Executive Summary

UAS are closely connected to their region – in researchpartly because of a lack of public financing

UAS are geografically close to their students and researchpartners, which are often SMEs or bigger companies from the region

UAS attract many people from vocational schools; UAS in generalmotivate young people within their region to joinuniversities

The consistent bridge between theory and practise is a redthread throughout teaching and researching at UAS

UAS are main contributors to regional added value

Executive Summary

UAS are a key driver for regional development in Austria in many regards. They change(d) perceptions of university in Austria and add(ed) value to a lot of areas, not only the academicor the econonic one, but to society in general.

Key facts: UAS in Austria

Late market entry in comparison to other countries: 1994

21 private or public companies – in almost all casesowners from the region of the UAS

In average 90 % state-financed through study placepromotion

Focus on Teaching Focus on Bachelor degrees (70% - Master: 30%) No accreditation for doctoral studies (in talks) Actual number of students 48.000 or 13% out of

360.000 in total; fastest growing universitysector

Teaching mission

“Universities of Applied Science ... have the task to offercourses of study at university level, which is a scientificallyfounded vocational training." (FHStG § 3. (1))

Educational assignment – in a nutshell

Do it

Practice-orientedAt higher education level

With Quality assuranceEducational and didactic appealing preparation

Enhancing the permeability of the education system

Promoting the professional flexibility of the graduates

Key facts

31 % of Austrians have a tertiary degree (OECD average 35%, rank 23/35; EU average 32%, rank 14/23)

360.000 students in Austria in 2015 48.000 in UAS (13 %; annual growth: 5 % in average);

traditional universities: 280.000 (78 %; annual growth: 1 % in average)

38 % of UAS students study in the field of business/economics, 40% in a technical field; Healthsciences are third with 11 % (but this area grows the most)

15 % of UAS students are Non-Austrians (2/3 of them EU) Despite having just 13 % of the students, the UAS sector

produce 27 % of the graduates annually

Page 10: Regional development UAS Bratislava 6-Dec-2016 Roither fileExecutive Summary UAS are closely connected to their region–in research partly because of a lack of public financing UAS

Key facts

UAS: 100% Bologna System UAS Students mostly comefrom vocational schools

Page 11: Regional development UAS Bratislava 6-Dec-2016 Roither fileExecutive Summary UAS are closely connected to their region–in research partly because of a lack of public financing UAS

Key facts

UAS: Low dropout UAS: excellentprofessor-student-ratio

Page 12: Regional development UAS Bratislava 6-Dec-2016 Roither fileExecutive Summary UAS are closely connected to their region–in research partly because of a lack of public financing UAS

Key facts

Today, 21.500 out of 77.500 new students annually startat UAS (28%); 50,4 % of them are women

Traditional universities slowly drop in new regular students(from a high level), UAS gain new students every year(between 2 und 8 % annually since 2010)

In Burgenland, every second new student joins a UAS (most of them their regional one, UASB)

Within the population of 18-21 year olds, every secondpersons starts to study at a university, 31 % at a traditional one, 19 % at a UAS.

Burgenland, where the UAS is the only universityin the federal state, over quota in this sector, with 25 % joining a UAS.

Sectoral development UAS sector has grown quantitatively (currently approx.

48,000 students in 21 Fachhochschulen) and will continue to grow (today: 5 % annually in study places), also by politicalwill

UAS sector has broadened its scope (for example, to the social and health sector; in talks: law)

2016: Ministry of Science pushes UAS and university sectorsto do adjustments of programs

Research mission

„The holder has to ensure that the teaching and researchstaff participate in application-oriented research anddevelopment work.“ (FHStG § 10 (7))

RESEARCH PARTNERS ARE CLOSE, AND OFTEN SMEs

Sectoral development Expenses for research at the Austrian Universities of Applied

Sciences have nearly quadrupled between 2002 and 2011. Programs like „FH Plus“ and „COIN“ push UAS research. The share of the UAS in the total research expenditure of the

university lecturer also increased, but is still comparativelymodest.

Future of UAS research

ASPECTS OF RESEARCH AND RESEARCH SUPPORT IN THE AUSTRIAN UNIVERSITIES OF APPLIED SCIENCE AREA

„It should be avoided to push UAS directly or indirectly (evenfurther) into the contract research. In reality, contractresearch means very often small-scale services that do not allow structurally effective knowledge and know-how to bedeveloped at the UAS.“

ASPECTS OF RESEARCH AND RESEARCH SUPPORT IN THE AUSTRIAN UNIVERSITIES OF APPLIED SCIENCE AREA

„In addition to enabling sufficient research space for the academics at the UAS, an effective integration of researchand teaching should be ensured in order to ensure the continuous supply of research-led teaching at the UAS.“

„The importance of UAS as a cooperation partner for the economy/practice in research and development in itsimmediate regional environment is certainly important, but atthe same time UAS should not be reduced exclusively to thisregional dimension.

Overall situation in Burgenland

„The development of education in Burgenland is characterized by a strong catching-up process at the educational level as compared to the rest of Austria. However, the country has not yet reached the overallAustrian level. The population share with university oracademy degrees in Burgenland is below the Austrian average.“

Relevance

In addition to Vorarlberg, Burgenland is the onlyfederal state in Austria without a public university

Key facts

25 out of 100 people between 18 and 25 study (average in Austria: 28,7)

But Burgenland has the 2nd highest beginner rate for new students

And the quota of UAS students is higher than the Austrian average (6,6 % to 5,4 %)

Continuing education (where UASB is active only since 3 years): with 10 % participation worst rate in Austria

…where UASB is strong, all numbers go up in the region.

Example: Regional added value study, UAS Salzburg 2016

67 million euros added value (2008: 44 million) Expenses of the students 6.700 euros per academic year lead,

turnover volume of a total 15.2 million euros From the operation of UAS Salzburg itself, demand-effective effects

amounting to a total of around 22 million euros Indirect effects of around EUR 29.8 million (multiplier effects). These

are triggered in numerous upstream branches of the service andproduction sector of the regional economy

1,180 safe and high-quality jobsas a direct result

8 million euros fiscal effects to local authorities

UAS Salzburg: medium-sized UAS with 2600 students;only UAS within the federal state of Salzburg

“The smaller the country, the greater the world abroad seems to be” (Jacques Santer)

For a state as small as Burgenland, in the centre of Europe, the view beyond our borders has always been important. We offer our students, lecturers, researchers and staff an international, intercultural working environment. Our network of partner institutions and companies abroad, makes a wide range of activities possible.

Well established network of 74 partner universities in 23 European countries.
