Redistricting
• Districts in United States government split to (generally) allow for equal representation
• Redistricting is the redrawing of representative district lines at national, state, and local levels.
• Usually happens every 10 years in the US, after the census has taken place.
• Usually completed by a political body (state legislature or local government organization)

Problems
• Many times lines are drawn for political advantage rather than use geographic/change-in-population methodology.
• Has been done for racial, rural/urban, and most recently and famously political reasons.
• Largely done to protect incumbents

Gerrymandering
• Named after a political cartoon drawn in 1812 in a Massachusetts newspaper

Packing and Cracking
• Packing- Putting members of a population in to one district to ensure or minimize representation
• Cracking- Splitting up a target population to decrease their political effectiveness

more populous suburbs

Problems with Political Gerrymandering
• Reduction in competition• Reduction in voter turnout
• Increased incumbent advantage• Less accurate representation

Fixing the Problem
• Remove redistricting responsibility from legislative bodies
• Create independent or bi-partisan boards that propose plans that are approved by legislative bodies
• 7 states do the former (CA will become 8), 3 the later

Examples
• Arizona- 5 members. 2 Democrats, 2 Republicans and 1 other (who is chair)
• Colorado- 11 members. Selected by three branches of government (Leg-4, Gov-3, Jud-4).
• California (Prop 11 just passed)- 14 members. Applicants divided by party and randomly selected

Common Cause Proposal
• City and County each enact a citizen’s advisory committee for redistricting.
• 5 members, with 2 registered from each party and 1 from other. No public officials.
• Staff required to provide new population information based on census.
• Meet for 30 day period.• Present at least 3 proposals to body• Council/Commission makes final decision

Methodology
Citizens Commission will use the following methodology to determine district lines:
1.Easily identifiable geographic boundaries should be followed
2.Communities/neighborhoods of interest should be maintained in a single district
3.To the extent possible, districts should be composed of whole voting precincts

4. Districts should be configured so that they are relatively equal in total population according to the 2010 federal census
5. The districts should be compact (functional and geographic) and composed of contiguous territory.
6. Consideration may be given to the preservation of incumbent-constituency relations by recognition of the residence of incumbents and their history in representing certain areas
