PHILOSOPHY OF EDUCATION

ALLEN PARISH SCHOOL BOARD

The Allen Parish School Board is committed not only to all children but also to the “total child.” We accept the

responsibility to care for the child’s intellectual, physical, emotional, and social development. Therefore, the

educational program involves the following objectives:

1. To provide the basic education instruction in all areas of the curriculum.

2. To instill pride and sufficiency to foster independent thinkers and learners.

3. To provide a balanced physical education program which includes both individual and team competition

experiences.

4. To provide a comprehensive health program to strengthen the educational experience of the children.

5. To promote good relationships among all races.

6. To foster citizenship and leadership skills through curricula, co-curricula, and extra-curricula activities.

7. To encourage community support and public relations by involving parents and community leaders in the

education process.

8. To identify those children who function either above or below those of average intelligence and to provide

activities which ensure optimum growth.

PHILOSOPHY OF EDUCATION

REEVES HIGH SCHOOL

We, the faculty of Reeves High School, share the responsibility of preparing the youth of our community to maintain

the concepts of American democracy and to lead a productive life. We must endeavor to offer encouragement,

guidance, experience and knowledge to enable each student to become a responsible citizen. To accomplish this, we

feel that we must strive to develop each student to his fullest capacity – mentally, physically, socially and emotionally.

The faculty and staff are committed to understanding that all students are individuals with a variety of characteristics,

abilities, and socioeconomic backgrounds. A pleasant learning atmosphere is provided for all students to develop to

their maximum potential.

The faculty and staff are also committed to working with parents and the community. It is believed that everyone in a

child’s life should work cooperatively to help learners acquire self-motivation, ethical attitudes, and essential life skills.

To insure all accidents and injuries are reported to parents, current phone numbers and emergency numbers are

essential for every student.

Attendance Regulations and Procedures

Allen Parish School Board Truancy Policy as stated by the Allen Parish District Attorney.

This letter is to inform you of the school policies with regards to truancy. The following will be followed by each

school in Allen Parish as well as the Allen Parish District Attorney’s Office:

Keep an updated current physical/mailing address with the school.

Keep an updated current working contact phone number with the school.

15 minutes after bell rings in the morning is considered an absence for 1st period & will be marked

as an unexcused absence.

At 5 unexcused absences, the school will send a warning letter to the parent(s)/guardian(s).

At 8 unexcused absences, the school will send a referral to the Allen Parish District’s Attorney’s Office;

and upon receipt of the referral, the District Attorney will send a warning letter to the

parent(s)/guardian(s).

At 10 unexcused absences, the District Attorney will set the parent(s)/guardian(s) for court as well as the

student

At more than 12 unexcused absences, the student will fail for that school year.

Parents/guardian(s) that are charged with Improper Supervision of a minor for truancy will be subject to

the following:

o 30 days in the parish jail, suspended

o The parent(s)/guardian(s) will be placed on supervised probation for 1 year

o Perform 40 hours of community service

o The parent(s)/guardian(s) will have to complete a parenting class that is found on the Allen

Parish District Attorney’s website

o $100 fine plus court costs

o The student is not to have any more unexcused absences

At the age of 10, a student can be prosecuted for truancy and they would be subject to the following:

o Sentenced to Office of Juvenile Justice time to be served or suspended

o Be placed on supervised probation through Office of Juvenile Justice; and if the student is

charged in the latter part of the school year, the probation will be extended to mid-term of the

following school year

o Perform a certain amount of days of community service

o Student is not to have any more unexcused absences

o Student must attend the allotted seat time days that will be set up through their respective school

(pertains only to high school students)

The following will explain the policy with regards to exempt and non-exempt absences:

Per school year, all schools in Allen Parish will accept a parent note for 5 absences and will excuse the

child as an exempt absence. The parent note must be turned in within 5 school days, no exceptions.

Per school year, all schools in Allen Parish will accept Doctor excuses as an exempt absence. The doctor

excuse must be turned in within 5 school days, no exceptions.

Absences Due to OSS (Out of School Suspension)

Students missing school as a result of a suspension are not counted as absent. Students and/or parents can request

make-up work and return completed work for a maximum possible grade of 50%.

Seat Recovery of Absences

Students in grades 9-12 whose absences exceed the 12 days will be given an option to make up seat time to avoid

failure/retention and loss of Carnegie credits. .

Athletics

Athletic teams at Reeves High School include basketball, cross-country, track, baseball, softball and a cheerleading

squad. To compete in athletics, one must have a GPA of 2.0 from the previous semester, a physical examination and

hospitalization insurance that will cover any injury incurred while participating in the athletic program at Reeves High

School. Seniors must take a minimum of 4 classes to be eligible to participate in athletics. All participating athletes

must attend at least half of the school day on the day of any athletic event. Missing the entire school day may result in

ineligibility to participate in that event. Students who receive an “F” on their report card for one or more classes will

not be allowed to participate in any scrimmages, jamborees, or regular season games until they receive a progress

report/report card that shows that the student no longer has a “F” in those classes. Insurance coverage may be

purchased during the first week of school. Reeves High School and Allen Parish School Board are not liable for

any injuries incurred by students while participating in sports. All athletic teams are subject to LHSAA rules

which can be found on their website at www.LHSAA.org/handbook .

All students who eat with the team in a public place will be required to wear warm-ups as designated by the coach

whether they are riding the bus home with the team or with their parents.

Any student not riding the bus must present a written and signed parental/legal guardian note stating who the parent

wishes the student to ride home with and the date and phone number for contact reasons. This note must be signed by

the principal or assistant principal before leaving the school for the athletic event. Reeves High School reserves the

right to confirm the relationship between the student and the adult with whom the student will be riding.

Athletes who do not attend school or are tardy to school on the day following an away game will NOT travel for

the next away game.

Ballgames

Admission to all Reeves High School athletic events will be $5.00 at the gate. RHS students may attend home athletic

events for the discounted price of $2. (Except for playoff games, everyone must pay.) Basketball Season Passes will

be $45.00 for the 2018-2019 season. No one will enter the gym without a coach’s card, season pass, or $5.00. These

prices will be in effect for all basketball and baseball games.

Bus Rules and Regulations

Buses are considered to be a movable classroom. The bus driver is the authority on the bus. The same rules of behavior

that are applicable at school are also applicable to the school bus. Students misbehaving on a school bus and

endangering the lives of others may result in the student being suspended from riding the bus. Students must be at

designated pick-up points promptly and ride their assigned bus. No students will be allowed to ride a different bus

without a written signed note from parent/legal guardian and then approved and signed by principal, assistant principal

or designee. To insure safe transportation, students should be aware of certain rules governing transportation

privileges.

1. Respect the bus driver and cooperate with the bus driver when he/she asks you to do something.

2. Remain quiet so the driver is not distracted. Use inside voices only; no yelling, screaming, shouting,

singing, and other loud noises.

3. Do not talk to the bus driver while the bus is in motion, unless it is absolutely necessary. Do not talk while

bus is being loaded or unloaded.

4. Students must remain seated at all times while bus is in motion and until bus comes to a complete stop at

drop off point.

5. If a student causes inside and/or outside damage to a bus, the parent/legal guardian will be responsible for

repair cost.

6. Knives, sharp-pointed objects, glass jars, balloons and/or large objects that interfere with other students or

the driver are not allowed on the bus.

7. Students must remain in their seats and keep all parts of their bodies inside the bus.

8. Food, gum and beverages are not to be consumed on the bus.

9. Students may not use profane or abusive language or action.

10. Do not talk when the bus is near or crossing a railroad crossing.

11. Students must refrain from throwing objects inside or outside the bus.

Cafeteria The cafeteria, besides being a lunchroom, is also a good place where human relations can be developed. Here, each

student is expected to practice the general rules of good manners and etiquette. All students must eat in the cafeteria

whether they bring a lunch or participate in the lunch program. Free or reduced lunches are available to those who

qualify and forms are distributed the first week of school. Student lunch fees for 2016-2017 school year are as follows:

Regular Reduced

Lunch $1.50 $ .40

Students may not charge more than $10.00. Students who owe more than $10.00 will not be allowed to buy canteen

or attend any field trips until their lunch bill is paid.

Change of Address or Phone Number

Reeves High School must keep current information on each student. Student information forms are given to students

the first week of school and must be filled out by parent/legal guardian and returned to the homeroom teacher. If you

change address or phone numbers during the school year, it is very important that you notify the Counselor or the

homeroom teacher as soon as possible. In the event of an emergency these numbers are our only way of notifying

you that your child needs you.

Check In/Check Out Procedures

Any student who enters school after the 7:50 am bell, must be checked into the office by a parent/legal guardian and

receive an admit slip to get into class. If a parent/guardian DOES NOT check the student in with the secretary, the

tardy WILL BE UNEXCUSED. Parents/legal guardian must check students out of school through the office with the

secretary. ALL check-outs MUST be done before 2:40 pm. Students that drive will not be allowed to check out with a

note unless parents can be contacted by phone to confirm.

Corporal Punishment (Paddling)

Corporal punishment will be implemented at Reeves High School. Corporal punishment is included in the

consequences of our Positive Behavior Intervention & Support plan. Corporal punishment will only be administered on

this campus by administrators. Parents must give written consent for their child to receive corporal punishment.

All cell phone violations include BEING VISIBLE, ON THEIR PERSON, AND/OR IN USE during the

school day from 7:50 until 3:00.

*PreK – 5 grade students will turn cell phones into their teacher at 7:50 and retrieve them at 3:00.

1. Is guilty of immoral or vicious practices (according to severity)

2. Cuts, defaces, or injures any part of public school buildings/vandalism (Pupil/Parents are to pay cost of

repairs or replacement)

3. Instigates or participates in fights while under school supervision

4. Leaves school premises or classroom without permission

5. Use of tobacco products or electronic cigarettes on school campus or at school event

Disciplinary Action

Level 5, 1st Offense – 3 Days of OSS

Level 5, 2nd Offense – 5 Days of OSS

Level 5, 3rd Offense – Indefinite Suspension, Pending Expulsion Hearing

Level 6

1. Is guilty of immoral or vicious practices (according to severity)

2. Uses/possesses any controlled dangerous substances governed by the Uniform Controlled Dangerous

Substances Law, in any form

3. Uses/possesses alcoholic beverages

4. Possesses weapon(s) prohibited under federal law, as defined in Section 921 of Title 18 of the U.S. Code.

Note: Use of Code 13 requires additional submission of “Weapon Type”.

5. Possesses firearms, knives, or other implements, not prohibited by federal law, which can be used as

weapons, the careless use of which might inflict harm or injury. Note: Excludes pocket knives with a blade of

less than 2 ½ inches.

6. Commits any other serious offense

7. Threatens a teacher

8. Touches a teacher inappropriately

9. Possesses a pocket knife with a blade length of less than 2 ½ inches. Note: includes box cutters with a

blade of less than 2 ½ inches

10. Any other extreme acts of violence or destruction of property.

Disciplinary Action

Indefinite Suspension, Pending Hearing for Expulsion; Notify Law Enforcement

All rules are subject to principal’s discretion.

Every OSS is a mandatory parent conference before the student can return to school.

The 4th OSS May Result in an Expulsion Hearing.

All students will complete their full 7 periods of ISS. Any student in ISS is not allowed to participate in

ANY extra-curricular activity that day.

Uniform Dress Code

Shirts:

Must be the Reeves High School uniform t-shirt. (Red, Grey, or Black)

Only the new style will be allowed

No polo style or button-up style can be worn.

Bottoms:

Khaki style capris, skirts, shorts, or jumpers of traditional style. (Tan, Navy, Black, or Gray)

Wind suit material, sweat pants, stretch pants, leggings, spandex, and ankle slits, baggy pants, bell bottom pants,

carpenter, or side-knee pocket pants or shorts may not be worn.

Shorts, skirts, and jumpers must reach the top of the knee in front and back.

No slits are allowed on the front of skirts and back slits must be no higher than the knee.

All bottoms must be hemmed

Belt Buckles:

Must be plain, no color or decoration

Only exception is rodeo prize award buckles

Socks:

Must be worn

Shoes:

Appropriate shoes must be worn. NO flip flops, mules, or sandals. Crocs will be allowed, but must have a

back.

Slippers are not allowed.

Jackets:

Must zip, snap, or button all the way to the bottom.

Pull-over sweatshirts without a hood may be worn over uniform shirts and must be red, black, or white

without any emblem, logo, or decoration.

All jackets and/or hooded pullovers must be school appropriate (free from any offensive emblems/logos,

language etc).

Headwear:

No baseball caps, knit caps (beanies), hoods or cowboys hats are to be worn.

No head coverings of any kind are to be worn.

Dress Down Dress Code

Shirts:

Must be a school spirit shirt only.

No other type or style of shirt will be worn.

Bottoms:

Must be blue denim pants, shorts, or skirts only.

No holes, rips, or rough spots will be allowed.

Must be hemmed.

Belts, Belt Buckles, Socks, Shoes, and Jackets:

Same as Uniform Dress Code.

We are starting a new year at Reeves High School. This is a reminder of our Dress Code. All students grades

Pre-K through 12th are expected to comply with this Dress Code.

As stated in our Discipline Policy, if a student is out of Dress Code, they will receive a Minor Infraction and be

sent to call home to change or spend the day in ISS.

Please be reminded of this and help ensure that your child follows the Dress Code for Reeves High School.

Early Student Pick-Up

The education of your children is an all day process and the afternoon activities are a key part of that process. Thus

picking your child up early from school is to be highly discouraged unless absolutely necessary. Valid reasons for early

pick-up are the same as for excused absences. All other reasons will be considered unexcused. Students will be allowed

to make up missed work or tests for unexcused check-outs, but will only receive 50% of the grade scored for that

work.

***STUDENTS WILL NOT BE ALLOWED TO CHECK OUT AFTER 2:40PM.

High school students who habitually come to school late OR leave school early will be required to make up time lost

in class because high school Carnegie units are based on time spent in class as well as grades!!!

Family Educational Rights & Privacy Act (FERPA)

The Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. § 1232g; 34 CFR Part 99) is a Federal law that

protects the privacy of student education records. The law applies to all schools that receive funds under an applicable

program of the U.S. Department of Education. Schools must notify parents and eligible students annually of their

rights under FERPA. Parents and students have the following rights under FERPA:

1. To inspect and review the student's education records maintained by the school;

2. To request that a school correct records which they believe to be inaccurate or misleading, or otherwise in

violation of the student’s rights;

3. To consent to disclosures of personally identifiable information contained in the student’s education records,

except to the extent that FERPA authorizes disclosure without consent. Generally, schools must have written

permission from the parent or eligible student in order to release any information from a student's education

record. However, FERPA allows schools to disclose those records, without consent, to the following parties

or under the following conditions (34 CFR § 99.31):

School officials with legitimate educational interest;

Other schools to which a student is transferring;

Specified officials for audit or evaluation purposes;

Appropriate parties in connection with financial aid to a student;

Appropriate officials in cases of health and safety emergencies; and

State and local authorities, within a juvenile justice system, pursuant to specific State law.

4. To file a complaint with the U.S. Department of Education concerning alleged failures by the school to

comply with the requirements of FERPA. The name and address of the Office that administers FERPA is:

Field Trips/School Sponsored Trips

All grade levels 1-12 will take one field trip per year in the fall semester. PK & K may take one field trip per semester.

All students must have a school issued permission slip to participate in any field trip/school sponsored trip. If not

attending the trip, the student must attend school. Excessive absences may result in ineligibility for a field trip. The

same rules of behavior that are applicable at school are also applicable on the school bus and the field trip/school

sponsored trip. Any student who owes the school money (books, student fees, supply fees, cafeteria bills over $10,

bills from previous years, etc.) will not be allowed to attend field trips/school sponsored trips until all balances

have been paid.

***Students who have served 1 Out-of-School Suspension WILL NOT be allowed to participate in field trips.

Academic Integrity

In order to promote high academic standards and academic integrity any student found guilty of plagiarism or

cheating on assignments or exams will receive a zero for that assignment.

Grading Practices/ Policies

§2302. Uniform Grading Policy

LEAs shall use the following uniform grading system for students enrolled in all grades K-12 for which letter grades

are used.

Ineligibility for School Activities w/ Regards to Absences

Regular attendance is an absolutely essential ingredient to an effective education, as well as the key to lifelong success

in the workplace. It develops a sense of responsibility that is the foundation to becoming indispensable in the

workforce.

Students must attend all scheduled classes the day of a school activity in order to participate in that school activity.

Checking in late and leaving school early will result in ineligibility to participate in that event.

Lice Control Policy

1. Any student found to have positive evidence of head lice, either live lice or lice eggs (nits), shall be excluded

from school. Siblings are also excluded when no evidence is present for shampoo and change of clothing.

2. The student shall be excluded from school until he/she has been treated with a medicated shampoo that kills lice

and until all nits have been removed from the hair.

3. His/Her parent or responsible adult must accompany any student who has been excluded from school because of

lice infestation when he/she returns to school.

4. School personnel shall be responsible for checking the student to be sure that he/she is free of nits before a child

may return to the classroom. If the student is not free of nits, he/she shall be returned home by the adult who

bought him/her back to school.

5. Detailed instructions are available at the school for eradication of head lice. All steps must be completed to

break the re-infestation cycle. Cooperation in reporting cases is recommended to prevent full-blown infestation.

6. A student infested with lice will be granted a maximum of three days of excused absences. All absences over

three days will be marked as unexcused.

Making Up Missed Work

It is YOUR responsibility to get make-up work from all of your teachers when you have been absent. If your absence

was because of an athletic event, field trip, etc., the absence is excused. However, all work missed must be completed

within 3 days after any absence. students who do not complete missed work within 3 school days will be assigned

Intervention.

***NOTE: Students who are absent from school are required to turn homework in on the day they return if the

homework was assigned the last day they were present at school. Tragedies, serious illness, and death in families

are the ONLY exceptions the administration will consider in this matter. Teachers are encouraged to be very

consistent with these make-up policies in order to help improve student attendance.

Medication Policy/Procedures

If a student becomes ill at school, he/she should ask his/her teacher for permission to report to the office. The office

will make arrangements for the student to go home, if advisable.

If a student needs to take medication during the day, the medication must be brought to the office with a signed and

dated release issued by the Allen Parish School Board. The RHS staff is ONLY allowed to administer medication for

chronic, ongoing conditions. We are NOT allowed to give antibiotics or pain medication on a temporary basis. The

medication must be brought in an official pharmacy container, appropriately labeled with the student’s name,

date prescribed, and name of medication. No over the counter medication is to be brought to school. A student is

not to bring any vitamin, oral-gel, cough medication or any other medication to school. They will be recommended for

expulsion.

Parents please stress how important this is to your child. If they bring any form of medication to school it is out of

the schools hands and the students must be recommended for expulsion.

The Oakdale School Based Health Center (SBHC) is a clinic located on the campus of the Oakdale Middle School. It

provides convenient access to comprehensive primary and/or preventive physical and mental healthcare for students

who would otherwise have limited or no access to these services. The Center also serves as a connection for family,

school and the community in an effort to reduce student absenteeism and lost work-time for parents because of a sick

child.

Services offered include: care for acute illnesses and injuries, routine lab tests, administration of over-the-counter and

prescription medications, management of chronic conditions, “well” child care and immunizations, physical exams,

sports physicals, referral services, mental health services, STD testing and treatment, Health Screening Programs

(dental, cholesterol, diabetes, hypertension) and Prevention Programs that provide health education about such topics as

tobacco, alcohol, substance abuse, dental care, teen pregnancy, violence, suicide, nutrition and physical fitness.

Student Progress Center

The Student Progress Center may be accessed at https://pcc.allen.k12.la.us. You will need to gain access by verifying

student information with the school counselor and requesting a pass code. Student Progress Center is a quick, easy way

to access your student’s current grades, attendance, and other topics of concern. Please take advantage of this

opportunity to stay in touch with your child’s school. At any time you have a concern, please notify the school and set

up a meeting with your child’s teacher. We want the lines of communication to remain open.

Student Fees

Every attempt will be made to keep the cost of materials you need in the various classes, programs, and school

activities to a minimum. These fees are used to cover the cost of trackers, lockers and supplies teachers need for various

classroom projects. Students who do not pay their Student Fees will not be allowed to participate in any

extracurricular activities including sports, cheerleading, clubs, field trips, Prom, dances, Homecoming Court,

canteen, etc.

PK-12th Grade Assessment fee is $25.00

7th – 12th Grade Science Lab fee is $10.00.

8th – 12th Grade Business fee is $5.00. (Includes IBCA & Principles of Business)

9th -12th Grade Ag or Home Ec. students will have an additional $10.00 fee for that class.

11th-12th Grade Art Fee $10.00

Students with Outstanding Fees

All students with outstanding fees and bills at Reeves High School will not be allowed to participate in ANY extra-

curricular activity until that bill has been paid in full. This includes the student assessment fee and Science Lab

fee. Such activities include, but are not limited to sports, cheerleading, field trips, clubs, prom, Homecoming

Court, canteen, etc.

TITLE I Program Description

Title I, Part A - Improving Basic Programs Operated by Local Education Agencies (LEA) is a non-discriminatory,

federally funded program that provides supplemental funding to state and LEAs for resources to help schools with high

concentrations of students from low-income families provide a high-quality education that will enable all children to

meet the state's student performance standards. This program provides services for millions of our nation’s children.

Title I, Part A supports schools in implementing either a school-wide program or a targeted assistance program. These

programs must use effective methods and instructional strategies that are grounded in scientifically based research.

More recent changes in the law request added parent participation in both the planning and evaluation of Title I, as well

as the development of the District plans. Reeves High School is a Title I school and benefits annually from this

program.

TITLE IX Compliance, Gender Equity Policy

Title IX of the Educational Amendments of 1972 is the landmark legislation that bans sex discrimination in schools,

whether it is in academics or athletics. Title IX states:

"No person in the U.S. shall, on the basis of sex be excluded from participation in, or denied the benefits of, or be

subjected to discrimination under any educational program or activity receiving federal aid."

* Most people who know about Title IX think it applies only to sports, but athletics is only one of 10 key areas

addressed by the law. These areas are: Access to Higher Education, Career Education, Education for Pregnant and

Parenting Students, Employment, Learning Environment, Math and Science, Sexual Harassment, Standardized Testing

and Technology.

Visitors on Campus

All visitors are required to check in at the office. Visitors will be given a visitor badge in order to walk in the halls.

Visitors must schedule appointments with teachers during the teacher’s planning period. We must protect all

instructional time on campus and must minimize the amount of classroom distractions. If a visitor must bring

something to a student at school they can leave it at the front office and the student will be called to pick it up between

classes. Parents are not allowed to go to classrooms to pick up their children for any reason. ALL parents must

check in at the office, and the secretary will call for their children to be sent to meet them in the office.
