INDONESIA Newsletter #13 March 2011 Jakarta (Indonesia), 16 to 18 March 2011 - Parallel to the 7th International Association of Prosecutors Asia Pacic and Middle East Regional Conference and High level Prosecutors Meeting held in Jakarta, Indonesia from 16 to 18 March 2011, the Attorney General’s Ofce of the Republic of Indonesia, International Association of Prosecutors, United States Department of Justice/ Ofce of Overseas Prosecutorial Development, Assistance and Training and UNODC organized a Public Prosecutors Training Centre Conference. The programme included panels on securing appropriate resources, distance learning, peer trainers, interactive learning, introducing new legislation, partnership with judicial or police training centers, regional training efforts, international partners, trial advocacy, internships, curriculum and lesson planning development and a eld trip to the training center of the Indonesian Attorney General’s Ofce in South Jakarta. The response from participants of the Conference was unanimously appreciative of the opportunity to share their experiences with fellow prosecutor services from around the world. For some, it was the rst international conference specially designed for prosecutors that they had ever attended in their careers, remarking that there needed to be more of this kind if the quality of prosecutor services is to be enhanced on a global scale. Jakarta (Indonesia), 1 to 4 March 2011, Semarang (Indonesia), 8 to 11 March 2011 – Under the Sweden funded project “Integrated drug treatment and HIV prevention, treatment and care services”, UNODC have conducted need assessment in three provinces to establish the availability of drug dependence treatment and training needs for staff in treatment centres. In the month of March the two provinces assessed were Jakarta and Central Java. Lead by Dr. Tutut Purwanti, UNODC National Project Coordinator for Drugs and HIV/AIDS, workshops and eld visits to drug dependent treatment services involved not only government representatives but also people from faith and non-faith based social rehabilitation, hospital, primary health centre and community based organisation. Based on the information that had been collected during desk review and assessment in the ve provinces, a basic training module for the staff of drug dependence treatment and HIV prevention services is now being prepared. Many participants reported that in addition to increased networking and cooperation, the biggest benet for them was learning what everyone else is doing in the region and of practices that they can apply in their own agencies. This European Union funded Transnational Crime and Criminal Justice Project hosted the inaugural course with delegates coming from the Turkish Academy for Drugs and Organized Crime, Pakistan Anti-Narcotics Force, The Royal Canadian Mounted Police and INTERPOL in France. Being a regional forum, Indonesia and its neighbours were also very well represented with delegates from China, Hong Kong, Malaysia, Thailand the Philippines and Cambodia. A focus group discussion was jointly organised by Indonesia Corruption Watch and UNODC, as the project’s partner, in order to grasp the best research approach on the Commission’s coordination and supervision function. There was substantial input from the former leadership of the Corruption Eradication Commission, Erry Riyana, regarding the function; on how the coordination and supervision function is actually the backbone to support anti-corruption. The discussion gathered experts from Corruption Eradication Commission, Anti-Judicial Maa Task Force, Transparency International Indonesia, Indonesia Corruption Watch, Anti-Corruption Research Centre and UNODC. Topic : Illegal logging and the links to corruption in Indonesia

Semarang (Indonesia) 28 February to 11 March 2011 - the Senior Management Investigation Programme was delivered at the Jakarta Centre for Law Enforcement Cooperation. The programme was facilitated by experts from

the National Policing Improvement Agency, UK, using a variety of training techniques, one of which was the fi rst immersive learning technique of its kind in Indonesia. A total of 46 students were trained in subjects ranging from strategic, operational and tactical management of investigation, the intelligence cycle, crime mapping and risk management, strategy development and decision making skills as well as methods of enhancing international law enforcement cooperation.The course was the fi rst of two courses to be conducted this year as part of the European Commission funded project which is implemented by UNODC designed to assist the Indonesian National Police in dealing with critical incidents.

Senior management investigation programme marks the launch of immersive learning

Jakarta (Indonesia), 24 March 2011 - At the fi rst project steering committee meeting, members of UNODC’s Norway funded project “Countering illegal logging and the linkage between forest crime and corruption in Indonesia”

agreed to address local needs among many others. It was acknowledged by the Committee that the community has to be prioritized for the capacity building because of their dependency on the forests. In the meeting, the annual work plan of the project was approved and the work done so far was appreciated.Present at this meeting were the representatives of the Ministry of Forestry, Indonesian National Police, Attorney General’s Offi ce, Corruption Eradication Commission, Financial Investigative Unit, Papua Provincial Forestry

Project steering committee on countering illegal logging project to address local needs

Jogjakarta (Indonesia), 31 March 2011 – UNODC team pays a visit to Centre of Information and Data for Anti-Corruption (CIDAC), one of the civil society organization grantees under the Norway funded anti-corruption project. The Centre runs citizen journalism for anti-corruption project which concept is to empower

students and community participation in the movement against corruption.

Through this grant, CIDAC will launch www.korupsiana.com, a website discussing paradigm of corruption problems in Indonesia. In its development, the site will not just provide news about the problem of corruption but also able to provide the issues and studies in the fi eld of anti-corruption, by the society and for the society.

UNODC supports the fi ght against corruption through wider public

Jakarta (Indonesia), 29 March 2011 – A presentation by UNODC team was made for the Junior Attorney General for Special Crimes, lead by M. Amari, Deputy Attorney General for Special Crimes, regarding UNODC

projects and activities and the involvement of the Attorney General’s Offi ce. Requests of the Offi ce’s were well noted and it was advised that the Attorney General’s Offi ce can take full advantage of all the current trainings.

Currently, the Attorney General’s Offi ce is involved in UNODC’s judicial integrity project, anti-corruption project and combating illegal logging project and also acts as the projects’ governing board member.
