Background of IAP initiative

Why this initiative?

• The Delhi Declaration on Disaster Risk Reduction (Nov 2007) calls for the following:– Request the regional stakeholders to work together more closely

towards greater coherence and harmonization of their efforts as a generic point of entry for enhanced regional cooperation;

– Call upon the ISDR Asia Partnership to improve exchange and the mapping of regional disaster reduction initiatives of various stakeholders…

This would help in achieving– Greater coherence and better coordination at regional

level– Prioritizing deliverables– Providing an enabling environment to strengthen the

capacities of nations and communities to effectively address DRR

And to act upon the call …

• At the 2nd Meeting of the expanded IAP held during the 2nd Ministerial Meeting, November 2007 in New Delhi, a Working Group (ADB, ADPC, ADRC, IFRC, UNOCHA , UNDP,UNESCAP, UN/ISDR (chair), SOPAC,WB) was established for the initiative and ADB expressed interest to support the IAP initiative on ‘Regional stocktaking and mapping of DRR interventions in Asia and Pacific’.

• The initiative started in February 2009

Expected Benefits of stocktaking and mapping

• Improved regional planning and programming on DRR

• Highlight areas of cooperation among regional and sub-regional organisations

• Add to the periodic progress reviews and reporting processes at regional and sub-regional levels

• Assist donors and decision-makers to channel resources and efforts that can meet their own policy and programmatic imperatives

And this will happen through..

• Information sharing on past, ongoing and planned DRR initiatives

• Better coordination and program planning by regional stakeholders

• Enhanced use of resources

• Reduced duplication

• Sharing of lessons learned

• Identification of gaps in DRR efforts at a regional level

And ultimately result in…..

ImpactRegional Stakeholders providing coherent support to the DRR efforts of national governments and address more effectively regional DRR challenges

OutcomeRegional policy makers are able to identify DRR progress and gaps for further interventions

Implementation mechanism

• Regional Stocking and Mapping is being implemented under the auspices of the IAP and the Asian Regional Platform

• Implementation is guided by a Project Steering Committee and the IAP working group on regional stocktaking and mapping comprised of IAP members ; ADB, ADPC, ADRC, IFRC, OCHA , UNDP,UNESCAP, UN/ISDR, SOPAC,WB

• Project steering committee is chaired by UN/ISDR• Working under the close guidance of the IAP, ADPC

as a technical agency is the executing agency on behalf of the IAP

DRR Project Portal developed

• An online system developed to capture ‘information on regional DRR projects’ –who is doing what and where- leading to improved coherence in DRR planning, programming and implementation in Asia and Pacific

• The online system initially focused on capturing regional DRR Projects

ASEAN DRR Portal will have the following information:

– DRR project information will come directly from DRR Project Portal

– Users will be able to enter DRR project information from the ASEAN DRR Portal as well as from the DRR Project Portal

– ASEAN DRR Portal will show DRR projects listed under themes and country pages, and the search function will also search the DRR Project Portal for results

What we have achieved this date?

• Regular reporting of information on regional DRR initiatives was considered by the Declaration of the 2nd AMCDRR, to be a key condition for achieving coherence and better coordination:

─ The DRR Project Portal developed and maintained by a partnership based approach (namely IAP) has provided a neutral venue for sharing information on regional projects being undertaken in Asia and the Pacific in a standardized format.

─ In discussion with IAP partners, steps are being taken to make alternations in the data collection template to suit the internal demand of the partner organisations. This would ultimately ensure usage and regular update of information by partners.

─ Agreement on linking with larger DRR knowledge platform of sub-regional organisations such as ASEAN, SAARC and SOPAC, would ensure its usage by these organisations. Since these agencies are also mandated with preparing periodic biennial HFA Progress Report at a sub-national level, the project information captured in the Portal would help these agencies to develop the Progress Reports.

Proposed approach for implementation

• As guided by the PSC member, 3-4 pilot countries to be selected to on criteria such as Geographical representation, Size of the country

• Two types of countries – Link to existing databases working in

partnership with NDMOs and UN (i.e. 3W database in Indonesia and Sri Lanka) • Sri Lanka-Initial dialogue with DMC and

UNOCHA • Indonesia-Initial dialogue with BNBP and

planned discussion with UNOCHA and UNDP

– Support NDMOs/UN in having a system for DRR projects (through modification of DRR Project Portal) (e.g. Vietnam, Lao PDR )• Vietnam- Advanced discussion with DMC, UNRC,

DMWG • Lao PDR- Discussion with NDMO and UNRC

Proposed approach for implementation

• In countries selected for pilot, to be implemented under the leadership of the NDMOs and in partnership with UN Agencies and NGOs active in DRR in the country as well as in close partnership through the sub-regional intergovernmental organisations such as ASEAN, SAARC, SOPAC

• Other countries and partners in Asia and Pacific are also encouraged to add national projects on DRR in the system

2. Inventory of initiatives on Hazard, vulnerability and risk assessment

• Under Phase 1 of the initiative an inventory on regional initiative on hazard, vulnerability and risk assessment was developed and an analytical overview on usage of these initiatives was undertaken

• Current phase would take down the inventory to include national and sub-national initiatives on risk assessment from specific countries (to be detailed out) 28
