Cooperation was requested to re-examine the criteria for candidates and selection methods

and procedures for the nomination of the Regional Director and to make recommendations

to the Regional Committee during its fiftieth session. The attention of the Regional

Committee is drawn to the observations and recommendations of the Sub-Committee as

presented in this document.

1. INTRODUCTION

The Sub-Committee of the Regional Committee on Programmes and Technical Cooperation

was requested by the Regional Committee (resolution WPR/RC49.R7, Annex 1) to re-examine the

criteria for candidates and selection methods and procedures for the nomination of the Regional

Director and to make recommendations to the Regional Committee during its fiftieth session. The

Sub-Committee met on 13 and 14 September 1999. The attention of the Regional Committee is

drawn to the observations and recommendations of the Sub-Committee as presented in this document.

A list of Members attending the meeting is found in Annex 2.

The criteria and selection methods for the Regional Director were previously reviewed by the

Sub-Committee in 1996 and 1998. On each occasion, after careful consideration the Sub-Committee

recommended to the Regional Committee that there be no change to current practice.

In 1998, the Executive Board amended Rule 48 of the Rules of Procedure of the Executive

Board to read:

“Subject to Article 54 of the Constitution, the appointment of a Regional Director

shall be for five years and he or she shall be eligible for reappointment once only.”

2. CRITERIA AND SELECTION PROCEDURES FOR THE

REGIONAL DIRECTOR IN THE WESTERN PACIFIC REGION

The Sub-Committee reviewed the criteria for candidates and selection methods and

procedures for the nomination of the Regional Director in the Western Pacific. It noted that there are

currently no criteria for candidates for the post of Regional Director. It noted further that the current

selection procedures were detailed in Rule 51 of the Rules of Procedure of the Regional Committee

for the Western Pacific Region, which is attached as Annex 3.

3. CRITERIA AND SELECTION PROCEDURES FOR THE

REGIONAL DIRECTOR IN OTHER REGIONS

The Sub-Committee examined the criteria and selection procedures for the Regional Director

in other Regions.

3.1 Criteria

The Regional Committees for the Americas, the Eastern Mediterranean, and South-East Asia

have not adopted criteria for candidates for the post of Regional Director.

The Regional Committee for Europe at its fortieth session adopted criteria (resolution

EUR/RC40/R3) and these were affirmed and supplemented at its forty-seventh session

(resolution EUR/RC47/R5, Annex 4). The Regional Committee for Africa at its forty-eighth session

adopted criteria that must be met by any candidate for the post of Regional Director (resolution

AFR/RC48/R7, Annex 5).

3.2 Use of search committees and process of pre-selection

Search committees are not used in the Regions for the Americas, the Eastern Mediterranean,

or South-East Asia, nor are there pre-selection procedures in these regions.

In the European Region, a Search Group was used in 1989, 1994 and 1999 to screen

candidates for the post. In the African Region, the Regional Committee decided in 1998 to establish a

Regional Search Committee to assist the Regional Committee. The Committee was used for the first

time in 1999 to screen candidates.

In the European Region the Regional Search Group does have a limited role in pre-selection,

and presents an unranked short list of not more than five candidates to the office bearers of the

Regional Committee, to Member States and to the Director-General. This, however, does not exclude

consideration of other candidates for nomination proposed by Member States.

In the African Region the Search Committee does not draw up a short list of candidates.

3.3 Deadline for proposals

For the African, Eastern Mediterranean, and South-East Asian Regions, the deadline is

12 weeks. For the European Region, the deadline for receipt by the Director-General is seven months

before the Regional Committee meets. For the American Region there is no deadline.

3.4 Rules on campaigning

No region has formal rules of procedure governing campaign activities.

A summary of conditions prevailing in the six regions is attached as Annex 6.

4. CONCLUSIONS

4.1 Criteria

The Sub-Committee felt that listing criteria for the post of Regional Director for the Western

Pacific Region would help to clarify the personal commitment, qualifications and skills needed for the

post. It noted that the criteria for Regional Directors for the African and European Regions are based

upon qualifications for the post of Director-General as contained in resolution EB97.R10. These are:

1. a strong technical and public health background and extensive experience in international health;

2. competency in organizational management;

3. proven historical evidence of public health leadership;

4. sensitiveness to cultural, social and political differences;

5. a strong commitment to the work of WHO;

6. the good physical condition required of all staff members of the Organization; and

7. sufficient skill in at least one of the official and working languages of the Executive Board and

Health Assembly.

The Sub-Committee recommended that these criteria should be met by any candidate aspiring

to the post of Regional Director for the Western Pacific Region, with the following amendments:

3. evidence of public health leadership;

4. sensitivity to cultural, social and political differences

7. sufficient skill in at least one of the working languages of the Regional Committee.

Member States should consider the criteria when proposing candidates for the post of

Regional Director and when casting their vote to nominate the Regional Director.

4.2 Use of search committees and process of pre-selection

The Sub-Committee felt that a search committee would be expensive and time-consuming and

that it would not necessarily make the selection process for the Regional Director more objective or

fair. It was therefore in favour of retaining the present system and saw no need for a search

committee at this stage.

The Sub-Committee noted that Member States have the option to propose candidates for the

post of Regional Director after each term. If the Regional Director in office was eligible for re-

appointment and expressed an interest in being re-appointed, according to the Rules of Procedure of

the Regional Committee for the Western Pacific, his or her name would be submitted to the

Committee and would not require a proposal from a Member State. However, this would not preclude

any Member State from proposing the name of an alternative candidate.

Some Members of the Sub-Committee expressed themselves in favour of a system of

geographical rotation for the post. However, the Sub-Committee felt that a system of rotation for the

position would be undemocratic and would limit the field of potential candidates. It felt that the

current electoral process was more likely to elect the person best able to fulfil the criteria listed above.

4.3 Rules on campaigning

The Sub-Committee did not feel that it would be possible to draw up enforceable formal rules

governing campaigning. However, it expressed a wish that future campaigns for elective office in the

Western Pacific Region should be open and fair, and based on the merits of the individual candidates.

Noting further the need to keep the criteria for candidates and selection methods and

procedures for the nomination of the Regional Director under review;

1. REQUESTS the Regional Director to convey to the Director-General its approval of the

revision of the text of Article 2, and to transmit for further consideration the Sub-Committee’s two

proposals for further changes and the addition of a new section 5(a) to read "accessibility to health

care", with subsequent sections to be renumbered;

2. DECIDES that the Sub-Committee of the Regional Committee on Programmes and Technical

Cooperation should re-examine the criteria for candidates and selection methods and procedures for

the nomination of the Regional Director and make recommendations to the Regional Committee

during its fiftieth session.

Rule 50 The Director-General shall, not less than ten weeks before the

date fixed for the opening of the session of the Committee, cause copies of all proposals for nomination for the post of Director (with particulars of qualifications and experience) received by him within the period specified, to be sent to each Member.

When two or more elective places are to be filled at one time under

the same conditions, those candidates obtaining in the first ballot the majority required shall be elected. If the number of candidates obtaining such majority is less than the number of places to be filled, there shall be as many additional ballots as are necessary to fill the remaining places, the ballots being restricted to the candidates obtaining the greatest number of voles in the previous ballot to a number not more than twice the places remaining to be filled.

If no proposals have been received by the Director-General in time for transmission to Members in accordance with this Rule, Members shall be informed accordingly not less than ten weeks before the opening of the session of the Committee. The Committee shall itself establish a list of candidates, composed of the names proposed in secret by the representatives present and entitled to vote.

Rule 51

Not less than six months before the date fixed for the opening of a

session of the Committee at which persons are due to be nominated as Regional Director, the Director-General shall inform each Member that he will receive proposals for the names or persons for nomination by the Committee as Regional Director.

If the Director in office is available for re-appointment, the Director-General shall inform each Member accordingly at the time he invites proposals for names of nominees for the post of Director. The name of the Director in office thus available shall automatically be submitted to the Committee and shall not require a proposal from any Member.

Any Member may propose the name of one or more persons for the post of Director, submitting with the proposal particulars of each person's qualifications and experience. Such proposals shall be

The nomination of the Director shall take place at a private meeting of the Committee. The Director is elected by secret ballot from among the persons proposed in accordance with this Rule.

Rule 53 For this purpose each representative entitled to vote shall write on his ballot paper the name of a single candidate chosen from among the persons proposed. If no candidate obtains the majority required, the candidate who obtains the least number of votes shall be eliminated at each ballot. If the number of candidates is reduced to two, there shall be as many ballots as are necessary to secure a majority for either candidate. In the event of a tie between the remaining candidates after three such ballots, the whole voting procedure established by this paragraph shall be recommenced.

Amendments of, or additions to, these Rules may be adopted by

the Committee, provided that the Committee has received and considered a report thereon by an appropriate sub-committee.

GENERAL PROVISIONS

Rule 54

The Committee may at its discretion apply such Rules of Procedure of the Health Assembly or of the Executive Board of the Organization as it may deem appropriate to particular circumstances which are not covered by the Rules of the Committee.

The name of the person so nominated shall be submitted to the Executive Board.

SUSPENSION AND AMENDMENT OF RULES OF PROCEDURE Rule 52

Subject to the provisions of the Constitution of the Organization any of these Rules may be suspended by the Committee provided that notice of the proposal for such suspension has been given to the Chairman and communicated by him to the representatives twenty-four hours before the meeting at which the proposal is to be submitted. If, however, on the advice of the Chairman, the Committee is unanimously in favour of such a proposal, it may adopt it immediately and without notice.

Additions and amendments to the Rules of Procedof the Regional Committee and the Standing Committee of the Regional Committee The Regional Committee, Having considered the recommendations of its Standing Committee (as contained in document EUR/RC47/2) regarding further changes to the Rules of Procedure of the RCommittee and the Standing Committee of the Regional Committee; 1. ADOPTS the following changes: (a) Insert a new paragraph both at the end of Rule 14.2.1 and as new Rule 14.3.5 (newunderlined): Member states submitting nominations must be present at the Regional Committee duagenda item otherwise their nominations will not be considered. 47.8 From the outset of its work. the Regional Search Group shall search actively for suitable candidates who meet the criteria agreed to by the Regional Committee. The candidature of such persons shall be submitted in accordance with the procedure set out in Rule 47.3. 2. AFFIRMS the decision taken at its fortieth session (resolution EUR/RC40/R3 ) regarding the following criteria for candidates for nomination for the position of Regional Director and ADDS (new text underlined, deleted text scored through): (a) The candidate must have a true commitment to WHO's mission; The candidate should be truly committed to the values, role and policies of WHO and notably the goal of health for all. There should be clear evidence of his/her personal involvement in furthering that commitment.

(b) The candidate must have proven leadership qualities and integrity; The candidate must be dynamic and must have demonstrated long-term and consistent leadership qualities. A commitment to outcomes and effective results - as opposed to merely a concern about processes - is essential. Ability to communicate in a clear and inspiring way is an important requirement. Such communication skills need to be effective with widely different target groups, including the mass media, and involve direct personal contact with political and other leaders in the public health field, health personnel, a wide range of academic and other professional groups outside the health sector, and WHO staff. etc. In view of the high goals of WHO and its impartial international character, the personal integrity of the candidate and the ability to withstand pressures from official or private sources contrary to the interests of the Organization are essential. (c) The candidate must have proven managerial ability; The person should have demonstrated clear ability to manage a complex organization in the health field. His/her performance in that role should have demonstrated a determination to make a thorough analysis of the problems and possibilities for solving them; the setting of clear goals and objectives; the design of appropriate programmes for optimal use of the total resources; the efficient use of those resources; and a careful process for monitoring and evaluation. Importance should be attached to the candidate's skills in fostering teamwork -with appropriate delegation of responsibility - and in creating a harmonious working environment. In view of the need for the work of the Region to interact with and actively support the efforts of other regions and headquarters, the candidate's ability to work effectively with leaders, at both national and international levels, in health and other sectors, is an important element. (d) The candidate should be a person professionally qualified in the field of health and having a sound knowledge of public health and of its epidemiological basis; This type of qualification and background would greatly assist the candidate in the performance of his/her duties: and in contacts with national health administrations. (e) The candidate must have a broad understanding of the health problems and social, political, cultural, ethnic and other sensitivities sensitive issues in the Region; In view of the above, it follows that the candidate would normally be a national of one of the Member States of the Region. The candidate should be fluent in more than at least one of the working languages of the Regional Committee, and knowledge of others would be an asset.

REGIONAL SEARCH COMMITTEE FOR THE SELECTION OF THE REGIONAL DIRECTOR

The Regional Committee, Bearing in mind that the forty-ninth session of the Regional Committee will consider the nomination of a Regional Director for the period 1 February 2000 to 31 January 2005; Considering that transparency and equity should be the watchwords for the evaluation of candidates, using established criteria; and Further considering the desirability of ensuring that the competition should be open and healthy in order to select the most suitable candidate; 1. ADOPTS the criteria1 annexed to this resolution as the criteria to be met by the candidate nominated for the post of Regional Director, 2. DECIDES:

(a) to establish a Regional Search Committee that shall operate within the existing Rules of Procedure, to assist the Regional Committee in the consideration of the nomination of Regional Director at its forty-ninth session;

(b) that the Search Committee shall have the following terms of reference:

(i) to encourage Member States to propose suitable candidates; (ii) to interview all candidates, evaluate their written statements and their other expressed

views and intentions in relation to the requirements of the posts; (iii) to consider any views on the candidates expressed by the Director-General when the

candidatures are transmitted to the Search Committee; and (iv) to evaluate the candidates in their entirety and report thereon to the Member States;

(c) that the Committee shall have the following composition of seven members including a chairman

(i) Ex officio members: - First Vice-Chairman of the forty-eight session of the Regional Committee, who shall

be the chairperson of the Search Committee (Mauritania); - Chairman of the Programme Subcommittee during the forty-eight session of the

Regional Committee (Nigeria); and - Chairman of the Technical Discussions at the forty-eight session of the Regional

Committee (South Africa); with the following respective alternates, who will replace the member in the event the

latter withdraws or is unable to complete the work of the Committee for any reason: - Second Vice-Chairman of the forty-eight session of the Regional Committee

(Mozambique); - Vice-Chairman of the Programme Subcommittee during the forty-eight session of the

Regional Committee (Senegal); and - In the absence of the Alternate Chairman of the Technical Discussions at the forty-

eight session of the Regional Committee, a delegate designated by Swaziland from among the delegates at the forty-eight session of the Regional Committee; and

(ii) Four other members designated by the following Member States from among the

delegates at the forty-eight session of the Regional Committee: Angola, Burkina Faso, Burundi and Ethiopia With four respective alternates designated by the following Member States from among

the delegates at the forty-eight session of the Regional Committee, who will replace the member in the event the latter withdraws or is unable to complete the work of the Committee for any reason:

Cape Verde, Chad, Cameroon and Ghana;

(d) that any member or alternate whose candidature is submitted to the Director-General by a Member State shall automatically be withdrawn from the Search Committee;

(e) that the Search Committee shall meet not less than eight weeks before the date fixed for the opening of the Regional Committee at which the Regional Director is to be nominated, to interview and evaluate the candidates; and

(f) that the Chairman of the Search Committee shall send, under confidential cover to each Member State of the Region, through the Director-General, the Search Committee's evaluation report on all candidates who meet the criteria laid down; and

3. REQUESTS the Director-General to send copies of:

(i) all communications sent to the Member States pursuant to the Rules of Procedure for the nomination of the Regional Director; and

(ii) all proposals and accompanying curricula vitae received from Member States by the deadline

for submission of candidatures to the Search Committee not less than ten weeks before the date fixed for the opening of the next session of the Regional Committee, and to transmit the report of the Search Committee to each Member State of the Region when received from the Chairman.

AFR/RC48/17 Qualifications 6. The following constitute the set of criteria that must be met by any candidate aspiring to the post of Regional Director. Good understanding of and commitment to WHO's mission 7. The candidate must show a clear understanding of W'HO's mission, roles, functions, policies and strategies. There must be demonstrated evidence of his or her personal involvement or a plan to further that commitment. Proven leadership qualities 8. The candidate must be visionary, dynamic and results-oriented. It is very important that the candidate possess the ability to communicate both orally and in writing, in a clear, effective and inspiring way to varying target groups including the mass media, political leaders, other leaders in the public health field, health personnel, a wide range of academic and professional groups in and outside the health sector as well WHO staff. He or she should have high personal integrity and a great capacity to withstand pressures from both official and private sources on issues that could jeopardize the Organization's interests. Proven managerial ability 9. The candidate should be able to manage a complex organization in the health field. This requires a highly analytical mind and the ability to set clear goals and objectives, design appropriate programmes for the optimal use of the Organization's overall resources, and develop an appropriate process for the monitoring and evaluation of the work of the Organization in the Region. It is important that the candidate have skills both in fostering team work with appropriate delegation of responsibility and in creating a conducive work environment for staff at regional and country office levels. Given the need to interact with and actively support the efforts of headquarters and other regions within the context of the unity of the Organization, the candidate's ability to work effectively with leaders at both national and international levels in the health and related sectors is an important requirement. Professional and technical qualifications 10. The candidate should be professionally qualified in the health field and have a sound knowledge of public health including its epidemiological basis. Sensitivity to cultural, social, political and other differences 11. The candidate should have a broad knowledge of and be sensitive to the varying cultural, social, political and linguistic differences of the Region. For this reason, he or she should among other things be fluent in at least one of the three working languages of the Region and have a working knowledge of at least one of the other languages. Reasonable working experience in the Region particularly in the work of WHO, should be an asset. Medical fitness 12. The candidate should be sufficiently healthy to carry out the duties of the post.
