Thank you for your interest in joining the team at Morecambe Bay Partnership.

We are looking for some one who is both a great team leader, who can motivate and inspire a small team, and a great project manager, who can drive programmes forward.

Ideally you also have the strategic vision to see opportunities, and the can-do spirit to take them to completion. If this is you, then this role is your opportunity to become a key player in boosting the visitor economy of the Bay area.

In 2015 we opened the Bay Cycle Way which runs around the Bay from Walney, near Barrow to Glasson, south of Lancaster. In this role you will lead and manage work to

• Extend the Bay Cycle Way south from Glasson connecting it to the National Cycle Network in Fleetwood.

• Deliver a suite of new access and tourism projects to make the Bay a centre for cycling and walking and widen the appeal of the Bay area.

• Develop new access-for-all routes, and promote family-friendly walking and cycling. • Design and test new visitor experiences - central to reframing the visitor offer and

developing the Bay’s profile as an exciting, green destination.

Morecambe Bay Partnership is a dynamic organisation with a broad multi-sector view cutting across boundaries around the Bay to celebrate and conserve, connect and collaborate.

Over the past 10 years we’ve delivered a varied portfolio of tourism, nature, heritage, arts and access projects. We see the landscape and heritage as a driver for the local economy.

In spite of the covid crisis, I’ve real optimism for Morecambe Bay and the Morecambe Bay Partnership:

• We are about to embark on this £1.2M Coastal Communities Funded scheme to boost the visitor economy of the Bay.

• The local authorities are working together as the Lancaster and South Cumbria Economic Region.

• And plans are gaining pace for an Eden Project in Morecambe.

All of this offers great opportunities for the Bay to revitalise its image on the national stage.

Could you embrace these opportunities and lead a team to deliver this major scheme? Do you have the strategic vision to shape new programmes, and the nous to make them happen?

We need an energetic and experienced team leader and programme manager with a proven record of delivering great projects, making good things happen and getting stuff done.

Our work strengthens the local economy, builds stronger communities, improves access, protects nature and archaeology. Together with our wonderful volunteers we celebrate and conserve this very special area.

Some examples of what we do

- We created the Bay Cycle Way in 2015. Visitors using the route contribute £330,000 annually to the local economy. We plan to extend and connect to the national cycle network in the south and add new family friendly circular routes. We want to create new bridge crossings to improve safety.

- The Bay’s heritage has been overlooked and unappreciated

i) We have 100’s of hours of oral history recordings of our veteran fishermen. We want to bring these to a wider audience through dance and a pop-up people’s museum.

ii) We have researched a little understood iron-age hill fort on Warton Crag and want to implement new management to protect the site and tell its story.

iii) Through volunteer action, we have removed bracken from a stone circle and want to create new records of the archaeology of the surrounding prehistoric landscape.

- Morecambe Bay is in the top 3 of the UK’s sites for wading birds and wildfowl but even here there are serious declines with disturbance at winter roosts (lapwing, redshank) and predation of nests (curlew) being major issues. We work with farmers and volunteers to reduce predation of curlew nests.

- Over 24,000 local people (12%) lack the strength or stamina to walk far. We want to help more people get outdoors and access the health, well-being and social benefits of the countryside. We have provided 5 all terrain mobility scooters and created 3 accessible routes. We want to create more routes and train more volunteers to run the ‘More to Explore’ programme.

5. Background to the role

Coastal Communities Fund 1 (CCF 1) ‘700 Days to Transform the Bay’

In 2013, Morecambe Bay Partnership working with Cumbria County Council secured £490,000 from the Department of Communities and Local Government (DCLG) in the first round of the Coastal Communities Fund (CCF 1) for a range of projects including the creation of the Bay Cycle Way – opened in 2015.

The full CCF 1 Programme entitled ‘700 Days to Transform the Bay’ was designed to stimulate sustainable economic growth by enhancing the area as a tourism destination through branding and marketing, the Bay Cycle Way, new information for visitors (Seldom Seen maps and apps) and Welcome training.

Coastal Communities Fund 3 (CCF 3) ‘Destination Morecambe Bay’

In 2015, Morecambe Bay Partnership, with Cumbria County Council as lead, secured £297,500 from round three of the Coastal Communities Fund (CCF 3) for ‘Destination Morecambe Bay’ – a programme which included support for electric bike hire, opening up disabled access, (Trampers and accessible routes) and bespoke station maps celebrating the heritage of the area.

Barrowstationpanel Coastal Communities Fund 5 (CCF 5) ‘Experience Morecambe Bay’

The Coastal Communities Round Five (CCF 5) application entitled ‘Experience Morecambe Bay’ was developed in partnership with South Lakeland District Council. It was submitted in January 2019 and awarded £2,351,200 from the Coastal Communities Fund in late March 2019.

South Lakeland District Council (SLDC) was the lead applicant and is the accountable body.

The portfolio of projects includes works where South Lakeland District Council are the lead – to revive and renovate Grange promenade and some works to allow the lido to open as a visitor facility, but not, initially, as a pool. The other projects in CCF 5 are to be led and delivered by Morecambe Bay Partnership. These are described in section 6 below. The programme start has been much delayed, initially by limited capacity stalling the grant agreement from South Lakeland District Council to Morecambe Bay Partnership, and, since March of this year, by the coronavirus crisis.

6. Coastal Communities Fund – Round 5

The CCF 5 scheme is a suite of tourism and access projects to improve the quality and range of visitor experiences. Projects will:

• Revive and renovate Grange lido and promenade to create a key cultural visitor destination and new tourism facility for Morecambe Bay (SLDC lead).

• Create a new family-friendly signature cycling festival to raise the profile of the leisure cycling offer in the area, including the Bay Cycle Way and increase visitor spend.

• Extend the Bay Cycle Way for 24km from Glasson Dock to Fleetwood.

• Create 5 new family friendly cycling routes supporting leisure, well-being and active travel.

• Create 3 electric bike hubs at Grange, Morecambe and Fleetwood to improve health and wellbeing.

• Support new businesses at 4 smaller electric bike hubs, and adding to the visitor offer.

• Brand the section of the English Coast Path which runs around Morecambe Bay as the ‘Bay Coastal Way’ and connect it with a new Headland Way.

• Promote the Headland Way, bringing a new offer of high-level, circular walking routes around the Bay.

• Improve access for those who cannot walk far through the provision of 4 Trampers.

• Develop and test 6 unique visitor experiences and improve the quality of the visitor experience.

Scale and Project Costs CCF 5 - Experience Morecambe Bay

The total Scheme budget is £5,551,200 comprising a grant of £2,351,200 and £3,200,000 match funding from South Lakeland District Council towards works in Grange.

A summary of the activities and project costs as submitted is shown below. P1 to P12 are the project numbers used in the submission.

Since the coronavirus crisis, so much has changed that some projects, notably the cycling festival, will need to be re-designed.

P1. Lido and Promenade: £4.2million – Full capital delivery and capital cost plans submitted. Delivery led by South Lakeland District Council.

P2. Cycling Festival: £96,000 - Budget includes freelance support for the development and management of a cycling festival, and a framework for future cycling festivals.

P3. Bay Cycle Way Extension: £602,425 – Full capital delivery and capital cost plans submitted. Morecambe Bay Partnership will oversee the delivery. However, on-the-ground delivery works associated with constructing the cycle path are to be led by Lancashire County Council under a grant agreement between South Lakeland District Council and Lancashire County Council. The Bay Cycle Way extension runs between Glasson and Fleetwood and so all works fall in Lancashire. There is a marketing allocation in the main budget of £12,000 to promote the route.

P4. Family Friendly Cycling: £15,760 – Budget includes freelance support for developing routes and guides. There is a small additional marketing budget to promote the routes.

P5. Electric Bike Network: £144,000 - Budget includes the cost of buying 44 electric bikes, accessories and safety equipment for 3 hubs (12 bikes per hub) and 4 businesses (2 bikes per business). There is a small additional marketing budget to promote the network.

P6. Bay Coastal Way: £33,000 – Budget will largely support the development of a web based route and visitor guide and route signage. Plus some very minor physical works which are not be part of the statutory responsibility of the English Coastal Path team but which can create accessible or attractive circular routes and so add great value for walkers. There is a small additional marketing budget to promote the Bay Coastal Way.

P7. Headlands Way: £24,640 – Based around linking and marketing existing footpaths, many with rewarding views for little effort, the Headland Way will bringing these routes to visitors. The budget includes freelance support to map 4 routes, design and produce guides. There is a small additional marketing budget to promote the Headlands Way to businesses and visitors.

P8. More to Explore: £64,900 – includes the purchase of 4 Trampers and accessories, cost of setting up Tramper hire points, route and Tramper network development. There is a small additional marketing budget to promote Trampers.

P9. Experiences: £49,250 - Budget includes freelance support to develop, test and package a suite of experiences. There is a small additional marketing budget to promote the experiences.

P10. Magical Morecambe Bay Moments: £48,000 – This is a digital customer service and product knowledge training programme. The budget includes freelance support to develop an online platform based on existing ‘Welcome to Morecambe Bay’ training resources, and recruit and support 50 businesses to complete the training remotely.

P11. Monitoring and evaluation: £22,000 - Budget includes an independent cycle route monitoring and intercept survey and visitor economic impact survey (STEAM) and analysis.

7. Responding to the Covid pandemic

How Morecambe Bay Partnership is adapting

You will join us at a crucial time as we recover from the current crisis. Morecambe Bay Partnership responded by embracing digital and redesigning delivery and operations.

We re-phased some work and some programmes were paused, including this, Coastal Communities Fund Round 5. None of the team were furloughed but, initially, recruitment was put on hold.

The whole team have been encouraged to embrace digital and continually develop their digital skills. In this role, as Team Leader, you should champion digital skills and show leadership in using digital technology, communications and marketing.

The Partnership off ice and your location

At the time of writing, all the team are working from home. We intend to keep our office base in Kendal and use it for (socially-distanced) meetings and to generate and explore ideas together. We will keep this under review and expect staff to be flexible.

We do not anticipate a full-scale return to office-based work in the coming months. However we expect staff to live within, or close to, the Bay and be able to travel around and build networks in the Bay area.

If you are not currently living in the area and were successful in your application we would expect you to relocate within a reasonable time. However, we would be happy for you to start work before you completed your move.

Recovering from the cris is and our work

The last few months have highlighted the role of charities, made many more awake to nature and history, more connected to the people and stories that live in our localities.

Your colleagues in the Partnership team will continue to explore these connections to the natural world, to local history and to the themes that have shaped our communities.

These will be one part of our work to help our local communities to recover and rebuild.

Impacts on the Coastal Communities programme

The Covid pandemic has brought so much change, uncertainty and varied challenges. It’s had a devastating impact on the arts, culture, tourism and hospitality sectors.

Through this CCF 5 programme, and in this role, there is great potential to help with recovery and rebuilding to support the Bay’s visitor economy - by developing the Bay’s cycling and walking offer, testing new visitor experiences, and exploring new challenge funds.

Thousands of unloved bikes were used again during lockdown. Cycling and walking gained new profile and again emphasised their importance for active travel and well being. Clearly leisure cycling and walking can be enjoyed within social distancing guidelines.

And now there is the real prospect of additional funding for new infrastructure.

Creating and testing new bespoke visitor experiences that introduce the Bay to our visitors and can be delivered in ways that are Covid-secure will ensure they are viable in varied future scenarios.

Disabled people, and those in poor health, have suffered more than most in lockdown reporting worsening isolation and anxiety. In this role you can make a real difference to their lives by expanding our More to Explore Tramper hire programme and finding new ways to support the isolated so they can explore the coast and countryside and enjoy the boost of being outdoors.

8 . The Role

This is a fantastic job for an experienced programme manager and team leader. The post will be demanding yet extremely rewarding.

You will be leading the delivery of the Coastal Community Fund Round Five Programme (CCF5), with the exception of P1 – the works on the promenade and lido in Grange.

You will be responsible for ensuring plans are realistic, delivery is on track, milestones are met, and reports to partners and funders are clear and timely.

You will need to have a strong background in programme management, be confident in appraising legal agreements, writing contract briefs and managing contracts.

You should be an inspiring and approachable team leader, keen to support and develop your team, so there is a strong sense of achievement and momentum driving projects forward and generating new opportunities.

10. Coastal Community Team (CCT)

From 2015 to 2018 central government encouraged the formation of Coastal Community Teams.

In 2016/17 Morecambe Bay Partnership and South Lakeland District Council received a small grant to develop a Coastal Community Team and Economic Plan for Morecambe Bay.

Government describes Coastal Community Teams as local partnerships that support communities to collaborate and address the challenges that they face to help build a stronger local coastal economy. In 2013 Morecambe Bay Partnership led an informal grouping bringing together the local authorities, Cumbria Tourism, Marketing Lancashire, Bay Tourism and other stakeholders to support the development of the CCF 1 bid. After the success of that bid, the group was formalised as a Partnership Board to oversee the delivery of 700 Days, the CCF 1 programme and ensure strategic added value and a joined up approach. This Board evolved into the Coastal Community Team for Morecambe Bay. It was formally recognised as such in 2017. The current partners are: Barrow Borough Council, South Lakeland District Council, Lancaster City Council, Cumbria Tourism, Marketing Lancashire, Bay Tourism and Morecambe Bay Partnership. With paused programmes, the Coastal Community Team has been rather quiet in recent months. Now is the time to re-invigorate the Team, ensure regular meetings, slightly expand its membership, and provide more capacity so it can effectively support delivery. With the right approach this Board/Coastal Community Team can add strategic value, ensure joined up working, and support effective delivery of the Coastal Communities Round 5 Experience Morecambe Bay Scheme.

Develop and shape the Partnership’s role in relation to economic development, visitor economy, cycling, walking routes, disabled access, infrastructure, and arts.

Keyresponsibilities• Lead, develop and manage delivery of specified projects. Risk management, contract

management, budget management. Work closely with external partners, and consultants. Ensure programmes meet the criteria, outcomes and conditions of the funders and partners.

• Line manager to three staff. Lead, motivate and develop those staff and the team.

• Work closely with Morecambe Bay Partnership Chief Executive, senior staff (other team leaders) and Trustees to support the organisation. Stand in for Chief Executive when required on CCF related matters.

• Proactively collaborate and develop joint activity with our local authority partners, other key strategic groups and such as the Local Enterprise Partnerships, the Lancaster and South Cumbria Economic Region, Destination Management Organisations, Eden Project North and other partners and stakeholders.

Morecambe Bay Partnership Business Plan. Contribute to strategic plans such as business plans, fundraising strategy and communications strategy.

• Explore and actively develop new opportunities and funding for work area. Scope, develop and deliver a pipeline of strategic projects to achieve the ambitions of the Morecambe Bay Partnership Business Plan and Coastal Communities Team Economic Plan.

• Scope, develop and deliver high quality funding bids, including to government challenge funds, Lottery Funds, and other trusts, foundations and sources. Support individual giving and consultancy bids. Demonstrate high level of business awareness.

• Take lead responsibility for communications and engagement for work area inputting to overall communications strategy and plan. Promote and publicise work of Partnership to inspire and engage supporters and volunteers.

• Take lead responsibility for monitoring and reporting for work area. Ensure accurate recording of financial, administrative and reporting requirements in line with funder and partner requirements. Ensure accurate record keeping of target outcomes. Ensure work is well organised and reported as appropriate to our partners and funders.

• Ensure socially distanced and Covid-secure operations.

• Embrace digital working. Champion use of digital tools and support digital skills development. Use digital successfully for team development, engagement and delivery.

• Shape and develop an effective Morecambe Bay Coastal Communities Team that drives sustainable economic growth helping our communities to thrive and strengthen their appeal as places to live, work and visit.

• Promote and facilitate stakeholder, partner and community involvement in the development of the Coastal Communities Team. As appropriate lead and chair specific task groups. Liaise with partners, stakeholders and support volunteer involvement.

• Accurately manage, monitor and report the financial, administrative and funder’s reporting requirements. Manage delegated budgets. Prepare regular financial and progress reports for the Morecambe Bay Partnership Board of Trustees, Coastal Communities Team Board and the funder. Ensure accurate record keeping and reporting to partners and funders.

• Develop and deliver a communications plan for the Coastal Communities Team to publicise the Team’s work, ensure engagement in its activities and celebrate its achievements.

• Create and disseminate timely, creative and engaging content to appropriate media to publicise the Coastal Communities Team’s work and celebrate its achievements.

• Prepare high quality, concise and professionally written communications, technical reports, briefings, presentations, notes of meetings, financial and progress reports, consultation documents, and other reports.

• Liaise effectively internally to ensure work is integrated across Morecambe Bay Partnership programmes. Liaise effectively externally to ensure work is integrated with other key programmes and initiatives across Morecambe Bay area.

• Build strong and supportive team relations internally and partnership relations externally. Provide support and cover across team functions as needed.

13. Terms and Conditions of Appointment

The employer is Morecambe Partnership Registered Charity Number: This post will be an initial two-year contract with the possibility of extension, subject to funding. This post is entirely grant-funded and we are very keen to secure continuation funding to make this a permanent position. The post holder is expected to be proactive in securing funding, leading work with the other senior staff in identifying and developing grant applications and supporting other team members

with applications. We have a good track record in securing funding and you should expect to be a leading part of this. We offer flexible working arrangements. This role is offered at 32-37 hours a week. Bank holidays and 25 days holiday a year on appointment, rising to 30 days after 5 years (pro-rata). Travel and subsistence in line with HMRC rates. We make an 8% employers pension contribution. To be Covid-secure, the Partnership office is now used only on a very limited basis and the team are working from home. Regular team meetings are held via ZOOM. We expect staff to attend team meetings and training digitally, or as appropriate, in person. In this role you will be working with partners, the business community and tourism operators. You will be working digitally and, when appropriate, face-to-face in the community developing partnerships, delivering training, events and volunteer support. We encourage and support staff development and training. Our office is at The Factory, Aynam Road, Kendal. Parking is free but space is sometimes limited.
