The financial statement for 7th May was re-submitted due to an accounting error: Membership income was $70 rather than $60 as reported in the May financial statement- see attached Opening balance as 30.04.18 $56,652.62 Closing Balance $56,868.59 See attached report for details Moved : R. • Pathways Program Report - K. Millar Aim of the pathway program - to get pedestrians, including children , off the dangerous local roads . The design and materials used are required to meet council specifications.

The shared community pathway from Inyadda Beach car park to Bendalong Rd, Bendalong is now complete ( 1.1 km) . Has been a 6 year project. Special thanks to all the volunteers who have donated their time to the construction and to the members who have made significant financial contributions. Many thanks , too , to the staff at the Bendalong General store who have assisted with the collection of donations via the pathways donation tin. Lexie Meyer continues to complete grant applications for proposed pathways . Discussions need to be had re: the shared community pathway from Holiday Haven, Bendalong to the Bendalong Store to be funded by Holiday Haven, Bendalong , as that pathway would be mainly used by the HHTP patrons. The shared community pathway from Berringer Lake Reserve to Cunjurong Point Rd along the existing easement , including the upgrade of the Berringer Lake Foreshore reserve - transferred RMS funding was proposed for this project but was withdrawn on the basis that the funding was only available for projects improving access to Lake Conjola for trailerable vessels . Berringer Lake was deemed as not being capable of supporting any vessel of draft into Lake Conjola due to the shallow water depth. Letters have been written to the Hon Shelley Hancock in relation to the withdrawal of this funding. Currently there is no boat ramp access to Lake Conjola from the north shore due to the silting of the boat ramp at Cunjurong Point. Shoalhaven City Council is however doing assessments and design on this proposed planned pathway (1.45km). Engineers are assessing the steepness of the terrain. Proposed disabled access toilet at Berringer Lake Reserve - this facility has now been included in the proposed pathway construction. A suggested possible partnership arrangement with Shoalhaven City Council could be:

1. Initial $5,000 contribution from the RHVA to fund toilet investigation/design 2. RHVA providing labour with Council funded materials and arranging approvals. 'Coast' community shared pathway re-establishing access to Manyana Beach - $7,500 donation to RHVA by the Fountaindale Group. Pathway to be constructed after completion of the residential development . Points for discussion followed , including suggestions for alternative materials for pathways - have been considered but cost is prohibitive . • Report from the Sustainable Futures Committee, Shoalhaven City Council by

• Many difficulties in this subdivision design and conditions imposed by NSW Dept of Planning make it harder to assess

• Original application for Construction Certificate was rejected by SCC and returned for modification

• Application has now been resubmitted in bits and pieces- still in negotiation with Council Officers. Expected to be submitted in entirety to Council shortly. Unusual problems e.g. position of bus bays are a result of Dept of Planning conditions of approval

• Individual stages recommended by Council but also need to see overall job to assess drainage issues

• Preferred clearing one stage at a time but conditioned by RFS concerned with asset protection zones

• When subdivision is commenced, clearing should be monitored for weed invasion. Council will ensure site is regularly slashed be developer.

MANYANA BEACH ESTATE VOLUNTARY PAYMENT AGREEMENT

• Request submitted to Council for information about VPA

*when funds would become available

* can funds be used for other puposes than hall extension e.g maintenance, other facilities in the reserve

• VPA should be paid to Council before issue of Construction Ceertificate

• Purpose of funds cannot be changed by Council unless developer initiates a modification

• A Draft VPA has been submitted and is being reviewed. Further negotiations will occur between developer and Council. When document is in a suitable format, it will be exhibited.

REPORT TO RHVA MEETING 7 May & 2 June 2018 (updated) Larraine Larri, Community Representive appointed to the SHOALHAVEN CITY COUNCIL SUSTAINABLE FUTURES COMMITTEE Since last RHVA meeting there have been two Sustainable Futures Committee meetings and a workshop on a project with Griffith Uni - Managing Environmental Change Through Planning for Transformative Pathways on Tuesday 17 April (Lexie Meyer came with as an observer rep from RHVA) The key points:

• Marine Climate Change Effects in Our Region presentation from Assoc. Prof. Chris Fulton, ANU

• Atlas of Coastal Wilderness/ Nature Mapr and its implementation in the Shoalhaven: a citizen science app being used in Eurobodalla Shire & also ACT that is being launched in the Shoalhaven. Council is planning to support its use as a community resource for biodiversity and weed identification – speakers included - Libby Hepburn (Atlas of Life in the Coastal Wilderness, Eurobodalla), Dr Michael Mulvaney (NatureMapr, ACT Local Govt), Paul Hams (Milton Rural Landcare Nursery) and Mike Jefferis (Milton Rural Landcare Nursery). We could use this tool in RHVA to photograph & upload our local flora & fauna land and marine species and identify those endangered e.g. Sea Slug census. Libby Hepburn runs ‘Bio Blitz’ weekends for communities see https://atlasoflife.org.au/ and https://atlasoflife.org.au/atlas-bb/ - SEE over for training session 10 July

• Sustainability Coordinator position recruitment completed: note that Shoalhaven City Council is one of the few Local Government not to have a full-time Sustainability Coordinator.

• SolarHaven – Shoalhaven Water investigations into business cases for Solar Farm/s – Carmel Krogh

• Energy Management Coordinator – Darren O’Connor - reported that the Solar Power Purchase Agreements with Rooftop Solar are high on his list of priorities. Shoalhaven will be one of the first councils to pilot Solar PPAs. The shortlist of five potential sites has been narrowed to two – Shoalhaven Regional Gallery and Shoalhaven Entertainment Centre

• Tree Canopy and Nature-based solutions to reducing heat – project to assess environmental, economic and social benefits of trees in a SCC case study to be done by UTS with a report by mid-June. Council’s Environmental Assessment Officer undertook some temperature measurements on a 370C day to quantify the benefit to people a tree canopy can provide in terms of relief from high temperatures.

• Australian Local Government Climate Review 2018, produced by Beyond Zero Emissions. This Australian think tank is recognised, globally, in the top 50 think tanks. http://bze.org.au/zcc-local-government-review-2018/ From the key findings : “Nationally, 50% of Australian Councils provide public information on Climate Change”
