Appraisal of regional innovation support measures• Measures are oriented in the right direction to address the challenges.• A shift from a science and technology based innovation policy towards an entrepreneurship

driven innovation policy.• Suitable format to support and develop genuine lighthouses of strategic development in

collaboration with key industrial actors. • Cluster policy to take into consideration RIS3.• A process for reforming the STI network and extension of the range of financing tools.• Schemes fell short in structuring value chains and the diffusion of innovation.• The specialisation fields are very different - the implementation of an intelligent mix of bottom-

up projects and top-down flagship initiatives - a lack of disruptive initiatives. • “RIS3 conformity” has become a stipulation for most even small-scale measures.• Innovation support structure has been driven by dominance of institutional interests or

objectives rather than aiming for a one-stop service for innovation actors.• The return on investment from such programmes may be low, the potential for longer-term

Governance gaps, key challenges, and good practicesRegions have faced the challenge of:• Introducing changes in the governance as a result of national reforms.• Dealing with a wide range of actors and stakeholders are involved in the STI landscape – a large number of

platforms with a rather informal character.• Implementing RIS3 - promoting and organising specific thematic forums dedicated to S3 priorities. • Ensuring coordination between responsible departments from different ministries or agencies (vertical

coordination).• Dealing with a decrease in the number of actors/staff steering innovation activities.• The alignment of national and regional support measures is perceived as a rather challenging process

(horizontal coordination).• Gaining more empowerment to plan and manage their own operational programmes according to their specific

needs – not easy when the government is engaged in recurrent centralisation actions.

Interesting practice examples:• Evaluation of partnership agreements on annual basis.• Framework Programme Agreements signed between the State-Region.• Regional lead institutions in the context of innovation are coordinated through the so-called Innovation

Holding owned by the regional government.• Sector advisory panels of business leaders and for each sector, Government officials are deployed within sector

teams.

Conclusions

• A scope for improving the effectiveness of policies, to be closely monitored.

• Both positive and less positive things can be said about regional innovation support measures.

• A series of policy good practices can be identified.• Implementation of RIS3 – a need of better understanding the institutional

set-ups and processes.• Mapping priorities, clusters driving the development of these technologies

and ensuring their uptake.• Connecting the stakeholders and finding the leaders.• Structuring activities and developing new branding “power of logo”.• Open innovation spaces - development of specific niches in the

intersection between different thematic priority areas.• Rewarding and providing incentives.
