North East Lincolnshire Council is committed to reducing the amount of waste that is produced and disposed of in our area.

We need to change the way we think about rubbish; we believe it’s actually a valuable resource we’re throwing away. It currently costs the council over £10 million every year to collect and dispose of this waste. I am sure you will agree that this money is better spent on other things.

Thousands of tonnes of valuable resources are being wasted, and by recycling more we will contribute to reducing that waste, saving money and preserving our environment.

The government’s strategy on how local authorities are expected to manage their waste reflects this challenge, through setting targets and taxes aimed at reducing rubbish and sending less to landfill.

The council has promoted recycling for many years. Thanks to your co-operation, the amount of waste recycled has increased to approximately 35 per cent (April 2011). However, we need to, and can, do better.

The council has been set a target to recycle 50 per cent of the area’s waste by 2020. There will be fines if we do not meet this target.

The cost of landfill is also increasing, with landfill tax going up by £8 a tonne every year. For 2011 alone, our taxation costs were around £400,000. But with everyone doing their bit we can change this.

Did you know that two thirds of your daily rubbish can be recycled? If you are already using the boxes and bins to recycle, we would like to say a big thank you.

Around 95 per cent of households could use the orange, green and blue box collection system, but less than 40 per cent do.

Clearly, more local people need persuading to recycle.

Important changes

The council is introducing a number of important changes to the waste collection service. These are:

• All households will now be expected to recycle. You will no longer be able to opt out of recycling;

• Side waste (extra bagged waste) will not be collected. All waste will need to fit inside the green wheeled bin or recycling into boxes;

• From June 2012, cardboard will no longer be accepted in brown wheeled (garden waste) bins. Instead it must be placed in the green wheeled bin. This will improve the quality of our garden waste collections and the compost produced.

You can find more about all of the above changes and more by reading this booklet.

If you are experiencing problems, or do not have the correct bins or boxes, then please contact us and we will be pleased to help. We also recognise that not all properties may have suitable storage for all the waste containers and we are happy to discuss with householders, who feel this may be a problem, the alternatives available. We will however get tough on those people who persistently abuse the service, refuse our help and simply make no effort to recycle.

Failure to use the service correctly may result in legal action and may ultimately lead to prosecution and a fine of up to £1,000. However, we would rather work with you and support you to increase the amount of waste you recycle.

The council will:• Only collect waste in the specified container.

• Only empty the container if it has the correct waste in it, waste which cannot be recycled.

• Not collect excess or side waste, and, for safety reasons, bin lids must be in the closed position.

• Not return to empty your container until the next scheduled collection day, where waste has been incorrectly presented.

Replacement containers

If you are missing any containers please phone the waste hotline on (01472) 325841.Replacement containers will be charged for.

You must use your green wheelie bin to present any waste which cannot be recycled unless you have been issued with an alternative.

You should put your bins out for collection at the edge of your property closest to the road unless otherwise instructed by an authorised council officer. Bin collections start at 7am.

We will provide one garden waste bin per household which will be emptied free of charge.

Home composting

Up to a third of the materials in your waste bin could be used to make compost. If it is just thrown away, this is a waste of the earth’s resources and nutrients.

By composting you can return organic matter to your garden soil without needing artificial fertilisers, which are made of precious resources such as peat.

Composting can also help reduce your reliance on artificial pesticides. Doing this encourages more of the gardener’s friendly organisms, which do a lot of your gardening for you and attract a greater diversity of birds and butterflies to your garden.

Most people use some form of container as it looks neater, is easier to manage and speeds up the composting process. Compost bins keep the heat and moisture in.

Plastics recycling

In North East Lincolnshire we use bring sites to collect plastics, and we recycle three types of plastics. You can tell the difference by looking on the labels, or imprints for these symbols:

All plastic bottles are either a type 1, 2 or 3, so any plastic bottle can be recycled. Check the tables on pages 11 to 13 for your nearest bring site with plastic facilities.

So please remember to wash and squash your plastic types 1, 2 and 3, and take them to your nearest bring site for recycling.

We currently do not collect plastics from your doorstep but we are exploring ways in which we could introduce this in the future.

There are a number of sites around North East Lincolnshire where you can take your recycling, called bring sites.

Community Recycling Centres The Community Recycling Centres (CRCs) formerly known as the tip, dump or civic amenity sites, are in Grimsby and Immingham.

They are open every day (except Christmas Day, Boxing Day and New Year’s Day) from 8am to 6pm for the disposal and recycling of household materials.

Before loading all your waste into your vehicle for the visit to the CRC, you will find it helps if the waste is already separated into recycling and non-recycling. By doing this you will find it reduces the time taken whilst at the CRC as you are required to separate it before you can put it in to the containers. See page 15 for a list of waste accepted at the sites. If you are unsure whether the type of waste you want to take to the site is suitable, please phone the waste hotline on (01472) 325841 before you load your car.

• Household chemicals (i.e. fertilisers, wood preservatives and pesticides.)

Household building waste

You can take construction and demolition waste to both sites. This must be in small quantities i.e. that you can fit easily in a car.

Construction and demolition waste includes items such as bricks, rubble, soil (including turf), timber, door and window frames, fitted furniture including kitchen and bathroom fitments that are generated as a result of you doing small DIY projects at your home.

If you are not sure whether the type of waste you want to dispose of at the site is suitable, please telephone the waste hotline on (01472) 325841 before you load your car.

Commercial vehicles

Commercial vehicles carrying construction and demolition waste will be refused entry to the CRCs. A commercial vehicle is any vehicle designed to carry goods rather than passengers. This also applies to privately hired or commercial vehicles.

We wish to work with all residents to reduce the area’s waste and will provide help and assistance to residents. Staff will be available to offer help and advice for households to reduce, re-use and recycle more of their waste.

Bulky waste collection serviceWe aim to help you dispose of bulky items and excess household waste, which may be unsuitable for collection as part of your normal refuse collection service.

Please note this is NOT a house or garden clearance service.If the item you no longer want is in a good condition consider if it is suitable for a charity donation. Community Chest is a local charity who will collect clean, usable furniture and equipment for free. Phone (01472) 240256.

Price structure for bulky waste collections

Fridges and white goods: £10 per appliance. Please note a maximum of two appliances will be collected per visit.

Bulky items (other than fridges and white goods) £10 each for up to 2 items £45 for 3 to 5 items £85 for 6 to 10 items £125 for 11 to 15 items £160 for 16 to 20 items Please note that a maximum of 20 items will be collected per visit.
