REDUCTION OF EMISSIONS THROUGH
THE PUBLIC TRANSPORTATION
INFRASTRUCTURE
76th Meeting of the JAC/CCC Thursday February 6, 2020.
GOAL 1: REDUCE AIR POLLUTION
• Develop and implement strategies for the reduction of emissions from mobile sources, allowing and fostering compliance with rules and standards related to vehicular emissions and reduce vehicle emissions of idling vehicles at the International Ports of Entry .
BORDER 2020 PRIORITIES
TASKS/ACTIVITIES OF THE WORK PLAN
2.- Gathering of documentary data
Analysis of the available documentary datafrom the following sources, to allowdetermination of the current and futureoperating conditions at the Ports of Entry :• Fideicomiso de Puentes Internacionales
de Chihuahua,• Customs and Border Protection• El Paso International Bridges• IBWC/CILA

3.- Data Collection at the Infrastructure
In this task, there will be data collection for the roads leading to and from the Paso del Norte Bridge. This shall be through documentary information or prior studies and mostly through field work
❖ Length of the road❖ Road network mobility.❖ Infrastructure measurement for mobility in surrounding areas❖ Location and operation of traffic lights.❖ Type of pavement.❖ Identification of the facilities adjacent to the corridor route: hydraulic, sanitary, telephonic, electrical.
Study area for data gathering
Points for studying directional flow and road capacity
4.- Capacity Studies
This task describes the characteristics of motorized andnon-motorized vehicular traffic at the Ports of Entry.
❖ Privately owned vehicles (POV’s),❖ Public Transportation passenger buses, and❖ Pedestrians
It is essential to have the demand curves for everymodality, for every day of the week, for each hour, foreach port of entry and for each direction, in order toupdate and calibrate the models for the movementdemand and consequently the emission models.

5.- Preference Surveys – Declared and revealed, validation and input
Baseline information for updating the demandmodel at the area of the International Bridges, including all transportation modalities.
❖ The purpose of the questionnaire is tocollect information on the following aspects:
❖ Trip origin and destination,
❖ The chain of transportation used,
❖ The reasons for the trip,
❖ The chosen transportation modality
❖ How receptive the public is to scenarios ofsubstantially improved mobility.

6.- Transportation models. Discrete choicebaseline and project and non-project scenarios
Updating of the demand model for alltransportation modalities in order toestablish a baseline.
Both the databases generated from thesurveys and the databases generatedfrom the available infrastructure andoperation, were the inputs used toconstruct the discrete choice model thatwill allow for the understanding of thedifferent transportation modalitiespreferred by users.
Survey Results at the POE’s
• Coordination between IMIP andEPMPO for sampling at the POEs
• IMIP applied the travel survey atrandom for POV’s and pedestrians (NBand SB).
• POE’s surveyed: PDN, BOTA andZaragoza – Ysleta
