Strategic Vision for Implementation Framework

Implementation framework

(embedded in law)

Core objectives

Finding a way forward for all approaches (projects and programs) during the first 2 phases of deployment.

Ensuring that we learn from these projects and initiatives to develop the best possible strategy and associated legal framework.

Instruments to Steer Country Readiness for REDD+ (1/5)

Draft regulation surrounding the development of local

REDD+ projects

CREATE AN EXPERIMENTAL MECHANISM TO GRANT USAGE RIGHTS FOR

« CARBON CREDITS » IN THE CONTEXT OF REDD+ PROJECTS IN DRC

Ensure a contribution to the national readiness process (information sharing and capacity building)

1. CRITERIA FOR « HOMOLOGATION » (APPROVAL)

2. PROCEDURE FOR « HOMOLOGATION »

3. ASSOCIATED REGISTRY

Main objective

Promote environmental integrity (Avoid double counting, assess leakage and REL setting, etc.)

Ensure respect for social and environmental standards and safeguards

Specific Objectives

Tools

Promote transparency and ensure legality (prevent money laundering and other illegal activities )

Key Facts: REDD+ Regulation Design and Adoption

Instruments to Steer Country Readiness for REDD+ (2/5)

Initial contact with credible project developers and consciousness on the need to regulate to avoid future problems

National and international consultation with stakeholders

Ministerial Decree fixing the procedure of homologation of REDD+ Projects signed on the 15th of February 2012.

Integral part of the decree, the book of homologation procedure for REDD+ Projects.

Key Facts: Registry Design and Implementation

Instruments to Steer Country Readiness for REDD+ (3/5)

Creating synergies for information management for REDD+ projects (OFAC works on protected areas and forest concessions)

Consultation with international experts

Computer programming of initial phase

Homologation Procedure for REDD+ Projects

Computer programmers, foresters, legal experts, civil society advocacy groups and the public administration coming together to create an operational and transparent process.

Modalities

Instruments to Steer Country Readiness for REDD+ (4/5)

Registration of Project Developer

• Controlling the “honorability” of the project developer and his partners (due diligence)

• Assessing the “receivability” of the project

Homologation (Accreditation)

• Approving the project through “homologation”

Validation

• Accreditation of project validation from a recognized carbon and socio-environmental standard

Maintaining Homologation

• Perdiodically assessing the project developer’ fulfillment of his obligation over the project’s lifetime

Oversight: a new combination of tools in DRC

Independent verification

DOE model (VCS, CDM)

Monitoring and evaluation of administration agents MECNT

Civil Society (e.g. Moabi (rdc.moabi.org)

Validation of the information notified by REDD + DRC civil society

Identification of overlapping land rights

Report on non-certified REDD projects +

Congolese civil society and particularly those involved in participatory

mapping will be key to power this initiative

This emerging framework (procedures and associated registry) is

essential to provide the accountability, predictability and the synergies

to attract investors in the development of REDD + and engage

communities in transformational change.

It is key to maintain flexibility as we engage in the first two phases of

REDD+. The DRC will support itself on studies and “guided

experimentation” through pilot projects to build a strong legal

framework in the medium term.

Today, the DRC undertakes this process, it is an African leader but is

nonetheless facing serious human and financial constraints. Capacity

building will be key at both national and provincial levels for the current

and future legal reform to be a success.
