PRIORITY: Increase GENERAL REVENUE funding by $12.4 million to serve an additional 1,788 of the most frail, ‘at-risk’ seniors, on the Department of Elder Affairs waiting list. Increased funding will provide services to:
• 684 seniors waiting for Community Care for the Elderly (CCE);• 346 seniors waiting for Alzheimer’s Respite Care (ADI); and• 758 seniors and caregivers on the waiting list for Home Care
for the Elderly (HCE).
Potential long term care savings/cost avoidance of $103.4 million by serving just 20% of the most at-risk seniors on the waiting list.
$ 12.4 million to serve 1,788 at-risk seniors at home
$ 115.8 million to serve 1,788 seniors in a nursing home
Profile of home and community care clients:• Average number of serious health conditions: 3• Average individual monthly income: $1,266 • 79% have < $2,000 in assets• Average age: 81• About 67% are female

THE FCOA ASK 2018 & GOVERNOR SCOTT’S PROPOSED BUDGET
Provide $12.4 million in General Revenue funding to serve 1,788 of the MOST frail seniors on the Department of Elder Affairs Waiting List for the Community Care and Home Care for the Elderly and Alzheimer’s Respite Care Programs.
Includes:
~ $5,503,464 to serve 684 persons on the waiting list for Community Care for the Elderly -- Governor Scott: $5 million
~ $4,161,688 to serve 346 seniors on the waiting list for Alzheimer’s Respite Care -- Governor Scott: $3 million
~ $2,765,942 to serve 758 seniors and caregivers on the waiting list for Home Care for the Elderly -- Governor Scott: $1 million
~ Continuation for Local Services Programs (LSP) -- LSP is embedded in the General Revenue in the Older Americans Act Appropriations Category. There are No cuts to Recurring General Revenue for LSP.
Non-Recurring projects funded in the Governor’s current budget year have been deducted as is standard practice.
