworkduringatimethatfitstheirschedulewhetheritbeafterworkoraroundtheclassload.Wetakeintoconsiderationtheframeworksrequiredforahighschoolstudentalongwithcommunicationwithareahighschoolcomputerteachersandbuilduponthatknowledge.Itisknownthatmoreproductivepeoplewillseekknowledgeandexperienceoutsideofwhatisrequiredforaclassorapositionatwork.Wewanttocreateaprogrammingdegreeexperiencethatencouragesadvanceskillsthatemployersareseeking.Addingthisprogramtoourexistingprogramsofstudy,createsanopportunityforalumnitocompleteaseconddegreethatcomplimentstheircurrenteducation.

AccordingtoresearchfromEducationWorld,Project-basedlearning(PBL)canengageabroaderrangeoflearnersandpromoteworkplaceskills.WithPBL,studentslearnthroughexperience.Whenstudentscompletetheireducationandareemployedattheirworkplace,theyareexpectedtoworkwithcolleagues,tackleproblems,andorganizeandpresenttheirideas.Employersareseekingemployeesthatwillbeabletoproblemsolveandthinklogicallyinadditiontohavingabasisofprogrammingknowledge.Theymustalsobeabletomanageobjectivesandcompletethemontime.StudentslearntheseskillsinaPBLclassroom,wherecollaborationandreal-timeproblem-solvingareapplied.Noworkforceeducationiscompleteunlessprofessionalismandsoftskillsareemphasized.SoftSkillstrainingincorporatedintothecurriculumwillteachandpreparestudentsskills

thatarecrucialtomakingthemanimportantandvaluedemployee.Wehaveapassionateandenthusiasticcomputerstaff.Theydesiretochangetheculturefromstudentsthinkingofeducationassomethingwithabeginningandend.Rather,theplanistomakelearningandgatheringofknowledgeapartoflife.ASUMHencouragestheirstudentstobelifelonglearners.

Dr. Myers:

I am writing in support of ASU Mountain Home’s intent to create and offer a program of study in computer programming/mobile development. We are interested in working in partnership with ASU to help define relevant curriculum in programming and mobile software development, and consider employment for students who meet our technical standards. We believe that programs such as this are critical to prepare students with skills necessary to gain meaningful employment in the technology workforce in Arkansas, and to help meet the demand for high tech talent in the state.

Founded in 2006, Metova set out to build beautiful mobile applications while creating a great place for people to work. Today, Metova focuses on creating mobile, web and cybersecurity solutions for Government and Commercial markets. Metova’s work environment promotes a unique culture of teamwork, creativity and personal development that has attracted leading engineering, strategy and design talent.

Metova opened offices in Fayetteville, Arkansas, in February 2016 initially planning to create more than 60 new jobs. In 2015 Metova expanded from its main office in Nashville, Tennessee to open an office in Conway, Arkansas with 160 new jobs. Metova continues to experience rapid growth and is expecting the state’s workforce skillset to keep up with the continued demands Metova and similar technology businesses need to succeed.

Metova’s processes and culture allow it to easily adapt to the ever-changing mobile environment and adoption of new technologies, putting further emphasis on the state’s workforce training initiatives. Having worked on the BlackBerry, Android, and iOS platforms since their release, Metova is considered a veteran in the mobile world. When web applications and cybersecurity became a necessity, Metova expanded their capabilities to include Apache Cordova, AngularJS, Ruby on Rails and cybersecurity solutions such as Cyber Health Assessments.
