ELIGIBILITY LISTS: A copy of eligibility list must be submitted to the Utah High School Activities Association prior to students

participating in any sponsored activity. All additional lists must be filed prior to the seeding program

REGION SCHEDULE CHANGES: Any changes to region schedule(s) must first be brought to the responsible school. The responsible school

will then forward the request to the Region Board of Managers for final approval. This does not apply to any

rainouts.

NOTE: PRINCIPALS ARE INSTRUCTED TO MAKE THE RULES AND POLICIES KNOWN TO

STUDENT LEADERS, CHEERLEADERS, DDRILL TEAMS AND OTHER PARTIES AT THE

BEGINNING OF EACH SCHOOL YEAR.

BANDS AND DRUMS: 1. The host school may have its band or pep band play for home games. 2. State policy will be followed in terms of noise makers. (see page 20). Air horns and sirens are not permitted

at any event. 3. Drums are to be used to play with the band, to play as part of an organized cheer, and to play for the pep

club’s marching activities. DRUMS ARE NOT TO BE USED INDISCRIMINATELY AS NOISE!!

Drums will not be used while play is in progress.

BANNERS, SIGNS AND FLAGS: 1. The host school may have an appropriate welcome sign posted in the gym or stadium. No banner or signs

will be permitted other than the welcome sign. 2. Signs indicating cheers may be used by the cheerleaders. 3. Flags and emblems are allowed only at home games and only on the home side of the field. Students are

not allowed to parade emblems or flags on the playing field or on the opposite side of the field. 4. Home team may have a run-through banner for homecoming game only.

CHEERLEADERS: 1. Cheerleaders of the host school should initiate a meeting with the guest cheerleaders. The two (2) groups

should work cooperatively together during the game. 2. Cheers and songs which are derogatory or insulting should not be used by either school.

3. Cheering contests, screaming indiscriminately for more than thirty (30) seconds should be discouraged.

Organized cheers are more effective. 4. Cheerleaders should do everything they can to stop the booing or shouting of small groups.

5. NO STOMP CHEERS!! 6. Cheerleaders should encourage good sportsmanship at all times. No artificial noises especially when a free

throw is in process. 7. Cheerleaders are to remain away from the extended foul lane under the basket during free throws. When the

official hands ball to the shooter, the cheerleaders remain still to model respect to all players. 8. No megaphones, miniature balls, frisbee’s, or candy are allowed to be thrown at Basketball games. 9. Only the home cheerleading squad is allowed on the floor for basketball games. All tumbling will stop at half

court. 10. Only the home cheerleading squad is allowed to tumble and stunt.

DRILL TEAM The half-time performance should not exceed seven (7) minutes in basketball and ten (10) minutes in football.

FINES FOR VIOLATIONS REGARDING STUDENT BEHAVIOR:

1. The Region II Board of Managers for flagrant violations of the rules regulating student behavior may do

one or more of the following: a. Up to a $1000 fine per violation b. Game time changes for future games. c. Not allowing certain fans or groups of fans to attend Region II events. d. Other necessary action that the Region II Board of Managers may deem as appropriate.

FINES AND PENALTIES FOR VIOLATIONS BY REGION SCHOOLS OF UHSAA:

Region II upon having knowledge of an infraction of a rule or policy in assessing penalties may initiate

action. Region II may consider any of the following:

1. Forfeiture of contests because of rules violations, etc.

2. Reprimand by official letter to individual(s) and/or school(s) in regard to the offense committed

with a warning to correct the situations(s).

3. Probation of individual(s) and/or school(s) by official letter advising parties of the probationary

status and the conditions of the probation.

4. Restrictions which would restrict individual(s) and/or school(s) in region, group or state

activities.

5. Suspension would result in dropping the school(s) from membership in region activities for a

specific time period.

6. Fines to the coach(es), principal(s), and/or school(s) may be assessed up to a $1000 fine per

violation.

All penalties imposed by the Region II Board of Managers are final.

FRONT ROW SEATING:

The front row of gymnasium bleachers will be left vacant.

MASCOTS: Mascots will be allowed at all Region games. Mascots must stay on their sideline.

POM POMS:

1. The host school may permit the use of pom-poms by cheerleaders and members of the drill team.

2. No other students from either school are permitted to have confetti, rolls of paper, powder, etc.

POST-GAME ACTIVITY:

1. Teams will leave the floor/field immediately after contest, both teams will shake hands and the

visiting team will be on the bus within 30 minutes of game end. ($100 fine may be given for

violations as determined by Board of Managers.

2. No students/fans are allowed on the playing area until the visiting team has exited the playing

areas on any floor or field.

3. No team or individual activity will be conducted that will humiliate or belittle opponents,

including organized post game demonstration awarded at a home game on any floor or field.

4. Region trophies will be awarded at a home game or assembly at the principal’s discretion.

PRE-GAME AND HALF TIME:

1. All pre-game activities will conclude in sufficient time to commence the official starting time.

2. The half time performance should not exceed seven (7) minutes in basketball and (10) minutes in

football.

3. No team or individual activity will be conducted that will humiliate or belittle opponents,

including organized pre-game demonstrations on any floor or field. EXCEPTION: Home team

may ask for additional time at half for a special occasion. Home team will notify visiting team

coach of the extended half time prior to the game.

PUBLIC ADDRESS SYSTEM:

1. Public address systems should not be used as a cheerleading instrument.

2. Game announcers should be as objective as possible.

STUDENT BEHAVIOR AT GAMES:

1. Students are encouraged to participate in organized cheers and show good sportsmanship at all

events. 2. Students will not participate in organized, obscene or derogatory cheers, organized cheers directed

at an individual player, organized back turning or other unsportsmanlike conduct. 3. Fans are required to wear shirts. 4. No hats or head coverings are allowed during award ceremonies. 5. Only coaches, administrators, officials, and press are allowed on sidelines.

6. Per decision of Region Board of Managers on January 22, 2014, should a studentbody enter

the playing surface (field, court, etc.) prior to competing teams shaking hands and leaving the

playing area, a $200 fine will be imposed to the school(s) in violation. This action is to prevent

possible confrontation between schools at the conclusion of the contest.

Schedules are binding contracts between the schools involved.

Any changes must be arranged for and agreed upon by the two (2) school principals and

athletic directors of the schools involved. Final approval will come from the Region Board

of Managers.

Flagrant violations could result in a fine up to $250.00.

In the interest of sportsmanship, any lack of honest effort (in the hopes of gaining a

favorable seed in state competition) will face consequences determined by the Board of Managers. (i.e. playing non-starters in varsity competition)

PROTESTS:

“All protests concerning the outcome of a Region II game or contest must be made and

concluded by appropriate officials and school leaders prior to the end of each game or

contest. After a game or contest has been completed protests regarding the outcome are

not allowed.” [Refer to UHSAA by-laws, Article III, Section 2]

If the contest is under protest the school and game officials must be notified immediately

at the end of the game or contest before they leave that site.

CONTEST LIMITATIONS

A. Any meet in which one (1) or more students participate counts as a meet for that school in individual/team

sports of cross country, golf, gymnastics, swimming, tennis, and track.

B. The following contest limitations apply to sophomore, junior varsity, and varsity level competition from the

starting date until one (1) week prior to the state meet or tournament.

1. BASEBALL Twenty-two (22). Tournament games count two for one.

2. BASKETBALL Twenty (20) games + endowment game

3. CROSS COUNTRY Ten (10) meets

4. DRILL TEAM Three (3) competitions (does not include region or state)

5. FOOTBALL Nine (9) games + Endowment Game

6. GOLF Fourteen (14) matches

(Boys and Girls)

7. SOCCER Sixteen (16) matches

(Boys & Girls)

8. SOFTBALL Twenty-two (22) games. Softball tournament games count

2 for 1.

9. SWIMMING Fourteen (14) meets

10. TENNIS Fourteen (14) meets.

The number of meets counted for a tennis tournament shall be equal to

the number of days scheduled for the tournament; e.g. a one (1) day

tournament shall count as one (1) meet, and a two (2) day tournament

shall count as two (2) meets, etc.

11. TRACK Twelve (12) meets

12. VOLLEYBALL Sixteen (16) games.

Volleyball tournaments shall be counted as two (2) games. Schools will

be limited to two (2) tournaments.

13. WRESTLING Twenty-four (24) matches per wrestler. Eight (8) team tournaments count as three (3) matches. Dual meets count as one (1)

match. All tournaments count as three (3) matches.

REGION II TIE BREAKER RULE

1. Tournament entries will be determined by the win/loss record in region (league) play. In the event of a tie

between teams/individuals qualified for region/state tournament positions, the seed will be determined by the win/loss record between the teams/individuals involved. If they split, the seed will be determined by

head to head records against the team/individuals (region play) with the highest finish. If that does not break the tie, success against the next highest finisher will be compared. This process will continue on down until

the tie is broken. If a tie still exists, then the teams/individuals involved will flip a coin(s) with the winner going as the highest seed. A coin toss will determine subsequent seeding. Examples:

a. Two basketball teams (A & B) tie for second place in region play. The two teams split during

region play and both teams lost twice to the region champion. Team A defeated the fourth place

team twice and team B split with the fourth place team. Team A would go into the state tournament

as the second seed and team B would go to the state tournament as the third seed team. b. Three football teams (A, B & C) tie with identical records for 2nd, 3rd, and 4th place in region

play. The three teams both won one and lost one against each other. None of the teams beat the

region champions, but two of the teams (A & B) beat the 5th place team and one team (C) lost to the

5th place team. In head to head play team A defeated team B. The order of finish would then be

team A 2nd, team B 3rd, and team C 4th.

c. Three soccer teams tie for the region championship with a 10-4 record. In head to head games

involving the three teams, team A goes 3-1, team B goes 2-2 and team C goes 1-3. Team A will go

into the state tournament as 1st, team B will go in as 2nd, and team C goes as 3rd. All three teams will

be considered as tri-champions.

2. In the event of any tie that would determine entry or non-entry to the tournament, play-offs will be held.

Examples: a. If there is a tie between two teams with one available tournament slot, they will play each other

at the site of the team that won the head to head regular season game(s). If teams split their home-and-home series, results against the highest seeded team(s) will be used to determine the playoff

host. A coin flip will be the final option to determine host team. b. If there are three teams tied in football only for one available tournament entry slot a three way

coin flip will be held. The odd team will have a bye and the other two teams will play a half game. The winner of that game will play the bye team in a half game. The winner of the second game will

then get the tournament entry slot. c. If there are three teams tied for two available spots, there will be a three way coin flip; odd team

gets the lower seed, the other two teams play. The winner of that game gets the final tournament berth.

d. If three teams are tied for the final tournament spot, the winner of the coin flip (in c above) will host

the other two teams e. If four teams are tied for the final two spots, all four teams will be seeded by either region play or

by draw and seed number one will play seed four and seed number two will play seed three. The

winners of each game will flip a coin for state tournament seeding.

3. A coaches (A.D./Principals) meeting will be held before the last Region game for those schools affected by a

possible tie or ties. REGION SPORT/ACTIVITY ROTATION

1. All sports/activities will rotate up one each year except for football (two year rotation-up one).

2. Home and home sports/activities will flip-flop the home and home schedule each year.

1. All Region meets will begin at 3:30 p.m. unless there are extenuating circumstances and a mutual agreement

between coaches (for that meet). The Region Championships will begin at 3:00pm on Friday, October 7, 2016.

2. Directions to the meet site, race schedules, and maps of the course must be sent to the visiting coaches prior to the

meet date. Courses should be well marked and distances should range from 3,000 to 5,000 meters.

3. Suggested order of races is girls, then boys. The tri/quad meets do not need to be divided into varsity and JV

races.

4. It is recommended that host schools provide a copy of all results through email by the same day as the meet.

5. The winner of the region trophy will be determined by the team scores at the region meet.

6. Medals will be awarded to the top 10 finishers in the Region meet in both the boys and girls varsity races.

7. Three paid officials will be arranged to start, score and referee the Region meet. Each school will provide two (2)

adult volunteers for the Region meet.

8. Schools may enter nine (10) runners in the Region Championship Varsity races but must designate the seven (7)

scoring runners. Non-scoring runners must have a non-scoring tag and may not wear their regular team uniform.

9. In order to participate in the Region Championship meet, a runner must participate in at least two (2) previous

meets including invitationals. Exceptions will be made for illness and injuries. Each coach will be expected to

police his/her own team.

10. There will be a coaches meeting on (TBA) at the Open Region Meet to review the course, go over meet

assignments and draw for lane assignments. Other information will be sent out and discussed through email.

11. In addition to the members of the qualifying teams, the top three individual runners who are not members of one

of the qualifying teams will advance to the State Championships.

12. Each team may compete in a maximum of ten (10) meets excluding the Region and State Championships.

1. All Varsity games will start at: 7:00 p.m.

2. Each region school will play a full schedule of sophomore and JV games. All games will start at 3:30

p.m. NO EVENING games unless approved by principals.

3. Sophomore games will be played at the same location as the Varsity. JV plays opposite.

Sophomore game jerseys will be of opposite color for those schools that only have one color of

sophomore game jerseys. The following are the jersey color each sophomore program:

Davis – Gold Syracuse – Blue/White

Granger – Red Viewmont – Red/White

Hunter – Blue West - White

Layton – Blue/White 4. Home team wears dark jerseys. Visiting team wears light or white jerseys.

5. All schools are required to use adults on the chain and down marker. (Varsity Only)

6. In case of a tie game, the tie-breaker rule applies.

7. Scouting is to be done from the spectator stands and no video filming of future opponents will be

allowed at Varsity, JV, or Sophomore levels.

8. It is the responsibility of the home team school to keep the field sidelines clear.

9 Home team is responsible for emergency medical care.

10. Head coaches (or assistant coaches) will have until Saturday 9:00 a.m. (or unless otherwise arranged by

both coaches) to deliver the two most recent films. Region 2 games; practice, league, and post season

games, may be filmed only by the two participating schools. The host school should extend the same

courtesy to the visiting photographer as to its own photographer. Films to be exchanged in Region 2

will be through HUDL and filmed by a responsible person. First film exchange will be coordinated

by the two coaches. Films should include: Pre-snap set wide angle, Scoreboard by quarter, and

each scoring play. Film all plays. Exchange film can be a copy of the original game film.

11. Varsity home school to provide dressing facilities upon request of visiting school.

Chalkboard/whiteboard will be available. Each school will provide their own towels. Home school will

clear visiting locker room 1 ½ hours before games and provide a guide for the visiting team, i.e., meet

the bus, show locker room, etc. (JV and Sophomores will dress at their own school)

12. Visiting team spotters/coaches (2 coaches maximum) will be allowed on the press box on the home

team side of the stadium.

13. Same accommodations will be provided for one visiting team film person as the home team.

14. Coaches will communicate with one another on at least two occasions:

a. Schedule and team rosters are to be mailed by the A.D. and postmarked to each A.D. by

Monday following the season’s first practice game, Friday August 19, 2016 The roster shall

contain at least the name, grade, height, weight, and number of each athlete.

b. The coaches will meet after the last region game for the purpose of selecting the

All-Region 2 team. (Monday after the first round of the play-offs.)

15. In 2015 Region 2 is granted 4 berths in the state tournament.

16. Any current employee of a school may not officiate in any varsity game in which that school is

participating.

17. At the conclusion of the Varsity, JV, or Sophomore games and after the traditional “hand shake” visiting

teams will not participate in any post game activities. They are to gather up their gear and load the bus.

18. In cases where applicable, ties between football teams for first place in region play will result in co-

champions or tri-champions being declared and trophies will be awarded to all teams involved. Seeding

2. Each school (coach) will be required to conduct a rules clinic. All players need to have a general knowledge of the

rules of golf. E,

3. Region meets will be scored as follows for teams:

1st = 7 points 2nd = 5 3rd = 4 4th = 3 5th = 2 6th =11 7th = 0

Shared points will be awarded for ties

4. Region meets will be scored as follows for individuals who score in the top 20 and ties:

1st = 20 points 2nd = 19 points - all the way down to 20th = 1

Two day tournament: Half the points for one day

5. The end of the season region tournament will be scored as follows:

a. 1st = 7 pts; 2nd =5 pts; 3rd = 4 pts; 4th= 3 pts; 5th = 2 pts; 6th =1 point; 7th = 0 points

b. There will be shared points awarded for ties.

c. If there is a tie for the Region Championship or State Qualification there will be a team

sudden death play-off. Coaches involved will pick their 4 man play-off team.

6. The Region Tournament will be a 2 day tournament. The first day will be at Eagle Mountain. The

second day will be at Hubbard Golf Course on Hill AFB.

7. Each player will be required to have a score card. Players will exchange score cards on the first tee.

The exchange will be in a circle not one to one.

8. Each team will consist of 8 players, of which the best 4 scores will be counted.

9. No caddies will be allowed any meets.

10. Appropriate attire is encouraged at all region meets. Shorts (subject to local course rules) are allowed.

NO DENIM (jeans or shorts).

11. Play will be from the blue (or equivalent tees on all region courses).

12. Meets will be shotgun starts unless otherwise designated. The 2nd day of the Region Tournament

will be tee times starting at 9:00am. 13. In case of bad weather or darkness, the coaches will make judgment to continue or postpone. Player

safety needs to be central to the decision. Error on the side of safety.

14. Rained out, canceled, or postponed matches will be re-scheduled at the convenience of the golf course.

If weather occurs during a region match and play cannot finish, if there are 9 holes that the entire field

has completed, then the tournament will revert to a 9 hole tournament (must be 9 holes that each golfer

has in common. Example: the front 9 has been completed by all golfers in the field)

15. The tournament committee in making all weather and rule decisions will consist of the Tournament

Director, Region 1 Coaches, and Golf Course Personnel (the Head Pro if available).

16. An all-region team will be selected based on point accumulation. The top 10 players in points for the

season will receive all-region honors, including region medalist for the top point earner. They will

receive all-region medals. The 2nd 10 players (11-20) will receive 2nd team all-region honors and will

receive a certificate.

17. A region trophy will be awarded to the Region Champion. Ten (10) medals will be awarded to the

region low medalist and all-region team.

18. Starting tee times will be by the “rule of golf” and State meet rules—2 strokes for being 5 minutes

late. Later than 5 minutes – is disqualified.

19. Play to be governed by the USGA rules, stroke play and local course rules. Proper golf conduct and

etiquette is not only expected, but required.

20. Checking of score cards after rounds will be done by region coaches only and appropriate golf course personnel.

21. Total match limit is 14, excluding the state meet.

22. Coaches will be limited to 2 coaches per school. Only 2 coaches can coach and assist kids. Expectation

is for coaches to assist and coach players on their teams, as well as assist groups in rules and conduct

issues.

23. Spectators are expected to adhere to the 50 foot rule. Warnings and penalties will be assessed by

coaches and tournament committee members.

1. All varsity games will be played on Tuesday’s and Thursday’s at 3:30 pm. JV games will be played

the same day following the varsity game at the same site. Jerseys and socks will be white for home

games and dark colors for away games.

2. If the game ends in a tie, teams will play to two (2) ten minute overtime periods in a sudden death

format (first team to score wins). If there is no score in the overtimes, the game will end in a tie.

3. A region trophy will be awarded to the first place team in region play. In cases where applicable, ties between

teams for first place in region play will result in co-champions or tri- champions being declared trophies will

be awarded to all teams involved. Seeding for state tournament play will be determined by reverting to region

tie breaker rules.

4. Seniors will not be allowed to play Junior Varsity unless prior discussion by the head coaches.

5. In the event of a postponement, it will be the responsibility of the home team’s athletic director to notify the

visiting school and officials. Visiting school officials should be notified as soon as possible.

6. It is recommended that teams sit on the one side of the field and spectators sit on the opposite side of

the field.

7. It is recommended that JV games will consist of two (2)- forty minute halves (unless both head coaches

agree to shorten the halves).

8. The All-Region 2 teams (1, 2, HM) will be determined with the following guidelines:

1st place – MVP + eight (8) players 5th place – four (4) players

2nd place – seven (7) players 6th place – three (3) players

3rd place - six (6) players 7th place – two (2) players

4th place – five (5) players

9. Please refer to “General Policies” in the Region II Handbook for all other Region II rules, and the

UHSAA Handbook for all UHSAA rules.

10. Region Administration representative will be responsible for producing and awarding All-Region

awards.

11. If a coach plays an athlete that has been red carded in the previous game, the offending team will

forfeit the game.

Region Dual Match Play:

1. Each school will submit complete game schedules to all Region II schools.

2. Time of Region Games: All region dual matches will begin at 3:30 pm. If both schools are not in

session and both schools agree, play the match at 9:00 am.

3. Each team is expected to have a Junior Varsity contingent, which will travel with the school’s Varsity

teams and play their matches on the same day as Varsity. The coach of the visiting team will call the

host coach in advance and ascertain the number of Junior Varsity matches to be played. Junior Varsity

players will play at least a pro-set.

4. Varsity matches will consist of 2 out of 3 sets, 12 point tie-breaker, regular scoring.

5. Both coaches at a dual match will provide a written line-up of players by positions to the opposing

coach.

6. Players are limited to ten (10) minute warm-up; the warm-up does not include practice serves.

7. A player who is slated to play, but arrives late; i.e., during the ten (10) minute warm-up, may be

inserted into her position; however, the player will not receive the allotted ten (10) minutes to warm

up. Tardy players will be penalized according to the rules of the USTA beginning at 3:30 pm at dual

meets. The only exception applies at Region if other players can be assigned to available courts for the

round. If a player arrives after the match for whom he was slated to play has begun, the tardy player

will assume the role of a spectator.

8. The home team will furnish for each varsity match; two new balls per match; a three set match will

receive two new balls at the beginning of the third set.

9. A coach may move a singles player to doubles and vice-versa; however, the players must be ranked

according to ability in both singles and doubles.

10. Coaching on change-overs can only be part of the 90 seconds allowed. Coaching is allowed for only

two (2) minutes between sets; however, during the first and second games of the set, players may not

leave the court and coaches may not walk on the court, unless requested; between the second and third

sets, the players have ten (10) minutes, and players may leave the court.

11. The host school will choose if the JV dual matches are add or no add, informing the visiting coach

before the matches start.

12. Please refer to “General Policies” in the Region II Handbook for all other Region II rules, and the

UHSAA Handbook for all UHSAA rules.

Region Tournament Play:

1. Stacking is not permissible and could result in UHSAA sanctions. In an effort to promote fair play and

wholesome team competition thereby fostering a healthy educational environment, the Utah High

School Activities Association offers the following guidelines in regards to stacking:

A Legitimate and ethical “placing of players”: Any lineup which places a better skilled player

above a lesser skilled player or a better skilled doubles team above a lesser skilled doubles

team is legal.

B. Legitimate lineups according to skill ability: Skill ability shall be defined as the number one

(1) singles player shall be better than the number two (2) singles player who shall be better

than the number three (3) singles player. The number one (1) doubles team shall be better than

the number two (2) doubles team.

C. Coaches should enter players at the positions which their skill dictates. Juggling or shuffling

the positions to gain an advantage is unsportsmanlike and creates an unhealthy educational

environment. In the event of an injury during any course of the season the next best player

would move up to fill the spot vacated by the injured player.

2. High school tennis players must compete in a minimum of five (5) matches during the high school

season in order to compete at the region meet. This includes matches at the varsity level and in the

singles or doubles category. Injury or special situations will be considered but must be approved by the

UHSAA prior to the student athlete participating in the region meet.

3. Seeding of the region tournament will be conducted by the region coaches the Monday before at 6:00

pm of the Region Tournament. Seeds will be based on region dual matches results at a particular

position. Matches start at 9:00 am the first day and 2:00 pm the last day. Must have a minimum of two

4. The region championship trophy will be awarded to the team which has accrued the highest point total

based upon the following schedule:

A. Each team dual match victory: 1 point per match (5pts total)

B. Region tournament where four (4) qualify for State:

1st place – five (5) points

2nd place – four (4) points

3rd place – three (3) points

4th place – two (2) points

5th place – one (1) point

5. No more than fourteen (14) matches will be played by team players during the course of the UHSAA

tennis season. This restriction does not apply to those matches played either at the region or state

tournaments.

6. All players in region tournament shall wear a matching team shirt.

7. A player will not be required to play an opponent more than once in the region meet.

8. Coaching will be allowed after third game and on odd game changeovers and on mandatory two (2)

minute break between sets.

9. No rest period or coaching between the 1st and 2nd game. Rest periods begin on the

3rdgame changeover.

10. Bathroom breaks are permissible if taken within the allotted three (3) minutes or a reasonable amount

of time.

11. All coaches must wear an identification badge at dual and region matches.

13. All-Region teams will be selected by the coaches at the seeding region meeting.

14. Must use High Altitude balls.

15. At seeding of the region tournament meeting, each school will need to provide the varsity and JV

player names (full name) at a particular position including the players’ school name.

4. Seeding for the State Tournament will be determined by the standing in region play. In the

event of a tie we will use the region Tie Breaker rule.

5. Contest limitation for volleyball will be 14 matches and two (2) tournaments with the

following guidelines for tournaments: no more than nine (9) total matches in a tournament, no

more than seven (7) matches in a given day, and tournaments may not exceed three (3) days.

6. Home team will:

1) Provide a table for the visiting team

2) Provide the visiting team with a ball cart and 12 balls

3) Have the nets setup up by 3:00 pm

4) Provide people to run a 3 ball rotation during all matches

5) Keep the spectators off the first row of bleachers

6) Call in the score and highlights after the match

7) Provide 3 Wilson game balls to use during the game

8) Provide both line judges for all 3 matches – please make sure they are trained

7. Before leaving the gym the visiting team will:

1) Give the home coach stats/highlights they want reported to the newspaper

2) Clean up their food area

3) Clean up the bench area they last occupied

8. Each team will provide their own warm-up balls. Home team will provide ball cart.

9. Seniors will NOT be allowed to play Junior Varsity unless agreed upon by the Head

Coaches.

10. The coaches will have a meeting on November 2nd at 6:30 pm to select the all-region team.

Region athletic directors are responsible for making sure copies are redistributed to their

Girls Varsity, J.V., and Sophomore games will be Tuesdays and Fridays. All games will be held at

the same site with the Sophomore game beginning at 3:30 p.m., J.V. at 5:15 p.m. and

Varsity at 7 p.m. Boys Varsity, J.V., and Sophomore games will be Tuesdays and Fridays. All games will be held at

the same site with the Sophomore game beginning at 3:30 p.m., J.V. at 5:15 p.m., and Varsity

at 7:00 p.m.

Home team wears white jersey. Visiting team wears dark jersey.

All schools are required to use adults on the clock and score book (varsity only).

Scouting is to be done from the spectator stands and no video filming of future opponents will be

allowed at varsity, J.V., or sophomore levels.

It is the responsibility of the home team to keep the court sidelines clear.

Home team is responsible for emergency medical care.

Varsity home school will provide dressing facilities for visiting school. Whiteboard and marker will

be available. Each school will provide their own towels. Home school will clear visiting locker

room 1 hour before game time and provide a guide for the visiting team, i.e., meet bus, show

locker room, etc.

In cases where applicable, ties between teams for first place in region play will result in co-

champions or tri-champions with trophies being awarded to all teams involved. Seeding for state

tournament play [four (4) places] will be determined by the region tie breaker rule.

The Boys 5A State Tournament will be held at TBA on February 27 – March 4, 2017

(M, W, F, S). The Girls 5A State Tournament will be held at Salt Lake Community College on

February 20-23, 2017 (M, W, F, S)

A boy’s all-region team will be selected by the region coaches at a meeting to be held at a location

TBD.

A girl’s all-region team will be selected by the region coaches at a meeting to be held at a location

TBD.

Monday, October 3rd, 2016 will be the first day of practice/team selection and Friday, November 4th,

2016 will be the first date a swimming meet may be held.

Swim rules clinic available on-line from TBA

Due to the inherent risks involved with “open pool,” the teaching of proper stroke mechanics will be

allowed three (3) weeks prior to the start date. This allows for the safety and education of individual

participants and not the coaching and competitive training of teams.

A maximum of fourteen (14) meets can be held which includes state qualifying meets. All region meets

will begin at 3:30pm unless otherwise stated.

The Region Championship will be held on Saturday, January 30th, at the South Davis Recreation Center at

9:00am (warm ups will begin at 7:00am).

The State Championship Meet will be held at Brigham Young University on February 9-10, 2017.

Each team in the region shall have a current version of Hy-Tek meet manager and team manager

swimming software or a comparable and compatible version. Home team will be in the odd lanes, visiting

team in the even lanes.

Each school’s entries for Region Championships will be limited to all official entries in each individual

event and two (2) entries in each relay event. All entry tines must be the best time from the meets during

the current season. Only the “A” relay’s score.

All swimmers must meet eligibility requirements as per National Federation Rules.

The top four (4) swimmers from each school will be used to score towards the Region Championship.

Each school must submit their region entries as well as their Academic All-Region names (seniors only,

3.75 or higher) by email to Shawn Marsing for seeding.

The scoring format will be 16 places; 1 Region Trophy, 6 Individual event medals and 3 relay team

medals.

Awards will be passed out at the conclusion of the 50 Free for events 1-8, after the 200 free relay for

events 9-16, and after event 22 for events 17-22.

Scales for weigh in

*All scales used in an official weigh in will be certified annually. Each school is responsible to notify the Utah

state dept. of weights and measures to have this done prior to the beginning of competition. The home

management is responsible to provide a certified scale for weigh in at all region 1 wrestling meets.

*All weigh-ins for region 1 dual will start at 5:00 p.m.

Games: 1. We will play each Region team three (3) times for a total of eighteen (18) Region games.

2. We will play three (3) games a week against the same team.

3. The JV games will piggyback the 1st and 3rd game of that week. Sophomore games will be

played on Sat. DH at 11 & 1.

4. Contest Limitation are 22 games per level with Varsity games following the UHSAA amended

schedule rules.

5. There will be NO STRETCHING in centerfield, home or away.

6. The home team will take pregame 25 minutes prior, 10 minutes for home, 10 minutes for the

visiting team.

7. Make up games will be played on the first available date in the order they are canceled.

Saturdays are available, but must be agreed upon by both. Making up a region game takes

precedence Pre-season, JV, Sophomore games.

If another schools site is playable they can switch and will retain its home status even on

another field, if necessary.

8. If (due to inclement weather) the 18 game schedule cannot be completed, the win/loss records

of the previous equal number of games completed will be used to determine state seeding.

9. The winning team is responsible for reporting scores to the local papers.

Tie Breaker: Follow Region II tie breaker rules

All ties for the final playoff spot will be played with a play in game.

All-Region: All Region teams will be determined by the coaches at a meeting following the season.

1. Home school/coach will act as tournament director

2. Each school (coach) will be required to conduct a rules clinic. All players need to have a general

knowledge of the rules of golf.

3. Region meets will be scored as follows for teams:

1st = 7 points 2nd = 5 3rd = 4 4th = 3 5th = 2 6th =1 7th = 0

Two day tournament – half the points for one day.

Shared points will be awarded for ties

4. Region meets will be scored as follows for individuals who score in the top 20 and ties:

1st = 20 points 2nd = 19 points - all the way down to 20th = 1

Shared points will be awarded for ties

5. The end of the season region tournament will be scored as follows:

a. 1st=7points; 2nd = 5; 3rd = 4; 5th = 2; 6th = 1; 7th = 0

b. There will be shared points awarded for ties.

c. If there is a tie for the Region Championship or State Qualification there will be a team

sudden death play-off. Coaches involved will pick their 4 man play-off team.

6. The Region Tournament will be a 2 day tournament. The first day will be at Eagle Mountain. The

second day will be at Hubbard Golf Course on Hill AFB.

7. Each player will be required to have a score card. Players will exchange score cards on the first tee.

The exchange will be in a circle not one to one.

8. Each team will consist of 8 players, of which the best 4 scores will be counted.

9. No caddies will be allowed at any meets.

10. Appropriate attire is encouraged at all region meets. Shorts (subject to local course rules) are allowed.

NO DENIM (jeans or shorts).

11. Play will be from the blue (or equivalent tees on all region courses.

12. Meets will be shotgun starts unless otherwise designated. The 2nd day of the Region Tournament

will be tee times starting at 9:00am. 13. In case of bad weather or darkness, the coaches will make judgment to continue or postpone. Player

safety needs to be central to the decision. Error on the side of safety.

14. Rained out, canceled, or postponed matches will be re-scheduled at the convenience of the golf course.

If weather occurs during a region match and play cannot finish, if there are 9 holes that the entire field

has completed, then the tournament will revert to a 9 hole tournament (must be 9 holes that each golfer

has in common. Example: the front 9 has been completed by all golfers in the field)

15. The tournament committee in making all weather and rule decisions will consist of the Tournament

Director, Region II Coaches, and Golf Course Personnel (the Head Pro if available).

16. An all-region team will be selected based on point accumulation. The top 10 players in points for the

season will receive all-region honors, including region medalist for the top point earner. They will

receive all-region medals. The 2nd 10 players (11-20) will receive 2nd team all-region honors and will

receive a certificate.

17. A region trophy will be awarded to the Region Champion. Ten (10) medals will be awarded to the region

low medalist and all-region team.

18. Starting tee times will be by the “rule of golf” and State meet rules—2 strokes for being 5 minutes late.

Later than 5 minutes – is disqualified.

19. Play to be governed by the USGA rules, stroke play and local course rules. Proper golf conduct and

etiquette is not only expected, but required.

20. Checking of score cards after rounds will be done by region coaches only and appropriate golf course

personnel.

1. Play will begin on a region basis on Monday, March 6, 2016. All varsity games will be played at 3:30 p.m.

Junior Varsity (reserve) games will be played the same day following the varsity game at same site. Jerseys

and socks will be light for home games and dark for away games. Seed-ing in state play will be determined

by the standing in region play. 2. If a game ends in a tie the teams will play up to two (2) ten-minute overtime periods in a sudden death

format (first team to score wins). If there is no scoring in the overtimes, the game will end in a tie. 3. In cases where applicable, ties between soccer teams for first place in region play will result in co-

champions or tri-champions being declared and trophies will be awarded to all teams involved. Seeding for

state tournament play will be determined by reverting to the region tie breaker rule. a. Games will be two 20-minute half format with the loser out. b. If there is a tie at the conclusion of the game, rule #2 will come into effect.

4. Seniors will not be allowed to play Junior Varsity unless prior discussion by the head coaches a day in

advance. 5. In the event of a postponement, it will be the responsibility of the home team athletic director to notify the

visiting school and the officials. Visiting school and officials should be notified as soon as possible. 6. Teams will sit on one side of the field. Spectators will sit on the opposite side of the field. 7. Any necessary changes to these arrangements will be determined between the two principals involved. 8. A $100.00 fine will be assessed if a coach plays an athlete who has been red carded and turned into the

State. Athletes must not be allowed to participate in the succeeding varsity game. Fines payable to Region I.

9. Junior Varsity games will consist of two 40-minute halves, weather and light permitting. 10. Teams will play their region games as agreed upon (region planning meeting) as the schedule dictates. No

regularly scheduled region games will be played on the days of the region track meet.

1. No team may play more than twenty-two (22) games during the entire season.

a. A single day tournament will count as one game with a maximum of four (4) games.

b. A multiple day tournament (2-3 days) will count as two (2) games towards contest

limitations.

c. A maximum of eight (8) games may be played in a multiple day tournament.

2. All region varsity games shall begin at 3:30 p.m.

a. Games will be a full seven (7) innings.

b. If the score is tied at the end of seven (7) innings, the international tie-breaker

rule will be in effect.

c. The 10-run rule will be in effect after the fifth inning.

d. The 15-run rule will be in effect after the third inning.

3. All JV games will immediately follow varsity games (same day, same site).

a. A team may only score six (6) runs an inning in a JV game.

b. Rules for JV play will be agreed upon by the region in order to provide

developmental atmosphere and to accommodate facility conflicts.

4. The visiting team will take the field at 3:00 pm; the home team will take the field at 3:15 pm.

5. The home team will be responsible for:

Providing an official scorekeepter (a responsible adult)

Providing two (2) new game balls (same ball as used in State)

Paying the officials

Field management

Calling the media with games results

6. Postponed games will follow the UHSAA suspended game procedures.

a. The home team will call their opponent and the officials by 12:00 noon.

b. Game will be rescheduled on the first available weekday as agreed upon by the involved

coaches and approved by the involved principals.

c. Priority should be given to region games.

d. In the first round of region play, the postponed game may be “flip-flopped” to the

visiting field if it is deemed playable. The second round field will be reversed.

7. Teams agree to accept all National Federation Rules.

8. In the event of a tie in the standings, the region tie breaker rule will be in effect.

9. Videotaping of games is by playing teams only.

10. One region trophy will be awarded to the first place team.

11. All seniors nominated for Academic All-State will receive Academic All-Region.

12. Coaches meeting to select All-Region teams will be held (TBA)

Region Dual Match Play:

1. Each school will submit complete game schedules to all Region II schools.

2. Time of Region Games: All region dual matches will begin at 3:30 pm. If both schools are not in session

and both schools agree, play the match at 9:00 am.

3. Each team is expected to have a Junior Varsity contingent, which will travel with the school’s Varsity

teams and play their matches on the same day as Varsity. The coach of the visiting team will call the host

coach in advance and ascertain the number of Junior Varsity matches to be played. Junior Varsity players

will play at least a pro-set.

4. Varsity matches will consist of 2 out of 3 sets, 12 point tie-breaker, regular scoring.

5. Both coaches at a dual match will provide a written line-up of players by positions to the opposing coach.

6. Players are limited to ten (10) minute warm-up; the warm-up does not include practice serves.

7. A player who is slated to play, but arrives late; i.e., during the ten (10) minute warm-up, may be inserted

into her position; however, the player will not receive the allotted ten (10) minutes to warm up. Tardy

players will be penalized according to the rules of the USTA beginning at 3:30 pm at dual meets. The only

exception applies at Region if other players can be assigned to available courts for the round. If a player

arrives after the match for whom he was slated to play has begun, the tardy player will assume the role of a

spectator.

8. The home team will furnish for each varsity match; two new balls per match; a three set match will receive

two new balls at the beginning of the third set.

9. A coach may move a singles player to doubles and vice-versa; however, the players must be ranked

according to ability in both singles and doubles.

10. Coaching on change-overs can only be part of the 90 seconds allowed. Coaching is allowed for only two

(2) minutes between sets; however, during the first and second games of the set, players may not leave the

court and coaches may not walk on the court, unless requested; between the second and third sets, the

players have ten (10) minutes, and players may leave the court.

11. The host school will choose if the JV dual matches are add or no add, informing the visiting coach before

the matches start.

12. Please refer to “General Policies” in the Region II Handbook for all other Region II rules, and the UHSAA

Handbook for all UHSAA rules.

Region II Tennis Tournament Play:

1. Stacking is not permissible and could result in UHSAA sanctions. In an effort to promote fair play and

wholesome team competition thereby fostering a healthy educational environment, the Utah High School

Activities Association offers the following guidelines in regards to stacking:

A. Legitimate and ethical “placing of players”: Any lineup which places a better skilled player

above a lesser skilled player or a better skilled doubles team above a lesser skilled doubles team is

legal.

B. Legitimate lineups according to skill ability: Skill ability shall be defined as the number one (1)

singles player shall be better than the number two (2) singles player who shall be better than the

number three (3) singles player. The number one (1) doubles team shall be better than the number

two (2) doubles team.

C. Coaches should enter players at the positions which their skill dictates. Juggling or shuffling the

positions to gain an advantage is unsportsmanlike and creates an unhealthy educational

environment. In the event of an injury during any course of the season the next best player would

move up to fill the spot vacated by the injured player.

2. High school tennis players must compete in a minimum of five (5) matches during the high school season

in order to compete at the region meet. This includes matches at the varsity level and in the singles or doubles

category. Injury or special situations will be considered but must be approved by the UHSAA prior to the

student athlete participating in the region meet.

3. Seeding of the region tournament will be conducted by the region coaches the Monday before at 6:00 pm of

the Region Tournament. Seeds will be based on region dual matches results at a particular position. Matches

start at 9:00 am the first day and 2:00 pm the last day. Must have a minimum of two (2) referees. UTA - 801.

4. The region championship trophy will be awarded to the team which has accrued the highest point total based

upon the following schedule:

A. Each team dual match victory: 1 point per match (5pts total)

B. Region tournament where four (4) qualify for State:

1st place – five (5) points 2nd place – four (4) points 3rd place – three (3) points 4th place – two (2) points 5th place – one (1) point

5. No more than fourteen (14) matches will be played by team players during the course of the UHSAA tennis

season. This restriction does not apply to those matches played either at the region or state tournaments.

6. All players in region tournament shall wear a matching team shirt.

7. A player will not be required to play an opponent more than once in the region meet.

8. Coaching will be allowed after third game and on odd game changeovers and on mandatory two (2) minute break

between sets.

9. No rest period or coaching between the 1st and 2nd game. Rest periods begin on the

3rdgame changeover.

10. Bathroom breaks are permissible if taken within the allotted three (3) minutes or a reasonable amount of time.

11. All coaches must wear an identification badge at dual and region matches.

12. All-Region team will be selected by the coaches at the seeding region meeting. Must use High Altitude balls.

13. At seeding of the region tournament meeting, each school will need to provide the varsity and JV player names

(full name) at a particular position including the players’ school name.

1. All Region track meets will be held on Wednesdays with the exception of shortened weeks

for school breaks.

2. It is recommended that each host school provide a minimum of five paid qualified adults

(suggested pay is $25 each) to help officiate the meet.

3. Dual/Tri meets will start at 3:00 p.m. The field events will begin at 3:00pm and the track

events will start at 3:20 with the girls 100m hurdles. If agreed upon by all coaches involved

in the meet, the girls 3200 meter run may be run with the boys 3200 meter run. It is

suggested that all schools follow procedure to provide consistency with the administration of

dual/tri meets. 4. In dual/tri meets, athletes are limited to four (4) events. Field event participants will have

four (4) throws or four (4) jumps only. The girl’s pole vault will be scored.

5. If a track meet is not held because of inclement weather or field conditions, rescheduling will

be decided by the coaches, principals, and athletic directors of the schools involved.

Cancellation must be approved by the principals and athletic directors of the schools

involved. The host school should notify other participating schools of a cancellation by

12:00pm.

6. Seeding meeting for the Region I Championships will be Monday, May 8, 2017 @ 6:00 p.m.

at Davis High School. All coaches are required to attend to ensure accuracy of entries.

7. The Region I Championships will be held at Davis High School on Wednesday, May 11th

and Thursday, May 12th.

8. Region rankings will be used for the region qualifying process. The top twelve (12) marks in

each event plus four (4) athletes per event from each school will qualify for the region meet.

Each school will be allowed to enter one (1) relay team per relay event.

9. The top eight (8) times for lane events (regardless of heat placing) and the top nine (9) marks

for field events will advance to the finals at the region championships.

10. Medals will be awarded to the top six (6) finishers in each individual event and the first place

relay teams for the Region Championships, with a trophy awarded to the first place team.

11. Each school will be responsible for staffing/running one (1) field event for the Region

Championships and the Sophomore Region Meet

12. The Sophomore (or JV) Region Meet will be held on Tuesday, May 17th site to be

determined.

13. Schools are limited to twelve (12) total meets excluding the Region and State

Championships. An individual athlete is limited to participating in six (6) State Qualifying

meets.

REGION II DRAMA/THEATER GUIDELINES 2016-2017

I. GENERAL GUIDELINES:

1. No student may participate in more than one individual event at the state theatre meet. It is

recommended that all region events be conducted on the same basis.

2. Any contestant who misses a round or session of an event in the state theatre meet will not be

eligible for a final rating or ranking.

3. There may not be an entry fee of more than $3.50 per student per day for any meet. A maximum of

$15.00 school entry fee per day may be charged for invitational meets if deemed necessary by the

host school. Any exceptions must be approved by the executive committee of the UHSAA.

4. Regarding sanctioning of meets involving more than 4 schools, please refer to article VII of the

UHSAA by-laws and section 15 of the Interpretations/ Guidelines portion of the UHSAA Handbook.

5. There will be no entry fee charged at state meets.

6. A contract is formed when participant entries are submitted to the state meet director and each “no-

show” entry will be fined $25.00. Invitational meets may also levy a $25.00 fine for each “no-show”

entry at UHSAA sanctioned events.

7. Students must participate in an event at region to qualify for the state theatre meet in that event.

8. All participants must meet eligibility requirements as specified in the by-laws of UHSAA. Any

entry that uses post-high school participants or children below high school age will be disqualified.

9. Clerical errors in results may be corrected up to 72 hours after the conclusion of the meet. A team

must file a written protest on behalf of an entry to the UHSAA within that time period. 72 hours

after the conclusion of the meet, results will stand.

10. All regions must have on file at the UHSAA offices a current printed copy of their region meet rules.

These rules must follow UHSAA guidelines.

11. Regions must submit results to the UHSAA office and the state meet director by the deadline listed

on the UHSAA calendar or within five days of the conclusion of the region meet, whichever is

sooner.

12. Entries at state and region meets

a. Each school may enter no more than four entries in the following

individual events: dramatic monologues, humorous monologues, pantomimes,

contemporary scenes, classical scenes, and musical theatre.

b. Each school may enter no more than one entry in the one-act play event.

c. Students participating in the one-act play category may also be entered in an

individual event at the state meet.

d. No student may participate in more than one individual event (see item “a”) at the

state and region meets. The only exception is that 1A-2A schools may double-enter

in the musical theatre event.

13. Replacement for one single actor (male or female) in a state one-act play: When one actor in a state-

qualifying one-act play is not able to participate, a replacement for that actor with another eligible

actor from the school’s region team is permissible. The eligible replacement actor must: a.

Meet state eligibility requirements;

b. Have been submitted to the UHSAA on the original eligibility list PRIOR to the

region meet;

c. Be reported to the region representative, classification representative, and

meet director at least 24 hours prior to the performance of that piece at the

state meet. Replacement actors for individual events are not allowed. If any

member of an individual event becomes unavailable or ineligible to perform at

the State Meet, the piece becomes disqualified.

14. The tab room at state meets must include the following personnel: classification representative, meet

director, and the region representative from each region. Other teachers are allowed to be present if

they so wish. This equal representation allows for all participating schools to be kept informed of

changes, concerns, or problems with the students and/or the meet itself. The state meet director will

appoint two persons per task in the tab room. These people may include classification

representatives, region representatives, as well as any others appointed by the meet director. Any

decision made during the state meet regarding interpretation and/or implementation of the rules set

down by the Utah High School Activities Association should be made with a consensus of the

members of the tab room as aforementioned. Any decision made that affects a school or student must

be relayed to the individual school’s coach before a decision may be implemented. Any coach will

be allowed to view ballots and results as soon as they become available. The state meet director will

be open to any questions and/or comments.

15. Each school participating in the state meet must qualify participants at a region meet following the

rules and regulations outlined in the UHSAA Handbook and Yearbook.

16. A participant may not use a cutting from the same dramatic or humorous monologue, pantomime,

contemporary or classical scene, musical theatre piece or one-act play which he or she used

personally in any previous year. This ineligibility extends beyond the actual words used in the scene,

monologue or play. If one portion of an author’s work has been used by a participant or participants,

that entire single work is ineligible for the rest of that participant’s or participants’ high school

career. This ruling applies to the participant or participants only, and not to the school as a whole.

17. Administrative Awareness & Play Royalties: Form 22 - All performance material for both

individual events and plays must be approved by individual school principals who must sign Form

22. Form 22 must be submitted to the region and classification representatives at the same time as

the royalty verification. This form is available on the forms page of the UHSAA website. Schools

which fail to submit Form 22 may be subject to penalties imposed by the UHSAA.

18. The meet director will be required to put a disclaimer in the one act play programs for appropriate

material content. This disclaimer should also be posted in individual event competition areas.

19. If one-acts and individual events are held on separate dates, you must not reveal any results until

after all results are in. In other words, don’t announce who won the one-act competition until you

can announce who won sweepstakes, for example.

20. All participating schools must use the same entry form to submit individual events and play

information to their region representatives. Region representatives must use the same form to submit

region information to the state representative.

21. Requests must be made in writing and presented to the coach’s classification representative prior to

their January meeting. At this meeting the classification and state drama representatives will decide

by consensus which initiatives will appear on a statewide ballot. Results will then be recommended

to the UHSAA theatre committee who in turn will make recommendations to the executive

committee. No changes will be considered until rule change proposals for the 2016-2017 school

year.

II. INDIVIDUAL EVENTS:

1. State meets in all classifications will feature performances in the following individual events: a.

2. Classical Scenes From Plays – Classical scenes from plays may involve 2 or 3 participants. The

used, it must be included in the time limit. If a piece of material is in question of meeting

requirements, it must be brought to the classification representative for a ruling before the region

meet. All Classical Scenes must provide a Source Submission (play title, author and publishing

company) to the meet director (ie. Region or State Representative) before competing. This is to

ensure that all scenes are from published plays.

3. Contemporary Scenes From Plays- Contemporary scenes from plays may involve 2 or 3

participants. The time limit for contemporary scenes from plays is 3 to 6 minutes. Scenes must be

taken from stage plays published after 1900. Vaudeville, television or student written skits and

sketches are not considered plays. Hand properties, costuming, etc. may be used but are not required.

Scenic backgrounds and large props should not be used. Scenes must be memorized and full

attention given to characterization with special emphasis on the interaction between characters. If

any narration is used, it must be included in the time limit. All Contemporary Scenes must provide a

4. Humorous Monologues and Dramatic Monologues - The time limits for humorous and dramatic

monologues are to be 2 to 6 minutes. Properties, costuming, etc. maybe used but are not required.

Scenic backgrounds should not be used. Monologues are one person taking the part or role of one

character. The character speaks only one part, but can act or react as though other characters are

present. All elements come through one character. A monologue can be from a published or an

original work.

5. Pantomimes - The time limit for pantomimes is 3 to 6 minutes. A pantomime may have 1 or 2

participants. Each pantomime should develop a complete sequence or story. No properties shall be

allowed. Only instrumental music may be used. If music is used, it must be pre-recorded. No live

music or accompanists will be allowed. Performers who elect to use music must provide their own

means of playing the recorded music. Each entry may have one person to run the music for them.

With the exception of the exclamation “Oh” and “Ah”, all mouthing of words is prohibited.

Although participants may dress for ease of movement, costumes are prohibited. All pantomime

performers should be dressed in all black. Mime makeup is not allowed. No furniture other than one

chair, stool or block per participnt may be used. Only the pantomime title should be spoken, no other

verbal introductions will be allowed. Students are allowed to touch each other in pantomime.

6. Musical Theatre – The time limit for musical theatre is 2 to 6 minutes. One to four students may

participate in a musical theater piece. Entrants must present only one song selection.

Material must be drawn from published scripts written for the theater. Works from other forms

Such as film, poetry, fiction, or standard popular song lyrics are not permitted. The performers

may use pre-recorded, non-vocal music or live music, but must provide their own accompanist.

No a cappella is permitted. Scene dialogue leading into a song is welcome but not required.

Performers are required to provide their own equipment for playing recorded accompaniment. Each

entry may have one person to run equipment for playing recorded accompaniment. Each participant

must actively be involved in the scene. Props, theatrical make-up or costumes for the scene are

allowed but not required. Proof of permission to perform selections is no longer required.

The host school shall provide a piano for this event. If not enough pianos are available, state and/or

region meet directors may request that all entries use pre-recorded music. Whenever possible,

Musical Theatre must be slated in three rounds, like every other event.

7. All individual event pieces will be performed for three different judges in three different rounds of

approximately 6 (but no less than 4) pieces per round. If there are not enough entries to slate pieces

in 3 rounds, you may put them all in one round and have 3 judges watch all the entries once. This

should only happen if absolutely needed.

8. Each judge will rate each piece with a Superior (S), Excellent (E), Good (G), or Fair (F) based on

criteria. He/she will ALSO rank each piece 1-4, 1 being the top piece (if there are 5 or more pieces

in the round, multiple pieces will receive a 4 ranking).

9. For 3A, 4A & 5A, at the region level, any piece receiving an overall Superior rating (S from at least

2 of 3 judges) moves on to state regardless of their rankings.

10. For 1A & 2A, at the region level, any piece receiving at least 1 S moves on to state regardless of

their rankings.

11. At the state level, any piece receiving straight Superior ratings overall (S from all 3 judges) will

receive a medal.

12. The top 5-8 ranked pieces in each individual event will participate in a final medals round. This will

be determined in the following manner: a piece’s 3 ranking scores will be added together and the

pieces with the lowest 5-8 scores are chosen for the final medals round. If a tie occurs, look to the

ratings (S, E, G, F) for a tiebreaker score. (S=5, E=3, G=1, F=0) Highest score advances in this case.

13. In the final medals round, 3 judges watch all 5-8 pieces together. When all have performed, each

judge, without consulting with the other judges, ranks the pieces 1-5 (any piece lower than 5 just

receives a 5).

All pieces that advance to the final medals round will receive a Superior medal regardless of their

ratings in their first three rounds.

14. 1st, 2nd, and 3rd Place in each individual event will be determined by adding the ranking scores from

the final medals round. Lowest score wins. In case of a tie, the highest number of superior boxes

checked in the subcategories wins the tiebreaker. If there is still a tie, go back to their ballots from

their initial three rounds and count all of the superior boxes in the subcategories.

15. At the region level, all pieces that advance to the final medals round will automatically qualify for

state, even if they did not receive an overall Superior from their previous rounds.

16. Individual event performers at state meets will receive certificates of Superior, Excellent, Good, or

Fair depending on the average score from their first 3 rounds (final medals round scores should NOT

be factored in). A “Superior/Superior/ Good” combination of ballots will receive an overall

“Superior” for the final rating.

17. TIME PENALTIES: If a piece goes more than 10 seconds over or under the allotted time limit, 2

points will be taken off of the team’s sweepstakes score for each round this occurs in. In addition, if

this happens in two or more rounds to the same piece, that piece becomes ineligible to qualify for

final medals rounds or receive any sort of medal. At the region level, this would also make the piece

ineligible to advance to State. Introductions are NOT included in the time limit.

III. ONE-ACT PLAYS:

1. Each play may have a maximum of 60 minutes on stage. Within this time limit a play must set

up, perform, strike, and be critiqued. The 60 minutes will begin as the play moves on to the stage

and will officially end as the play leaves the stage back into a holding area. Any technical

preparation (i.e. setting lights, testing sound, projections, etc…) counts as part of a school’s setup

time and is included in the 60 minutes allotted. If a play does not leave adequate time for a 10

minute critique in its 60 total minutes, it will forfeit the critique session. A play may be from a

multiple-act play, a musical play, or a one-act play. Original plays are also acceptable.

2. Each individual school participating in the one-act play event at region and state must provide a

letter and/or receipt of payment to show proof that royalty obligations have been met prior to the

beginning of the performance. This letter and/or receipt must be collected by the region

representative and forwarded to the classification representative for the region meet and collected by

the classification representative for the state meet.

3. Any play receiving straight Superior ratings in the state meet may not be used within that

classification (1A, 2A, 3A, 4A, 5A) for the following two years. Any school that changes

classification cannot use plays that received a straight Superior rating at the state meet for the

previous two years in the new classification. Individual schools may not perform a play in the new

classification for which they received a straight Superior rating in the last two years.

4. All pieces will be performed once for three judges. The same three judges will watch all entries.

5. Each judge will rate each piece with a S, E, G, or F based on criteria. He/she will ALSO rank each

piece 1-5. 1 being the top piece (if there are 6 or more entries, multiple pieces will receive a 5

ranking).

6. 1st, 2nd, and 3rd Place will be determined by adding the ranking scores from each judge. Lowest

score wins. If a tie occurs, look to the ratings (S, E, G, F) for a tiebreaker score. If there is still a tie,

the highest number of superior boxes checked in the subcategories wins the tiebreaker.

7. At the region level, the top 3 ranked entries will qualify for state regardless of their rating. In

addition, if there are any other plays that received a final S rating from ALL 3 judges but did not

place in the top 3, they will also advance to state.

8. At the state level, the top 3 ranked plays will receive 1st, 2nd and 3rd Place plaques. All plays will

receive certificates based on their overall rating (Superior, Excellent, Good, Fair). A “Superior/

Superior/Good” combination of ballots will receive an overall “Superior” certificate.

9. Judges will select up to 6 individual performers/groups/designers from the one-act plays for

Outstanding Performance awards. Possible awards include, but are not limited to: Outstanding

Lead Actor/Actress; Outstanding Supporting Actor/Actress; Outstanding Cameo Performance;

Outstanding Ensemble; Outstanding Student Design (costumes, sound, props, etc…);

Outstanding Student Director; Outstanding Character Actor/Actress; Outstanding Student

Playwright; et al. Additional awards may be given by the Utah Advisory Council of Theatre

Teachers.

10. TIME PENALTIES: If a one-act play goes more than 30 seconds over or under the prescribed time

limit, 10 points will be taken off of the team’s sweepstakes score and the play becomes ineligible to

place in the top 3. At the region level, this would also disqualify the play from advancing to state.

IV. SWEEPSTAKES:

1. Each individual event entry will receive points based on their ratings (S=5, E=3, G=1, F=0) from

each judge. Therefore, because each piece is judged 3 times, each entry can receive a maximum of

15 points towards the team’s sweepstakes score.

2. The one-act play scores will hold a larger weight on the sweepstakes score at a 2:1 ratio. In other

words, for the one-act plays, S=10, E=6, G=2, F=0 from each judge. Therefore, a one-act play could

receive a maximum of 30 points toward the Sweepstakes score.

3. At the state level, only the school’s top 3 highest-scoring pieces in any given event (humorous

monologues, pantomimes, etc) will count towards their sweepstakes score. Even though in some

events, they could possibly have qualified and brought 4 pieces total, only the top 3 pieces

will count towards the school’s sweepstakes score. Therefore, at the state level, a perfect

sweepstakes score would be 300 points.

4. First and second place will be awarded for sweepstakes at the state level. In the case of a tie,

any pieces not previously added to the schools’ sweepstakes score (ie. individual events that may

have occupied the 4th slot in each event) may then be added in order to break the tie. The points will

be added in the same manner as the other pieces (S=5, E=3, G=1, F=0; points should be added from

each round except final medals round; therefore, a maximum of 15 points could be added for each

additional piece). If there is still a tie after that, the school with the lowest average ranking score (all

ranking scores from all pieces divided by total number of pieces) wins the tie-breaker.

5. NOTE: Make sure and deduct the appropriate time violation penalties as described in the individual

event and one-act play “Time Penalties” sections above.

6. Superior School Rating Certificate: Any school with a minimum of one entry in each individual

event is eligible for the Superior Certificate. To receive the certificate a simple majority of entries

must receive an average of Superior ratings.

V. JUDGING:

1. All judges must be certified in order to judge any individual event or one-act play at region and state

levels. The official certification process and information will be found online. The UHSAA website

will guide you to this information. Even last-minute replacement judges MUST go through this

process, whether that be through an online or written test.

2. A judges meeting will be held prior to each meet where rules and regulations will be reviewed with

ALL participating judges. The format and content of this meeting MUST follow the agenda found

on the UHSAA website.

3. A judge CANNOT be any individual who has previously worked with any participant in a theatre

coaching capacity.

In addition, relatives of any participant, coach or teacher may not judge the competition in any

capacity, even if they do not judge the student to whom they are related. If they are related to any of

the participants in the competition, they are ineligible to judge the entire competition. All judges

must be out of high school for at least three years before judging. Any contestant who knowingly

allows them self to be judged by any of the ineligible judges listed above, without informing the

meet directors shall be ruled ineligible. Exceptions may be made in extenuating circumstances by

consensus of meet directors.

4. Participants should be rated and ranked according to the quality of their performance. Each judge

should rate and rank individually without consulting other judges.

5. A judge’s final rating (S, E, G, F) must align mathematically with the number of boxes checked in

the subcategories on the judging rubric. For example, if a judge gives 7 Ss and 3Es in the

subcategories, the final ranking for this piece MUST be an S. Conversely, if the majority of boxes

checked were E, the judge cannot then decide that the piece deserves an overall S.

6. In any event, a judge will NOT be allowed to rank any piece higher than another piece that received

a higher rating. For example, if a judge gives one piece an overall S rating, and another piece an

overall E rating, he/she cannot rank the second piece higher than the first. In other words, a judge

who turns in a final set of scores for a given round of 1S, 2E, 3S, 4G, 5E is incorrect and must re-

rank or rate his/her pieces.

7. In each round at the region level, the top ranking piece must automatically be scored as an S.

Therefore a 1E score cannot exist in region meets. This only applies to region meets, as it effects

what pieces qualify for state.

8. Individual event judges may not be paid at any meet more than $50.00 for a full day. One-act play

judges may not be paid more than $150.00 for a full day.

9. In all drama meets, a judge must never be alone with a competitor and must always have another

competitor, performer, judge, time keeper, parent or observer present in the room for protection of

both the judge and the student.

10. State meets should provide stop watches or other methods of timing for all judges in all individual

events. Adherence to the time limits and subsequent consequences for time violations shall be

followed.

11. Play judges for state meets will be secured by the classification representative or designee prior to

the respective state meet. The classification representative will determine the order of the play

performances for the state meet. All requests for special consideration in one-act play performance

placement must be submitted by the coach of the school to the classification representative no later

than one week prior to the state meet.

12. At the region level, it is suggested that the three One-Act judges be acquired by three different

schools. A One-Act judge should not judge in the same region two years in a row.

13. Any school that does not provide the specified number of judges for the State meet will be fined. It is

highly recommended that regions follow this guideline as well.

The bottom 1/4 of attending contestants will score no sweepstakes points. All events (including policy) are scored the same.
