February 27, 2020 Task Force Meeting1. Economic Imperative for Agriculture

The TF reaffirmed the direction of the Economic Imperative for Agriculture.2. Roles & Responsibilities for Agriculture

The TF endorsed the draft and acknowledged there would be ongoing work goingforward to continue to clarify R&R between the Province, Edmonton Global, EMRB/RAMP, Municipalities and Other Stakeholders

3. Stakeholder Engagement PlanA proposal for a Stakeholder Engagement Plan was presented with the Task Forceasking for a more detailed plan to be brought back to the next meeting

Since the February 27, 2020 Task Force Meeting

•Work continues to refine the draft policies into a cohesive document for further review

•March 11, 2020, WHO declared a global pandemic – COVID-19 – Work From Home

•As a result the February 27, 2020 Task Force meeting, two meetings have been held

with the Chair, Vice Chair and EMRB Administration to discuss next steps

•It is understood that member municipalities have had further discussions about RAMP

•EMRB Administration has been working closely with the Communications and

Engagement Consultants on a detailed Stakeholder Engagement Plan

•July 2, 2020, the Working Group was engaged in a review of the Task Force agenda

package

1. The Task Force has completed a considerable amount ofwork towards a Regional Agriculture Master Plan– Vision,Guiding Principles, a draft RAMP Policy Framework – policyarea maps and supporting policies and has identified the needto seek broad input on the direction through a StakeholderEngagement Process

2. On February 27, 2020, the Task Force received a proposal fora comprehensive Stakeholder Engagement Plan and askedfor a detailed plan to be brought back for approval prior toimplementation

• With the growing demand for high quality and more locally sourced food and an increased focus onenvironmental protection coupled with more recent challenges from pandemics, extreme weather, andglobal market disruptions, the development of a Regional Agriculture Master Plan has taken on a newsense of importance to the Region’s economic recovery and sustainability.

• The three objectives for RAMP are integrated and focus on the supply side of Agriculture where goodstewardship of the land should have paramountcy. The following are the RAMP Objectives:

1. Identify and conserve an adequate supply of prime agricultural lands to provide secure local foodsource for future generations.

2. Minimize the fragmentation and conversion of prime agricultural lands for non-agricultural uses.3. Promote diversification and value-added production and plan infrastructure to support the

agricultural sector and regional food system.• All forms of Agriculture, including value added and agri-foods, contribute to economic development and

investment and is where this Region has a global comparative advantage.• Coming out of a global pandemic, there is a renewed emphasis on Agriculture. Agriculture has been

recognized as an essential service and is dependent upon enabling infrastructure and services in theform of roads and broadband. All orders of government are also seeking solutions to address local foodsecurity, food sovereignty, food supply chain security, implications of climate change and opportunities forglobal economic competitiveness to enable their own recovery and sustainability. Addressing the RAMPobjectives in response to this context is both timely and essential.

1. To seek the advice of thought leaders in Agriculture to inform the work of theAgriculture Master Plan.

2. Drawing on the wealth of expertise and knowledge from a range ofdisciplines to inform how RAMP can be a catalyst for the future viability of thesector in response to current day challenges facing the Region, province, countyand world.

3. To seek validation and input from a broad range of stakeholders to definethe opportunity for agriculture and agri-foods in the Region and to providesolutions to address the challenges and to inform the role of the inauguralRegional Agriculture Master Plan.

4. To build champions for the work of the EMRB and the goals of the inauguralRAMP as a critical policy area within the regional growth plan.

1. By invitation, form a Regional Agriculture Advisory Group (Advisory Group) to provide strategicadvice through the EMRB CEO to the Task Force to support the engagement plan and RAMP

2. Membership will include a diverse range of subject matter experts with unique knowledgeand perspectives on Agriculture and Agri-Foods Systems to inform the challenges andopportunities for the growth of the sector in the Region.

3. The Advisory Group would be comprised of up to 12 members with expert knowledge andthought leadership from the following areas: Producers, Academia/Research, Legal, Public Policy,Government, Economic Development and Investment, Private Sector and NGOs.

4. RAMP Task Force members are encouraged to make recommendations to the EMRB CEO.The final selection will be made by the EMRB CEO. The Task Force will be advised of the finalappointments.

The Advisory Group will

• Provide advice to EMRB Administration on the stakeholder engagement process, tools, contentand identify key stakeholders to include

• Participate in at least one stakeholder engagement session• Provide strategic advice to the Task Force on the What We Heard Report to inform the

development of RAMP• Champion the work lead by Task Force and EMRB among regional stakeholders• Review and comment on the Policy Framework and Policies• Provide strategic advice on the final draft RAMP

• Participation is voluntary; with the contributions of the Advisory Group to be acknowledged in the finalRAMP report

• It is proposed that the Advisory Group would meet 4-6 times over the next year, not includingStakeholder Engagement Sessions

To ensure the success of the RAMP Stakeholder Engagement session, support frommember municipalities is required and, given the nature of the engagement, is subjectto change. The following is a list of the areas where support from membermunicipalities is required.

• Marketing and Communications support - advertising, community outreach, and logistics inconjunction with EMRB.

• EMRB Administration is recommending a single point of contact from each membermunicipality to form a small committee to support the planning for all of the engagements.

• EMRB Administration will be responsible to provide all Marketing and Communicationsmaterials to support the engagements for distribution by member municipalities.

1.3 Chair Opening Remarks

Chair Shaigec welcomed the members of the Task Force and guests. Opening remarks included recognition of the amount of work done by the Working Group since the Task Force last met, acknowledgement of the Board’s support of the Economic Imperative for Agriculture as presented in December, tackling the roles and responsibilities around value-added and diversification and the importance of supporting the direction charted for the RAMP. Chair Shaigec indicated that the purpose of the proposed in-camera session is to have a discussion around draft policies for Policy Area 1.

4. Task Force Outcomes from October 28, 2019 – where we are and where we are headed

Mr. Bouma reviewed the alignment exercise conducted at the last Task Force meeting highlighting the perceived value and level of support for RAMP in the Region. He explained how the current agenda will address the drivers and opportunities behind the RAMP.

Mr. Knapp summarized the progress achieved through the last two meetings of the Working Group and six meetings of the Sub-Committee. He emphasized the importance of the Situation Analysis in 2018 and the development of the four Policy Areas and map in 2019.

For 2020, the key deliverable will be the Engagement Plan to consult with key stakeholders in the refinement of RAMP’s direction. There were no questions or comments from the Task Force.

5. Economic Imperative for Agriculture

Mr. Bouma led the Task Force through the Economic Imperative for Agriculture presentation, as delivered to the Edmonton Metropolitan Region Board on December 12, 2019. He provided an overview of the context and growing demand for agri-food products as well as the unique advantages of the Edmonton Metropolitan Region in terms of land supply and quality soils.

Mr. Bouma described the potential for economic growth if RAMP were to emphasize an integrated strategy supporting value-added and diversification in the agri-food sector in addition to securing an adequate land supply.

The Task Force comments and questions related to Austin’s strategy towards attaining its thriving agri-food sector, the implications of climate and irrigation, and the level of coordination between various orders of government and industry.

6. Roles and Responsibilities of RAMP Stakeholders

Ms. Shuya introduced an initial draft of roles and responsibilities of key stakeholders and indicated that while it is not exhaustive, it is meant to stimulate conversation among the Task Force and Project Team. She indicated that Ms. Sundquist, a member of the Working Group, assisted in supplementing the Government of Alberta’s opportunities for involvement and Mr. Bruce, CEO of Edmonton Global, also contributed to defining the role of his organization related to RAMP.

Given the emphasis of value-added and diversification, Ms. Shuya requested Task Force feedback on EMRB/RAMP’s role in advancing the Economic Imperative for Agriculture and/or promoting value-added agriculture and diversification. Comments from the Task Force included prioritizing a focus on land use and servicing, the interrelated nature of land use planning and the economic drivers that give those plans legitimacy and support, opportunities for the Government of Canada to support RAMP’s vision through job creation, skilled labour, inspection guidelines, immigration policies and export climate, measuring outcomes and demonstrating the work of EMRB supports priorities of Edmonton Global and other orders of government, and support for a collaborative approach.

7. RAMP Engagement Plan Update

CEO Wichuk provided brief introductions to Mr. Funke and Ms. Kiss as the lead consultants on RAMP engagement. Mr. Funke described the research, critical success factors, principles, and rationale behind the goals and tactics of the proposed RAMP engagement process. He emphasized the sensitivities around addressing agriculture but also the valuable opportunities for meaningful engagement.

Mr. Funke outlined a phased engagement strategy: Phase 1 Setting the Stage, Phase 2 Meeting with Stakeholders, Phase 3 Confirming Input, Phase 4 Addressing Knowledge Gaps, and Phase 5 Implementing the Feedback. He provided an overview of the engagement timeline as well as examples of the stakeholder groupings. The formation of an Advisory Group to supplement expert advice provided to the Project Team and Task Force. Mr. Funke invited members of the Task Force and Working Group to help inform and validate the list of key stakeholders as the project progresses.

In response, the Task Force highlighted the need to ensure appropriate timing for key stakeholder groups, especially producers. Other comments included a request to clarify the expectation for each phase on the engagement spectrum, concerns and perceived risks around appointing an Advisory Group, and appreciation for the engagement strategy presentation.

8. RAMP Policy Update – Introduction, Context, Overarching Policies, Policy Matrix Overview, and Policy Area Maps

Ms. Shuya provided a brief introduction to Mr. Haden, the most recent addition to the Project Team, as the consultant leading policy development. Mr. Haden participated via videoconference to lead the Task Force in a review of the draft Policy Framework. He outlined the overarching policies that apply to all areas and provided additional context for each of the four policy areas. Mr. Haden concluded by indicating that while the presentation

may seem to be lacking in detail, it is reflective of the struggle the Working Group and Project Team face as they continue to work through these challenges.

Responding to the presentation on Policy Area 1, the Task Force noted the need to be mindful of future plans for growth, the potential role of the LESA tool, ensuring opportunities for value-added development, recognition that this area includes small holdings as well as large-cropping lands, and the approach to working with non-EMRB members municipalities.

The Task Force comments on Policy Area 2 included considerations for existing infrastructure, the Government of Alberta’s current work on a lake district policy, and the depiction of employment areas on the draft map.

Policy Area 3 discussion touched on using a phased approach to signal which lands may be need in the medium or long term, the strength of subdivision policy relative to other policy areas, application of the environmental/climate change lens, and the possible monetization of ecological goods and services.

Commenting on Policy Area 4, the Task Force pointed out urban agriculture activities should not negatively impact the agricultural activities located in other policy areas. Other remarks included a recognition that this area seems to focus more on economic development than land use, respect for the unique characteristics of each municipality, and a need for a common understanding of urban agriculture in the context of RAMP.

Mayor Hnatiw was replaced by Councillor Comeau at 2:00 p.m.

Ms. Shuya summarized key themes derived from the meeting discussions to include: A condensed version of the Economic Imperative for Agriculture needs to be

developed to support the engagement plan. Ongoing work to refine the stakeholder roles and responsibilities matrix, to support

the Engagement Plan. Preparation of a more detailed Engagement Plan and timing of implementation. Further work on the policy directions of each policy area based on Task Force

feedback. Further work on exploring and evaluating implementation tools could be deferred until

after the initial phases of stakeholder engagement are completed.

RAMP Stakeholder Engagement and Communications Plan

July 17, 2020

CONTEXT

With the growing demand for high quality and more locally sourced food and an increased focus on environmental protection coupled with more recent challenges from pandemics, extreme weather, and global market disruptions, the development of a Regional Agriculture Master Plan has taken on a new sense of importance to the Region’s economic recovery and sustainability.

The three objectives for RAMP are integrated and focus on the supply side of Agriculture where good stewardship of the land should have paramountcy. The following are the RAMP Objectives:

1. Identify and conserve an adequate supply of prime agricultural lands to provide secure local food source for future generations.2. Minimize the fragmentation and conversion of prime agricultural lands for non-agricultural uses.3. Promote diversification and value-added production and plan infrastructure to support the agricultural sector and regional food system.

All forms of Agriculture, including value added – agri-foods, contribute to economic development and investment and is where this Region has a global comparative advantage.

Coming out of a global pandemic, there is a renewed emphasis on Agriculture. Agriculture has been recognized as an essential service and is reliant upon infrastructure such as roads and broadband. All orders of government are also seeking solutions to address local food security, food sovereignty, food supply chain security, implications of climate change and opportunities for global economic competitiveness to enable their own recovery and sustainability. Addressing the RAMP objectives in response to this context is both timely and essential.

OBJECTIVES

1. To seek the advice of thought leaders in Agriculture to inform the work of the Agriculture Master Plan.

2. Drawing on the wealth of expertise and knowledge from a range of disciplines to inform how RAMP can be a catalyst for the future viability of the sector in response to current day challenges facing the Region, province, county and world.

3. To seek perspective and input from a broad range of stakeholders to define the opportunity for agriculture and agri-foods in the Region and to provide solutions to address the challenges and to inform the role of the inaugural Regional Agriculture Master Plan.

4. To build champions for the work of the EMRB and the goals of the inaugural RAMP as a critical policy area within the regional growth plan.

ENGAGEMENT PLAN COMPONENTS

The recommended Stakeholder Engagement Plan proposes to include the standing up of a regional agriculture advisory group, the implementation of a robust stakeholder engagement process, the development of engagement communications tools in the form of a RAMP Backgrounder and Discussion Paper as briefing and framing documents for the engagement. The engagement sessions will be facilitated by an communications consultant who will be responsible to prepare the final ”What We Heard” report. The “What We Heard Report” is a source of input on the drafting of the final inaugural RAMP and Implementation Plan. Due to the ongoing global pandemic, the engagement sessions are proposed to be facilitated virtually with a variety of options, including small group discussions. Finally, an online survey will be developed as an additional means to solicit feedback and input to the engagement process.

Phase 1: Form a Regional Agriculture Advisory Group (Advisory Group)

The Engagement Consultants have recommended forming a Regional Agriculture Advisory Group (Advisory Group) to provide strategic advice through the EMRB CEO to the Task Force to inform the engagement plan and inaugural RAMP.

The proposed membership would include a diverse range of subject matter experts with unique knowledge and perspectives on Agriculture and Agri-Foods Systems to inform the challenges and opportunities for the growth of the sector in the Region.

Due to the complex nature of the Agricultural System, the Advisory Group is proposed to be comprised of up to 12 members with expert knowledge and thought leadership from the following areas: Producers, Academia/Research, Legal, Public Policy, Government, Economic Development and Investment, Private Sector and NGOs.

The Engagement Consultants are currently working on developing a draft list of potential candidates to approach. The RAMP Task Force members are also encouraged to provide recommendations to the EMRB CEO. The final selection will be made by the EMRB CEO with the Task Force being advised of the final appointments.

The follow is a general description of the roles and responsibilities of the Advisory Group. For a complete description see the draft Terms of Reference.

In general, the Advisory Group exists to provide strategic advice to inform the implementation of a stakeholder engagement plan and provide expert knowledge and advice to inform policy development. The Advisory Group could be an asset to opening the lines of communication with key stakeholders and may improve access to decision-makers and the decision-making process.

Specifically, the Advisory Group would provide Strategic advice to EMRB Administration on the stakeholder engagement process, tools,

content and identify key stakeholders to include Participate in at least one stakeholder engagement session Strategic advice to the Task Force on the “What We Heard” Report to inform the

development of RAMP Review and comment on the Policy Framework Provide strategic advice on the positioning of the final draft RAMP based on what they

learn from the engagement sessions Champion the work lead by Task Force and EMRB among regional stakeholders

Participation on the Advisory Group is voluntary. The Advisory Group would be reimbursed for any expenses incurred with their participation. The contributions of the Advisory Group to be acknowledged in the final RAMP report. It is proposed that the Advisory Group would meet 4-6 times over the next year, not including Stakeholder Engagement Sessions.

Phase 2: Stakeholder Engagement Implementation

StakeholdersStakeholders are individuals, municipalities, agri-businesses, institutions, organizations and communities who have a direct stake in the decision being made. They differ from the public in that they will be directly impacted or affected by the decision being made.

Stakeholders for RAMP engagement have been identified based on consideration to three categories:

Directly ImpactedDirectly impacted stakeholders are those who will experience the most significant impact by a change in Regional Agricultural Policy.

Affected Affected stakeholders are those that have an interest and an opinion in the Regional Agricultural Policy; they may be impacted or benefit by the change to Regional Agricultural Policy.

Thought LeadersThought leaders are key opinion leaders that have in-depth knowledge of the issue, may be considered influencers, and are respected for their unique perspective, which may be historical, policy based or innovative.

DETERMINE REGIONAL STAKEHOLDERS

To ensure a robust stakeholder engagement process, stakeholders have been organized into groups of similar interest to allow for meaningful and diverse input.

Methodology

Due to COVID 19 restrictions, the engagement will take place via Microsoft Teams, Zoom, Google Hangouts or telephone. Stakeholder will be invited to participate in a 60-90-minute meeting with their identified group. A discussion guide will be developed that will go from a broad perspective, narrowing to specific insights for each stakeholder group.

The following Table provides a summary of the Engagement Plan by Stakeholder Group. Elected Officials and Task Force Members are invited to attend any stakeholder session as observers, with the exception of those planned to solicit their input. Task Force Members may be asked to perform specific roles for the Stakeholder sessions.

Phase 3: “What We Heard Report”

Input from the Stakeholder Engagement sessions will be summarized in a “What We Heard Report” that will be prepared by the Communications Consultant and the Engagement Facilitator. The report will include input from the engagement session a input received through the online survey. The Advisory Group and Task Force will review the report and provide further direction to the RAMP Working Group to inform the drafting of the inaugural RAMP. A summary of the report will be shared with the Stakeholders involved in the engagement with a copy of the summary to be located on the EMRB website.

The Engagement Communications Plan

The Communications Plan is expected to evolve to support the Engagement Plan and may include

the following components:

Media Releases that provide details on the engagement schedule, contact info, details about the online survey and other ways to contribute/ participate

Social Media would be used throughout the engagement process to inform stakeholders of up and coming sessions and further details of the session, other comments

EMRB Website would serve as a primary host for all the information about RAMP and the engagement process and tools - schedule, backgrounder, discussion paper, on- line survey, summary of “What We Heard” Report.

As champions of this work, the Advisory Group may be a conduit to engaging with others in their professional network

Support for RAMP Engagement

To ensure the success of the RAMP Stakeholder Engagement sessions, support from member municipalities is required. The following provides an initial list of the areas where support from member municipalities is required. The communications and engagement consultants will be providing the direction to inform the development of the communication tools and the working with member municipalities develop the details for the marketing & communications for the engagement sessions. EMRB Administration is responsible for the development and creative materials to support the engagement and will ensure a professional and consistent identity. This includes allMarketing and Communications support - advertising, community outreach, and logistics in conjunction with member municipalities.

It is recommended that a small committee made up of a subset of member municipalities be formed to work with EMRB Administration on the details of the Engagement Plan to ensure consistency.

Should specific community discussions be included in the Engagement Plan, member municipalities may be asked to cover / share the costs associated with these sessions to include but not limited to: the venue, audio visual, refreshments, and any paid advertising and promotion of the events.

Regional Agriculture Advisory GroupTerms of Reference

BACKGROUND

On February 27, 2020, the RAMP Task Force received a comprehensive proposal for the development of a Stakeholder Engagement Plan to inform the development of a Regional Agriculture Master Plan (RAMP). A key component of the Engagement Plan recommends forming a regional agriculture advisory group to provide strategic advice to inform the implementation of a stakeholder engagement plan and further inform the development of a RAMP.

The RAMP Task Force has completed a Situation Analysis for Agriculture which informed the development of a Vision Statement and Guiding Principles for Agriculture in the Region and has been approved by the Edmonton Metropolitan Region Board (EMRB). The Task Force has begun work on a draft Policy Framework to complement the policy tier approach of the Edmonton Metropolitan Region 30-year Growth Plan. The Policy Framework recognizes four distinct policy areas and the presence of agricultural land uses and gives consideration to enabling all forms of development and the investment readiness of the Region with a goal of providing greater certainly for all stakeholders.

PURPOSE

To form an advisory group of thought leaders and subject matter experts to provide strategic advice on a stakeholder engagement plan and to provide strategic advice on the inaugural Regional Agriculture Master Plan (RAMP) in response to the objectives in the Growth Plan.

1. Identify and conserve an adequate supply of prime agricultural lands to provide secure local food source for future generations.

2. Minimize the fragmentation and conversion of prime agricultural lands for non-agricultural uses.3. Promote diversification and value-added production and plan infrastructure to support the

agricultural sector and regional food system.

DESCRIPTION

The development of a RAMP is a complex undertaking and requires consideration of a broad range of topics and disciplines to inform an inaugural RAMP. The opportunities and considerations are likely known and may be understood differently across participants within the agriculture industry. A shared understanding of a way forward will be important to acceptance and the success of an inaugural RAMP. The involvement of an Advisory Group at this stage of the process is important to inform the process of stakeholder engagement, to provide strategic advice on the policy framework, provide advice on strategic investment priorities for the Region and identify further partnerships to advance the commitment to and success of RAMP for the Region.

Consistent with Board Policy, the CEO has the authority to form advisory groups to support the work of Task Forces. That said, the role of the Advisory Group is proposed as:

To provide strategic leadership and advice to inform the stakeholder engagement process and the inaugural Regional Agriculture Master Plan.

To bring a regional perspective to this work and to be a champion for it. To provide insights and perspectives as to the value of the work and the importance to the

Region, Province and the regional and provincial economic recovery. To provide supplementary evidence-based content to better inform the rationale for RAMP and

the focus of the stakeholder engagement. This may include consideration or inclusion of further research, studies or perspectives.

To provide strategic advice and comments on the contents of the backgrounder, the discussion paper, structure of the questions for the engagement process, to identify thought leaders and champions from a broad base of regional stakeholders representing both rural and urban areas.

To provide advice on who to include in the engagement to complement the outreach of member municipalities.

To attend a minimum of one Stakeholder Engagement session. To review the “What We Heard” Report and to participate in a discussion of the report with the

Task Force to set the direction for RAMP. This may include but not be limited to advice on the role of EMRB, the strategic direction for the Agriculture Policy Area as a component of the regional growth plan, priority areas and topics to focus on in the inaugural RAMP, advice on policies and recommendations for future work and partnerships.

To provide advice on aligning the work of RAMP with the strategic initiatives of the Province.

OUTCOMES

Based on the role of the Advisory Group, and the completion of a stakeholder engagement plan, the intended outcomes for this work includes and are not limited to the following:

To create a network of champions for the work of EMRB and RAMP. To create new partnerships and alliances with regional stakeholders to continue to support

the growth of the Agriculture and Agri-foods sector. To bring greater awareness to the role and mandate of the Board in providing regional

thought leadership to enable a sustainable, resilient and globally competitive region among regional stakeholders.

To further the EMRB’s partnership with the Province to contribute to the economic recovery by elevating the value and importance of agriculture and value- added agri-food sector.

To create the conditions to enable the growth of the Agriculture and Agri-Foods Sector to include prioritizing infrastructure.

TERMS OF REFERENCE

1. AUTHORITY

The Advisory Group shall be established by the EMRB CEO as an advisory body to the EMRB Administration, and Task Force.

2. AMENDMENTS TO THE TERMS OF REFERENCE

At any time, the CEO may propose a change in the Terms of Reference to provide the required support for the work of the Task Force.

3. MEMBERSHIP

Membership will include a broad range of subject matter experts with unique knowledge and perspectives on Agriculture and Agri-Foods systems to inform the challenges and opportunities facing the sector to enable its growth and sustainability.

The Advisory Group shall be comprised of up to 12 members representing a diversity of expertise from across the Region: Producers, Academia/Research, Public Policy, Economics and Investment, Private Sector, Land Development, Environment, Legal, and/or NGOs.

The Advisory Group members will be appointed by the EMRB CEO with the Task Force being advised of the appointments.

4. TERM

The term of the Advisory Group shall be for up to a year. The EMRB CEO may choose to extend the term. Should the Advisory Group continue, the EMRB CEO may choose to renew some of the Advisory Group appointments or make new appointments to align with any future work.

5. APPOINTMENT AND TERM OF THE CHAIR AND VICE CHAIR

The EMRB CEO may invite a member of the Advisory Group to serve as Chair and Vice Chair. The EMRB CEO reserves the right to serve as Chair and to invite a member to serve as Vice Chair.

6. EX-OFFICIO

The EMRB CEO may invite members of EMRB Administration to provide support to the Advisory Group.

7. DECISION MAKING

Decisions, recommendations, and actions determined by the Advisory Group will be driven by the desired outcome to do what is in the best interest of the Edmonton Metropolitan Region.

8. DISPUTE RESOLUTION

The Advisory Group Chair will be accountable for ensuring effective and collaborative Advisory Group operations and decision making.

9. SUPPORT/RESOURCES

As directed by the EMRB CEO, the Advisory Group will be supported, as required, by an assigned staff member from Board Administration.

10. COMMUNICATIONS

The EMRB CEO will act as the single point of contact for all communications requests for the Advisory Group and will work with the Advisory Group Chair and/or Advisory Group membership to determine the appropriate level of response required for a particular matter.

11. MEETING FREQUENCY

At the first meeting of the Advisory Group, a schedule of meetings will be established and approved by the Advisory Group. Members should be prepared to attend at least 4 of 6 anticipated meetings over the term of this work.

The frequency of the meetings will be established to align with the workplan for the Stakeholder Engagement Plan and subsequent RAMP discussions with the Task Force. Where warranted, the Task Force Chair may call a meeting outside of the approved schedule.

12. MEETING AGENDAS AND MINUTES

a. All meeting agendas, minutes, reports, briefings and supporting materials will be provided in an electronic format.

b. In general, meeting agendas and pre-read materials will be provided at least one week in advance of a scheduled meeting.

c. EMRB CEO will provide progress updates to the Task Force following Advisory Group meetings in the form of a Meeting Summary (verbal and/or written).

d. All meetings are anticipated to be virtual, and hosted by the EMRB, and in-person meetings will be in accordance with Alberta Health Services guidelines and permissions in response to the COVID-19 pandemic.

13. REPORTING

The Advisory Group shall report to the EMRB CEO, and provides regular updates, advice and recommendations on the progress of its work.
