No Role profile ref TC6O DMA Level 1 Service Area Infrastructure Strategy & Planning Line Manager Infrastructure Strategy & Planning Manager Location New County Offices Job Purpose To prepare and develop policies, strategies and supporting information, offering recommendations and guidance to decision makers within the Infrastructure Strategy and Planning Service, to help shape delivery. To actively engage with strategic partners and customers and contribute to the delivery of the policy framework, plans, and bid activity associated with service objectives. Job Context (key outputs of team / role to provide some specific examples of role profile accountabilities) 1. Support the development and implementation of the service plan and contribute to the preparation of technical strategies. 2. Assess and evaluate complex information / situations, recommending, developing and implementing solutions / interventions, assessing and mitigating associated risks, and escalating issues as necessary. 3. Undertake research and consultations to inform recommendations and decision making within the Service. Develop results and responses and submit reports and recommendations on key issues. 4. Provide authoritative professional advice, guidance and support to a range of internal and external customers / stakeholders. Respond to and investigate complex enquiries / escalated complaints 5. Deliver specialist projects or improvement programmes or contribute to the delivery of larger projects / programmes within the service area. 6. Proactively build and maintain good working relationships and communicate effectively with all stakeholders, to ensure service delivery and to share and identify best practice. 7. Relevant experience and specialist expertise relating to Strategic planning / policy matters, with evidence of work responsibilities appropriate to the role.

Experience in managing the development of policy, plans and strategy within planning or policy fields.

Excellent knowledge of Service requirements and interrelationships with other services and departments. Good knowledge of wider sector / external influences

Experience of working effectively with strategic partners including central government departments/ local authorities, commercial partners and private sector organisations

Expert knowledge of relevant systems, regulations, technical guidance, legislation, best practice, policies and procedures relevant the service area.

Knowledge and experience of transport planning legislation, policy and strategy.

Excellent interpersonal skills. Proven ability to negotiate and persuade and build and maintain effective working relationships at all levels. Ability to communicate with, engage and influence customers, partners and stakeholders, in complex situations

Experience of partnership working. Experience of representing the work area externally

Excellent planning and organisational skills, to manage a range of complex activities and to achieve given targets and
